MAYOR’S MESSAGE

Welcome to the mid-year edition of Kaleidoscope for 2022, our 25th year as the combined City of Charles Sturt. We thank the community who engaged in our consultation on our Draft Budget in April and May. It is important to connect with you on our plans for the next financial year to ensure we are working in partnership with you to deliver a liveable City for our community, one where everyone belongs.

The past 12months have brought a series of challenges in the COVID-19 context, a significant one being the disruption of supply for materials. In addition to increasing costs of materials, some of our capital projects planned for delivery have been delayed or postponed. Thank you for your understanding and patience as we work through these challenges. We look forward to delivering these projects asap. Our connections with our community are across so many communications platforms including seeing you in person, talking to you on the phone, meeting

you via our social media platforms and receiving feedback from you via our online engagement platform YourSay Charles Sturt. Consultations - either in person or online - are an important way to engage and become involved in what we are working on. Our Community Emissions Reduction Project will be one to look out for later this year!

One of the most rewarding and direct ways that you can contribute to your community and influence decisions that affect the quality of life in your local area is to become a member of Council. If you are passionate about your local area and you’re considering nominating for a position on Council, now is your opportunity. Read more about nominating on page 13.

This is an exciting year! We are proud to celebrate 25 years since the amalgamation of the former Cities of Hindmarsh, Woodville and Henley and Grange to become the City of Charles Sturt. It’s our people who make our City the fantastic place it is to live and work in. We are honoured to recognise Mrs Barbara Wasylenko as the 33rd Freeman of the City. FREEMAN OF THE CITY: MRS BARBARA WASYLENKO

Passionate and dedicated to the community, Barbara Wasylenko was inducted the 33rd Freeman of the City of Charles Sturt in May.

The honour was in recognition of her dedication and service to the community of Charles Sturt and to Local Government as a Councillor, Migrating to Australia with her family in 1954 and calling Royal Park home, Barbara supported and welcomed migrant families to create a sense of community and belonging in their new home. These values of family, community, and the strength found in coming together were instilled in Barbara and are values that she carries with her today.

In 1993 Barbara stood for public office, running for the State Seat of Lee in the Parliament of South Australia. She was then recognised by the then Electoral Commissioner for South Australia (ECSA) as part of the group of women who stood for Parliament in South Australia.

In 1997, Barbara was elected as the Council Member for the Semaphore Park Ward. She served in this role from 1997 to 2000 and then again between 2014 and 2018.

In addition to her council work, Barbara is passionate about creating safer communities and has dedicated herself tirelessly to this cause. In 1998 she commenced her voluntary role as a Neighbourhood Watch Area Coordinator.

Still active in this role, Barbara has been recognised for promoting crime prevention and community wellbeing.

In 1997 Barbara commenced Volunteering at the Lions Club of Charles Sturt and continues to this day, as well as volunteering across multiple sports, such as croquet, lawn bowls, soccer, tennis, dragon boat racing, karate, rowing, and surf lifesaving, assisting with fundraising and charity events.

Barbara serves our community through her passion and her advocacy for all

people. She puts the needs of others first and helps people in all the instances that she can. It is for this outstanding service and commitment that the City of Charles Sturt, says thank you.

Honorary Freeman of the City is an honour given to an individual who has demonstrated outstanding dedication to the community, giving their time freely to benefit others. The honour is given to a person who has served the City of Charles Sturt, its community and beyond for many years.

2022 SPORTS AWARDS

Sport and recreation is a big part of our City and we are committed to providing opportunities and spaces for a huge range of sport and recreation activities.

We are home to national, state and district teams as well as more than 80 community sporting clubs. Behind the success of these clubs are countless volunteers who contribute their time to everything from coaching to training and development, grants and fundraising.

Mayor Angela Evans shared our community’s appreciation on the night “Volunteers are integral members of not only our clubs and associations but of our community. To the coaches, officials, administrators, parents, and supporters who share their knowledge and skills and give their time generously to others, we thank you.”

This year’s awards were again held at Woodville Town Hall and hosted by Mike Smithson. We are pleased to share the following winners.

