Welcome to our July/August edition of Kaleidoscope for 2023. As a new financial year kicks off, we are pleased to share our overall average rate increase has been kept below CPI.

We thank the community who engaged in consultation on our Draft Budget in April and May. It is important to connect with you on our plans for the next financial year to ensure we are working in partnership with you to deliver a liveable City for our community, one where everyone belongs.

Through this consultation, we acknowledged the need to balance service levels with the increased pressure on cost of living that we know is affecting many in our community. You can read more about our budget on the following page or the summary included in your first quarter rates notice.

In this edition, we are proud to share the wonderful volunteers and officials who were the lucky award recipients at this year’s Sports Awards. Our sporting clubs connect our community with a diverse range of opportunities on and off-field.

Community input in our projects is vital to ensure we are bringing you the City you want to live in, work in and be part of. OUR ADOPTED BUDGET 23/24

Our Annual Business Plan and Budget for 2023/24 was endorsed on Monday 26 June 2023, with an average rate increase of 7.44%, below CPI and the 7.9% average across South Australia.

When the City of Charles Sturt initially considered the financial parameters for the 2023/24 budget, the potential rate rise was as high as 8.59% (+ growth).

In working through the 23/24 Budget, we committed to identifying savings and reducing expenditure where possible. During this process, we remained dedicated to recognising the service levels our community needs and expects from us. We need to balance service levels with the increased pressure on cost of living that we know is affecting many in our community.

We have achieved cost efficiencies to deliver existing services, cutting almost $1.2million from our budget.

This level of rates invested by the community will ensure we can deliver:

• More frequent verge cutting through Spring

• $37.5m towards roads, footpaths, lighting and stormwater

• $12.6m on sporting club and open space renewals including clubrooms at Grange Recreation Reserve and Pedlar Reserve (total of $40.6m towards property and open space projects)

• $1.053m towards Freshwater Lake

• $9.375m in a multi year project towards the new Ngutungka Henley (Henley Library and Community

Centre) with a total of $16.8m on libraries and community services

• $855k in additional operating projects for greening and climate change initiatives (total of $3.2m towards recycled water and environmental initiatives)

• $365k in additional grants and business support programs (total of $3.1m towards urban projects and economic development)

CELEBRATING OUR SPORTING CLUBS

We celebrated a host of volunteers and officials within our community at our third annual City of Charles Sturt Sports Awards held at Woodville Town Hall.

The event continues to grow with 39 nominees across multiple award categories. With 28 sporting clubs representing 15 different sporting codes, this is a fitting reflection of the diverse range of recreation opportunities available in our community.

The event was hosted by 7 News presenter Mike Smithson and supported by our amazing sponsors in West Beach Parks, Westfield West Lakes, Adelaide 36ers, Active Inclusion and The Adaptability Movement.

Congratulations to all nominees, finalists and winners.

WEST BEACH PARKS - COACH OR OFFICIAL OF THE YEAR

David Thompson

West Croydon Football Club was faced with closing its doors in 2022 due to poor club membership, attitudes and culture. Within days of David’s appointment as Head Coach, he quickly went to work on improving the culture and supporting all football programs leading to new sponsorships, new players and a renewed vision for the club. Despite many challenges including major back surgery, David lifted the Hawks from rock bottom to last year’s grand final. He inspired a complete transformation and reinvigorated the club within the space of 12 months.

WESTFIELD WEST LAKESADMINISTRATOR OF THE YEAR

Jenni and Matt have been game changers for Western Little Athletics, growing the club from 150 athletes to now more than 400 members. The pair were able to secure sponsorships and grants to replace ageing equipment, install a new storage cage area and improve security measures. They have introduced a new ‘Team App’ to better engage with their members and continue to build key relationships with the City of Charles Sturt, Henley Sharks Football Club and local schools to expand their reach.

ADELAIDE 36ERS - CLUB/ ASSOCIATION OF THE YEAR

Powerblades Dragon Boat Club

Powerblades Dragon Boat Club were awarded the 2022 SA Good Sports Club of the Year to recognise their dedication to positive change and building a healthy, family-friendly environment where everyone is welcome. The club won gold, silver and bronze medals at the 2022 State and Australian Championships and has nurtured more than 20 State representatives and had 3 members selected in the Australian Auroras team.

ACTIVE INCLUSION - CHAMPION AWARD

Break Back Tennis

Break Back Tennis is managed by Francy Kyriacou as an official peer support program of the Multiple Sclerosis Society and endorsed by Tennis Australia. It provides people of all ages and mobility levels living with MS the opportunity to remain physically active, network and have fun playing tennis while using modified courts and balls. Celebrating its second birthday in 2022, the program is touring a different club in Charles Sturt each month to raise awareness and offer the program to a wider demographic. Francy’s daughter Emi Pappas accepted the award in her honour.

