MAYOR’S MESSAGE

As we move into the second half of the year, this edition looks ahead to an exciting time for our community. From the launch of our Community Vision 2040 to honouring our Sports Awards winners, there is much to share.

Our Community Vision 2040 connects community priorities with our work on projects and services. Over 500 community members contributed their ideas, helping us build a vision to guide us into the future. Featuring themes and principles to lead our actions, this document is a public commitment to work together to make our shared vision a reality.

This edition highlights how our projects align with our five themes: vibrant places, our transforming city, connecting and belonging, local neighbourhoods, and valuing nature. We are committed to strengthening our connection with the community, fostering a sense of belonging that means the world to us.

Sport and recreation provide enjoyment within our community and help people connect. It was a privilege to recognise the volunteers and officials at our annual Sports Awards, presenting six winners across various categories. Congratulations to all clubs who were a part of our celebrations!

On page 6, you will find the Annual Business Plan and Budget for 2024/25. It aligns with our commitment to transforming our City in response to your suggestions from the Draft Annual Business Plan. The adopted budget includes an overall rate increase of 6.25% plus new property growth, which is below the average rate rise across Adelaide. This includes a service level increase to fund the tree canopy project to reach 25% by 2045. This project will help make our City cooler in the summer by increasing the number of trees planted each year.

The rate increase is due to the City of Charles Sturt’s cost escalating across a range of building materials, services and labour costs. In addition, the tree canopy is an important focus for our community, with improved tree canopy, open space, greening, and biodiversity all being key areas of interest within our community.

Our community shared a desire to protect our environment. From our young school children through to our older residents, we share this passion and are committed to returning greenery and nature to our streets and spaces.

Our community can be a place to offer opportunity and provide for everyone. We will work on an improved natural environment together to create unique neighbourhoods and communities that have their own sense of identity.

OUR ADOPTED BUDGET 24/25

Our Annual Business Plan and Budget for 2024/25 was endorsed on 24 June 2024, and aligns with our commitment to respond to the evolving needs and challenges of our City.

This commitment includes transitioning to a low-carbon future, managing City growth, and preserving our history and heritage.

As part of the plan, there is an overall rate increase of 6.25% plus new property growth. This includes a service level increase to fund the tree canopy project to reach 25% by 2045. This will help make our City cooler in the summer by increasing the number of trees planted each year.

We are dedicated to meeting our community’s needs while being financially responsible. We aim to find savings and cut costs where we can, all while keeping our service levels steady despite the rising cost of living.

The rate increase is impacted by higher costs in building materials, services and

labour. Additionally, enhancing our tree canopy, open spaces, greening, and biodiversity are key community priorities.

The rates invested by the community will ensure we can deliver:

• Continued frequent verge cutting at a cost of $2 million

• $27.2 million towards roads, footpaths, lighting, and stormwater renewal and upgrades

• $16 million on sporting clubs, property, and open space projects, including $1.6 million for updates to the Woodville South Sports Club changerooms

• $5.3 million in 2024/25 for the Ngutungka Henley (Henley Library and Community Centre) project, totalling $11.2 million

• $1.5 million in additional greening and climate initiatives, of which $1.2 million is allocated for tree canopy

• $2.5 million to supply and install solar panels, batteries and associated energy management equipment on Council buildings to maximise the benefit from a Power Purchase Agreement (PPA)

• $631k in grant funding to support community and business initiatives

PROJECTS WRAP-UP

Accessible Beach Ramp at Pt Malcolm: A new accessible ramp has been installed at Pt Malcolm to provide easy beach access for all.

Ngutungka Henley Update: Sneak peek. The new building is taking shape. Head to our website to see the daily progress.

Spad Street Reserve: This brand new park is now open, with a playground, open space and shelter. We’ll share details of the opening event soon.

West Beach Surf Life Saving Club: The West Beach Surf Life Saving Club has undergone a total rebuild to support activities and community programs.

Pedlar Reserve: Home to the Seaton Ramblers, the new club facilities have been upgraded to better serve local sports and community events.

Flinders Park Football Club: The completion of the new netball courts have provided the club home games and kickstarted their 2024 season.

