MAYOR’S MESSAGE

Welcome to our first edition for 2022, celebrating our 25th year as the combined City of Charles Sturt.

There is a renewed sense of energy across our City and I can feel the excitement as we begin to return to ways of living and connecting that can be safely in person, gathering as communities once again.

I’m excited to share that the Materials Recovery Facility that we’ve worked with the City of Port Adelaide Enfield to establish is now operational. We wanted to take back control of our communities recycling and enable it to be recycled locally. This is a significant and progressive step forward as we work towards a more sustainable future for our community’s recycling.

As always, we continually look towards how we can improve our service delivery and provide a better experience for our community. We have recently introduced a booking system at our Immunisation Clinic to enable families to easily book into our clinic, along with our new library event booking system.

In April, we will be consulting on our Annual Business Plan and Budget. This is your opportunity to guide our decision making on the work we will complete in 22/23. Your feedback is vital to ensure we are delivering and providing a range of programs and services across our City. I encourage you to please get involved. You can provide your feedback online or join us at our drop-in session detailed on page 13.

In this edition of Kaleidoscope, we recognise with excitement our Australia Day Awards community winners on page 4.

Later this year we have Council elections where you will have the opportunity to vote for the people you want to represent your local area in Council. An overview of the elections is on page 13 and more information will be available in future editions of Kaleidoscope. Your involvement in this process is one of the most direct ways you can influence issues that affect your local area.

I’d also like to recognise and thank employees within the Charles Sturt organisation who have gone above and beyond in recent months, responding to people in need of first aid across our City. We are proud to have caring people work here, your efforts mean the world.

SA’S NEWEST HOUSEHOLD RECYCLABLES FACILITY OPENS

The Materials Recovery Facility (MRF) was opened in late January 2022 by the Federal Member for Sturt, James Stevens MP, representing the Minister for the Environment Sussan Ley,

Your household yellow bin recycling is now headed to South Australia’s newest recycling facility in Kilburn to be sorted and processed.

The state-of-the-art $23.2m Materials Recovery Facility (MRF), owned by the Central Adelaide Waste and Recycling Authority (CAWRA), a joint initiative of the Cities of Charles Sturt and Port Adelaide Enfield, includes the latest in optical sorting technology to produce clean commodities ideal for developing local markets. It will process up to 50,000 tonnes of recyclables per year, initially from the City of Charles Sturt, City of Port Adelaide Enfield, City of West Torrens, Mount Barker District Council and the Rural City of Murray Bridge.

CAWRA has designed and constructed the facility funded by the two Councils and with $4.36m provided by the Federal and State Governments’ Recycling Modernisation Fund. It will be operated for the Councils by global leader in packaging and resource recovery, Visy.

In a first for South Australia, the MRF will include a modern and interactive education centre incorporating a full-length glass viewing wall and an elevated walkway, which will give school and community groups a unique close-up view of the entire recycling process.

City of Charles Sturt Mayor, Angela Evans, shared: “Establishing the MRF is a momentous achievement in the future of recycling for our communities. Our residents can now have visibility and confidence that our recycling will be processed locally and responsibly, to further support the circular economy.”

“We want to see South Australia’s recyclables processed right here in South Australia wherever possible. This facility means we will always have somewhere for our recycling to go and we will keep this local, in South Australia, at every opportunity to help grow our local circular economy,” said CAWRA Executive Officer, Rebekah Schubert.

City of Port Adelaide Enfield Mayor, Claire Boan, said: “The MRF is going to be of great economic value to our local businesses. Finding ways to recycle our waste and transform it into everyday products is good for businesses and diverting waste from landfill is good for the environment.”

WHAT IS A MRF?

A MRF is a Materials Recovery Facility that accepts commingled recycling – the materials from households yellow lidded bin. The facility then sorts these recyclables into a series of commodity streams such as paper and cardboard, plastics, glass, steel and aluminium, ready for sale to various recycling markets. This sorting process is using

a combination of manual labour and state of the art sorting equipment, including optical sorters.

A key driver for CAWRA is to support the local circular economy and develop new opportunities for recycling household materials within our communities and our region.

