This year’s honorees represent an extraordinary 2,460 years of combined service, with milestones ranging from 5 to 40 years of commitment to our community.

OUR FORM OF GOVERNMENT
In our Council-Manager form of government, community members are at the top of the organizational chart. Voters elect the Mayor and City Council, who set policies, approve the budget, and determine the tax rate.
The Mayor and City Council work part-time and appoint a full-time City Manager to carry out the policies it establishes. The City Manager oversees the administrative operations of our city government. With the help of Department Directors and staff, the City Manager is tasked with bringing Council policy decisions to life in the day-to-day workings of our city.
The City Council also appoints the City Attorney, City Clerk, and hundreds of community members who serve on various boards, commissions, committees, and task forces. These groups play a vital role in developing, implementing, and reviewing public policy for the City Council, influencing decisions that shape our community and protecting and stewarding the City’s assets.

Officer Adams is a proactive cop who is committed to making himself and the community better every day. He is known to his teammates as a light-hearted person with a direct manner that suits the job well. His efforts to study case law have contributed to his successes in going after narcotics cases on several occasions. Officer Adams is setting himself up for a long and fulfilling career in law enforcement.
Officer Andries is a highly respected and valued member of the Police Department. Andries has spent his career working the overnight shift, where he serves as a field training officer. He is also an important asset to the Special Response Team. His ability to remain calm and his job knowledge and experience have led him to be successful in the many roles he has served in the Department.
Officer Bailey is known to his team and command staff as an energetic, confident, capable cop with a desire to get it right the first time, every time. In high-stress events, Officer Bailey remains focused on the task at hand and makes excellent decisions. Those skills inspire confidence in his growth as an officer and is his future with the CRPD. He was recently honored with our highest award for exceptional performance during an extremely challenging call.
Jeff started with Transit at one of the most challenging times imaginable: May 2020. After navigating the logistics of COVID-19 for three months, the Derecho added another level of job complexity. Yet he took everything in stride, maintaining a positive attitude and covering numerous hours of overtime during a staffing shortage in 2021. We are incredibly thankful for his efforts.

For the past five years, Brandon has worked diligently to serve our community. He brings a considerable amount of utility knowledge and continues to expand upon his skills for the betterment of the Department and our City. Before joining Parks and Recreation, Bo worked in Public Works and Solid Waste & Recycling, gaining hands-on experience in cement finishing, construction, and heavy-equipment operation. He plays a key role with our in-house projects and helps maintain parks in the SW Quadrant and urban core. Bo is known for his adaptability, eagerness to learn, and team-first attitude. Outside of work, he enjoys spending time with family and playing disc golf. Congratulations on your service anniversary!

Craig has been adding value to our community throughout his time with the City. He is consistent, reliable, knowledgeable, and uses his skills to provide a high level of citizen service. Taylor is one of the few Transit employees to have held different job positions within the Division. This gives him a wide range of working experience, allowing him to provide helpful suggestions for process improvements. That experience also positions him well for taking on greater responsibilities within Transit in the future!
Tara brings customer service to another level for the Joint Communications Agency. She maintains a calm demeanor and empathy — even in the most challenging situations. Tara ensures that first-responder and public safety remain the highest priority. She recently joined the Peer Support Team, which focuses on the wellbeing of police employees. We strive to let people grow to their potential — and Tara is doing so in meaningful ways!

Officer Hinrichs came to CRPD with prior law enforcement experience at another agency. It would appear he has enjoyed his experience so much he also convinced his brother to apply! He is currently assigned to the overnight shift and is a member of the Special Response Team. He brings a sense of humor and lightheartedness to the job while remaining professional during calls. He is well respected by his peers and shows a strong dedication to serving the community.
Jason’s deep technical expertise, dedication, and excellent customer service make him an invaluable member of the Information Technology team. We especially appreciate his leadership and precision during the successful VMware migration in 2025. Thank you for all that you do!
Ian’s dedication to his craft is well known. In summer, he helps lead street maintenance repair projects, ensuring every road is safe and smooth. In winter, he diligently plows snow, clearing streets with precision in order to keep the city moving. Ian’s thoroughness and reliability make him a key part of the crew.
Blake started as a collections system specialist with the Utilities Department five years ago. He was then promoted to the WPC Operations Team and has continued to prove himself to be an integral leader at our Water Pollution Control Facility. Congratulations, Blake!
Officer Kephart brings a positive attitude, motivation, and results to her role as a patrol officer. Officer Kephart has expanded her role to also include work as a drone pilot, bike patrol officer, and field training officer for the next class of recruits. Her hard work and dedication to the City of Cedar Rapids is commendable. We know this is just the start of a long-rewarding career for Officer Kephart.