PLAYGROUND PROJECTS WRAP-UP

We’ve made exciting improvements to our playgrounds to better support our community. Gordon Reserve, Albert Park now features new equipment for older children. Bower Cottages playground, Semaphore Park, has been renewed with input from the local childcare centre, featuring a design that reduces maintenance and heat. An accessible swing at Bowden Urban Village now supports wheelchair users. Montgomery Reserve, Flinders Park boasts a new playground, heavily used by the public after community consultation. These projects enhance play spaces and accessibility across our area.

WHAT HAPPENS WHEN IT RAINS?

Winter weather brings rain and we continue to review and build infrastructure to support larger rain events in our City. Many areas in the western suburbs of Adelaide including the Charles Sturt Council struggle to cope with high intensity storms due to the flat terrain, proximity to the gulf and lack of fall in the stormwater drains.

Our stormwater infrastructure is a mix of underground stormwater pipes, Water Sensitive Urban Design treatments, road, kerbing and verges above ground.

During heavy rain, drains may reach capacity resulting in temporary flooding along the street. This is where the above ground system comes into play, with the road and kerbing capturing stormwater, once the rain ceases the water will begin to subside and drain away.

A MISSION TO EMISSION REDUCTION

We value nature and are committed to creating a cleaner, sustainable and healthier future with our community. We want to work together with you to achieve the biggest benefits – now and for future generations.

We have identified areas across our City that may be more prone to flooding. To support these properties, we provide sandbags that are available for collection. The West Lakes (the Lake) Stormwater Management Plan was recently endorsed by Council and the Stormwater Management Authority. Priority flood mitigation works identified in the Plan have commenced at Gleneagles Reserve, Seaton, to reduce flooding in Leven Avenue, Tapleys Hill Road, and nearby streets in Seaton.

By investing in and upgrading our stormwater infrastructure, we aim to mitigate the impact of heavy rain events and protect our community from flooding.

Stormwater - What happens when it rains on the urban landscape

In 2019, we declared a climate emergency and took immediate action. Through the delivery of our Net Zero Strategy, we have:

• Reduced corporate emissions by 56% (over a five-year period)

• Developed Environmentally Sustainable Design (ESD) principles for all building renewal projects

• Introduced electric (13% of fleet) and hybrid vehicles (45%) to our corporate passenger fleet

• Began weekly food organics garden organics (FOGO) trials across 1000 properties to divert organic waste away from landfill

• Established a 100% renewable energy contract

• Installed solar panels on 18 council facilities and converted more than 10,000 streetlights to LED technology

• Introduced a Solar Bulk Buy Program

We have consulted with our community and are finalising our Climate Change Response Strategy to build resilience and ensure we adapt to the changing climate.

Cheltenham, Bower Cottages, Findon, 19 on Green Community Centre and Seaton North Neighbourhood Centre all host regular programs focused on recycling, sustainability and the environment.

SALUTING OUR SPORTING CLUBS AND VOLUNTEERS

Sport and recreation sit at the heart of our community and help people connect with one another.

It’s our privilege to recognise the many incredible volunteers and officials at sporting clubs and associations at our annual Sports Awards event. Without their dedication, commitment and sacrifice behind the scenes many of these clubs simply would not exist.

This year, we received 37 nominations across the 4 key award categories from 23 separate sporting clubs representing 13 different sporting codes.

Tammy Clarke – Findon Skid Kids

Tammy has been invaluable as secretary of Findon Skid Kids and head coach of the Australian Cycle Speedway team, including coordinating the 2023 Cycle Speedway World Championships in Adelaide.

WESTFIELD WEST LAKESADMINISTRATOR OF THE YEAR

Martin Grace - Grange Surf Life Saving Club

Martin has been a passionate member of the Grange Surf Life Saving Club for the past 37 years. A volunteer surf life saver with over 1,000 patrol hours, Martin often puts his own small businesses to the side to help the club.

ADELAIDE 36ERS - CLUB/ASSOCIATION OF THE YEAR

Flinders Park Football Club

The past 12 months have arguably been the most remarkable in the club’s history. It boasts more than 650 members across football, netball and cricket and celebrated premierships in men’s A grade football, winter and summer senior women’s netball, under 15 boys football and under 17 boys cricket.

