Welcome to our last Kaleidoscope for 2020. Reflecting on what has been a very different and challenging year for most, this edition will highlight some of the ways our Charles Sturt community have supported each other this year.

Accessible beaches this summer

With a great range of cafes and restaurants, shops and of course the glorious beach, Henley Beach is an all year-round destination.

For the one in five people within our community who are living with a disability, a beach outing comes with its own set of challenges. Over the past few years, we have worked hard to turn around this experience and make Henley Beach accessible to all. Now summer beach mats are

available 24/7, there are beach wheelchairs for free half day hire and you’ll find an all-inclusive Changing Places located within the toilet facilities.

We haven’t achieved all this alone and have developed a great partnership with Henley Surf Lifesaving Club (HSLSC) who continue to work alongside of us.

Henley Beach now offers:

• beach wheelchairs for free half day-hire

• adult change and toileting facilities with hoist (Changing Places)

• Changing Places MLAK keys for loan

• accessible parking and van/ vehicle drop off zone in the northern carpark

• accessible ramp and beach mat which is available 24/7 (weather permitting)

Libraries can be a source of inspiration, with a whole heap of free events and programs to discover. Whether it be learning new skills, or honing existing ones, we offer something for everyone. Check out the great range of sessions on offer:

Author talks

What kind of book lovers would we be if we didn’t offer you the chance to meet and listen to your favourite authors? October saw us hosting our first in-person author talk for the year with best selling author Monica McInerney. We look forward to sharing the big names we have planned in 2021.

Wellness and crafts

If anything, 2020 has taught us how important mental health and wellbeing is for a healthy lifestyle. We don’t just provide material to borrow and read, we also provide the means to learn in person. We’ve held some great workshops, including making full moon lanterns and beeswax

wraps, and we’ve learnt the core principles of mindfulness meditation and traditional Aboriginal healing, just to name a few. Sessions are perfect for adults, but we also run sessions that kids can enjoy too.

Digital literacy

Christmas is just around the corner and we can guarantee that someone you know will be receiving a new (and complicated) device for their Christmas present. Maybe it’s you who receives a brand new iPhone 12! Instead of asking the grandkids to teach you to use it, why not book into one of our many digital help sessions? We offer one on one assistance at select branches, or group sessions on topics such as Windows 10, Apple or Android devices, and the Internet. In 2021 we’ll even be road testing our digital support at selected spots onboard the Mobile Library! Partnerships with programs such as Be Connected and Digital Springboard also provide expertise for those at the start of learning about technology, or for those who are looking to start or improve their own business.

Christmas in Charles Sturt

This year more than any other is an opportunity to reflect on the true meaning of Christmas.

They say ‘tis the season of giving, and that continues to ring true amongst our Charles Sturt community.

Our Libraries and Community Centres in particular have been a hive of activity leading into the holiday season.

We’ve expanded our ‘Give the Gift of Reading’ program in support of UnitingSA as well as our Christmas Food Drive for Foodbank South Australia to operate across our entire Community Connections network.

Thanks to your generous donations, we’ve been able to make a real difference to those

who need it most. It’s a great example of what we can achieve together as a community.

We encourage all our residents to embrace the spirit of Christmas and to reach out to the many other charities and organisations who all need our support at this time.

The Salvation Army, The Smith Family, Save the Children, Anglicare, St Vincent de Paul Society, Variety SA and Mission Australia are just some of the many foundations which are changing lives in our local community, particularly at this time of the year.

We can all play our part in helping them help others.

Perhaps you could organise a Christmas donation day with your friends? Or a Christmas fundraiser with your local sporting club? Maybe a family donation to teach children an im-

portant life lesson on gratitude and selflessness?

Please ensure any donations are clean and in good working order to make the process as seamless as possible - remembering these charities are often staffed by volunteers.

The beautiful Woodville Town Hall is again sparkling with Christmas lighting in a small, but significant, annual gesture we hope brings a smile to people’s faces. Our internal street at the Civic Centre is also glowing with festive decorations as a warm welcome to all visitors.

It’s heartening to see residents and businesses brighten our streetscapes too in their own special way. The annual Flinders Park lights display at Mercurio Drive is just one example of our City’s neighbourly spirit and is a great night out for the family.

In a sign of the times, some of

our other Christmas celebrations went digital. Our Libraries launched an innovative Online Santa Storytime session as we continue to find new ways to adapt and connect with you.

We also received sleigh-loads of letters to Santa this year in what is always a popular initiative.

Father Christmas is making a list and checking it twice, so be sure to keep an eye on your letterbox for his reply.

Whilst some much-loved Christmas events and traditions are unable to proceed this year, know that we are still here for you. Merry Christmas and happy holidays from all of us at the City of Charles Sturt.