CELEBRATING OUR EXTRAORDINARY COMMUNITY

It was a day of special recognition for members of our community at our annual Australia Day Citizenship and Awards Ceremony at the Woodville Town Hall.

We proudly welcomed 128 of our newest citizens to our vibrant City and celebrated those who have made outstanding contributions in our community with our Citizen of the Year Awards. A special mention and thank you must go to all of our nominees, with a big congratulations to our winners.

CITIZEN

OF THE YEAR –CHRISTINE ROBERTSON

Christine has dedicated herself tirelessly to Lost Pets of South Australia Inc. – a charity she founded with two colleagues in 2013 that is run entirely by volunteers to reunite families with their lost pets.

Christine created the ‘Chipblitz’ program which is now the largest pet microchipping program in the southern hemisphere. Since its inception, Chipblitz has assisted the community in microchipping over 43,000 pets in over 292 locations across South Australia.

SENIOR CITIZEN OF THE YEAR – ALAN YOUNG

Alan has become an integral part of the Charles Sturt community over his 20 years of residence in West Beach, with a strong passion and commitment to protecting our environment.

Alan has assisted by using his wealth of knowledge and experience regarding dune regeneration and sand erosion, and is a loyal advocate for the plight of the Hooded Plovers – working closely in alliance with Birdlife Australia and the City of Charles Sturt.

YOUNG CITIZEN OF THE YEAR – COADY WALL-WADDELL

Twenty six year old Coady Wall-Waddell is an active and dedicated volunteer with the local State Emergency Service (SES) and has responded to more than 150 calls since becoming a member less than two years ago.

During his school life at Seaton High, Coady was involved in the “Active 8” Leadership Group which exposed him to tree planting, volunteering at Monarto Zoo, cleaning waterways and CPR training setting him on his path to community service, volunteering and social justice.

COMMUNITY EVENT OF THE YEAR – WEST BEACH SLSC PINK & BLUE SWIM/WALK

The Pink and Blue Swim/Walk was established by a group of volunteers at West Beach Surf Life Saving Club and is a unique community event supporting both men and women suffering from breast and prostate cancers.

Full proceeds from the event go towards both cancer beneficiaries, raising awareness of these conditions and bringing the community together. The club has now raised over $310,000 since the inaugural event in 2012.

Since joining the SES, Coady has completed advanced training in areas including driving under emergency response conditions, storm and water damage, first aid and CPR, land search and communication systems, all of which are nationally accredited programs.

Coady is dedicated to ensuring the safety and wellbeing of his community, he is generous with his time and he seeks out ways that he can assist and provide for those within the City of Charles Sturt and beyond.

IMMUNISATION CLINIC NOW TAKING BOOKINGS THE LUNCH BREAK THAT SAVED A LIFE

Our St Clair Immunisation Clinic provides a vital health service for all ages in our community, offering vaccines such as Flu, Measles, Mumps & Rubella and Diphtheria, Tetanus & Pertussis (Whooping Cough).

Located at the St Clair Recreation Centre, the clinic has recently changed from drop-in clinics to booked appointments during clinic open times.

There have often been wait times for many of our clients during our drop-in clinics in peak periods. Launching a booking system has provided a better customer experience for those attending the clinic.

The great news is making a booking online is easy with our new booking system, available directly on our Immunisation page.

Immunisation is a quick, safe and effective way to keep you and your family protected from disease and we’re proud to be able to support the health of our community.

When our very own ‘City Clean’ workers Luke MacDonald and Thomas Brazier stopped for a lunch at West Lakes, they would not have imagined they were about to perform a life-saving act.

The pair had just finished emptying bins at Tiranna Reserve, as part of the new ‘City Clean’ route, when they heard commotion from the middle of the lake.

A woman had decided to test her swimming skills in the lake yet underestimated the breadth of the challenge and the water. As a result, she was desperately clinging to a buoy in exhaustion approximately 100 metres from shore.

Quick-thinking Luke and Thomas assessed the situation and realised, despite calls from residents to jump in and save the distressed woman, that swimming out to her was not the best option.

Thomas immediately called ‘000’ while Luke hurried to the neighbouring houses to see if they had a vessel to use to rescue the woman.

