Just like a few months ago, many of you continue to feel a level of ‘COVID-19 (coronavirus) fatigue’ where we have taken in a significant amount of information and don’t want to take in much more. Jan Cornish has been at the City of Charles Sturt for 23 years, beginning her journey in December 1997. Before her nine years as General Manager AMS, Jan worked as Manager Open Space & Recreation, Manager Engineering & Construction and Coordinator Community Plan Project. Jan also acted as CEO on a number of occasions, and was awarded the Public Service Medal on Australia Day this year for her outstanding work in the local government sector for our community.
In Jan’s role of General Manager AMS, she has been responsible for 240 employees and an asset value of $1.2billion. Jan has delivered over $360million of capital asset projects across our City in the last 11 years, including the Water Proofing the West/Port Road Drainage Project, the development of Henley Square, reinventing Point Malcolm Reserve, revitalising the St Clair Recreation Centre and Precinct, Grange Precinct and the iconic Coast Park between Grange and West Beach. Jan has also provided leadership and development of a sophisticated local government Asset Planning regime, as well as being a thought leader for waste and
sustainability practices. Jan’s belief in our Field Services portfolio has meant our Field teams are empowered to deliver the best customer experience and service provision to our 118,000 residents.

As General Manager AMS, Jan has had a strong leadership focus; both internally across the organisation and externally across the Community and Elected Member body. Jan has provided guidance, direction and advice to direct and indirect reports, peers, Managers and Council Members which she does with competence, experience and a wealth of knowledge in her field. Jan performs internal and external mentoring to younger and lesser experienced staff members, and always takes time to understand the needs of each staff member to ensure that her assistance is delivered in the most effective way; educating staff and Elected Members along the journey.

Community art adds colour
Murals can add colour, bring the community together and also capture the uniqueness of an area. While you can head to Henley Beach to see sculptures, or to Hindmarsh to see our colourful and creative laneways, there is also a whole heap of other pieces of art found across the suburbs.
Trust Reserve and Westport School – Somewhere Over the Rainbow mural
Students at Westport Primary School brightened up the local community with a colourful and unique mural at Semaphore Park.

The children were involved in what is the first known example in the world of a ‘paint by numbers’ paste-up mural which was designed by local artist Di Caught, in collaboration with Sydney designer Claire Edwards, and installed at the adjacent Trust Reserve.
Artist Di Caught shared “Every time I think about a project it’s how community members can be involved. I couldn’t imagine doing this without that involvement. I feel like the end result is more meaningful.”
The initiative which we supported and Mayor Angela Evans unveiled to delighted students and teachers, was disappointingly graffitied five weeks later and unable to be restored.
The support from the local community and SAPOL has enabled the school to revisit the mural with artist Di Caught and
we look forward to unveiling a new mural in the coming months.

Findon High School
A meeting with students at Findon High School, and a mention of adding more colour to their school, resulted in a beautiful collaboration between students and artist Nicky Create, featuring birds and botanicals. The flowers represent the many different origins of the students, with the large rainbow lorikeet
representing their unity and the rainbow representing the students from the school’s Palms unit. Check it out when you are next driving along Drummond Ave, Findon.
Skatedeck art project
When the decision was made for a skatepark to be built at St Clair, the team at The Brocas Youth Centre knew just the project to get our local 12-25 year olds involved. The end result was a series of skate decks, each uniquely designed, to be installed at the St Clair Skate Park, representing
young people’s views of their community, their culture or their environment.

If you’ve driven along Brocas Ave at St Clair you may have noticed the artwork at the back of The Brocas Youth Centre. Completed in December, the Aboriginal Cultural Mural is the work of school students from Seaton and Woodville High Schools.



Inspired by their cultural heritage, the students worked with local artist Shane Mankitya
Cook from Street Dreamz to develop concepts before embarking on their mural.
The students enjoyed so many elements of the project.
“(Painting the mural) has taught me that I have the ability to not only tell my story but to also draw my story”, said Ashlin.
Braden said “It has taught me a lot about my heritage and beliefs… and has connected me to the land we stand on.”
Special thanks go to the Lions Club of Richmond and the Wyatt Trust.
Stobie Pole art project, Henley Beach
Enjoy the bright and cheerful stobie pole art thanks to the volunteer efforts of residents in West Beach, Henley, Fulham Gardens and Grange who nominated a pole out the front of their house to beautify. The residents worked with artists Meredith Russell and Mignon Cliff at a workshop, held at the Henley & Grange Community Centre and Henley Primary after school care, to design an art piece that they then painted onto a panel to be adhered to the stobie pole.