Known for her commitment to continuous improvement and analyst development, April is a dedicated and exceptional supervisor who demonstrates continuous servant leadership and a readiness to coach and support team members. Beyond staff development, April plays a key role in building and improving both quality- and laboratory-control systems. She consistently questions the status quo and looks to improve efficiency and compliance to ever-evolving regulatory requirements. April’s attention to detail and strong work ethic are invaluable to the lab team; she Teams Up, Finds a Way, and Serves Enthusiastically — all while encouraging others to do the same. Officer Leber consistently demonstrates commitment to the Department’s mission to serve, protect, and prevent crime and disorder in our community. Officer Lueth is currently assigned to the Patrol Division. During his career, he has taken an interest in locating and processing individuals who are operating under the influence. He has received specialized training as a certified Drug Recognition Expert (DRE), where he assists officers in identifying individuals who may be impaired by drugs other than, or in addition to, alcohol. Through his experience, he has become a knowledgeable resource for his shift and a Department instructor in this area.

Officer Marroquin’s dedication to protecting and serving the City has made Cedar Rapids a safer place to live and work. He is quick to back up officers and dedicated to each call he goes on. Marroquin can be counted on to complete whatever task he is given and will frequently initiate calls based upon his duties while on patrol. Officer McAtee is off to a strong start with CRPD. He is a dedicated, hardworking, decorated cop and shows interest in building a wide base of skills that will carry him far in service to the Department and City. Alongside his patrol duties, he has joined the Special Response Team, Honor Guard, and taken on the challenge of bike patrol. McAtee is an excellent example of the kind of officer we want on the streets. We look forward to his growth here.
I would like to recognize Chris for providing outstanding contributions in his five years of service. He has played a key role in growing the project-management program and is continually optimizing for better performance. When we were short on staff, Chris stepped up and kept things moving. He took the initiative to label our potable water system, helping improve plant-wide reliability. On top of all that, he has been instrumental in launching our new reliability program. After transferring from Solid Waste, Luke quickly made his mark in Forestry — where he now brings a thoughtful, methodical approach to the work and consistently looks for ways to improve. Known for treating each property with care, Luke takes pride in leaving things better than he found them. Kyle’s first five years have been fast paced. He started on day one of the pandemic; after his first shift, he immediately went to third shift for the next few months. Since then, his wealth of knowledge from his previous work has driven him to move up quickly within our organization. Kyle’s expertise in construction and roadway maintenance is a vital part of our operations. Congrats on five years!
Officer Oshel recently transferred to the Traffic Division from Patrol and is quickly making a name for himself as a self-starter with a desire to expand his horizons and serve the City well. He has initiated several traffic-enforcement efforts designed to combat poor-driving habits. Those projects have helped make our streets safer and shown drivers the dangers of their actions. Oshel has already received four Departmental awards and multiple resident compliments.
Derek is a valuable asset to CRPD. He brings a wealth of knowledge and years of public-safety experience to role. Derek excels at resolving highly complex situations and coordinating with multiple agencies simultaneously. He gladly shares his knowledge with teammates and serves as a trainer for new employees. He can handle the most difficult of callers with great professionalism and patience. Derek is a driven and dedicated employee who serves as a fine example to others.