Fortunately, an elderly resident soon came running out with a kayak which allowed

Luke to paddle out and complete the rescue while Thomas was on the phone to the ambulance service.

Luke and the woman were only 10 metres from shore when the paramedics arrived. Luckily the woman did not sustain any injuries and was extremely grateful for the kind act from Luke and Thomas

“For us it wasn’t much of a panic as we could see she was clutching the buoy and generally ok (at that time), but the bystanders were panicking,” Thomas said.

“I’ve had some kayak experience in the few nice months that we have here in SA, so at least I knew what I was doing there,” Luke said.

HINDMARSH PRECINCT UPGRADE

Aligning with the State Government’s $45 million investment in the stadium, we have brought forward works on many roads, kerbs, gutters, footpaths, medians soon due for renewal in the area. This provides an opportunity for us to develop streetscapes fit for the future and to improve amenity in the area with additional planting, irrigating, murals and installation of public artwork. This has been supported with a further $1.75 million in funding received by the State Government through the Local Government Infrastructure Partnership Program (LGIPP) in March 2021.

Work in the precinct includes:

Milner Street

Streetscape improvement featuring new landscaping, now completed.

Mary Street

Streetscape improvements featuring a bicycle lane, landscaping, paved areas and mural artwork.

Crawford Lane and Orsmond Street

Construction of a raised intersection traffic to calm and make the area more pedestrian friendly.

Holden Street

Full road reconstruction and streetscape upgrade (from Manton Street to Adam Street).

Intersection upgrades with traffic calming devices, new concrete footpaths, landscaped garden beds and turf.

West Street

Streetscape upgrade featuring paved entranceway from Port Road, landscaping featuring trees and shrubs, and a planter box.

East Street

Streetscape upgrade featuring paved area rounding out the corner of Port Road and East Terrace in front of the Hindmarsh Library, removing the median island onto Port Road. Landscaping with tree planting to improve amenity.

Port Road

Upgraded footpath in the Port Road median from Chief Street to East Street completed. We will be engaging artists to install public artwork at key nodes and destinations as works progress.

As a primary sport and entertainment precinct, this work will ensure the precinct provides infrastructure that supports business, sport and entertainment activity for the community well into the future.

This project will improve the overall amenity of the area, increase tree canopy coverage, provide additional landscaping, develop infrastructure and improve road safety.

Connections to the precinct will also be improved for all transport users, particularly for those using sustainable transport modes such public transport (train, tram and bus users), walking and cycling. Linkages from key roads and public transport locations have been well thought through to provide safe and attractive thoroughfares for the precinct.

The project will also support existing bricks and mortar businesses by providing opportunities to expand their offerings and thrive through more flexible use of footpath, medians and road areas to improve the arrival experience to the precinct for visitors.

The project will be complete in February 2023.

Care for a tree

Even if you have run out of room to plant a new tree, you can still give a street tree near you some TLC by watering it with a bucket of water in the hot weather or helping a neighbour sweep up the leaves.

Help to preserve significant and regulated trees

We offer financial assistance to help property owners with up to 50% of the total cost of a single grant application for tree maintenance pruning

(based on the lowest quote) up to a maximum of $500 for Regulated and Significant tree(s) as defined by the Planning, Development and Infrastructure Act 2016. Plan your new home to have a ‘ready-made’ landscape

A mature tree provides many more benefits than a newly planted one. With some thoughtful design choices, you can take advantage of the character and shade of the trees already on the block and move into your new home to enjoy a garden that already has established trees.

We have been successful in securing over $170k through rounds 1 and 2 of the State Government’s Greener Neighbourhoods grant program.

Building on our commitment to greening our City and increasing tree canopy cover, an additional 600 trees will be planted by 2023, to create more shade, improve habitat and biodiversity, and continue to improve the appearance of our streets and reserves.

Additional tree planting has already been completed at Sparrow Reserve in Woodville North and Scullers Reserve in West Lakes, with more to come soon. Keep an eye out for new trees coming to a location near you.

