The City of Blue Springs has a Mayor-Council-Administrator form of government as set forth in the Home Rule City Charter. The City Council is the governing body of the City, elected by the public.
The City of Blue Springs employs a talented and dynamic workforce of more than 300 employees who serve the City and its residents under the leadership and direction of the City Administrator. The City Administrator is appointed by the Mayor with the approval of the City Council and is responsible for the implementation of policies and decisions made by the Mayor and City Council.

Blue Springs’ history is tied to the migration of settlers on their westward journey. Pioneers found the area to be an ideal stopover due to the abundance of cool, clean water from a spring of the Little Blue River - hence the name Blue Springs. The presence of water and a need for pioneer supplies led to the construction of a grist mill and permanent settlement at the site of the City’s Burrus Old Mill Park on Woods Chapel Road.
The Jackson County Court granted the incorporation of Blue Springs on September 7, 1880, making the City the fourth settlement in the county, predating Kansas City, Missouri. An early settler, Franklin Smith, arrived in Blue Springs from Virginia in 1838 and became a leading figure in the community’s development. He established the first post office in 1845, naming it after the well-known springs.
The settlement continued to grow near the springs until 1878, when the Chicago and Alton Railroad announced plans to build a station about one mile east of the original settlement. To take advantage of the railroad, the town moved its center to the site of the new station and continued its development as a rural trading center.
In 1970, Blue Springs had a population of 6,779. Today, Blue Springs continues to grow with a population of more than 60,000 residents.

For the release of your pet you will need to provide proof of current rabies vaccination. The vaccination must have been given by a licensed veterinarian within the last year.

Yes. Dogs and cats must be kept under restraint at all times.

A new deck, fence or pool construction requires a City building permit. All pools holding 24 inches of water or more, including inflatable pools, must have a permit from Codes Administration available at 816-228-0118.
Garage/yard sales and associated sale signage do not require permits. Signs must be placed on your own property. They may not be posted on public utility/light poles or on street rights-ofway. Signs cannot be posted on premises for longer than three days per sale.
Inoperable vehicles must be stored inside a garage or removed from the premises. For inoperable vehicles in the street, contact the Blue Springs Police Department at 816-228-0150. Registered commercial vehicles weighing more than six tons, boom and tow trucks are not permitted in residential districts.
Lawns should not exceed eight inches in height. Eradicate any poison ivy on the premise of your residential property.
All replacements require a building permit and City inspection. If a contractor is used, they are required to have a valid City Business License.
Parking of cars and trucks is not permitted on grass and lawns. Recreational vehicles can be stored in driveways, side/rear yards. Driveway expansions or new driveways require a permit.

Vesper Hall is a nationally accredited Senior Center that offers a variety of activities for individuals ages 50 and older. The facility also hosts many Parks & Recreation classes open to everyone.

A $3.50 donation is suggested for ages 60 and up and for those who are disabled. A fee of $5.75 is required for age 59 and younger. Reservations must be made at least one day prior to guarantee a meal. Cancellations must be made prior to day of reservation.

The City of Blue Springs offers transportation services for residents 60 years and older and adults with disabilities ages 18-59. The City contracts with OATS Transportation Services for medical and/or shopping trips within Blue Springs. Door-to-door pick-up and return to Vesper Hall for lunch is co-sponsored by MidAmerica Regional Council. Buses can accommodate up to two wheel chairs and nine other passengers.

Burr Oak Woods Conservation Area is 1,071-acre property located in Blue Springs just north of I-70. Natural features on the area include steep forested hillsides along Burr Oak Creek (the namesake of the property), large limestone boulders and outcrops, restored prairies and woodlands, and a trail complex that will guide visitors through many of the listed features.

Lake Remembrance is a 54-acre lake that offers anglers a chance to test the waters for bluegill, largemouth bass, redear sunfish or channel catfish. Fishing can be done year-round along with canoeing and kayaking; however, swimming is not allowed at Lake Remembrance. Accessibility is made easy in this location thanks to an allweather trail visitors can use to reach the entire shoreline and a handicap accessible dock.

Missouri Town 1855 is a living history museum with more than 25 buildings dating from 1820–1860 spread across nearly 30 picturesque acres. Original structures from seven western Missouri counties are filled with historic tools and furnishings, setting the stage for life in the mid-1800s.