Jordan has experienced tremendous growth in his five years with the City. Learning to maintain the many parts and processes of a water pollution control facility is no small feat. Jordan’s teamwork and willingness to be at-the-ready to help his coworkers when needed is an incredible asset to Maintenance’s Repair & Overhaul Team.
Officer Sinnwell received the Recruit of the Year award and hasn’t looked back since. He has also received three letters of commendation for excellent police work. Sinnwell is a proactive officer with a focus on repeat offenders and wanted subjects. He is always willing to help his coworkers and supervisors. He improves the Department by setting an excellent example for our recruit officers and passing on his work ethic and knowledge.
Firefighter Smith is a trusted teammate and a great asset to the CRFD family. His eagerness to train and improve those around him highlights his great motivation as an individual. Dennis is a vital part of our mowing and asphalt operations. Most days, you will see him along the right-of-way in a big green tractor, or on top of the paver, laying asphalt to increase rideability in the SW Quadrant. Her leadership has been instrumental in securing grant funding to implement conservation projects aimed at enhancing water quality across the entire watershed. Her close collaboration with external partners — including area landowners, Iowa DNR, IDALS, and Linn County Conservation — ensures each initiative is successful and sustainable. Her passion for the environment and commitment to watershed health are truly unmatched. Mary Beth’s work strengthens our natural resources while inspiring those around her. We are happy to have Firefighter Svatosch on the team. He is a capable and reliable firefighter who has made his mark felt early in his career. On his own initiative, Firefighter Svatosch continued his medical education and earned certification as an advanced EMT. He has already been called upon to fill in as an acting captain this past year, accepting the role with positivity and performing extremely well in that capacity. Firefighter Svatosch has a great fire service career ahead of him.
Firefighter TePoel serves CRFD and the City in many capacities. He has assisted with several projects, including recent updates and upgrades to the CRFD radio program, positively impacting fireground operations and communication. He has also dedicated time and effort to dive-rescue training. As a member of the Johnson County Dive Team, TePoel serves many surrounding communities in their time of need. This is exactly the kind of service we look for from our team — and Firefighter TePoel constantly delivers.
Dakota has made remarkable contributions to the Distribution Team. Upon arrival, he quickly developed valuable skills: repairing water main breaks, installing hydrants and valves, and completing site restorations. Dakota has also been proactive in challenging himself by cross-training in hydrant and valve maintenance, tapping water mains, and flushing. This commitment to continued education and professional growth makes Dakota a standout member of our team. Let’s celebrate Dakota’s hard work and dedication! Keep up the great work, Dakota.

Officer Bergen is a member of the Canine Unit with his partner, Bart. Together, they have been involved in several high-profile cases, seizing narcotics and firearms and making numerous arrests of dangerous criminals. Bergen has received several awards and is the definition of a team player, ensuring others are successful whenever possible. Bergen has developed relationships with many people beyond the Department — enhancing our reach and effectiveness. Bergen and Bart were deputized as Marshal’s Office Task Force members, where they assist with federal-apprehension efforts outside of Cedar Rapids.
Jaime exemplifies the best of those who work in animal welfare. She is dedicated to her work, supportive of her coworkers, and one of the hardest-working staff members to ever serve at CRACC. Jaime keeps our team grounded and is always willing to assist anyone with any task. She has a fighting spirit and demonstrates compassion for every animal — both within the shelter and in the community. We are honored to serve alongside her and look forward to all her future accomplishments — including beating cancer!

