The New Mexico Legislative Session is now over and the City of Clovis received various capital outlay funding awards including $10 million for a Regional Behavioral Health Facility, $840,000 for the Roy Walker Gym roof/HVAC, $300,000 for park improvements, $250,000 for improvements to the Historic Railroad District, $200,000 for residential street lighting, $633,891 for kitchen equipment for the Hillcrest Senior Center, and $500,000 for lighting installation downtown $160,000 was also designated for police vehicles, and $125,000 for the Animal Shelter through a Junior Bill This is all great news for the City of Clovis as we continue to make improvements to our facilities

Amanda Brungart has joined the Clovis Regional Airport at the City of Clovis, directing, coordinating and supervising the operation, maintenance and security of the airport.
"We are excited that Amanda has joined the City of Clovis team," said Justin Howalt, City Manager "Her expertise in safety, quality and customer service will have an immediate impact on our airport and aid in delivering world-class service across Eastern New Mexico "
Brungart will prioritize the many projects and programs that are either started or about to start She also looks forward to learning about each project and advancing the terminal development project.
“I love the diversity and challenge that comes with the aviation industry Each day is a new adventure, with new aircrafts and the potential to meet many new people with the same passion, appreciation of aviation, and love of flying,” said Brungart
Amanda received her Bachelor’s degree from the Florida Institute of Technology in Melbourne, Florida and holds her Private Pilot Certification from the Federal Aviation Administration (FAA). Prior to joining the City of Clovis, Amanda worked for Durago-La Plata Airport in Durango, Colorado Brungart brings over ten years of experience to Clovis and has experience as an Airport Operations Specialist, Operations Manager for a Fixed Base Operator and a line technician supervisor She received her pilot's certificate at the age of 17 and is currently working on her Instrument rating.
When she is not working, Amanda enjoys spending time outdoors, spending time with her husband and four-year-old son, and camping. Brungart also enjoys baking
“My favorite thing about Clovis thus far is the attitude of everyone I have met. Everyone has a positive attitude and appears to genuinely enjoy living here making it feel like a great community to be a part of,” explained Brungart

Rescue Rescue TECHNOLOGYTOTHE
The City of Clovis Animal Shelter has been working with the Eastern New Mexico Humane Society to launch the Shelter's new website that features a list of real time animals available for adoption.
The High Plains Humane Society paid for Shelter Pro Software to host the website for the Clovis Animal Shelter Shelter Pro is a full-fledged featureenriched recordkeeping animal management software It efficiently handles pet license/registration, medical records, animal database and adoptions.
"The new website has made it easier for people to know what we have in the shelter whether for adoptions or reclaim It is real time," explained Larry Jacquez, City of Clovis Animal Control Supervisor "It is still fairly new and not many people know about it yet, but we do let everyone know about it The more known it is the more it will work for us, " he continued.

Chapter 8.16 - WEED AND DEBRIS CONTROL.
The protection of health, safety and welfare of the citizens of the city requires that the city enact provisions to bring all properties within the city into compliance with regulations on weeds, debris, rubbish, brush, and other objectionable, unsightly or unsanitary matter.

Several years ago, I was driving through Oklahoma on I-40 headed back to New Mexico. At mile marker 47, I noticed a young lady with two luggage bags and a brown paper sack, hitchhiking It was extremely hot outside so I decided to stop and offer her a ride She got in, we said our normal greetings, and we drove west We were having the normal conversation like who, what, and, where, when I noticed she had a death grip on the paper sack This was concerning to me because this was not a normal action We travelled about a mile before I asked, What’s in the sack? This woman turned to me with a focused stare and said, “It’s none of your dang business” Well, this did not sit good with me since I was doing her a favor, I asked again What is in the sack? Now she appeared angry and screamed “It’s none of your business!” I told her I will not allow anything illegal in my vehicle and if you do not tell me what is in the sack, you are out, right here right now! She slowly loosened her grip on the sack but just as quickly tightened and said in an eerie, almost cryptic tone, “it’s none of your business”. I pulled over on the interstate just inside the Texas state line and told her to get out She opened the door and kicked out one of her bags she had her feet on, and stepped out, yelling at me the whole time I pushed the other luggage out of the door onto the shoulder and drove away I drove for roughly an hour, thinking of what just occurred and kept thinking, that was the weirdest thing ever! I stopped in Amarillo to fill up with fuel and was throwing “road garbage” away when I noticed, tucked between the passenger door and the seat was that brown paper sack this crazy woman was holding onto for dear life I took the sack, opened it, and threw it away! Now if you are concerned about the fact, I picked up a hitchhiker or kicked her out on the highway, I have to say this was several years ago If you are wondering about what was in the sack I have to say, It’s none of your business!!!!

CATS department personnel recently attended and competed in the State Annual Bus Roadeo, held in Rio Rancho and Bernalillo. Saturday drivers attended the Roadeo Prep course while Supervisors attended the Leadership Conference in Bernalillo Sunday morning drivers and judges had to report by 8:00 am at the Rio Rancho Events Center for the Bus Roadeo The competition had 2 categories, cut-away buses and large buses which lasted all day and ended at 4:00 pm.
The Roadeo consisted of: The Roadeo also consisted of a PreTrip Vehicle Inspection (under 7 minutes) and Wheelchair lift and securement (under 7 minutes.
Driving course featured 8 obstacles which had to be done in under 7 minutes and scored for smoothness of the ride:

After the competition a Banquet was held to honor all drivers and thank all judges for their hard work during the day CATS drivers were unable to attend as they had to travel back to Clovis to resume normal service