Look out for the beautiful Aboriginal Mural, a combined effort between Nazareth High School and artist Shane Cook, which will be up in November at the Holbrooks Road underpass along the River Torrens Linear Park track.

Building our new home for community connections
We marked an important milestone in August with a soilturning ceremony to commemorate the build of our library and community centre facility at West Lakes.

Our new facility will offer and create a place for community connections, with programs,
services and community development opportunities for our residents and the wider local community.
“The WEST development is a wonderful drawcard, and our new library and community facility will be an important part of this area in the future,” Mayor Angela Evans said.
We look forward to sharing progress news with you as the build develops.

Discover the van that is like no other. We have customised this vehicle to meet your every need (there’s even some surprise extra features).
As soon as you walk into the van you’ll enjoy small luxuries such as public Wi-Fi access, a touch screen computer, pull out seating, charging stations (powered by our very own solar panels) and, for those coffee enthusiasts, even a small coffee pod machine. Our collection is still top-notch too,

The all-accessible van also has wheelchair access, as well as a pull-out awning to protect you from the elements, a TV screen and extra cube seating for pop-up programs and events.

Who has the tools? We doGet grubby with nature play
Despite the renewed interest, these skills and practices never really went anywhere and you’ll find experienced hands creating and building all sorts of things in community sheds and volunteer workshops across our City.


One of the most well-known groups are the Henley Woodworkers, based at the Henley Depot, who have around 25 members and meet twice a week, repairing and restoring furniture and selling toys. While the members enjoy the regular catch ups and sharing their skills, they also enjoy seeing all proceeds from the sales go to the Royal Flying Doctor Service.
Our newest Community Shed, which opened earlier this year at 19 on Green in Brompton, is already attracting a diverse range of members keen to develop skills and get involved in community projects.

Children now have another place to get grubby and explore, with a new nature play area located at Brompton community centre 19 on Green.

As Grubbies on Green (a weekly playgroup held at the centre) grew in popularity and there became more interest in naturebased activities, the decision was made to build a dedicated area. Featuring a sandpit, balance log, stepping logs and a sink, the area is a safe space for young children to get imaginative.
Pam, the volunteer coordinator of the Grubbies on Green program, loved the end result, sharing “Lots of kids don’t have a big space in their backyard yard and this is where they can come and play with rocks, sticks and stones that they may not be able to find at home. Here they take control of their learning and use the space in a creative and imaginative way.”
The play area is for ages 2-5 and is available Mondays and Thursdays or join one of our regular programs.

Shows like Repair Café and new maker space hubs are driving a new generation of interest in building, creating and tinkering with many young people exploring an interest in woodwork and repair.
Improving road safety for all
Given road assets have a lifespan anywhere from 40 to 60 years, and depending on its condition, a lot of work goes into assessing and planning for its upgrade. Our roads form part of our transport network, this is vital to move people through our City. Road assets are managed by a Transport Asset Management Plan, the Transport AMP outlines the key criteria that determines these assets are due for renewal.
In addition to a scheduled road reconstruction, consultation is undertaken with the local community to understand how they use the street and what improvements could be made. Our transport team also gather traffic data for the street to determine current traffic volumes and speeds. This information is then collated and assessed with future population growth and development, to determine the best solution for the road for the next lifecycle.
We recently integrated traffic safety improvements in road projects across our City including:
Belmore Terrace, Woodville Park
Parallel to the Outer Harbor railway line between Woodville Road and David Terrace, Belmore Terrace is a local road which also forms part of the Outer Harbor Greenway, a strategic walking and cycling corridor between the Adelaide CBD and Outer Harbor.
In order to achieve strategic goals for people who walk, ride bicycles and drive cars, we consulted and
worked closely with the local community to understand their needs and developed a design that enhances safety, liveability and supports local business amenity. Through consultation, the community expressed a strong desire to keep the landscaping at the intersection of Park Street North and Belmore Terrace, so we factored that in too.

• Intersections were upgraded by removing the outdated single lane slow points and replacing them with raised intersections. This design improves access for people who walk and cycle while continuing to control vehicle speeds and discourage cutthrough traffic.
• Landscaping was improved, maintaining area around the raised intersections for future community planting.
• Widening and upgrade of the verge area in front of the retail premises near Park Street North – enabling use for outdoor dining and planter boxes which will soon house herbs and edible flowers to be used by the café.
• Retaining parking spaces for customers near the retail premises.
Our civil contractor adapted their program to allow construction works to occur while COVID-19 restrictions on the businesses were in place, to minimise the impacts on their trading.
Arlington Terrace, West Hindmarsh
Arlington Terrace is 800m long and connects Port Road and Grange Road. The project included pavement reconstruction, new drainage and two raised intersections aimed at slowing traffic down along this straight stretch of road.

