LETTER from the

ADMINISTRATOR The winter edition of the Illustrated has me thinking about partnerships.

LSPR’s ability to serve our community is enhanced by the relationships and partnerships we develop. Without partnerships, many of our programs, facilities, and park amenities would not exist. I would like to highlight a few of our key partners and thank them for supporting LSPR and our patrons.

LSPR has found a key partner with Mid-Continent Public Library (MCPL). We collaborate with MCPL on programming at the Legacy Park Amphitheater (LPA) and our community centers. Our partnership started with a few events at LPA and has grown into programming throughout the year. The programs are free to the community and range from cultural arts experiences to educational opportunities. This winter LSPR and MCPL are offering a number of educational sessions focused on technology. For a complete list of programs turn to page 5.

We have also been fortunate to maintain a long-standing partnership with Lee’s Summit Medical Center (LSMC). LSMC has been a proud supporter of our RevUp community wellness program, which has provided health and wellness programming for thousands of participants.

Our partnership has evolved into a true educational effort to promote healthy lifestyles within our community and we do this through shared social media efforts and educational outreach.

The Youth Sports Associations (YSAs), Lee’s Summit Baseball, Sporting Lee’s Summit, Lee’s Summit Girls Softball, and Lee’s Summit Football have also been great partners for several years. Collectively the YSAs serve thousands of youth in their respective sports. A focus on recreational sports (skill development, equal playing time, safety, fun, and affordable) has been a shared goal that we continue to promote. Constructing and maintaining the best facilities in the region has also been a key outcome of our partnerships with the YSAs. As we head into winter, each of the YSAs will be accepting registrations for their spring seasons. Contact information for each of the YSAs is listed on page 27.

Finally, I would like to highlight the Legacy for Parks Foundation (LFPF). The LFPF is a non-profit 501(c)3 organization created to support the efforts of LSPR. A group of dedicated volunteers partner with LSPR to provide financial assistance for special projects and to administer our Memorial Bench program, Children’s Memorial Butterfly Garden (brick) program, and our Pooch Paws for a Cause program. The foundation provides an opportunity for members of our community to contribute to parks in meaningful and thoughtful ways.

Of course, we have many other partners in our community and I do not have the space to thank all of them individually but please know your contributions are appreciated. On behalf of the Parks and Recreation Board, our staff, and our community, I would like to say thank you to all of our partners. Your support of LSPR and efforts to provide opportunities to our patrons make Lee’s Summit a special place to live, work, and play.

7 Tips to Keep Kids Out of the Doctors Office

chool is back in session, and along with their homework, your kiddos are also bringing home germs. Help keep them, and you, out of the doctor’s office this cold and flu season with these seven tips:

Pack a Lunch: Packing a healthy lunch keeps your kiddo energized and their immune system on the defense. While juice boxes and fruit snacks may be an easy go to, these popular kid snacks are loaded with sugar that can leave kids feeling sluggish and cranky towards the end of the day.

When packing your child’s lunch, aim for protein-rich snacks to keep them sustained: cheese sticks, hummus with pretzels or carrot sticks, or apples slices with peanut butter.

Get a Flu Shot: Flu vaccinations prevent millions of doctor and hospital visits each year, and is the best defense for flu related illnesses.

An Apple a Day!

Consider a Probiotic: Our bodies receive protective bacteria from food sources like yogurt, sour kraut or kimchi. If these aren’t daily staples in your kiddo’s diet, consider a daily probiotic. There are many popular brands of probiotics on the market. Keep in mind, however, just because it’s a popular brand, doesn’t mean it’s worth the money. Look for a probiotic with at least 40+ billion CFU (bacteria count), and make sure it’s a capsule not a tablet or gummy (those can break down in the stomach before making it to the lower gut where it needs to go). Another tip; look for a probiotic that has multiple strains of bacteria instead of just one.

Decrease Stress: When stress hormones increase, our body’s immune system tends to decrease. Make sure your kiddo has a good balance of rest and activity. Letting kids get active outdoors with activities such as riding their bike, playing on the swing set or kicking around a soccer ball, is a great way to relieve stress. That regular exercise will also help boost their immune system.

Get some Z’s: One of the best ways to keep your kiddos well is a good night’s sleep. Sleep actually helps our bodies beat those yucky germs by producing proteins that help fight infection, illness and stress.

Avoid Sharing Hats & Helmets: Whether it’s a baseball hat or a football helmet, sharing head coverings puts kids at risk for head lice. To steer clear of these critters, avoid sharing hats, helmets, brushes or combs with other kids at school. If your child does contract lice, keep them home until it’s been properly treated, and remember to thoroughly wash all bedding and clothing.

