COUNCIL ADOPTS NORTHSIDE PARK MASTER PLAN

City Council approved a resolution adopting the Northside Park Master Plan for the approximately 66-acre park site located north of U.S. Highway 80 near Reeder Road and Ridgecrest Road. The Parks and Recreation Board unanimously recommended the plan following a June 18, 2025 presentation by Parkhill. Developed over 16 months by City staff, Parkhill, and the Parks and Recreation Board, the Master Plan outlines the full development of the Northside Park property and evaluates the need, space requirements, and potential costs for a future recreation center. The plan serves as a long-term roadmap to guide future funding avenues, potential partnerships, and park development decisions.

RENTAL PROPERTY REGISTRATION AND INSPECTION PROGRAM UPDATES

Forney City Council approved changes to the Rental Property Registration and Inspection ordinance to better align fees with the administrative and inspection costs of the program, including registration processing, inspections, re-inspections, and issuance of the Residential Rental Certificate of Occupancy. Council emphasized the importance of not further penalizing compliant property owners and therefore kept existing registration fees unchanged at $300 per single-family dwelling unit and $15 per multi-family dwelling unit.

Previously, late registration fees were $150 for the first 30 days, with an additional $50 for each subsequent 30-day period, and re-inspection fees were $100. To encourage compliance among noncompliant property owners, Council approved increases to late registration fees ($500) and reinspection fees ($300), supporting enforcement of property maintenance, health, and safety standards.

COUNCIL APPROVES ECONOMIC INCENTIVE AGREEMENT FOR 110 E. MAIN STREET

City Council approved an Economic Incentive and Performance Agreement between the Forney Economic Development Corporation and XO Texas, LLC for the redevelopment of the property at 110 E. Main Street. The agreement provides reimbursement-based incentives to assist with redevelopment, façade and interior improvements, and new business startup efforts at the site.