Sportsmans Drive, West Lakes

current street against the future needs for the community. With the new WEST development taking shape, the road being a major distributor road between Trimmer Parade and the West Lakes Shopping Centre, our traffic team having a good understanding of the traffic movements and being part of our strategic bike network, we consulted with the community in the area and determined:
• Installation of a bicycle lane, operating 8am to 6pm for a 12 month trial period.
• Installation of three refuge islands to increase pedestrian safety as well as upgrading existing pram ramps.
• Addition of indented parking to provide car parking when the bicycle lanes are in operation.
Zebra Crossing –Marlborough Street and Esplanade intersection, Henley Beach
In response to concerns about a ‘blind spot’ for drivers travelling northbound along the Esplanade
to pedestrians and bicycle riders who frequently cross the road at this location (many from Star of the Sea School), we investigated ways to improve line of sight and therefore the safety of pedestrians crossing the road. In consultation with the local community and the School, we installed a Zebra crossing at the Marlborough Street and Esplanade intersection (100m west of the School). This change located the crossing point in a safer place and gave priority to pedestrians and bicycle riders crossing the road.
40km/h Area Speed Limit review
As a road authority committed to the safety of all road users, speed management is a key part of our road safety strategy. Earlier this year, we commissioned a technical review by the University of Adelaide which investigated the impacts of the lowered speed limits on traffic speed, traffic volumes and crash data of the 40km/h areas in Charles Sturt. We also commissioned Painted Dog Research to undertake community consultation which enabled us to understand community sentiment toward recently introduced 40km/h areas.

We have determined that no significant modifications be made to existing 40km/h Area Speed Limits at this time. Further reports will be presented to Council at key stages of the development of the State Government’s Road Safety Strategy for SA, providing an update on how this document may impact new and existing 40km/h area speed limits and road safety in Charles Sturt.

The results were presented to Council in July, determining that driver speeds have decreased, and traffic volumes and crashes appear to have also decreased. Recycling for our communities Food waste? Use the green bin
In 2019, we joined forces with the City of Port Adelaide Enfield to take back control of recycling for our communities by establishing a Materials Recovery Facility (MRF) to process our yellow lid kerbside bin recyclable materials.

We want you to be able to see where your recycling goes and how we are buying back the recycled materials and using them in our parks, roads, Council services and infrastructure. We’re now taking steps to do just that.
Earlier this year, the Central Adelaide Waste and Recycling Authority ‘CAWRA’ (pronounced cor-rah) was established to deliver the newest MRF in South Australia and we are pleased to announce local firm Pascale Construction has been awarded the tender to construct the MRF. This occasion was marked with a soil turning ceremony attended by the CAWRA Chair Cathy Cooper, Mayors Claire Boan and Angela Evans and Pascale representatives Denes Sarakinis and Richard Zanchetta.
We look forward to sharing the journey with you all over the next year as we gear up to the operation of the facility at Mill Court, Kilburn later in 2021.

Prepare now for the fire season
As the weather becomes warmer it is a timely reminder to begin preparing for the fire danger season.

Although we do not have the worries that our fellow rural communities deal with, property owners still have a responsibility to ensure that their property is cleared of all flammable materials to assist with the reduction and potential for fire outbreak on their properties and to their neighbours.
The Country Fire Service (CFS) typically declares the Fire Danger Season within the metropolitan Adelaide region from November through to the end of April. It is important for property owners to be aware of their responsibilities under the Fire and Emergency Services Act 2005.
What you can do
• Start preparing early.
In order to reduce potential hazard, undergrowth including lawns and grasses should be maintained at or below 10cm in height, throughout the fire danger season.
• Clear out. Flammable materials, including overgrown and dried out grass and weeds, grass cuttings and other flammable objects be cleared from the property. This includes dead tree branches, wooden pallets and volatile substances.
• Remove hard waste. We offer up to 2 hard waste
collections per year for residential properties and if you are looking to dump vegetation or other items, the Beverley Recycling and Waste Centre, located at Toogood Avenue, is open 7 days a week and offers competitive dumping rates. Not maintaining your property increases the risk of fire outbreak, of respiratory and allergy concerns and also provides potential harbour for vermin and on the odd occasion, snakes.