‘Growing Green: our plan for a greener, cooler city’ is our, exciting and ambitious tree canopy improvement strategy which is our roadmap to get to 25% canopy cover across our City.

GIVING A NEW LIFE TO AN OLD TREE

We all know trees provide significant benefits to us like shade and cooling, providing a home and food source for birds and other wildlife, as well as capturing and storing carbon.

GET 10 PLANTS FOR JUST $10

Less well-known is that a tree can still provide ongoing environmental benefits after it has died. When one of our beloved and mature river redgums in Wilford Reserve (Seaton) died, our keen-eyed and expert arborist Chris saw the value in giving this tree a second life and retaining this for its habitat potential. Our arboricultural team worked with native wildlife experts at FauNature and learned from the gurus at Master Tree Care to create “chainsaw hollows” into the tree to provide a home for native wildlife. This specialised process involves cutting a ‘face plate’ from the branch, then carving a hollow in the tree branch, reattaching the faceplate and creating an entrance – all with a chainsaw!

Using the natural material of the tree is a way to help

make sure that the resulting home still provides its eventual occupants with a comfortable, safe and dry hollow sheltered from the elements. In choosing where and how to place the carved hollows in a tree, things like protection from prevailing direction of rain and wind and orientation away from the harsh sun are all important considerations.

Across our City we have a number of large trees that have naturally formed hollows that native fauna uses. By supplementing these with nest boxes, along with retaining this tree and using it to create new habitat, we are giving a boost to biodiversity in our City. We will be monitoring these newly created chainsaw hollows and look forward to seeing who moves in.

Our highly anticipated and much loved 10 plants for $10 program is back for another year, offering you 10 locally indigenous plants for just $10. In the face of a changing climate, planting locally indigenous plants means they are adapted to our local conditions and help cool your garden, provide food and shelter for our native wildlife and bring joy to your eyes.

Plants are available by redemption on presentation of a voucher that is purchased from the Civic Centre Woodville or over the phone. You can collect your plants and get advice about species selection and growing tips

from a horticultural expert at one of our two collection days at our Civic Centre in April and June or directly from our partnering nursery Provenance Indigenous Plants.

We are once again turning our two collection days into a giant gardening extravaganza with our library service hosting “Get Your Garden On” featuring gardening legend Costa Georgiadis, Warndu founder Rebecca Sullivan and botanic designer Markus Hamence. SUPPORT FOR BECOMING A ‘HEALTHIER’ YOU

Have you been thinking about making some changes for a while? Wondering how to implement your doctor’s suggestions for a healthier lifestyle?

PROVIDING BINS4BLOKES

The Healthy Choices program aims to support people living with chronic health conditions in the western suburbs to better manage their health and make healthier lifestyle choices every day.

Eligible participants will work with a pair of students from UniSA who are studying a health degree. Together you will co-create and implement an individualised 12-week program to help you gain knowledge of the condition, manage the physical, social and emotional impacts of your condition, adopt healthy lifestyle habits, and provide access to support services.

This program is a free service, based at our Civic Centre, Woodville.

Previous participants have found the program beneficial and have said:

“I felt they really heard me, and would follow up on ideas”.

“I already had all the information, I just needed some support to actually do it “

The Healthy Choices program is part of a partnership between UniSA and the City of Charles Sturt.

While it might be a bit of a taboo subject, every Australian should have access to disposal bins for their incontinence products. In Australia, 1.34 million boys and men live with incontinence.

Last year we commenced a trial of incontinence bins in public toilets at Henley Square, Point Malcolm Reserve, West Beach foreshore (south of Harold & Cynthia Anderson Reserve), Grange foreshore (end of Grange Road), Tedder Reserve (near the dog park), St Clair Recreation Centre, and at Joe’s Kiosk at Henley Beach. We’ll also soon be providing bins in our new facility Ngutungka

West Lakes and will also look to provide them at our Community Centres in future.

We hope providing this service will enable many men within our community and visitors to our City, to be able to feel comfortable to engage in a public outing in a safe and supported way.

‘BINS4Blokes’ is an Australia-wide awareness and advocacy campaign promoting the installation of incontinence bins in male public toilet facilities.