I was so impressed and happy to see so many of our community members helping one another where they could and maintaining high spirits despite the chaos and anxiety that 2020 ensued.

Staying healthy and safe, delivering the lowest possible rate increase and simultaneously providing targeted economic support to the commercial and sporting sectors of our City of $3 million was the most rewarding.

The most rewarding part hasn’t changed with COVID-19 - it’s about helping individuals to work through difficult situations which can seem overwhelming.

Witnessing how Council has dealt with the current pandemic. I have been extremely proud to see how services and the day to day business has continued in such a professional way.

The fact that we have been resilient and still participated in sport in a COVID safe manner. Highlight for me was the SMOSH West Lakes Football Club Women’s Division One Premiership.

It was so lovely to see the various community groups, community centres and sporting clubs finally being able to get back to doing what they love. This is so important for a happy, healthy and vibrant community.

I have learnt new skills with Zoom and been connected from anywhere in the City, enabling Council to continue with business with little or no disruption to essential services.

As strange as this may sound it was during the lockdown period, working from home alongside my wife and having my children at home with us. It gave me the chance to spend more time with them.

It has been rewarding to be leading the delivery of an annual budget that continued to support the community and provide services and projects that are responsive to community need.

Rebuilding West Beach rock wall

South Road underpass and River Torrens Linear Park upgrade project

Originally damaged during significant storms in May 2015, and deteriorating further during the May 2016 storms and tidal event, the rock wall project was to ensure the rock wall withstands significant storm events and projected sea level rise, and can act as a barrier and protector for the West Beach Surf Lifesaving Club (WBSLSC), Coast Path, road, car park and homes along Seaview Road for the design life of the wall, a minimum 50-years which takes into account climate change and sea level rise.

Work to date

Central Section (280m) from the boardwalk at the Adelaide Shores Caravan Park to approximately 50m south of the WBSLSC: completed in October 2019, and included rock and civil works, placement of precast retaining wall panels as well as the central staircase and construction of the shared use path, block paving, lighting, park furniture, irrigation and turf.

Due to site constraints, unpredictable inclement weather and storm damage to sheet piling over the winter months,

this section of work took longer than anticipated to complete however we are pleased with the outcome and the amenity it has provided the area, with many of the community and visitors to West Beach now using the coast path and landscaped grass area.

Northern section (106m) from the end point of the central section to north of the WBSLSC was completed in September 2020. This section involved the construction of a significant insitu concrete retaining wall, lifted in line with the central works, and reinstatement of the sand pipeline mains.

Next steps

Following consultation with community stakeholders, we’re now upgrading the northern ramp access way to provide functional beach access for our community. This work is anticipated to be finished in March 2021.

The final remaining landscaping will follow and complete the West Beach rock wall project. We can’t wait to show you the fully completed works.

The project involves the reconstruction of 250m of the path from under South Road up to the intersection of River Street and Adam Street, Hindmarsh. The old RTLP path will be replaced with a widened shared use path formed by a suspended structure on the side of the River Torrens

embankment, significantly improving access and safety for pedestrians and cyclists along the path.

There have been many challenges to deliver this project with difficult site access, ensuring the sensitive water body and significant trees remain protected and ensuring all heritage requirements (working adjacent the cemetery) are met. Construction is progressing well with all piling and structural works completed as planned in October. Construction of the handrail, balustrading, lighting and recycled decking will continue through till the end of the year, with the underpass on track to open prior to Christmas and the full path on track to be open for use from pedestrians and cyclists in February.

Streetscape upgrades for our precincts

Our streetscapes turn our roads into places for the community.

In 2021, Woodville and Henley Beach will see some streetscape upgrades commence along major roads with Woodville Road and Military and Main Street both due for road reconstructions.

Military Road and Main Street, Henley Beach

We are transforming Military Road (North Street to South Street) and Main Street (Military Road to East Terrace) at Henley Beach. As both road assets are due for renewal, this presents us with the opportunity to upgrade them to better suit the needs and use of the street for the next 60 years. Works will include a full road reconstruction with new kerb and gutters, new underground drainage, widened paths, landscaping, trees, traffic calming and pedestrian crossing points.

We have also taken the opportunity to underground the powerlines and remove stobie poles, a project approved by the Power Line Environment Committee (PLEC), and jointly funded by SA Power Networks and the City of Charles Sturt.

The outcome will be an improved streetscape, that is pleasant, safer and accessible to walk along, proving a great connection to Henley Square and its surrounds.

In 2018/19, we consulted with the community about the opportunities and asked you to ‘imagine’ what could be, followed by the development of concept plans and further consultation. The local knowledge, genuine concerns and great ideas raised through feedback were considered amongst many other project factors. The final designs will be available to view on our website in early 2021.