Sergeant Collins is assigned to the evening shift as a patrol supervisor and is a member of our Mobile Field Force and Crisis Negotiation Teams. His calm demeanor and sound decisionmaking skills make him an asset to the officers he supervises. Collins’ leadership and previous work in our Criminal Investigations Division is respected and appreciated by officers.
Officer Dahlin’s dedication to protecting and serving the city has made Cedar Rapids a safer place to live and work. He has an incredible work ethic, which he demonstrates with his commitment to the FTO Program. Dahlin shows the recruits he trains the importance of handling calls right the first time, improving efficiency throughout the Department. Captain Dillon is a true asset to the City and is just now tapping into an entirely new skillset in the Fire Marshal’s Office as an inspector. This is a job that requires the working knowledge of a firefighter, channeling it into the task of evaluating building plans, fire protection systems, and construction techniques. He has taken this challenge seriously and is a proven asset to internal and external customers. We look forward to what’s to come during Captain Dillon’s next ten years!
Officer Drabenstot’s dedication to protecting and serving the city has made Cedar Rapids safer. His desire to improve the city is shown through his dedication to the FTO Program. Captain Lundquist works at Station 9 and recently earned a new rank. He is actively involved with many Department committees and is helping shape the future of the Fire Department. As a paramedic, his willingness to champion new practices has resulted in the Fire and Police teams adopting the PIT Crew method of CPR — resulting in a notable increase in CPR “saves.” This is the kind of leader we want from our Captains. We know there is more ahead for Captain Lundquist!
Robert brought extensive knowledge of the concrete world with him to the City. He has learned the sewer trade well. His dedication over the past decade has allowed him to move up to a lead position and earn the respect of his coworkers and supervisors. During Sergeant Merritt’s tenure, he has been assigned to Patrol, Investigations, and the highly coveted PCAT Unit. He was promoted to the rank of Sergeant in July 2024 and is currently assigned to mid-shift patrol. As patrol supervisor, he is responsible for the day-to-day operations of 22 officers. He is also the FTO Supervisor. Merritt is a Cedar Rapids Regional Police Academy driving instructor and a member of the Department’s Honor Guard.
Kevin has spent his entire ten-year Public Works career on our concrete-construction crew. He started as a laborer, then worked his way up to cement finisher. During the winter season, you will see him plowing City-owned sidewalks in our NE Quadrant. As a building inspector, Lucas has achieved Master Code Professional status with the Internation Code Council. He is set to receive the ICC Meritorious Service Award in Cleveland later this year. Lucas serves on many committees with ICC, including Property Maintenance and Zoning Exam Development; Chairman of the ICC Residential Building and Plans Examiner Exam Development Committee; and many more. He also serves on the Eastern Iowa Construction Code Council and has been active in submitting codechange proposals. He has authored the 2024 International Zoning Code and Commentary. Watts has received multiple awards over his career, including the Life-Saving Award, multiple Commendatory Letters, and a Class B Medal of Honor. Don’s impressive career of service began in 2005 as a bus driver. Over the decades, he has consistently shown professionalism, reliability, and a genuine commitment to public service. Don’s transition to the information booth in 2013 was seamless; his patient, knowledgeable customer service continues to leave a lasting impression. Firefighter Cannon is a valuable veteran member of the Department. He is a very experienced firefighter and has a calming presence on the fireground. An informal leader at CRFD, Cannon is well-regarded by his peers. He is highly involved in the CRFD Special Operations Program, holding technician-level certifications in rope rescue, confined space rescue, swift water, and boat operations. He is also the shift lead coordinator for our trench-rescue program and a veteran member of Iowa Task Force 1.
Bill has served in two departments in his tenure with the City, starting at the Eastern Iowa Airport in maintenance for the first three years, then transferring to Facility Maintenance Services for the past 17. His dedication to providing the best possible work environment to his fellow City colleagues, combined with his plethora of knowledge, elevated him to his well-earned supervisor role. Battalion Chief Goodlove was promoted just a few months ago. He is already proving this to be a wise choice. Goodlove has a tremendous amount of experience at CRFD and as Mount Vernon’s Fire Chief. His time in our Training Division shapes future Academy graduates and impacts our emergency-response capabilities. Goodlove also manages our fire gear purchasing, tools, and equipment for apparatus. Officer Holst is a certified forensic examiner in the Criminal Investigations Division, currently assigned to the Internet Crimes Against Children (ICAC) Task Force. He possesses a specialized skillset that has aided many serious criminal cases. Before joining ICAC, Holst worked in patrol and other areas of the investigative unit. He is a dedicated employee. We celebrate Officer Holst in marking this impressive milestone in a long, successful career.
