MAYOR’S MESSAGE

As we reach the halfway point of the year, I’m proud to share key projects underway and new initiatives taking shape across our City. Together, we’re delivering on our commitments and working towards a thriving, connected and sustainable future for all.

Our Annual Business Plan and Budget was endorsed for 2025/26, detailing priority projects we will deliver along with supporting the community through our services and programs. The adopted budget includes an overall rate increase of 4.71% plus new property growth, which is below the average rate rise across Adelaide. You can read more about our planned delivery in 25/26 on page 3.

Our sports clubs play an important role in bringing people together and promoting healthy lifestyles. These clubs are filled with wonderful people who devote their time to create a sense of belonging and community. We recently recognised the extraordinary

achievements of club officials and volunteers at our annual Sports Awards. Congratulations to all the clubs involved and check out their stories on page 4.

On page 7, we provide a brief update on exciting projects underway as we transform our City and enhance our neighbourhoods.

I encourage you to visit your local library where you’ll find things to see, do, learn and borrow – some of them might surprise you – keep reading to find out more. If you’re unable to visit the library, our Home Library Service can come to you to deliver books and other library items straight to your door. Find details of how to access to this service on page 6.

In this edition, we highlight grant opportunities to support bold ideas and projects that contribute to creating vibrant places. We’re also partnering with residents to grow our tree canopy, offering rebates for trees planted. This key sustainability initiative aims to cool and green our City, while helping us achieve our target of 25% tree canopy coverage by 2045.

It may be cool outside but our vibrant City is buzzing with energy and activity. Check the ‘What’s On’ section to explore the exciting events and experiences happening throughout our community.

ADOPTED BUDGET

Our Annual Business Plan and Budget for 2025/26 was endorsed on 23 June 2025 with an average rate increase of 4.71% plus new property growth.

The proposed plan responds to what we’ve heard from our community.

Key areas of focus which align with our Community Vision include:

• Delivering improvements to our everyday infrastructure to enhance safety, accessibility and liveability.

• Further supporting local sports clubs through upgrades to facilities that foster participation, inclusion and community wellbeing.

• Expanding and enhancing green space with a particular focus on growing our tree canopy to boost biodiversity and create a cooler and greener City.

• Strengthening our City’s climate resilience through sustainable initiatives that protect our environment and future-proof our community.

This investment ensures we can provide assets, value and services for our community now and into the future, while being mindful of the cost of living pressures we know are affecting many.

The rates invested by the community in 2025/26 will ensure we can deliver:

• $13m for major road reconstruction and renewal

• $6.43m for sporting club facilities and equipment, including the Sam Johnson Reserve Clubrooms

• $3.44m for stormwater improvements

• $3.10m for reserve and playground upgrades

• $2.25m to progress Coast Park Stage 2, between Terminus Street, Grange and Bournemouth Street, Tennyson

• $1.7m for the continuation of tree canopy and street planting programs

• $1.5m to purchase land at William Street, Beverley to expand the open space available for our community

CELEBRATING OUR SPORTING CLUBS

Local sports club volunteers, officials, and clubs were celebrated at the fifth annual City of Charles Sturt Sports Awards, held at the historic Woodville Town Hall.

This growing event received 46 nominations across five award categories, representing 19 clubs and 11 different sporting codes — a reflection of our City’s rich sporting culture.

COACH OR OFFICIAL OF THE YEAR

Pam Edwards, Grange Royals Hockey Club

A Grange resident for over 50 years, Pam has been involved with the club since 1980 as a player, coach, and volunteer. She has coached seven senior and eight junior teams, managed three, and currently runs junior clinics and Sporting Schools programs. Pam also leads the Sea Eagles Supporters Club, fosters community engagement, and has been recognised as Most Valuable Club Person four times. A State Veterans representative for five years, her legacy is deep and ongoing.

ADMINISTRATOR OF THE YEAR

Matthew Wilson, Flinders Park Tennis Club

Matt balances club presidency, a business, and coaching duties, all while leading club operations. In the past six months, he has doubled coaching staff, introduced EFTPOS, implemented a payroll system, and revitalised the clubroom experience with TVs and social events. His leadership has modernised the club and boosted community connection.

YOUNG SPORTS VOLUNTEER OF THE YEAR

Oliver Cenko, West Beach Surf Life Saving Club

At just 19, Oliver is a Patrol Vice Captain and member of several key committees. He co-founded the RAISE program (promoting gender equality and reconciliation), co-chairs the Effective Lifesaver Committee, and helps run the Adaptive Nipper Program for children with disabilities. He also volunteers with the Disabled Surfer Association and is studying occupational therapy.

INCLUSION & SAFETY CHAMPION

Peter Taylor, West Beach

Surf Life Saving Club

Peter launched the “On the Same Wave” program in 2007 to tackle water safety challenges in CALD communities. He has continued evolving the initiative over 18 years, working with the Australian Migrant Resource Centre, Refugee Association, and Muslim Australia Connections SA to promote life-saving education and inclusive beach access.