Remember that head lice is common. It doesn’t mean your child is dirty . . . and when kids play together it’s pretty easy to pick up.

Water Fountains Are a Last Resort: What are some of the most germ-ridden objects in schools and public places? Water fountains. Water fountains harbor thousands of illness-inducing microbes, and is an easy way for kids to directly ingest germs into their mouths. Yuck!

But if a water fountain is the only source of water, instruct your child to let the water run for a few seconds before drinking from it, and to never put his or her mouth directly on it.

Spring Youth Volleyball (Grades 4-5th, 6th, 7-8th)

This eight-week session practices twice a week in the various elementary schools with games on Saturdays and Fridays as needed. Fee includes team shirt. 1st, 2nd & 3rd place awards provided. Practice space is provided to each team. This is a volunteer coached league so if you wish to coach, please indicate on your child’s enrollment form and contact Jared Benson. New coaches must go through NAYS training and all coaches must pass a background check before practices begin. Practice locations and times are determined by the coach at the coaches meeting. Practices will begin the week of March 9th. Girls sign up individually and are placed by LSPR based upon the school they attend/ region of Lee’s Summit they are located and practice conflicts.

NEW! Spring High School Coed Volleyball (Grades 9-12th)

This new division is for High School Students grades 9-12 who would like to continue to play volleyball or play recreationally with their peers. Games will be held Saturday evenings. Up to 12 on a roster, 6 on the court. Teams must have a parent/guardian contact or coach present at each game. Teams will play an 8 game season with double headers two times during the season. The final two weeks will consist of a playoff (double header as needed depending on the number of teams enrolled). Winner receives championship shirts.

General Info & FAQ's IN CASE OF BAD WEATHER Call 816-969-1516 a half hour or less before your scheduled activity to see if it has been canceled. If the activity is scheduled at an R-7 school and school was canceled during the day, so are the activities for that evening.

PROGRAM DISCLAIMER LSPR reserves the right to cancel, combine or divide classes. There may be a need to change dates, times, locations, instructors, fees or program outline revisions of any program offerings. We will give as much notice as possible for changes made.

LSPR PROGRAM REFUND POLICY Satisfaction Guaranteed* In the case of a schedule conflict or inability to attend a program, a refund will be issued to the participant in the amount based on the following parameters: Prior to the deadline of the program a 100% refund of the fees will be returned. After the registration deadline, 90% of the fee paid will be returned. After the start of the program, 75% of the fees paid will be returned.

Administrative fees withheld from team leagues may vary depending on time of withdrawal and schedule release. The amount withheld will be approved by LSPR’s Administrator. As per LSPR’s 100% Satisfaction Guaranteed practice, if a participant is not satisfied with the services provided by LSPR, the following options may be followed: 1. Receive a full refund. 2. Repeat the activity at no charge. 3. Receive a full credit that may be applied to any departmental activity.

In order to receive a full refund, the participant may need to meet with the program supervisor. Refund checks or credits to credit cards will be processed within 14 business days. We are unable to refund Camp Summit enrollment fees, and activities/tickets that are provided by another organization or business. *We are unable to refund activities provided by other organizations or businesses (i.e., theme park tickets, etc.).

24 HOUR CANCELLATION POLICY A 24 hour notice of cancellation or change in contracted services, like massage therapy, personal training and private swim lessons, is required. If an appointment is canceled or changed within less than 24 hours of the scheduled appointment, a refund will NOT be processed. In the event of a cancellation by the contractor prior to the 24 hour notice, the appointment may be rescheduled or refunded. In the event of a cancellation by the contractor less than 24 hours of the scheduled appointment, you may reschedule your appointment and will receive an additional 15 minutes of service at no charge.

CAPRA Accredited

The Commission for Accreditation of Park and Recreation Agencies (CAPRA) administers a rigorous program based on self-assessment and peer review using national standards of best practice to better promote the quality of agency services and delivery systems. LSPR was initially accredited in 2003, re-accredited in 2008, again in 2013, and in 2018. Only five Missouri agencies have achieved this standard of compliance (Chesterfield, Clayton, Kansas City, Lee's Summit, and Springfield-Green County), and 176 nationally.