Economic Stimulus Package update
I am very happy about the support afforded my business. It will have a positive impact on the business going forward. As we navigate through the pandemic and resultant economic uncertainty, the improvements we are making will better equip the business with opportunities to succeed. The Economic Stimulus Package (ESP) was launched in April 2020 and featured economic support for businesses, organisations, local artists and musicians as well as sporting clubs and groups.
The grants, which ranged from $500 to a maximum of $5,000, were created to provide additional financial support to those whose business model has changed due to COVID-19. Since the launch we have been working directly with the many organisations involved and have been humbled by the feedback and the resilience of our community.
After being unable to operate under normal circumstances during the forced closure of gyms, it has been a bit of a relief getting a grant from the City of Charles Sturt to get a much needed new website and also giving residents of the Charles Sturt Council area a free week to come try our facilities! We appreciate the opportunity to welcome new members with the assistance of the COVID-19 council grant in these uncertain times.

This grant has helped provide people with disabilities equal access to the cheer and dance world in the City of Charles Sturt, that didn’t exist before and has contributed to the culture, connection and wellbeing of the local community. Being awarded this grant is so exciting as it has assisted with our program that makes participants feel accepted, included, happy and valued members of the Charles Sturt community. My long-term goal is for my business to be a place maker for people with disabilities and be shaped by gathering, connecting and socialising.

Welcome to the West
Adelaide Hydrotherapy, located in Welland, is Adelaide’s first purpose-built dedicated hydrotherapy facility which employs the calming thermal properties of warm water to treat various conditions. Adelaide Hydrotherapy will provide a unique environment to maintain health, wellbeing and fitness and is also a fantastic space for our community to connect.
Novita’s new state of the art hydrotheraphy pool and gym facility has been designed to meet the treatment and support needs of people of all ages. Therapists can tailor


hydrotherapy and gym programs to help achieve their physical goals, and also support mental health and emotional wellbeing.
“Our broad range of services include movement and mobility therapies for people living with physical and intellectual disability, as well as treatment and support for people of all ages and with other health and rehabilitation needs”, said Greg Ward, CEO Novita.
The Arthritis Foundation of SA joined the precinct in August and provides care and support to help people live their healthiest

lives despite the pain and mobility challenges typical of the condition.

Australia Day Awards now open
If so, now’s the time to nominate them for a City of Charles Sturt Australia Day Award!
It may be an individual or community group who has gone above and beyond to support others, someone who works tirelessly to improve our City, an event that brings our community together or someone who’s sporting, or volunteering achievements deserve to be celebrated.

Whether it be a friend, family member, neighbour, or workmate, please consider nominating them for an Australia Day Award.
Awards are given in the following categories:
Citizen of the Year - recognises an individual who has made outstanding contributions to the community through their leadership and/or voluntary service.

Young Citizen of the Yearrecognises exceptional young people under 30 years of age on 26 January 2021.

Senior Citizen of the Yearrecognises those aged over 65 years on 26 January 2021, who continue to achieve and contribute.
Community Event/Group of the Year - recognises an organisation/group who presented an outstanding or
beneficial community event/ service during the year, which has provided opportunities for support, participation and/or attendance by the community face-to-face or online.

We’ve pulled together a few of common questions our team are asked and enlisted the advice from our trainer.
My dog is clearly nervous when I take him to the dog park, help!
A dog park can be overwhelming for lots of dogs (and their people!).
Some dogs are social butterflies and assume everyone attending is there just to see them, while others can be very introverted, shy or inexperienced dealing with new dogs, people or places. It is important for young dogs

to be well socialised, but good socialisation should be taken at the dog’s pace and doesn’t have to always involve play. It’s important to pick and choose the types of dogs and play that best suits your dog. As your pup grows, you may find they prefer to play or relax with dogs they know well, rather than meeting new dogs every time.
If your dog is showing signs that they’re nervous at the dog park, take them out and return when there are less dogs, or play is a little calmer. The idea that ‘they’ll get over it’ is a myth, especially for young adolescent dogs who are at very sensitive stages in their development. Take it slow and watch your dog’s confidence grow as, with your support, they become comfortable with the new park environment.
Cats have to roam, it’s not good for them to be kept inside right?
Cats are incredibly adaptable, just like dogs. And just like dogs would love to roam the streets, chase or hunt, roll in dead things and steal food from tables, however it’s not integral to their quality of life to have those experiences. That’s not to say cats should never leave the house, but certainly they can live happy, healthy and incredibly content lives without doing so. Cats can access and roam the outdoors safely through harness and lead training, car rides (if they like them), visits to friends’ houses (if safe) and outdoor cat runs or fencing systems to prevent them from roaming the neighbourhood.
Roaming cats are at much higher risk of getting into fights, being hit by cars (they can travel kilometres in a night and cross major roads), contracting diseases, being picked up by other well-meaning residents, eating baits, and also, pose a risk to our native wildlife. Indoor cats often thrive with a predictable, safe and enrichment filled environment. At Charles Sturt we encourage our cat owners to consider keeping their cats safe and happy inside their homes.