WEST BEACH PARKS – COACH OR OFFICIAL OF THE YEAR

Mark Harrity

Mark has been involved in cricket as a player and coach at the elite, local and community level. He has been head coach at West Torrens Cricket Club for the past six seasons, overseeing both the West Torrens Young Eagles junior academy and Men’s 1st grade team. The 2021/2022 season saw the Men’s 1st Grade team win both the SACA two day and one day premierships, giving Mark an imposing record of 5 premierships in the last six years. Mark also helps develop the state’s best junior fast bowlers, working part-time as head coach at the Darren Lehmann Cricket Academy.

WESTFIELD WEST LAKESADMINISTRATOR OF THE YEAR

Kristy Amato

Kristy is the Flinders Park Football Club treasurer and spreadsheet guru, managing the canteen, financial acquittals and training staff. She is always the first person to volunteer, organising signage, cooking meals when the chef is unavailable, selling raffle tickets, welcoming new members, transporting kids, and doing more in her six years at the club than most do in a lifetime.

ADELAIDE 36ERS - CLUB/ ASSOCIATION OF THE YEAR

Adelaide Jaguars Women’s Soccer Club

Adelaide Jaguars Women’s Soccer Club

originated from humble beginnings 12 years ago, with dedicated parents forging a new club that prioritised positive and safe environments, and a focus on opportunities for girls. In 2019 the club registered 70 players and fielded five teams, since growing to over 200 female players and 15 teams, while also establishing an afterschool competition and social league for mums. Adelaide Jags are now the largest, fastest growing female-only soccer club in South Australia, recently partnering with Football SA to host Australia’s largest ever female only coaching course.

Local sporting volunteers and organisations came together in May as we celebrated their many achievements and contributions at the City of Charles Sturt Sports Awards.

ACTIVE INCLUSION - CHAMPION AWARD (JOINT WINNERS)

Since joining the Woodville West Torrens Football Club Board in 2016, David has been pivotal in engaging indigenous APY Lands communities, while also supporting a young Garawa man and Indigenous women from Central Australia to play at the Eagles. He initiated the Club’s Reconciliation Action Plan (RAP) and helped gain the services of an Indigenous woman to the Club’s Board. David was instrumental in setting up the Eagles Novita SANFL Wheelchair Football Team in 2021, and is the SANFL State Coach for the Inclusive Academy.

Semaphore Seabirds

Under the guidance of head coach Kate Newman, the Semaphore Seabirds is a Nippers group for children with a disability aged 5-13 years, created as part of Semaphore Surf Life Saving Club’s commitment to developing inclusivity. The program runs alongside the existing Nippers program with modified activities. The Seabirds were the only club with young people with disabilities recently competing at the State Carnival. “This program has benefitted all of the club, not just the kids involved, and this award acknowledges that inclusiveness is important to both our community and Charles Sturt”, said Kate.

Kristy’s outstanding work at the Flinders Park Football Club not only earned her the Westfield West Lakes - Administrator of the Year Award, but she was also recognised as the City of Charles Sturt - 2022 Sports Volunteer of the Year.

MAYOR’S AWARD – LIFELONG CONTRIBUTION TO SPORT IN THE CITY OF CHARLES STURT

Raelene Donnell – Semaphore SLSC

Raelene is a driving force at Semaphore SLSC and Surf Life Saving SA for over 40 years. As the current Vice President, Raelene continues to officiate Rescue and Resuscitation (R&R) events at both State and national level. Raelene also championed the Silver Salties, a Surf Life Saving Australia program to encourage over 60s to meet, exercise and socialise in the club environment. Raelene leads by example and her amazing contributions make the Club and community a better place.

REDUCE EMISSIONS ACROSS OUR CITY

As an organisation, our employees have been working on climate change adaption and mitigation strategies and implementing them into the way we work at Charles Sturt.

Following our Climate Emergency declaration in 2019, we’ve developed Net Zero: Our Map to Net Zero Corporate Emissions 2020-2025. This is our plan to achieve net zero corporate emissions by 2025 and we are taking significant steps to achieve this plan.

We’ve made the following progress towards our goal:

• Developed and implemented Environmentally Sustainable Development standards for all of Council’s new buildings, upgrades and maintenance

• Installed Solar PV on 16 Council facilities in addition to previously installed systems

• Replaced our streetlights with LEDs which has nearly halved our electricity consumption

• Transitioning passenger fleet vehicles to be hybrid by 2023

• Installed six public electric vehicle fast chargers

• Distributed over 4,000 kitchen caddies to residents for organic waste (see page 7 for how you can get yours)

As well as our organisational contribution, we are now partnering

with our community in shaping emissions reduction across our City.

