Government

The City of Blue Springs has a Mayor-Council-Administrator form of government as set forth in the Home Rule City Charter. The City Council is the governing body of the City, elected by the public.

The City of Blue Springs employs a talented and dynamic workforce of more than 300 employees who serve the City and its residents under the leadership and direction of the City Administrator. The City Administrator is appointed by the Mayor with the approval of the City Council and is responsible for the implementation of policies and decisions made by the Mayor and City Council.

The City of Blue Springs is organized into departments, each managed by a professional, municipal department director who works diligently every day to meet residents’ government service needs.

Meetings The Blue Springs City Council meets at 6 p.m. on the first and third Mondays of each month for official Council Meetings for actions on legislation, in the Howard L. Brown Public Safety Building, 1100 SW Smith Street, Blue Springs, Mo. Meetings are streamed live on YouTube and the City’s website: www. bluespringsgov.com/citymeetings. The re-broadcast of the meetings can be viewed on the City’s government cable access channel (Comcast Channel 7 and AT&T Channel 99).

Blue Springs’ history is tied to the migration of settlers on their westward journey. Pioneers found the area to be an ideal stopover due to the abundance of cool, clean water from a spring of the Little Blue River - hence the name Blue Springs.

The presence of water and a need for pioneer supplies led to the construction of a grist mill and permanent settlement at the site of the City’s Burrus Old Mill Park on Woods Chapel Road.

The Jackson County Court granted the incorporation of Blue Springs on September 7, 1880, making the City the fourth settlement in the county, predating Kansas City, Missouri. An early settler, Franklin Smith, arrived in Blue Springs from Virginia in 1838 and became a leading figure in the community’s development.

He established the first post office in 1845, naming it after the well-known springs.

History

The settlement continued to grow near the springs until 1878, when the Chicago and Alton Railroad announced plans to build a station about one mile east of the original settlement. To take advantage of the railroad, the town moved its center to the site of the new station and continued its development as a rural trading center.

In 1970, Blue Springs had a population of 6,779. Today, Blue Springs continues to grow with a population of more than 60,000 residents.

Raking or blowing leaves into the street creates traffic hazards, such as slippery or unsafe obstructions for traffic and environmental hazards such as clogged catch basins, which can create neighborhood flooding issues.

For the release of your pet you will need to provide proof of current rabies vaccination.

The vaccination must have been given by a licensed veterinarian within the last year.

Is there a leash law in Blue Springs?

Yes. Dogs and cats must be kept under restraint at all times.

Is there an ordinance regarding barking dogs?

Yes. Section 215.050 of the Municipal Code states that no owner shall allow a dog or cat to bark, howl, meow or cry, disturbing a reasonable person.

Emergency Preparedness The Central Jackson County Emergency Management Agency (CJCEMA) is a cooperative effort among the cities of Blue Springs, Grain Valley, and Lake Tapawingo in conjunction with the Central Jackson County Fire Protection District.

The Blue Springs Snow Removal Team is made up of Public Works and Parks Department employees who work together to serve as the City’s first responders for snow emergencies.

The team maintains a 24-hour state of readiness for inclement weather from midNovember to mid-April. Emergency Snow crews work closely with first responders, police, fire and EMS to ensure they can respond to emergency calls. To contact the Snow Removal hotline, call 816-228-0295.

Resident Tips STREETS, SIDEWALKS AND SNOW

FENCE, DECK AND POOL CONSTRUCTION A new deck, fence or pool construction requires a City building permit. All pools holding 24 inches of water or more, including inflatable pools, must have a permit from Codes Administration available at 816-228-0118.

GARAGE SALES Garage/yard sales and associated sale signage do not require permits. Signs must be placed on your own property. They may not be posted on public utility/light poles or on street rights-ofway. Signs cannot be posted on premises for longer than three days per sale.

INOPERABLE VEHICLES Inoperable vehicles must be stored inside a garage or removed from the premises. For inoperable vehicles in the street, contact the Blue Springs Police Department at 816-228-0150. Registered commercial vehicles weighing more than six tons, boom and tow trucks are not permitted in residential districts.

LAWN CARE Lawns should not exceed eight inches in height. Eradicate any poison ivy on the premise of your residential property.

REPLACEMENT FURNACES, WATER HEATERS AND AIR CONDITIONERS All replacements require a building permit and City inspection. If a contractor is used, they are required to have a valid City Business License.

PARKED VEHICLES Parking of cars and trucks is not permitted on grass and lawns. Recreational vehicles can be stored in driveways, side/rear yards. Driveway expansions or new driveways require a permit.

TREES/TREE LIMBS Limbs that overhang the sidewalk or street must be trimmed. For questions about limbs in the right-of-way on streets and sidewalks, call Public Works at 816-228-0195.

Vesper Hall is a nationally accredited Senior Center that offers a variety of activities for individuals ages 50 and older. The facility also hosts many Parks & Recreation classes open to everyone.

WEEKLY NUTRITIONAL LUNCH Served Monday-Friday 11:30 a.m.-12:30 p.m.

A $3.50 donation is suggested for ages 60 and up and for those who are disabled.

A fee of $5.75 is required for age 59 and younger. Reservations must be made at least one day prior to guarantee a meal. Cancellations must be made prior to day of reservation.

HOME-DELIVERED MEALS Available for home-bound individuals in Blue Springs and Lake Tapawingo who are 60 years and older or disabled persons age 18-59. Meals delivered MondayFriday and a $3.50 donation is suggested. Contact Vesper Hall to receive more information.

TRANSPORTATION SERVICES The City of Blue Springs offers transportation services for residents 60 years and older and adults with disabilities ages 18-59. The City contracts with OATS Transportation Services for medical and/or shopping trips within Blue Springs.

Door-to-door pick-up and return to Vesper Hall for lunch is co-sponsored by MidAmerica Regional Council. Buses can accommodate up to two wheel chairs and nine other passengers.

Lake Remembrance is a 54-acre lake that offers anglers a chance to test the waters for bluegill, largemouth bass, redear sunfish or channel catfish. Fishing can be done year-round along with canoeing and kayaking; however, swimming is not allowed at Lake Remembrance. Accessibility is made easy in this location thanks to an all-weather trail visitors can use to reach the entire shoreline and a handicap accessible dock.

BURR OAK WOODS Burr Oak Woods Conservation Area is 1,071acre property located in Blue Springs just north of I-70. Natural features on the area include steep forested hillsides along Burr Oak Creek (the namesake of the property), large limestone boulders and outcrops, restored prairies and woodlands, and a trail complex that will guide visitors through many of the listed features.

Get Connected City Boards And Commissions The City of Blue Springs has numerous advisory boards and commissions comprised of volunteers from the community who serve without compensation. Generally, these commissions make recommendations to the Mayor and City Council regarding actions and policies affecting municipal government, City departments and the community.

APPEARANCE REVIEW COMMITTEE This committee reviews applications for site plan design review applications in areas of the Adams Dairy Parkway Overlay zoning district and makes recommendations to the Planning Commission.

BOARD OF ADJUSTMENT This board hears and decides upon variances or appeals of administrative decisions related to the Unified Development Code. This board is unique in that its decisions are final. No recommendations are made for the City Council to act upon. Appeals of board decisions are referred to the Circuit Court of Jackson County.