CLUB/ASSOCIATION OF THE YEAR

West Beach Surf Life Saving Club

Following a facility upgrade in 2023, membership has grown to over 800. The club was named Surf Life Saving SA’s 2025 Competition Club of the Year and has raised over $740,000 through its Pink and Blue Swim event. It delivers programs including Surf Babies, Vacswim, and On the Same Wave, along with the Parnggi Yarluwar Porlar program for First Nations children and an Adaptive Nipper Program for children with disabilities.

Pam also took out this prestigious award in recognition of her 45+ years of volunteer service. Her enduring commitment as a coach, organiser, and mentor makes her an invaluable part of the hockey community.

MAYOR’S AWARD – LIFELONG CONTRIBUTION TO SPORT

Kay Butterworth, Seaton Calisthenics Club

Kay has devoted more than 70 years to Seaton Calisthenics since its founding in 1951. She’s held numerous roles, including coach, committee member, and board member for the state association. Still coaching today, her team recently won Champion Division. She’s mentored generations of athletes and coaches and remains a driving force in the sport.

These awards highlight the community spirit, leadership, and quiet excellence behind local sport. Congratulations to all nominees and winners — your contributions enrich the lives of many and continue to shape the future of sport in our community.

WE’RE DOING GOOD SH*T

We’re excited to share our step towards improving our environmental pawprint!

We’re transitioning all 109 of our dog waste dispensers to compostable bags. Unlike biodegradable bags, compostable bags fully break down into plant material, even in landfill, making them a much better option for the environment.

“We’re Doing Good Sh*t” promotes the environmental benefits of turning your

dog’s waste into compost. You may see this message around our City featuring local dogs as the furry faces of the campaign.

We’re also investigating the feasibility of installing green bins at selected dog parks to make doing the right thing even easier. While this comes with operational challenges, we’re committed to exploring what’s possible. In the meantime, we encourage pet owners to take bags home and dispose of them in their green bin wherever possible.

It’s also a timely reminder that this is a courtesy service for emergencies only and the provision of bags does not replace the need for responsible pet ownership. Please continue to bring your own bags when walking your dog.

OUR LIBRARY COMES TO YOU!

Cold and wet weather can make it harder to get out and about, especially if you are recovering from illness, living with a disability, or simply finding travel more difficult.

That is where our Home Library Service can help, delivering books and other library items straight to your door.

This free service is available to anyone in the City of Charles Sturt who needs assistance accessing the library. Whether you enjoy novels, audiobooks, magazines or movies, our team will select items based on your preferences and deliver them once a month.

Our audiobook players, known as Envoys or Daisy Players, are audio-read devices which come with a selection of books preloaded in accordance with your preferences. They are easy to use and perfect for anyone who prefers listening to reading.

It is a great way to stay entertained, informed and connected during the winter months, all from the comfort of home.

PROJECTS IN PROGRESS

We’re continually working to enhance our neighbourhoods, making them safer, greener, and more connected. See a snapshot of progress from some exciting projects which are currently underway.

GLENEAGLES RESERVE STORMWATER UPGRADE

We’re upgrading the stormwater system at Gleneagles Reserve in Seaton to improve resilience during heavy rain events and reduce local flooding. The upgrade includes a 330m basin designed to hold more than 8 million litres of water.

HAWKER STREET RECONSTRUCTION (BLIGHT STREET TO CHIEF STREET)

The project scope includes new road pavement, new paths, indented parking, traffic safety improvements and landscaping. We’ve also renewed over 260 metres of ageing stormwater culverts on Hawker Street.

LIVING STREETS –RENOWN PARK

A key feature of the Renown Park upgrade is the installation of artwork by Indigenous artist Paul Herzich. Embedded into the landscape, the impressive artwork honours the cultural heritage and local storytelling of the area. The project is on schedule for completion in November.

INCLUSION FOR EVERYONE

Our City should be a place where we all feel at home. But for the many thousands of people with disability across our City, and for their families and carers, daily life can still pose challenges.

Over the past five years, our Disability Access and Inclusion Plan (DAIP) has guided significant improvements. We’ve trained staff and volunteers to better understand visible and invisible disability, rolled out accessible beach matting and equipment along our coastline, built new playgrounds and accessible toilets, and designed inclusive community facilities like Ngutungka West Lakes and Ngutungka Henley.

With an updated statewide Inclusion Plan being rolled out, it’s time to develop a brand new DAIP for our City and to build it right, we want to hear from you. Connecting and Belonging

We need your experiences and ideas. What makes it hard for you to use our services? Which places need to be easier to access? What should we work on first?

Community consultation is now underway, with activities happening at our libraries, community centres, and other locations around our City. You can also share your thoughts on Your Say Charles Sturt until 31 August.