In our 2020 Community Survey, over 77% of our community told us... “Taking action on climate change is important to me personally.”

With so many of our residents and businesses committed to climate action, we have begun working on a Community Emissions Reduction Project. This is an opportunity for us to engage with you, our community, on shaping a plan to reduce emissions.

As a part of this project, we’ll be speaking with community members at sites across the City and holding events and workshops in September

and October to engage with you and start gathering information. We want to determine our current community emissions and work towards enabling our community to set targets and develop actions that can be taken in our day to day lives to make an impact. Following these events later in the year, we will partner with you to develop the Community Emissions Reduction Plan with the aim for implementation to occur at the end of 2023.

MATERIALS RECOVERY FACILITY UPDATE

WEEKLY FOOD WASTE COLLECTION TRIAL

Over 35% of compostable food waste ends up in landfill each year. We want to change that.

The average Australian household throws out $2,000 to $2,500 worth of food each year. That’s the equivalent of every 5th bag of shopping being thrown out.

Our Materials Recovery Facility is now in its 5th month of operations.

Recycling streams include paper, cardboard, aluminium and HDPE plastics like milk bottles. Baled paper and cardboard are taken to Visy’s mills interstate and turned back into packaging products such as cardboard boxes, light weight containers and heavy duty cartons. Other streams are delivered to local recyclers for reprocessing.

The recycling you place in your yellow bin can be transformed into every day items, many of which can be used again! We have been able to recycle and create recycled bollards and wheel stops, boardwalks, kerbside bins, road base and playground equipment. Unfortunately, we are also finding some weird and obscure items placed in the recycling bins. In

just a 15minute period one day, we removed a pile of shoes from the manual picking line. We’ve also had hammers, axes, catheters, soft plastics, power cords, clothing, textiles... you name it!

Foreign items can jam the machinery, causing the facility to shut down operations while the blockage is fixed. This causes significant lost time in processing and increases operating costs.

No shoes, clothing or textiles can go in our recycling bins. If these items are in good condition, they can be donated directly to a charity store. All shoes, clothing and textiles not suitable for donation must go in your blue lid (waste) bin.

Reducing food waste is a practical, realistic way we can help our whole community reduce emissions.

In 2023, we will trial a more environmentally sustainable waste and recycling service of weekly Food and Green Organics (FOGO) collections. Weekly FOGO collection will support our residents to divert food waste into the green bin, which will be collected weekly (changing from the current fortnightly collection).

Get Your Free Kitchen Caddy

Request a free ventilated kitchen caddy and roll of compostable bags delivered to your house. All of your food scraps go into the bag in your kitchen caddy, which you can then empty directly into your green organics bin every 2-3 days. Search for ‘Kitchen Caddy’ on our website to request yours.

The trial will be an opt-out trial of 1,000 households. Residents can choose to opt-out of the trial if they do not wish to participate and can remain on the current three bin service collection. Participation in the trial is 100% optional.

We are working through identifying trial areas within our City. Once potential trial areas have been selected, households within the trial area will receive direct communication explaining the trial in detail and options to opt-out of the trial if they wish.

This trial follows on from a number of successful trials of weekly FOGO services across Australia.

VOLUNTEERS ARE MAKING A DIFFERENCE

WHAT’S ON AT NGUTUNGKA WEST LAKES

There’s plenty to see and do when you step foot into Ngutungka West Lakes.

Volunteers are a vital part of the City of Charles Sturt community. The support they provide helps us to build better services and offer better outcomes for our residents.

You can find volunteers in varied roles within Council, such as visiting one of our older residents for a chat and a cuppa, welcoming you into one of our community centres, walking a resident’s dog, or supporting a training course at one of our libraries.

David is one of our many local volunteers. He has assisted students and migrant families with their studies, supported the Digi-kids program and even helped to cook a BBQ at one our of gardening events. David applied to be a volunteer following his retirement and hasn’t looked back.

David says he enjoys volunteering as it gives him a chance to meet new and interesting people; “The time I get to spend with wonderful people; the other volunteers, the wonderfully supportive

staff, and of course the young people who live and study in Charles Sturt and come to the programs I help with,” he said.

When we asked David what he would say to anyone thinking about getting involved in volunteering, his answer was a simple ‘go for it’.