BUILDING OPPORTUNITIES FOR OUR COMMUNITY

Walking into your local community centre, you are greeted with a friendly face, often followed by the buzz of an activity in another room or outside.

Many different groups and organisations hire the community room spaces, with programs and services welcoming people of all ages, skill sets and aspirations.

Less known are the emerging group of enterprising individuals who are combining social goals and business sense to bring truly unique opportunities to the community. We visited the 19 on Green Community Centre in Brompton to meet some of the program hosts who are hiring the spaces and offering unique experiences to encourage creativity and learn a new skill.

Jess at Cook n Create runs a successful mobile cooking school, bringing the fun of cooking to all ages. She uses the centre to host the After School Cooking Program and Bub n Bake workshops, both designed to build connections and learn to enjoy health, nutritious and yummy foods.

“I love working (at the centre) and bringing families in to experience how amazing it is. I have been able to continue working during COVID because of 19 on Green. The big airy spaces have allowed plenty of social distancing and the outside space being undercover has helped as we have set up there at times too.” said Jess.

“Our Community Centres are home to a number of small business operators and entrepreneurs - I admire their drive and passion.

“I enjoy working with them because conversations quickly turn into new and creative programs for the community,” said Michael, Community Development Officer.

Emma started Messy Play to support children’s social development as they play, share and learn together and hosts First Senses sessions at the centre. It’s a program welcomed by many families.

When asked about why the centre worked for her, Emma said “We enjoy the sense of community, the flexibility of the venue and what we can use it for.”

Everyday life is improved by the many services we provide as councils, including our street lighting, waste and recycling collection, footpaths, playgrounds, local sporting and community faciltiies, supported services for ageing well and more.

Key decisions about the services, programs and infrastructure we provide are made by the elected group of councillors who serve a four-year term.

The next periodic elections will be held in November this year and you will get an opportunity to vote for the people you want to represent your local area in Charles Sturt.

As councils are part of the democratic framework of Australia, participating in local government elections is one of the most direct ways you can influence decisions that affect your local area.

There are two key ways you can participate:

• vote for who you would like to have represent you

One of Australia’s most important national occasions, marking the anniversary of the first major military action fought by Australian and New Zealand forces during the First World War. Woodville Town Hall was successful in securing a $54,000 federal government grant for a collaboration with local artist and Charles Sturt resident Amelia Ryan from Amplified. Together we are presenting Seasonal Sessions over four weekends of cabaret story and song.

HENLEY COMMUNITY GARDEN OPEN DAY

Visit our attractive garden this autumn, on Sunday 10 April 2022 from 10.30am - 2pm located at the Henley and Grange Memorial Reserve (North of Raymond Street carpark). The garden will showcase individual and communal plots, native garden, orchard, pergola, composting area, chooks, bees and art.

The open day will include a tour of the garden, with local craft, potted plants and seeds on sale, a sausage sizzle, raffle and much more.

You can also visit the nearby Henley and Grange Art Society to view their amazing array of paintings and ceramics which are also available for purchase.

Inviting retired, semi-retired seniors to attend our monthly meetings. Probus Clubs offer a social environment for likeminded members with a range of activities including trips, outings and opportunities to listen to guest speakers. UNIVERSITY OF THE THIRD AGE (U3A CHARLES STURT)

U3A offers retired and semi-retired seniors the opportunity to enjoy learning, explore new ideas and keep their minds active. STANDBY - FREE SERVICE OFFERED FOLLOWING SUICIDE

StandBy is a community-based program delivered by AnglicareSA, dedicated to supporting people who have been bereaved or impacted by a recent or past suicide. Many people are impacted by suicide including family members, close friends, kinship groups, colleagues and whole communities. StandBy is accessible 24 hours a day, seven days a week and provides a free outreach face-to-face and/or telephone support service. People grieve in very different ways and support services may not be required for many weeks, months or even years in some cases. It is never too late to seek support. The service is offered across the Adelaide metropolitan region. Call 1300 727 247 to connect with your local StandBy coordinator. You can self-refer or call on behalf of another person if you have their consent. Standby also offers free workshops for community groups or workplaces.

LEARN TO DANCE THE EZIWAY