Officer Johnson has served in several areas of the Department throughout her career. She has been a patrol officer, Special Response Team member, Mobile Field Force member, school resource officer, and instructs at the Police Academy. Johnson is currently an investigator in the Sex Crimes Unit and was selected as the Officer of the Year for 2024, in part due to her dedicated work on a large human-trafficking case. She is an excellent officer and true asset to CRPD!
Captain Koenig serves in the Fire and Arson Investigations Program under the Fire Marshal’s Office. Koenig has done a wonderful job leading the program and has been the program’s manager for many years. He is also a member of the CRFD/CRPD Hazardous Device Unit. Koenig is autonomous, dependable, and brings many talents to the Division. He has worked multiple complex investigations over the years. Congratulations, Captain Koenig!
Officer Lukan is a dedicated servant to the Cedar Rapids community and our day shift. He is a pillar of our Field Training Officer (FTO) program, often sought by his colleagues for consultation and advice. He has personally curbed retail thefts at Kwik Star and Hy-Vee through his relentless pursuit of suspects resulting in criminal charges. Dennis manages owner-occupied property issues in the NE Quadrant. He started with the City as a recycling truck driver in 2005. Then, in 2015, he joined the Building Services Team as a nuisance abatement officer and was later named code enforcement officer, enforcing a variety of Housing and Property Maintenance Code and Zoning Code violations. Officer Wardenburg is the school resource officer at Prairie Point Middle School. During his career, Wardenburg has been assigned to the Patrol Division and Criminal Investigation Division. He is currently a member of the Special Response Team. He is also the lead physical fitness instructor for recruit officers attending the Cedar Rapids Regional Police Academy. Wardenburg is known for his professionalism, job knowledge, and dedication to serving the Cedar Rapids community and the students and staff at Prairie Point Middle School.
Lyn has been with the City through many years of organizational change, having worked in both Building Services and Development Services. In his current role, he works closely with staff from both departments, where his expertise has allowed the City to review and permit complex and diverse projects in a timely manner. These can range from small commercial and multi-family projects up to large industrial and data-center development. Lyn provides professional and high-quality service to the development community. Captain Woode brings a wealth of capacity to the job every day. As a HAZMAT expert, he has tackled some gnarly responses and we have seen him excel at every level. Al provides assignments to the City’s housing inspectors, who in turn respond to rental housing complaints and inspect nearly 22,000 rental units at least once every three years. Al also handles all NW Quadrant rental-housing inspections. He began his career at the City as a rental housing inspector and was promoted to housing chief inspector in 2007. Relied upon for his technical expertise in Housing and Property Maintenance Code issues, Al is an encyclopedia of knowledge and best practices. Before joining the City, he was a building inspector in Manchester and served as a maintenance manager for several private apartment complexes.
Firefighter Wagner is a respected member of our team for good reason. He has spent most of his career in the heart of the City at Central Fire. He is the type of firefighter whose knowledge, skills, and abilities bring a calm and professional sense to all emergency scenes. Wagner’s welcoming nature makes everyone feel a part of the team. Dave has collected a tremendous base of experience over his 25 years in management on the City Team and prior experience with a consulting firm. Sergeant Nolte is a highly valued member of the Department. During his storied three-decade career, he has held a variety of unique assignments and provided outstanding training to numerous officers. Sergeant Nolte’s primary assignment for the past few years has been supervising the Narcotics Unit, where he has overseen astounding successes in seizing hundreds of pounds of drugs, numerous firearms, and large sums of US currency. Officer VonSprecken is known for his “big fish” stories — and we are fortunate he is similarly dedicated to landing lunker criminals. A financial crimes specialist, he has made a reputation for success — so much so that he was recently selected as a federal task force investigator! His new focus will shift to firearms investigations. This is the kind of knowledge and connection that takes years to develop. We are proud of Officer VonSprecken’s longevity within our Department.
Lieutenant Welsh joined the Police Department in 1995. During his tenure, he has served as a patrol officer, field training officer, on the Special Response Team, and as an investigator. He was promoted to sergeant in 2004 and has held the positions of patrol sergeant, Mobile Assist Team commander, and intelligence sergeant. He was then promoted to lieutenant in 2018. Welsh has served as a shift commander and is currently assigned to the Community Services Division as a district lieutenant and school resource officer supervisor for the West District. Officer White is a dedicated public servant, great co-worker, and a friend to all. He is one of the few to have worked in the “old” station — and here he is today, setting the example for others. White has worked on patrol shifts and held specialties in FTO, Honor Guard, and bike patrol.