“It’s great to realise that, even after retirement, you can still make a valuable contribution to society. I love working with the brilliant young people who attend our programs. They make me feel the future is in safe hands”, he said.

• There are new resources to discover. Watch an entire movie and TV series (like 007) with the DVD Binge boxes, or browse our Make, Bake & Decorate collection where you can borrow baking equipment such as numbered cake tins, cannoli makers and more!

• Our digital hub has been relocated from Civic Library and we have hit the ground running with a wide array of digital literacy courses for adult and senior learners. Learn anything from how to edit photos on your phone, use Canva for graphic design, or how to access our many digital library resources.

• There’s plenty of programs for the kids too including VR, 3D printing and robotics as well as our popular preschool sessions for little ones under six years.

• For the book lovers, we’ve hosted some fantastic authors (Victoria Purman and debut author Nina D Campbell) and have plans to host more local and best-selling authors such as Rebecca Sullivan and Damien Coulthard for a special NAIDOC event.

• We can’t wait to share cooking classes in the new kitchen. OzHarvest and Jess from Cook n Create have already hosted some sessions and you can look forward to more sizzling appetisers soon.

SUPPORTING OUR UKRAINIAN COMMUNITY

BREAKOUT CREEK WORKS ARE UNDERWAY

Our City is home to over 120,000 people from a diverse range of backgrounds and cultures and is a place where everyone can feel safe and supported.

In April, Council endorsed a resolution to recognise our Ukrainian population and extend our support to families impacted by current world events.

We continue to work with local community groups and volunteers to help make a real difference to displaced Ukrainians and their loved ones.

Donations were collected at our Woodville Civic Centre with an incredible response from our community. A range of essential items covered an area of around 60m² which will go directly to families in need.

Staff and volunteers at our community centres also contributed, knitting clothes, creating toys and other basics for those affected.

A Ukrainian flag flies proudly above our Civic Centre to further signify our support, along with blue and yellow lighting at St Clair Recreation Precinct and along Port Road at Hindmarsh.

Councillor Sarah McGrath was overwhelmed by the generosity and kindness of our community.

“We stand alongside the Australian-Ukrainian community and will continue to offer them our service and support during these difficult times,” she said.

“The strength and generosity of our community to support our Ukrainian population during these times illustrates how we can achieve amazing things together and assist those in need.”

Take a visit to the River Torrens/Karrawirra Pari from Tapleys Hill Road and you will notice works are well and truly underway as part of the Breakout Creek Redevelopment Stage 3.

These exciting works will open up land for community use, with accessible paths and crossings, create wetlands and a new habitat for endangered animals to live and breed, as well as create places to learn about Kaurna culture and history. The works will mark the end of the 30year makeover and includes a 1.5km stretch of the river.

Please be mindful of signage and take care as some pathways will be closed for a period of time. Open pathways will be shared by pedestrians, cyclists and horses from the local riding club.

The Breakout Creek redevelopment is a joint project between Green Adelaide, City of Charles Sturt, City of West Torrens, Australian Department of Agriculture, Water and the Environment, SA Department for Trade and Investment and SA Water.

OUR OPEN SPACE

SPRING GARDEN COMPETITION

We have recently completed playground renewals at Henley & Grange Memorial Oval, Devonshire Reserve in Fulham Gardens and Pedlar Reserve in Seaton.

The playground at Devonshire Reserve is complete with a new ‘Ninja Wall’. Challenge yourself or bring your kids tricycles to traverse the circular track, bring chalk for drawing or relax on the swings. The space has wheelchair access and an expansive lawn area.

On completion of Pedlar Reserve we were disappointed to find equipment was immediately graffitied and the new trees planted were damaged.

We build our spaces for everyone to enjoy and we consult with the community to ensure we’re building spaces that the community want to use.

If you spot graffiti or damage to a local space, please report it to us. You can give us a call or use the My Local Services App to take a photo and report it to us.

Harold & Cynthia Anderson Reserve, West Beach is also nearing completion with an exciting new design to incorporate wheelchair access and elevated views of the beach.

In addition to the recent playground renewal at Pedlar Reserve, we are working on concept plans for the $3 million construction of brand new clubrooms for Seaton Ramblers Football Club. Concept plans will be out for our community to comment on soon. Keep an eye out on YourSay to provide your feedback.

