A LETTER FROM OUR MAYOR

Thinking About Running for City Council this November? Here’s Why You Should.

My memory can be a little spotty, but I clearly remember deciding to run for office while serving on the Parks and Recreation Board. That role was a great way to get involved and learn how city government works. That year, the Ward 4 seat was going to be open, and a friend asked if I’d ever thought about running. My immediate answer was no, but the question stuck with me, and I eventually decided to take the leap.

As a volunteer, I enjoyed being involved, having a voice, and working with others to improve our city. I began to consider what I could contribute as an elected official, even without a background in politics. After talking to City Councilors, I realized that my experience in business systems and organizational development offered a different perspective to those already serving. City councils benefit from a mix of skills, backgrounds, and experiences.

Too often, we assume that public office is meant for someone else. Someone with a political background, a long résumé in government, or all the answers. I thought the same at first. The truth is, in a city like Golden, the most effective council members are those who know the community, care deeply about its future, and are committed to serving everyone.

You don’t need to be an expert in every issue. I knew about Parks and Recreation and very little about water systems, transportation infrastructure, or public safety. What matters most is curiosity, a willingness to listen and learn, and the courage to speak up for the entire community, including those who aren’t always heard and those who will call Golden home in the future.

If you have considered running, or know someone who should, now is the time to seriously think about it. I’m happy to meet and answer questions or talk through what the role involves. My children were young when I first ran for council, and I had plenty of questions, especially about time commitments and responsibilities. That’s a common concern whether you are balancing work, family, or other demands. It is something we can talk through together.

City Council is committed to supporting candidates through the process. We have updated the candidate information booklet for more clarity on campaign requirements, and this year, we are bringing in an outside partner to offer candidate training.

Running for office is a big decision. Campaigning can feel intimidating, but don’t let that be the barrier. If you care about Golden, want to help shape its future, and are ready to engage thoughtfully across a wide range of topics, I encourage you to step forward. Golden needs dedicated leaders to help build a great future.

A MESSAGE FROM LISA VITRY District 1

With summer here, I see many residents enjoying the City’s parks and open spaces. As I do the same, I often think back to when I first learned to respect the land. I grew up in a small town in upstate New York where open fields were within walking distance of my home. I spent my summers camping, fishing, and hiking in the vast Adirondack State Park. My dad was my teacher and these were my classrooms. We would walk in the fields, and he would teach me about the plants and the wildlife and tell me stories of how these were the fields he walked as a child. We fished along the same banks of the river he did growing up. I learned how important it is to always be a steward of the land, respect wildlife, and leave no trace.

I am encouraged by the progress the City has made with the Open Space Master Plan. Phase 2 of the plan is currently in final review. The Plan is needed to manage and maintain the 391 acres currently designated as open space. We need to be the stewards of this land and protect and preserve our open space.

Those open fields in my hometown are different now. They are big box retail stores and a slew of chain restaurants with poorly designed, half-empty parking lots. The fishing spot on the river is no longer viable. The water sports are unmanaged, and the impacts are unmitigated.

I believe the fate of our Open Space will be different. The land will be respected now and will be preserved for the future. With the next generation learning from our thoughtful planning. I look forward to seeing you out on the trails and enjoying our open space. Our appreciation and stewardship of this land will have a lasting legacy.

A MESSAGE FROM PATTY EVANS District 2

It's a perfect time of year to have a picnic, play on the playground, toss a frisbee, or take a stroll around Golden's parks and playgrounds!

I can’t tell you the number of days I’ve visited the various playgrounds with my kids when they were toddlers (climbing on the dinosaur at Discovery Park was a favorite), watching them ride endless loops on the pump track at Vanover Park, and enjoying the open grassy fields at Norman D and Lions Park at all ages.

We recently celebrated the ribbon-cutting for the new Heritage Dells playground, and a first round of public input sessions for the new Lions Park playground just wrapped up. As I watched people give their opinions at one of the feedback sessions, I appreciated the detailed thoughts kids had about the kinds of equipment they liked to play on, the types of slides, and the great importance of tire swings. Watching families play together reinforced the importance of multi-age amenities, like fitness equipment for adults, climbing and ninja areas for older kids and teens, and dedicated spaces for babies and toddlers. All of this input will help shape the playground's future.

Thanks to everyone who was involved in both of those processes and who attended the Cookies with Councilors where we talked about mobility priorities as we walked the Kinney Run Trail.

GOLDEN HORIZONS: SHARE YOUR VISION FOR THE FUTURE

What do you love about Golden? What would you change?