CAPTAIN DEMARCO CAPTAIN DEMARCO CONGRATS ON YOUR PROMOTION,
Fire Captain Gregory DeMarco retired from active duty in the Air Force after 20 years of outstanding service from 1998-2018 Captain DeMarco was hired BY the Clovis Fire Department in May 2018 as a Probationary Firefighter/EMT-Basic He quickly promoted to Driver Operator/EMT Intermediate in May of 2019. He promoted again in April 2021 to Lieutenant and obtained his Paramedic license as of December 2022. His most recent promotion was to Fire Captain appointed as the new Training Officer on the 6th of March 2023
Captain DeMarco is a dedicated employee who actively applies his training, knowledge, and experience to serve the Clovis community He stays abreast of emerging trends and current initiatives impacting firefighter training and development Captain DeMarco is highly experienced and educated in all aspects of fire service operations, emergency services, and advanced leadership techniques. Captain DeMarco excels at working as a team leader and member to gain scene control, develop training, scene analysis, and safety application
procedures. He stands out as a Leader because he is highly motivated to develop his own professional skills and abilities He naturally mentors/guides his subordinates and his charisma builds momentum

City of Clovis Chief of Police, Roy Rice, recently named Trevor Thron as the Clovis Police Department’s new deputy chief.
“I’m excited,” Thron said about his new position after the promotion was made official on January 22, 2023. “This is something new, I'm enjoying it ”
Thron was formerly in the PD’s Criminal Investigations Department
He has been with the department for a little over 15 years. Thron's new responsibilities include additional administration work, working on budget and big picture logistics items for the department
"As you ' ve noticed, the Police Department is making changes," said Police Chief Roy Rice
"We are trying to put people with new ideas and new thoughts in a place where they can make improvements And not just in personnel, but also in tactics," Rice continued
Rice is looking to get more involved with the schools and the community as the PD moves into the future. Be on the lookout for a new program that the department will announce in the next couple of weeks.

"Larry Jacquez began his employment with the Animal Control and was employed for approximately a year when he found himself as the sole employee of the Division He was partnered with a Police Officer to fill in as Acting Supervisor Larry took care of the shelter duties as well as the calls for several months before new officers could be hired for Animal Control. Then, Larry was tasked with training the new officers until they could be released to handle their calls He performed admirably and when the Administration felt the Animal Control operating again, Larry put in for the Supervisor position and was granted the opportunity to lead the officers as the whole team started dealing with new ways of conducting business During all of this, Larry never complained about the working conditions and was appreciative of getting assistance to keep the Shelter operating " - Chief Roy Rice

The Hillcrest Senior Life Center will be located at 1704 E 7th Street in Hillcrest Park, south of the City of Clovis Wellness and Aquatic Center The facility will be approximately 16,000 square feet and will consist of a cafeteria/dining hall, commercial kitchen, and several office/activity spaces.

A: City residents may use the landfill free of charge to dispose of yard/tree debris from their primary residence with proof of residency

Inaugural ATA Shoot
On the weekend of April 15-16, 2023 the Clovis Wing Shooting Complex & Archery range will play host to an inaugural Amateur Trapshooting Association shoot. The shoot will have six events, including:
100 Singles Targets
100 Handicap Targets
50 Pair Doubles Targets
50 Pair Doubles
100 Singles Targets
100 Handicap Targets
This event is open to the public but you must be a registered ATA member to compete ATA memberships will be available to purchase.
Practice and registration opens at 8:00 a.m. and the shoot will begin at 9:00 a m each day
Classification will be based on official ATA averages, known ability or last 500 targets
Handmade leather trophies and shooting towel trophies will be given out. Trophies will be awarded based on combined scores in each event classes
Inaugural shoot caps will be available on site for purchase
Breakfast burritos and burgers will be on site for a donation

HILLCREST PARK ZOO UPDATES
On March 29th, the Parks and Recreation board voted to approve a mural by Michael Fish to begin painting on the Hillcrest Park Zoo entrance.
The zoo is a non-smoking facility, Guests and staff will need to smoke outside in the parking lot and reenter the zoo when they are finished
We need volunteers! The zoo is looking for volunteers to help with horticulture around the zoo, gift shop, and preparing animal diets. Please contact Damian if you are interested in volunteering your time.

The education center located in the back left of the park is near completion.
The Kangaroos will start to spend a an hour out in the habitat where the ponies once were This will eventually be their permanent home when they are a little older
Wallabies will be ready for pick-up in about a month and will join the kangaroos when they are old enough

Pineapple Upside-Down Cake
Upside down, right side up there's no wrong way to enjoy this Southern-favorite cake It gets baked with a base of ooey gooey pineapple slices, which become sticky and sweet during their time in the oven. ½ cup (4 oz ) salted butter, softened
¾ cup packed light brown sugar
1 (20-oz ) can pineapple slices in juice, drained
12 maraschino cherries
3 large eggs, separated, at room temperature
1 cup granulated sugar
1 cup all-purpose flour
¼ teaspoon table salt
1/4 cup + 1 tablespoon water
1 teaspoon vanilla extract
Preheat oven to 350°F Beat butter with an electric mixer on medium speed until smooth, about 30 seconds Gradually add brown sugar, beating until light and fluffy, about 2 minutes Spread mixture evenly in a 9-inch castiron skillet. Arrange pineapple slices and cherries evenly over mixture, cutting pineapple slices as needed to fit skillet
Beat egg yolks on high speed until thick and lemon-colored, about 2 minutes Gradually add granulated sugar, beating well to combine Stir together flour and salt in a separate bowl; add to yolk mixture alternately with water, stirring well after each addition. Stir in vanilla.
Beat egg whites on medium-high speed until stiff peaks form, about 2 minutes; fold into batter
Spoon batter evenly over pineapple and cherries in skillet. Bake in preheated oven until a wooden pick inserted in center comes out clean, 45 to 50 minutes. Cool cake in skillet 30 minutes Invert cake onto a serving plate