FINANCIAL ASSISTANCE In order for LSPR to ensure all residents have an opportunity to enjoy the benefits of the many programs offered, a special work program has been developed. The Work Program offers a trade in service hours to the department for financial assistance to participate in programs and activities. If circumstances prevent a patron from participating in the Work Program, a request can be made to utilize funding from the Angel Program, which is made possible through private donations and grants. INCLUSIVE STATEMENT LSPR provides recreation programs which are open to all residents in the city and seeks and supports participation by all citizens with a variety of interests and abilities. WHY KEY FOBS? For your convenience! The Key FOB is easy to carry with you, as it slides onto your key ring. In addition, the Key FOB allows LSPR to better track attendance, to know who is using the facilities and saves time when registering for programs or swiping in at facilities. Stop by anytime to pick up your free Key FOB at any of our facilities so you can start carrying your Key to Fun! Replacement FOBs are $1.

These photos may be used in future issues of Illustrated, on the website, social media pages, brochures, articles, ads, etc. Thanks for saying cheese! Camera Policy: No person shall use a camera, cell phone, or PDA in any changing room or washroom in LSPR facilities. Please report any actions to the contrary.

USE OF DRONES IN PARKS The operation of radio-controlled motorized aircraft in a park within LSPR jurisdiction is not permitted without prior approval from the Lee’s Summit Parks and Recreation Department. Permission to use a radio controlled motorized aircraft may be granted on a case by case basis if request demonstrates a specific public need for the radio controlled motorized aircraft usage and does not constitute an infringement on the public’s use of the parks, a danger to patrons within the parks, or violates park user privacy. The operator of the aircraft will be expected to follow all FAA guidelines including contacting the Lee’s Summit airport. LSPR is committed to providing a safe environment for patrons who choose to enjoy the park system.

Dog Park Rules 1. The off-leash dog area is for dogs and their handlers. No other use is permitted (including skateboard, bicycles, scooters, and rollerblades).

2. To create a positive experience for you and your dog, make sure your dog knows how to appropriately socialize with other dogs before using the park.

3. Dogs that exhibit aggressive behavior are not allowed in the park.

4. Dogs must be removed immediately from the off-leash dog area at the first sign of aggression.

5. Handlers are responsible for any injuries caused by dog(s) under their control.

6. Park users and dog owners assume all risk related to this use of the dog park.

LSPR shall not be liable for any injury or damage caused by dogs or handlers in the off-leash area.

7. All animal-to-human bites must be reported to the City of Lee’s Summit Animal Control Department immediately. City of Lee’s Summit Ordinance # 5.53.

8. All users of the park shall obtain and display a City of Lee's Summit dog license.

Dog license and vaccination tag shall be on a collar or harness. City of Lee’s Summit Ordinance # 5.82.

9. No dogs under 4 months of age are allowed.

10. All dogs visiting the park must be spayed or neutered.

11. Female dogs in heat and dogs with fresh wounds are not allowed in the Park.

12. Dogs must be under voice control of their handler and in view of their handler at all times.

13. Dogs must be on leash, a maximum length of 6 ft., when entering and exiting the off-leash dog area.

14. No dogs are allowed within the off-leash area while restrained by a leash.

15. Spiked collars are not allowed.

16. Children under the age of 5 are not allowed in the off-leash area.

17. Children between ages 5-8 must be supervised by an adult.

18. Handlers must be a minimum of 16 years old.

19. Handlers must have possession of the dog leash at all times.

20. Only two dogs are allowed per handler.

21. Handlers must “scoop the poop” and dispose of waste in designated park provided container.

22. Handlers must repair all holes and damage done by their dog under their control.

23. No animals other than dogs shall be permitted in the area.

24. Dog Park Hours of Operation 5 AM to 9 PM (or sunset, whichever occurs first).

Public Participation

Park Board meetings are the fourth Wednesday of each month, 6:00pm, in the Strother Conference Room at City Hall, 220 SE Green Street, Lee’s Summit, Missouri 64063. These meetings are open to the public; all citizens and interested parties are encouraged to attend.

The Parks and Recreation Board strives to ensure all interested parties are afforded the opportunity to make comments in Board meetings.

In order to efficiently manage Agendas and allow for sufficient time to address all business items as well as public comments, a “Comments from the Public” agenda item is included for each meeting. Members of the public who wish to speak during this portion of the meeting shall follow the procedure below to be included on the agenda:

• Fill out a Public Participation Form, available online at www.lsparks. net or by contacting the Administrative Offices of LSPR. • Submit the form to the Administrator of Parks and Recreation at the meeting at which you wish to speak before the meeting is called to order.

Members of the public who follow the procedures outlined above will be placed on the Agenda in the Public Comments portion of the applicable meeting and will be allotted five (5) minutes to speak.