The City’s draft Comprehensive Plan will be available for public review in early July, with a 30-day comment period on Guiding Golden. This plan outlines draft policies, goals, and actions to help guide Golden’s growth and balance community values over the next decade. Feedback from recent public meetings has helped shape the current draft, and your input is still needed as City Council and boards prepare for final adoption in fall 2025. ENERGY-EFFICIENT BUILDING CODES MOVING FORWARD

Golden and other nearby communities are coming together to adopting updated building codes that make new construction more energy efficient. The codes ensure buildings will be better prepared for future upgrades like solar panels, electric vehicle charging, and electric appliances. Golden already offers rebates for many improvements, and a $199 million regional grant will bring even more incentives, upgrade assistance, and workforce training. ZONING CODE UPDATE

With Phase 3 of the zoning code now complete, the City is continuing to fine-tune its zoning code to make it easier to use and better align with new regulations like updated energy codes. Community members can schedule one-onone “Listen and Learn” sessions with staff to ask questions and share input. NORTH FORD COMPLETE STREET DESIGN UNDERWAY

The City is launching a complete street design project for North Ford Street (SH93 to 10th Street) and the Tucker and Cressman Gulch Trails. The project aims to improve safety, accessibility, and connections between North Golden, downtown, Clear Creek, and nearby open space. Planned improvements include ADA-compliant sidewalks and ramps, traffic calming features, better trail connections, and on-street parking updates to balance resident needs and pedestrian visibility. HISTORIC PRESERVATION POLICY STUDY MOVES THE PAST FORWARD

Golden is moving forward with the next phase of its Historic Preservation Policy Study under the tagline, Past Forward. This effort includes rewriting Chapter 18.58 of the Municipal Code to provide clearer, more effective preservation policies, along with new architectural guidance and neighborhood context statements for Golden’s historic districts. GET READY FOR THE 2025 GOLDEN MUNICIPAL ELECTION

Golden voters will head to the polls on Tuesday, November 4, to elect City Council representatives for Wards 1, 2, 3, and 4. If you’re thinking about running for City Council, or just want to make sure you're registered to vote, here’s what you need to know:

To Run for Office

Golden City Council plays a vital role in shaping our community’s future, and residents from all backgrounds are encouraged to consider running for office. To qualify as a candidate (per Golden Charter §3.4), you must:

• Be a U.S. citizen for at least 5 years

• Be a registered voter and Golden resident for at least 1 year

• Live in the ward you seek to represent

To run for office (per C.R.S. 31-10-302), you’ll need a nomination petition, available from the City Clerk’s Office starting Tuesday, August 5, 2025 in City Hall or requested via email. These must be returned by 5:00 p.m. on Monday, August 25, 2025. Petitions require 25 valid signatures from registered voters within the candidate’s ward. You’ll also need to file:

• A Candidate Affidavit within 10 days of publicly announcing your candidacy or starting to collect signatures.

• A Candidate Committee Registration form, required before accepting any campaign contributions.

All declared and filed candidates will be invited to attend a Candidate Training on Tuesday, August 26, from 4:00 p.m.–6:00 p.m. in Council Chambers.

Voting & Registration Information

This is a mail-ballot election. Jefferson County will mail ballots according to the state schedule. Inperson voting will be available on Election Day; Jefferson County will release a full list of in-person voting locations closer to the election date.

The deadline to register online, by mail, or through a voter registration agency is Monday, October 27, 2025. In-person registration remains available at the Jefferson County Clerk’s Office, including on Election Day.

NEWLY RETIRED OR NEW TO GOLDEN? FIND YOUR COMMUNITY AT THE FRONT PORCH!

Are you newly retired or new to Golden and wondering where to find community?

The Front Porch at the Golden Community Center is your home away from home for older adults. Located on the upper floor of the Golden Community Center, just off 8th Street, the Front Porch is a perfect place to meet new people, gather with friends, enjoy a cup of coffee, read a magazine, relax, and belong.

This summer, the Front Porch has trips scheduled in August to explore the Front Range Rail from Denver to Pueblo and to the US Olympic & Paralympic Museum in Colorado Springs, monthly lunches, as well as regularly scheduled Bridge and Mah Jongg games and a quilting club. The Front Porch also supports the SilverSneakers® program for Active Adults. Make a point to stop in, and socialize a bit!

Beginning in September, the Front Porch will be hosting a monthly lecture, art classes, a social dance, and additional trips. Come take a ride on the Georgetown Loop Train and lunch at Coopers in Georgetown on September 4. Local author Sandra Dallas will present the Front Porch’s first lecture of the season on September 16.