An opportunity was presented to transform the section of Main Street between Seaview Road and Military Road into a pedestrian plaza, making it an attractive space for people, street life and human interaction with green space. At this point in time, construction of the plaza is not funded as part of the streetscape work however there are future plans to seek funding to complete the plaza redevelopment.

Preliminary works to underground the powerlines and nbn infrastructure and install new stormwater drains will occur in the new year (from approximately April 2021) with

work on the streetscape to follow in the new financial year.

Woodville Road, Woodville

From consultations with the community in 2010, we have completed several actions to improve the Woodville Road precinct such as re-establishing the Woodville Town Hall as a vibrant entertainment venue and building the new St Clair Recreation Centre.

Further to this, in 2019, we consulted on the Woodville Road Streetscape Upgrade Project. The concept design included maintaining two lanes of traffic in each direction in peak hours and introducing sheltered right turns to side streets, improving pedestrian movement, linkages and providing safe crossing points, landscaping and greenery, opportunities for new commercial and residential development, public art, smart technology elements and public places that encourage social activity.

Your feedback from the consultation is helping to shape the final streetscape design which we’re looking forward to sharing with you in the new year.

In the meantime, preliminary works to underground the powerlines are underway by

the Power Line Environment Committee. This work will be followed by installation of new lighting and removal of the old lighting by SA Power Networks and works by SA Water on a new water main with an anticipated completion in April 2021.

We look forward to sharing further updates with you in the coming months as we work towards construction of a new Woodville Road Streetscape in the new financial year.

If your land use is rated as ‘vacant land’ on your rates notice, you can apply for a residential construction rebate to assist you over the transitional period when you are building your home to reside in. The following eligibility criteria applies:

• 2020/2021 land use must be “vacant”

• You will reside in the property upon completion for a period of at least 12 months and will notify Council when/if you change address

• Provide supporting documentation such as a copy of the footings certificate or progress payment statement with your application

Community Care has a new name – Ageing Well Meaningful ageing workshops

We will continue to provide the vital low-level Commonwealth Home Support services to our community but are excited to be launching a whole heap of new programs that will support you to live your best life and remain connected to your community.

Programs include standing and seated Tai Chi and PERMA plus – resilience training, we received

grants to start Fishing with Friends (which is on the Henley jetty each week), Mindset for Life (which started in September to support those thinking about retiring or those recently retired) as well as the Meaningful Ageing Workshops.

We want to help you to remain strong and healthy in mind body and spirit and… age well!

Based on the Eight Dimensions of Wellness of emotional, spiritual, intellectual, physical, environmental, financial, occupational and social wellbeing, the 12 stand-alone workshops will support our older community to identify what ageing well means in today’s world.

The workshops are for anyone and everyone aged over 50

who is working, volunteering, retired, living with a disability, who identify as LGBTQIA or is culturally and linguistically diverse. Through participation, sharing in their stories and returning to their own communities, we can all shine a light on the importance of creating community spaces and opportunities when we look out for each other, connect, share and learn. We look forward to you being a part of the conversation.

The first in the series commenced in October and covered nutrition and healthy eating habits. We look forward to announcing more soon.

This new name for the Ageing Well team better reflects all the great work that we do to support your wellness.
A series of workshops will be run over the next year, thanks to a grant from the Office for Ageing Well.

Supporting our arts, culture and recreational clubs through COVID

The Economic Stimulus Package (ESP) was launched in April 2020 and featured economic support for businesses, organisations, local artists and musicians as well as sporting clubs and groups.

Recognising the impact of COVID-19 on our arts community, we were quick to react to work with our local artists, arts organisations and the live music scene to assist in fast-tracking the economic recovery of the arts and cultural sector.

In April 2020, a special round of the Westside Place Makers Grant (round 3) was launched, providing up to $2,000 for local artists to create projects that contribute to culture, connection and wellbeing of the local community, whilst physical distancing measures were in place.

Following this, from May to June, Woodville Town Hall sponsored online streaming of live performances at our iconic live music venues such

as The Gov, Lady Daly Hotel and Woodville Hotel, to bring music to our community whilst venues continued to remain closed due to government restrictions.

Since July, we’ve supported artists through the Creative Cities Program - to develop initiatives, projects and artwork that connect and engage local audiences in new and different ways - and Live and Localsupporting local musicians and small businesses to access funding for live and online events. This funding has enabled

us to continue to provide opportunities for local artists, musicians and arts organisations to connect our community to the arts.

Our Economic Support and Stimulus Package has provided an injection of $271,000 into our arts and culture sector at a time when the industry needed support, supporting local venues to get back on their feet along with over 67 musicians and 70 artists.

When our clubs took a hit with COVID restrictions, we offered support through a range of grants to help them get back in operation.