Downtown Alive! Blue Springs, or Downtown Blue Springs Main Street, Inc. is a 501(c)3 nonprofit organization dedicated to the revitalization of Downtown Blue Springs, Missouri. Each year Downtown Alive! hosts a variety of events in the Downtown District. There are also several shops, restaurants and bars throughout the district.

The Blue Springs Chamber of Commerce represents a partnership of over 520 member businesses and professionals committed to making a difference in the Blue Springs community. The Blue Springs Chamber of Commerce is a nonprofit membership organization whose members are local businesses invested in developing their business and its people, growing our local economy, and strengthening our community.
The City of Blue Springs has numerous advisory boards and commissions comprised of volunteers from the community who serve without compensation. Generally, these commissions make recommendations to the Mayor and City Council regarding actions and policies affecting municipal government, City departments and the community.

This committee reviews applications for site plan design review applications in areas of the Adams Dairy Parkway Overlay zoning district and makes recommendations to the Planning Commission.
This board hears and decides upon variances or appeals of administrative decisions related to the Unified Development Code. This board is unique in that its decisions are final. No recommendations are made for the City Council to act upon. Appeals of board decisions are referred to the Circuit Court of Jackson County.
This committee assists in the assessment of projects presented for annual funding consideration. The seven-member committee includes members of the community with a knowledge of and interest in redevelopment with low- and moderate-income areas, downtown capital improvements, housing, and homeless and disability needs.
This commission was formed to foster proactive communication between the City and the
building community. The commission meets on an as-needed basis. Proposed development regulation changes are reviewed and recommendations are forwarded to the Mayor and City Council.
The Economic Development Council is responsible for advising and making recommendations regarding the sale, acquisition and development of property; developing strategies, objectives, and policies to attract and retain business; and general policy guidelines for the City’s Economic Development program to the Mayor and City Council.
This Commission is responsible for reviewing building permits on properties that are designated historic landmarks or are within historic districts or conservation areas to ensure historical resources and features are protected and preserved.
The Human Relations Commission is responsible for securing for all citizens equal opportunity in employment, public accommodations, public services and housing and to continually strive to eliminate and prevent discrimination, including but not limited to segregation or separation, in these areas against individuals and groups for reasons, including, but not limited to, race, gender, sexual orientation, gender identification, ethnicity, family structure, physical ability, religious affiliation, age, color, language, national origin, veteran status or ancestry and makes recommendations to the Mayor and City Council.
The Land Bank of Blue Springs is responsible for returning non-revenue-generating and
non-tax-producing land to usefulness by managing, selling, transferring and disposing of real estate owned by the Land Bank.
The Park Commission is responsible for guiding the operations and growth of the Parks and Recreation Department and makes recommendations on the acquisition of land to be used for park sites and on the supervision, improvement, care and custody of City Parks to the Mayor and City Council.
This Commission is responsible for reviewing a variety of planning and development applications, including holding public hearings. The Commission makes recommendations to the City Council for most applications. The Commission is also responsible for reviewing and approving the City’s Comprehensive Plan, generally updated every 10 years.
The Public Art Commission is responsible for the acquisition, maintenance and display of art at sites within the City limits, to promote the acquisition, maintenance and upkeep of works of art on sites within the City through private fundraising, contributions of specific art or funds to acquire and maintain the same, grant applications, and short- or long-term loan agreements with art museums, artists, art organizations, galleries, or businesses and to make recommendations to the Mayor and City Council.
This board advises the Mayor and City Council through the Police Chief and City Administration regarding various public safety programs, services, policies, budget issues, public safety planning issues, public relations, criminal activities and crime prevention programs within the City. This

board consists of six members and meets the fourth Tuesday of the month.
The Solid Waste Management Commission is responsible for reviewing solid waste activities in Blue Springs and stay informed of changes in solid waste technologies and requirements. It makes recommendations regarding issues concerning solid waste management as they relate to the City. Also, it promotes the health, comfort and general welfare, and preserves and protects property values throughout the City.
The Technical Review Committee considers appeals of interpretations of the Building Code. The committee is comprised of five members who serve three year terms. Meetings are held on an as-needed basis and can be called by the Chair or the Director of Community Development.
The TIF Commission is responsible for conducting hearings and processing TIF Plan Applications in accordance with requirements of TIF statutes. The Commission also approves or denies the TIF Plan, and if approved, designates the developer.