THE COMFORTS OF "RV"-ING COME WITH BIG RESPONSIBILITY

Summertime in Colorado often means camping. If your idea of camping includes a few extra creature comforts, like the sturdy walls and indoor plumbing provided by an RV, you play an important role in protecting the waterways that make Golden so special. As you manage water from your RV, please keep the following in mind:

Freshwater: Water from your RV’s freshwater tank is safe to drain on the ground. Better yet, use it to water nearby landscaping or trees.

Greywater and Blackwater: These wastewater sources must always be disposed of at an approved RV dump station. If your RV lacks a greywater holding tank, consider adding one, or temporarily collect greywater in a portable container to empty into a flush toilet.

Runoff into the storm drainage system is a leading source of water pollution. The storm drainage system is designed to collect stormwater (rain and snowmelt) and release it directly into Clear Creek, untreated. As stormwater runoff drains across streets, parking lots, and lawns, it carries with it pollutants such as automotive leaks, excess fertilizer, pet waste and sediment.

By following proper disposal practices, you can help protect Clear Creek and keep Golden’s waterways clean and healthy for everyone to enjoy.

MEET GOLDEN’S CLEAR CREEK AMBASSADORS

If you’ve visited Clear Creek lately, you may have seen City employees stationed along the banks. These are Golden’s Clear Creek Ambassadors—here to help make your visit to the creek safe, fun, and enjoyable.

Ambassadors are out on weekends at key locations, including the Clear Creek Parking Lot, Vanover Park, the Beach, and the west end of Clear Creek RV Park. Just look for the uniformed staff at the ambassador stations. They’re ready to answer questions about creek access, provide directions, and share safety tips so you can Creek Responsibly and make the most of your day in Golden. Spanish language services are offered at select locations, and all ambassador locations feature inflation stations, where visitors can connect with staff and inflate tubes before heading out on the water.

The Ambassadors are one part of the City’s larger Clear Creek Management effort, which helps balance recreation, public safety, environmental protection, and community needs along the creek corridor—especially during the busy summer season. GOLDEN’S ANNUAL WATER REPORT: A CLOSER LOOK

Every summer, Golden residents receive our annual Water Quality Report, also known as the Consumer Confidence Report (CCR). This report is required by the Environmental Protection Agency and the Colorado Department of Public Health and Environment, and it’s one of the ways Golden Water stays accountable and transparent with the community.

The CCR explains where your water comes from, how it’s treated, and what was found when tested throughout the year. It lists any regulated substances that were detected in the water and compares them to strict federal and state health standards. In short: it’s a snapshot of your drinking

water quality and how the City is doing as your water provider. Golden’s water continues to meet all regulatory requirements, and that’s thanks to a team of dedicated water professionals who work 24/7 to treat, monitor, and deliver safe, great-tasting water across the city.

This year’s report, reflecting data from 2024, was mailed to residents in June and is now available online. It’s a short report, but an important one, and a good reminder of the effort that goes into every glass of water.

A WATER CONSERVATION REMINDER

As Golden and the entire Colorado region face ongoing challenges from drought, climate change, and growing demand, water conservation is more important than ever. Every drop saved today helps protect our supply for tomorrow and supports Golden’s Sustainability Goal of reducing per capita water use by 15% by 2030.

With that goal in mind, the following tools and resources are available for residents and businesses to help cut outdoor water use:

• Aquahawk: Monitor your water use, set custom alerts, and catch potential leaks early.

• Rebates: Incentives for installing waterefficient irrigation systems and equipment.

• Landscaping guidance: Support for xeriscaping and drought-tolerant landscape design.

• Best practices: Water no more than three days per week, and only between 6 p.m. and 10 a.m.

TURN YOUR WILDFIRE MITIGATION WASTE INTO COMPOST

Wildfire mitigation to reduce fire hazards is a marathon, not a sprint, so removing a little each week can be an achievable strategy.

Create a defensible space at your home by removing flammable yard waste that are accepted in the City’s Pay-As-You-Throw program. Golden’s curbside organics collection service is available to most homes and offers year-round, every-other-week curbside collection and provides unlimited carts with no change in the monthly price. All landscaping materials are accepted in the curbside organics collection, including:

• Branches, particularly those that overhang roofs

• Pine needles on decks or in gutters

• Dead or diseased trees

• Juniper or Pfitzer bushes, a.k.a. “fuel on a stick”

• Dead vegetation that allows fire to climb up from the landscape into the tree canopy; trim your limbs up from tree trunks to a height of 6-10 feet.

TOO HOT? TOO COOL? OR JUST RIGHT WITH A HEAT PUMP

Summer is a great time to check your home’s heating and cooling systems, and an even better time to explore Golden’s sustainability rebates for improving your home’s energy efficiency!