Round 1 of our Recovering Clubs grants supported 46 applications from local clubs for up to $500

funding each, with a total of $23,000 provided. Funds were predominantly used to purchase COVID related cleaning products and first aid equipment, including hand sanitiser, disinfectants, dispenser stations and associated COVID signage. Many clubs also used the funds to subsidise ongoing utility and cleaning bills during the height of COVID-19.

Following this, we held a second round of our Recovering Clubs grants in September which saw 51 clubs apply for up to $1,000 in funding each, resulting in the full $50,000 grant budget being allocated to local clubs.

Many clubs made the most of this second funding opportunity to once again subsidise utility bills and COVID related cleaning products, equipment and COVID marshal kits, however much of the funding went towards the purchase of signage and additional sporting equipment to help limit sharing and allow for essential cleaning between use.

Across both rounds of funding, we received 97 applications from local clubs with a total of $72,465.65 in grant funds provided to the clubs.

The Group’s substantial growth created a need to find a new home for its expanding teams, with the organisation now moving to 62 Woodville Road, Woodville.

THRF Group Chief Executive Paul Flynn said the new home would help increase the Group’s impact within the community while maintaining its legacy of support to the western suburbs.

“It was important for us to be close to both The Queen Elizabeth Hospital and Royal Adelaide Hospital plus Adelaide’s transport corridor to service our commitments to the north and south public health networks,” Paul said.

Share time with your pet these school holidays

School holidays can be an intense, busy time for families as the weekly routine goes out the window, and kids spend much more time at home. While it can be a never-ending, reactionbased (rather than proactive) process of ‘curing’ boredom, it’s also a great opportunity to share time with your furry family member.

Exploring with a sniffari

Wander the neighbourhood (with your dog on lead) and help your dog find new things to sniff! Does your dog like to sniff man-made or natural objects more?

Creating enrichment toys

Pass the parcel – hide part of your dog’s breakfast or dinner in a box (inside a box, inside a box, inside a box).

Treasure hunt – hide part of your dog’s breakfast or dinner (or an after-dinner treat or new toy) in a room or the backyard and tell them to ‘find it’.

Read together

Dogs find audio books and classical music calming, just like us. Children can practice reading, without pressure, by reading and sharing stories with their dog by their side.

Watch a movie together

Dogs naturally sleep for 16 hours a day, and so movie time is a great opportunity for kids and dogs to share that companionship safely.

Create a makeshift agility course

There’s lots of information out there on DIY agility equipment - be sure whatever you make is safe enough and appropriate for your dog. Off-lead in the backyard is best too so your dog can approach everything at a pace they’re comfortable with.

Paddle in a wading pool

A fun activity as the weather warms up. Kids should encourage dogs in with treats and toys (and dogs should be able to get in and out themselves if they want). Not keen to get wet? Dogs can go bobbing for treats or toys in water without getting their feet wet.

Keeping pets safe during summer

As the weather heats up, think twice before taking your dog out in extreme temperatures. Unlike us, dogs can’t sweat to cool down and heatstroke is a serious risk.

Some dogs are especially vulnerable to heat. These include dogs that are older, overweight, puppies or brachycephalic (short-nosed, like pugs, bulldogs and boxers).

It’s safest to keep them at home on hot days (even over 27 degrees and sunny).

Never leave your dog in a vehicle, even in the shade with the windows down. Dogs die in hot cars.

End of year opening hours

Please note the following closure times over the end of year period.

Civic Centre

Our Civic Centre will be closed from 3pm on Thursday 24 December 2020 and will reopen on Monday 4 January 2021.

Our Contact Centre will still be open to take calls and provide webchat support on non-public holidays, but front counter services will not be available during the office closure. The Beverley Centre (depot) will have staff accessible for any emergency that may arise in the community.

Beverley Recycling and Waste Centre

The Beverley Recycling and Waste Centre will be closed on all public holidays and Saturday 26 and Sunday 27 December 2020.

Libraries

Our Libraries will operate with reduced staff during opening hours across the end of year period.

All branches will close from 5pm, Thursday 24 December 2020.

Our Civic, West Lakes and Findon branches will open Tuesday 29 December to Thursday 31 December 2020.

All branches will be closed on Friday 1 January 2021.

All branches will re-open from Saturday 2 January 2021.

Our Mobile Library Service will close from Saturday 12 December 2020 and resume on Monday 4 January 2021.

Community Centres

19 on Green, Bower Cottages, Cheltenham, Henley and Grange, Findon and West Lakes Community Centres will close on Friday 18 December 2020 and re-open on Monday 18 January 2021.

The Brocas will close on Friday 18 December and re-open on Monday 11 January 2021.

Immunisation Clinic

Closed from Wednesday 23 December 2020 and re-opening Tuesday 5 January 2021.

Bin collections

Collections scheduled for Christmas Day and New Year’s Day public holidays will occur one day later than usual. All other collections will not change over this period.