ACTIVE INCLUSION – CHAMPION AWARD

Kate Newman - Semaphore Surf Life Saving Club

Kate has worked tirelessly to improve inclusion at Semaphore Surf Life Saving Club and established the Semaphore Seabirds - an additional needs Nippers program for children living with disability.

MAYOR’S AWARD – LIFELONG CONTRIBUTION TO SPORT

Born and raised in West Beach, Warren first joined the Henley Sailing Club committee in the late 1960s and has served across various roles as a dedicated club member for more than half a century.

If your land use is rated ‘vacant land’ on your rates notice and you plan to build your residential home over 2024/25 you can apply for a residential construction rebate.

AGEING WELL GIRLS ON THE GO

The City of Charles Sturt Ageing Well has launched an exciting new social support group program called “Girls on the Go.”

This initiative which encourages social connection, involves organised day trips tailored for women aged 65 and over and is an opportunity to discover new places, meet new friends, and explore various captivating spots across Adelaide.

‘Girls on the Go’ outings operate every third Monday of the month. For their first outing the group visited Hahndorf and enjoyed the picturesque surroundings and a delicious lunch.

LET’S GET GARDENING

This program is delivered via Commonwealth Home Support Programme (CHSP) funding. To attend, you will need a referral code from My Aged Care for Social Support Groups. You can register today with MyAgedCare on myagedcare.gov.au or by calling 1800 200 422.

Alternatively, if you already have a code for this service or would like to chat about the program, cost, and eligibility, please call our friendly Social Participation Coordinator on 8408 1355.

Our Spring Garden Celebration is a popular annual event which brings our community together to share in the joy of gardening.

The program involves everyone from young aspiring gardeners to experienced green thumbs, families, and a range of groups across our community.

Nature strip gardens are a great way to beautify your street, green our community and bring neighbours together.

Our Verges Alive plants are $1 each with a minimum order of 10 and a maximum order of 30 plants.

AFTER HOURS ACCESS AT NGUTUNGKA WEST LAKES

We now offer after-hours access for hirers at our Library and Community Centre, Ngutungka West Lakes. Our spaces are now bookable from 8.30am to 10.30pm and is great news for those wanting to find a space for an early morning meeting or book in an evening event.

Connecting and Belonging

CELEBRATING NAIDOC WEEK

To acknowledge Kaurna heritage and connection, we take a look at just a few of the Aboriginal art projects in our City as part of NAIDOC Week, held 7-14 July.

BREAKOUT CREEK/ PURRUNA PARI

Kaurna man Allan Sumner and his collaborators, Jason Balmer and Daniel Deck created the incredible sculptures you can discover along the newly redeveloped western end of the Torrens.

HOLBROOKS ROAD, UNDERDALE

Nazareth Catholic Community and artist Shane Mankitya Cook worked together to create this eye-catching mural which acknowledges the importance of Kaurna Lands and rivers.

THE BROCAS, WOODVILLE

Artist Shane Mankitya Cook partnered with students from Woodville and Seaton High Schools to create a permanent mural on the grounds which share the stories of their cultural heritage.

Not-for-profits in the City of Charles Sturt can receive funding for initiatives that align with Council’s Community Vision priorities. Eligible applicants include individuals, unincorporated groups, and incorporated groups.

Applications are online, assessed within 4 weeks, and open from July to early May, subject to funds.

AROUND OUR CITY

COASTAL SOUNDS

Coastal Sounds returned in June. Partnering with the City of Port Adelaide Enfield, it was a weekend filled with music, art, and dance events along 13km of coast from West Beach to Semaphore.

CELEBRATING THE STOBIE POLE CENTENARY

In July, we celebrated the 100th anniversary of the Stobie pole. Invented by James Cyril Stobie, these poles have become iconic canvases for artwork.

BUSINESS AWARDS

Our Business Recognition Awards was an opportunity to celebrate the achievements of local businesses and acknowledge the energy and commitment they brought to our community.

COLOURING THE STREETS OF CHELTENHAM

Locals Elizabeth and Michelle banded together to bring life to the streets through decorating the stobie poles of Cheltenham. The ladies gathered funds through grants and donations to set up a basic paint library. They letterboxed the neighbourhood, and held a series of workshops for local residents. The group has grown to 17 artists and have created 28 images on 14 Stobie Poles along Port Road and High Street. The group intend to continue their journey to decorate the streets of Cheltenham.