Many rebates are doubled for income-qualified applicants, though some require a City of Golden building permit and a matching Xcel Energy rebate.

Golden’s rebates can often be combined with additional federal, state, and Xcel Energy incentives. If you’re thinking about equipment upgrades this year, consider talking to a local contractor to see how many rebates may apply.

• Heat Pumps. Heat pumps provide both heating and cooling by moving heat in or out of your home as needed. They’re highly efficient and can replace both a furnace and air conditioner. For a limited time, Xcel is also offering double rebates on heat pumps.

• Home Insulation. City rebates are available for general air sealing, wall insulation, attic air sealing and belly insulation for mobile homes.

• Electric Equipment. The Community Sustainability Advisory Board (CSAB) has expanded the list of rebates for a variety of equipment this year, including electrical upgrades, electric vehicle charging stations, induction cooktops, evaporative coolers, heat pump clothes dryers and even insulating cellular shades.

GOLDEN FIRE DEPARTMENT: A TRADITION OF SERVICE, A COMMITMENT TO TOMORROW

The century-old legacy of service, courage, and dedication lives on in the Golden Fire Department (GFD) — defined by resilience and adaptation. While firefighting has changed dramatically over the past hundred years, the GFD continues to evolve, embracing new approaches to meet the growing and shifting needs of the community.

With two fully-staffed, strategically-located fire stations operating 24/7, the department has improved response times by nearly 2 minutes, expanded citywide coverage, and enhanced both firefighter safety and service for Golden residents.

Strong partnerships remain a cornerstone of GFD’s success. Through automatic and mutual aid

agreements with neighboring fire departments, Golden participates in a regional network ready to respond when major incidents, wildfires, or largescale emergencies demand additional resources.

GFD has also elevated its training to ensure an “all-hazards” response. Firefighters receive advanced instruction in firefighting, emergency medical care, technical rescues, hazardous materials, and wildland firefighting, equipping them to handle a wide range of emergency situations.

Lastly, by carefully managing equipment purchases and aligning capital needs with community priorities, the department ensures that taxpayer dollars are invested wisely while maintaining the high level of service Golden expects.

As Golden continues to grow, the Golden Fire Department stands ready, guided by its proud history and strengthened by innovation.

NATIONAL POLICE WEEK

In May, members of the Golden Police Department, Fire Department, and City leadership, including City Manager Scott Vargo, Mayor Laura Weinberg, and Councilor Don Cameron, traveled to Washington, D.C., to honor Officer Evan Dunn during National Police Week. Joined by his wife and family, the group witnessed Officer Dunn’s name engraved on the National Law Enforcement Memorial and read aloud alongside five other fallen Colorado officers in a lasting tribute to their service and sacrifice. The week was filled with reflection, remembrance, and heartfelt honor for a hero who will never be forgotten.

NATIONAL NIGHT OUT IS AUGUST 5!

The Golden Police Department invites you to our annual National Night Out event! Join us on Tuesday, August 5, from 5:00 p.m. to 8:00 p.m. at Parfet Park.

This exciting evening for all ages will feature a variety of fun activities, food, treats, face painting, and live music. Members of the Golden Police Department and other first responders will be present, providing an opportunity for you to connect with local law enforcement and your neighbors during this national community-building event. Each year, incoming freshman at Mines honor the over 100 year old tradition of carrying a 10-pound rock up Mount Zion and placing it on the “M”. Only incoming students are permitted to participate, but it’s a fun sight to see and cheer them on as they walk up from campus.

Golden’s biggest annual foot race, with a 5K, 10K, kids Fun Run and a Sleep-in option. The event is a fundraiser for the Golden Schools Foundation which provides funding for seven Golden area schools. Well-behaved dogs are welcome to run too! Heading downtown for summer events?

Consider one of several easy transportation options to make your outing more enjoyable.

Free options include secure on-site bike racks (don’t forget your lock!), the Ore Cart Shuttle from the Jefferson County Human Services Building (900 Jefferson County Parkway) and the Jeffco RTD W Line Station to downtown, and limited parking at the Clear Creek Lot (10th & Archer), and Lot K at 11th & Maple.

Free shuttles will run during the Fourth of July celebration, Buffalo Bill Days, and the Fine Arts Festival from the Human Services Building beginning 30 minutes before the event and continuing until 30 minutes after it ends.

Saturday, July 26: New this year, free shuttles will run from two locations: the Human Services Building and from a lot near Holidaily Brewery on Brickyard Circle to the north Flaggers will assist with traffic.

Paid parking is available at the Jackson Street public garages (North and South), along downtown streets and the 10th Street corridor, and at the Mines East Garage at Washington and 18th Street.
