Parking & Utilities Parking From December 1 through March 31, the City may enforce temporary parking restrictions in the form of a Snow Route Parking Ban and/or a Snow Emergency. The declaration of parking restrictions depends on the amount of snowfall, road conditions, timing and other factors. It is illegal to park on the street during restricted times even if plows have been through, as plowing and salting operations may require return visits by City trucks.
Keeping fire hydrants accessible and visible from the street can save precious time in the event of an emergency.
Please advise the Public Works Department if a medical circumstance exists that requires a special snow response. Documentation will be required. Call/text 847-448-4311.
Utilities Residents should take precautions in cold weather to prevent water pipes from freezing: • Insulate/wrap pipes • Keep cabinet doors open overnight
under sinks that are adjacent to exterior walls • Run water at a small trickle • Keep heat at 55 ° plus Details at cityofevanston.org/frozenpipes or call/text 847-448-4311.

winter 2014-15 Snow Removal How does the City handle snow? The City begins preparing for snow long before the first flakes hit the ground. When weather conditions are appropriate, Public Works crews apply anti-icing liquid to all major snow routes and near schools approximately eight hours before forecasted snow. The liquid is an earth-friendly mixture of salt brine and organic “beet juice” and calcium chloride. When used as a deicer, it helps loosen the bond of snow and ice to the pavement, makes plowing easier, and reduces the City’s granular salt usage. As snow falls, Public Works crews work to clear snow routes and residential streets simultaneously. After all the snow has fallen, it takes approximately four hours to clear all snow routes curb to curb, and eight hours before all residential streets are cleared.
How can you help? Residents can help facilitate snow removal by abiding by posted parking restrictions and parking as close to the curb as possible, clear of alleyways and intersections, so City trucks and emergency vehicles have access. Whenever snow is present on roadways, voluntarily abiding by posted even/odd parking rules helps plows clear snow to the curb. Although the City does not plow alleys, refuse and recycling collections continue. Residents are encouraged to clear snow to allow crews to access refuse containers. Property owners are responsible for clearing sidewalks adjacent to their property within 24 hours after any snowfall. Landlords must keep sidewalks, parking lots and common areas free from hazardous conditions at all times. To report a snow removal violation, please call/text 847-448-4311.