MAYOR’S AWARD – LIFELONG CONTRIBUTION TO SPORT IN THE CITY OF CHARLES STURT

Denis Brien from West Torrens District Cricket Club

Denis has been involved in cricket for more than 70 years in a variety of roles, coaching at all levels across both male and female competitions, sat on many committees and served as Club President. Denis is the current club Historian and Chair of the Life Members Committee. Denis coordinated the Young Eagles Cricket Academies for 15 years with 4 former academy players currently included in South Australia’s State squad and 2 of his protegees representing Australia in the recent under-19 T20 Women’s World Cup.

WESTFIELD WEST LAKES – SPORTS VOLUNTEER OF THE YEAR

David Thompson

David’s efforts in reinvigorating West Croydon Football Club earned him the title of Sports Volunteer of the Year. His ability to band people together and build meaningful relationships with the community has helped bring the club back from the brink and earn success on and off the field.

MISSED BIN COLLECTION?

We have experienced some delays to our kerbside waste and recycling collections lately due to driver illness. If our contractor Cleanaway has missed your bin collection day, leave your bins out overnight and they should be collected the following day.

Thank you to the households in Seaton and Tennyson that have embraced the weekly FOGO trial and are helping to make positive change in the way their waste and recycling is collected and processed.

By making sustainable decisions for their household waste and recycling, they are reducing their carbon footprint, increasing food recycling rates and assisting in growing the circular economy by diverting food through the green FOGO bin.

Whether you’re in the trial area or not, putting food waste into your green bin can have many benefits including being

turned into high-quality nutrient rich compost which supports improved soil health for gardens across South Australia.

WHY PET REGISTRATION MATTERS

Dog and cat registration is important to ensure the safety and wellbeing of your furry friends.

DISCOVER THE PREMIER’S READING CHALLENGE

Over the past month, you might have seen a special display making its way around each of our libraries and Ngutungka West Lakes. This display aims to bring attention to and celebrate 20 years of the Premier’s Reading Challenge, which fosters a love of reading for young students.

If you as a parent, or your child are seeking eligible books, after some inspiration or even a few book recommendations we are here to help:

• Through our Digital Library – Download Libby and BorrowBox, two online apps that offer free ebooks and audiobooks to library members, then search for their Premier’s Reading challenge collections.

Don’t forget, if you ever get a bit stuck, our library staff will always be around to help you find your next great read.

By registering your pets, you increase the chances of being reunited with them if they ever go missing.

Dog registration renewals are due each year between 1 July to 31 August. All dogs must be registered before 3 months of age or within 2 weeks of new ownership. Cat information also needs to be recorded in the Dogs and Cats Online (DACO) system, however there are no fees for cat registration in our City.

Renewals are always due at this time of the year regardless of when you initially registered your dog. Registration renewal notices are sent in July via email, post,

or SMS depending on your preferred contact method specified in the DACO system.

Cats also receive a renewal notice, but this is primarily to confirm your details and no payment is required.

It is essential to keep your DACO information current and update any changes to your details, such as your phone number or email address, to get the most out of your pet registration.

HOW GRANT FUNDING CAN HELP YOU

Grants are now available for local businesses, artists, arts organisations, musicians, live music venues and residents in our City to apply for funding in the following areas:

• Business Support Program

• Live and Local

• Arts and Cultural Grants Program

SUPPORT FOR SMALL BUSINESSES

The Business Support Program supports businesses to adapt and innovate in response to changing market conditions. Funding is available to work with an advisor on a range of projects including marketing, financial management, sustainability, mentorship, accessibility, strategic reviews and operations and logistics. In 2022/23 this program funded 76 grant recipients.

One grant recipient was Ben, a plumber in Adelaide’s west. Working with a business advisor, he was able to create a new website revitalising his online presence.

KEEPING IT LIVE AND LOCAL

The Live and Local program supports local musicians, live music venues and small businesses to host live music experiences.

In 2022/23 the grant fund supported 16 new music ideas, projects and venues come to life with live music. This grant directly created opportunities for over 150 artists to perform their music live while expanding the landscape for live music to be presented in our City.

The diversity of the artists, genres and cultures that benefited from this grant was an exciting outcome, highlighted in programs such as the:

• Africa Day music program

• Establishment of South Australia’s first Classical Singer Sunday open mic event

• Live album recording event by Jamie Chilvers at Wizard Tone Studios

• Four-band all female punk concert event at Skate Society raising money for Victims Support Service

• 17 acts performing free along 10 kms of our shoreline for the Coastal Sounds event

FUNDS FOR THE ARTS

The Arts and Cultural Grants Program supports local artists and arts organisations to develop new oneoff or time limited creative projects that encourage public engagement in the arts. Our Arts Fund grants played a significant part in the creation, presentation and development of 25 new theatre productions, visual arts projects, forums, murals, textile art, disability access to the arts, drag performances, SALA art tours, art workshops and nearly 100 artists and performers.

For the Adelaide Fringe this grant supported the creation of:

• Greater disability access for the community at Holden Street theatres via projects grants

• ‘The Hungry Jackie’ new Drag show at the Finsbury Hotel

• Gigi Pinwill’s ‘Vanlife’ theatre show and a world premiere interactive technology theatre experience by King Wong at the Joiners Arms Hotel

Plus several wonderful new murals around the city and Margaret Ambridge’s “Becoming invisible” - one of the year’s most celebrated new artwork exhibitions and forum at Praxis Arts Space.