It’s that time of year again where we are getting ready to celebrate the amazing green thumbs and gardens in our City – the Spring Garden Competition is open.

With 11 categories, ranging from school to verge gardens to most loved street and the great garden citizen, there is something for everyone.

FRESHWATER LAKE UPDATE

Thank you to our community for your submissions and involvement in the first stage of community engagement on Freshwater Lake, West Lakes.

Following the engagement, we will proceed with considering the following options only:

1. Maintain the lake in its current form and continue with existing maintenance and management practices.

2. Maintain the lake in its current form with improvements to permanently enhance lake performance and quality, operations and management.

Following a report to Council in June, further community consultation will take place in July/August 2022.

UPDATE ON MILITARY ROAD AND MAIN STREET UPGRADE AND PLAZA

We’re on the home stretch with the Henley Beach Precinct being transformed into a place for people.

You’ll now see wider paths, pedestrian crossing points, new landscaping, new lighting and new traffic calming devices installed. Power lines are being placed underground and the new public plaza is under construction. We’ve also installed a new stormwater drain to improve drainage and reduce localised pooling of water. For updates on construction, download the SitePodium app on your device and follow the project.

New Zebra Crossings at Roundabouts

As a result of community consultation, we listened to your needs and provided solutions for pedestrian access to and from the coast.

We considered a range of design options for the North Street/Military Road and South Street/Military Road intersections, to provide a better balance between pedestrian safety and traffic flow. The preferred option by the community was to maintain the roundabouts and to also introduce formal crossings to allow pedestrians to safely move across the street.

You’ll now see something new and different at these intersections - they have zebra crossings on all four legs.

At a zebra crossing, a driver is required to give way to a pedestrian, even if you have already entered the roundabout. If you enter the roundabout without realising that a pedestrian is crossing the leg you are turning into, you may need to stop on the roundabout, and not leave the roundabout until the pedestrian has crossed.

Business as Usual

Local businesses are what make our precincts thrive. There is lots of work happening in the area at the moment, with the construction of the new plaza now underway between Military Road and Seaview Road. We encourage you to continue to support the the local eateries, retailers and services on Military Road, Main Street, in the square and at the Henley Square Pavilion over the winter months.

COMMUNITY CELEBRATION

We’re in the works of planning a project opening celebration in late 2022 when construction ends. This project has been one of the largest road projects we have delivered as a Council and in a significant visitor precinct. We acknowledge the inconvenience and disruption this project has had on the local community.

We’re really excited to showcase the completed project and see all functions working to better meet the needs of the local residents and visitors to the precinct.

Meet fortnightly on Wednesdays at the Kilkenny Community Centre. The Club provides a friendly environment to learn the art of floral design.

Club Members volunteer their time to provide floral arrangements for the Spring and Autumn Rose Shows by the Rose Society of South Australia (RSSA) in April and October. The Club is preparing to assist the RSSA with fresh floral arrangements for the 2022 World Rose Convention, 27 Oct – 3 Nov at the Adelaide Convention Centre. We also arrange all the fresh flowers for the Nipper and Nimble Float for the Christmas Pageant as well as fresh floral bouquets for the Pageant “Royalty” Float each year in November.

NEW CLINICAL SERVICES BUILDING FOR THE QUEEN ELIZABETH HOSPITAL

A new clinical services building is coming to The Queen Elizabeth Hospital in 2024. The new building will be home to an expanded emergency department, intensive care unit, operating theatres, cardiac catheterisation laboratory, procedure suite, medical imaging, pathology and rehabilitation wards.

The project will provide Central Adelaide Local Health Network with a $314 million investment to support the growing population of the western suburbs now and into the future. It will deliver a contemporary building with modern technology, equipment and amenities.

The new building will ensure the hospital continues to provide world-class care to the community and paves the way for the hospital to be a key provider of inpatient rehabilitation services such as caring for those following a stroke. Extensive planning and consultation have occurred, with significant engagement with the people who matter the most - patients, staff and the community. PATCHWORK & QUILTING 101

Hosted by the Stitchin’ Sisters. On your first visit you will make a patchwork block and coaster to take home. You can choose hand sewing or machine. Each month there will be different activities and workshops. All skill levels welcome. Held on the first Wednesday of each month starting Wednesday 6 July 2022 from 12pm-3pm at Seaton North Neighbourhood Centre (16 Cairns Ave, Seaton).
