REVIEW OF TSP PROJECT AND SCHEDULE

WHAT IS A TSP?

• A Transportation System Plan (TSP) is a long-term policy and planning document to guide transportation improvements

> Addresses planning needs for all modes - walking, biking, transit, motor vehicle (including freight)

WHY ARE WE UPDATING IT?

• TSPs are a legal requirement by Oregon land use laws

> Current TSP adopted in 2001

WHERE ARE WE NOW?

EXISTING CONDITIONS

EXISTING CONDITIONS

• Overall, Dayton’s transportation system works well for motor vehicles

> Adequate capacity

> Good conditions for freight

• There are several opportunities to better serve pedestrians, bicyclists, and people who use transit

SYSTEM CHALLENGES

• Safety concerns at > OR 18 EB Ramps/ 3rd Street

> Ash Street/ Ash Road/ Flower Lane

• Opportunities for multimodal improvements

> Bike lanes

> Continuous sidewalks

> Safer crossings

> Increased transit service

FUTURE CONDITIONS

EXPECTED GROWTH

• Population growth is expected (about 18%) in the next 20 years

• New development opportunities in six main areas of UGB

• Mostly residential

> Some commercial growth in downtown

> Some industrial Largest area of residential growth

FUTURE TRANSPORTATION SYSTEM

IN DAYTON

• The existing roadways and intersections have adequate capacity to serve the expected increase in traffic through 2045

• As population grows, providing connected and convenient walking and bicycling facilities must be addressed

• New multimodal streets will be constructed in future areas of development

OUTSIDE DAYTON

• Planned roundabout at OR 18/Lafayette Hwy

> Will add capacity and increase safety for people traveling between Dayton and McMinnville

• Planned right-in, right-out at OR 18/Ash Road

• Planned roundabout at OR 18/OR 99W

> Currently in the design phase

> Will add capacity and increase safety for people traveling between Dayton and Newberg/Portland Metro area