SUPPORTING LOCAL EVENTS

Events and Festival sponsorship funding is available for arts, cultural and sporting events. In 2022/23 the fund supported 17 community events that celebrated Italian, Bulgarian, Cypriot, Tamil and Indian cultures. We funded Christmas events, Deepavali, feast days, sporting charity events, Feast Festival and South Australia’s largest LEGO expo.

The sponsorship fund supports a range of costs associated with putting on an event including venue or reserve hire and infrastructure costs such as stages, marquees and AV costs.

COMMUNITY ACTION ON EMISSIONS

LEAVES OF CHANGE

We have undertaken significant action to reduce our Corporate Greenhouse Gas Emissions through our Net Zero Strategy.

Our community have told us they want to take more action to reduce emissions in our City and support a community emissions reduction target and action plan.

Everyone can play their part in reducing emissions, including residents, businesses, industry, community groups, and even visitors to our area.

We are now working with community stakeholders as members of a Community Strategic Group to develop a plan to reduce community greenhouse gas emissions.

Last year, the community had the opportunity to provide their thoughts and

tell us how they currently reduce emissions plus what they would like to achieve in the future. We engaged dsquared Consulting to support a community workshop and build a Community Greenhouse Gas Emissions Profile to assist the Community Strategic Group in developing a plan.

This group will seek community feedback on the draft plan later in the year.

Hundreds of new trees now call our City home courtesy of a prolific planting project undertaken over the last 2 years.

We successfully secured over $170k of State Government funding through the ‘Greener Neighbourhoods’ grant program which was promptly matched by Council funding.

This enabled us to plant more than 600 trees in 20 reserves and 8 streets across our

community, improving our City’s biodiversity, aesthetics and climate resilience amongst a range of other benefits.

Planting locations were selected based on existing tree canopy coverage and available space, including Pedlar Reserve in Seaton, Towpath Reserve in Tennyson and Don Klaebe Reserve in Findon.

Our habitat enhancement partnership with FauNature continues to grow and expand biodiversity across our City.

GROWING OUR COMMUNITY GARDENS

A total of 203 wildlife boxes, affectionately known as ‘Tree BnBs’, and 7 carved hollows have now been installed in various locations between 2016 and 2022. These artificial homes are designed to provide habitats for hollow-dependent fauna and raise environmental awareness.

The project began with 52 wildlife boxes in 2016-17 and has gained momentum off the back of community interest and enthusiasm, with Tree BnBs now prominent in various locations across our City.

Pleasingly, our latest monitoring report shows

several sites recorded high utilisation rates, with 100% usage in six locations and over 80% usage in six additional sites including many along Port Road.

This strengthens our commitment to nurturing habitat for wildlife in our beautiful City while promoting environmental appreciation in the community.

We are thrilled to expand our community gardening program with three of our newest gardens sprouting into life. Connect with your neighbours, hone your gardening skills and - most importantly - have fun.

The Athol Park Community Garden at Fawk Reserve is gradually growing with its first crop planted. Members will construct accessible paths to enhance the garden’s appeal courtesy of a generous contribution of $3,000 from the Lions Club of Charles Sturt Connect.

Semaphore Park’s Frederick Miller Community Garden features well-established wicking beds and a newlyplanted orchard. It will

host an Espalier Workshop in December along with Propagation and Fruit Tree Pruning Workshops at other gardens across the City.

Royal Park Community Garden is nestled next to the kindergarten on Fisher Street and is renowned for its splendid pumpkin harvests. It boasts a generous ‘Grow Free’ cart and a popular Little Library.

WEST LAKES CROQUET CLUB

Croquet is a game that allows players to exercise muscle and mind whilst enjoying a social atmosphere. It is suitable for all ages and ability, as confirmed by visits from Immanuel Gawler year 5 students. The school has an annual sports camp at West Beach and despite a damp visit to the Croquet Club in 2022 they were eager to have another go in 2023.

The Club would like to thank the elected members and the staff at the City of Charles Sturt for our new improved shelter area. This has allowed better protection from the elements and a larger space for enjoying a cuppa and chat together between games.

HAVE YOU GOT GREEN FINGERS?

Do you have 2 hours to spend on the 2nd Saturday of each month (9am-11am)? You would be warmly welcomed to join our volunteers group at the Kilkenny Railway Station. Our present group is small but dedicated to maintenance along the railway line. For more information, ring Jean or Gino on 8445 8117.

LEARN TO DANCE THE EZIWAY

Learn dances such as Samba, Cha Cha, Rumba, Jive, Waltz, Foxtrot, Quickstep, Tango, Rock’n’Roll and Argentine Tango. AUS SCI-FI AND FANTASY CLUB

Members meet monthly to discuss all things Science Fiction and Fantasy related. Meetings involve presentations on SciFi or Fantasy subjects, board games, the occasional quiz and a monthly Raffle. Meetings are held at The Brocas (in the Warehouse), 111 Woodville Road (entry via Brocas Ave), St Clair. Membership is $20 for a single, $30 for a family.