TREEBATE SCHEME GROWS

Our Treebate: Tree Rebate Scheme is now bigger and better than ever.

We’ve doubled the rebate amount of 50% of the purchase price to ‘treebate’ a maximum of $100 per tree for all trees purchased from 1 July 2025. For example, if you buy and plant a tree for $200, we’ll provide a $100 rebate.

Residents and landlords can apply for rebates on up to three trees per property. Businesses, schools and strata groups can claim up to 10 trees.

Have you spotted a ‘Tree BnB’ in your neighbourhood?

These cleverly designed wildlife boxes provide shelter and sanctuary for hollowdependent species across our City, helping them to nest, rest, reproduce and raise their young safely.

Natural hollows in trees can take more than a century to form and many urban trees simply aren’t mature enough. These ‘Tree BnBs’ offer a valuable substitute for fauna and are strategically located at varying heights in trees across our community.

We’ve installed more wildlife boxes than any other metropolitan council in Adelaide and monitor their

use with our expert partners at FauNature. Our latest monitoring data reveals an encouraging occupancy rate of over 60% for a second consecutive year. This yearly monitoring helps track activity, identify species, and observe the lifecycle of different animals over time.

With more than 300 native vertebrate species which use hollows in some form Australia-wide, we’re proud to continue supporting local biodiversity through this program.

We are proud to have over 220 dedicated volunteers who generously contribute their time, skills, and energy to support various programs and activities throughout the City.

Our volunteers play a crucial role in strengthening our community, fostering connections, and enhancing the wellbeing of our residents.

From friendly drivers assisting older residents with transportation to appointments, removing graffiti and restoring pride to local streets, or supporting our social programs, their impact is felt everywhere.

We are currently seeking more locals to join our diverse team of volunteers.

There are a range of flexible roles available to suit different interests, skills, and availability.

If you have a few hours to spare each week and want to take on a regular role, volunteering is a great way to give back, meet new people, and be part of something bigger.

At Hindmarsh Library and 19 on Green Community Centre in Brompton, a quiet but purposeful movement is reshaping how the community approaches waste. For over four years, retired TAFE student counsellor Dave Glazbrook and other members of the volunteer group Sustainable West have been helping locals to save hard-torecycle items from landfill.

From spectacles, used pens and X-rays to oral care waste, printer cartridges, old makeup and e-waste, Dave and other volunteers collect and redistribute these materials to organisations like Officeworks, Electronic Recycling Australia, TerraCycle and a local dentist.

“It’s about making sustainability accessible,” says Glazbrook. “Many people face barriers –whether it’s time, mobility, or resources. By offering local drop-off points, we make it easier for everyone to take part in responsible waste management.”

Since September 2024, the group has diverted an estimated 500kg of X-rays from landfill so the valuable silver can be recycled.

To be saved from landfill, some items also fill a need

overseas. In the past year, more than 230 pairs of glasses have been sent to a local charity in Bali, where they help improve vision for communities in need.

The ripple effect is clear –the initiative is motivating others to take action. Since it started, environmental groups and individuals from across Adelaide’s western suburbs and beyond have reached out for advice on replicating the program in their own communities.

Thanks to volunteers like Dave and support from locals, once-unwanted items are now finding new purpose.

DIG INTO OUR SPRING GARDEN CELEBRATION

Entries are now open to celebrate the beauty and creativity of our community through Our Spring Garden Celebration. It’s more than a competition – it’s a shared expression of colour, care and connection.

From lush backyard oases to balcony veggie patches, the celebration welcomes gardeners of all ages and abilities. Whether you’re a budding junior, a seasoned green thumb, a passionate community group, or a small business with a flair for florals – this is your chance to showcase your patch of paradise.

We’re currently exploring opportunities to educate and engage the community around responsible fishing practices, respectful use of public spaces, and protection of local wildlife.

To better safeguard Freshwater Lake’s natural habitat, we’re also reviewing ways to reduce access to the small islands, where human activity can disturb nesting birds and increase the risk of predation. In addition,

preparations are underway to remove carp from the Lake as part of routine maintenance that supports biodiversity and improves water quality.

MANAGING STORMWATER

Stormwater is a vital part of managing the urban environment in our City.

As rainwater flows off roofs, roads, and footpaths, it enters our stormwater system – a network of drains, pipes and wetlands designed to protect homes, infrastructure, and the natural environment from flooding and pollution.

Our City takes a proactive, sustainable approach to stormwater management. We invest in innovative

RECONCILIATION WEEK EVENT IN BOWDEN

The Cities of Prospect and Charles Sturt hosted a free community BBQ at Ovingham Underpass to celebrate National Reconciliation Week 2025. Community members enjoyed a BBQ breakfast, coffee and cultural activities.

Now in its 16th year, our popular 10 Plants for $10 offer returned and sold out yet again. On a crisp May morning, local community members collected their indigenous plants from the Civic Centre. These plants will now help cool our City and support local biodiversity.
