When foster help turns into a fond family It’s Foster Care and Kinship Week and fostered twins Kiara and Zach Oxley share their hard journey to happiness with reporter DANIELLE NOHRA FROM a young age, chef Kiara Oxley, now 22, moved between 11 families before finding a permanent home as a teenager.

Kiara was eight when her mum, a single mother, told her and twin brother Zach she was sick and couldn’t look after them anymore.

Being so young she didn’t fully understand the situation but had no other choice than to go along with it.

“Kids have this funny mechanism of sugar-coating things,” Kiara says.

“To them, if their parent is sleeping a lot it seems ‘normal’ but once they’re introduced into what’s considered a ‘normal’ home the confusion begins.”

In the beginning their mum’s dependency issues seemed like their “normal” and it wasn’t until she died, when they were 12, that things started to seem clear.

“It wasn’t until a few years ago that I was consciously able to reflect on these things and how they affected me,” Kiara says.

“At first I was really sad that my mum had gone and, as I got older, I felt hurt and betrayed.

“I couldn’t understand why she couldn’t put her issues aside for us, but as an adult it became easier.”

University student Zach, who spent time in eight families, is still haunted by parts of his foster-care experience.

“Some carers try to take you on as their own and they forget the objective is to help the kids and to rehabilitate the family,” he says.

One family, who wanted to take Zach in as their own, made things even more confusing than it should have been for a 10-year-old.

When his mum couldn’t recover from her alcohol addiction, the foster carers said negative things to Zach about her.

“I thought my mum didn’t love me enough to give up her addiction because of what was said,” he says.

“Foster care is not adoption and carers need to realise that it’s about getting the best result for the kids.

“There wouldn’t just be us that would struggle with this, there’d be heaps of other kids like that out there.”

The worst part for Zach though, was when Kiara didn’t mesh with one of the families and had to leave to stay with another carer.

“The problem with being a teenager in the foster-care system is no one wants a teenager, even if you’re wellmannered,” Kiara says.

“I just want people to be conscious of why they’re in foster care. If it’s because they want their own kids then perhaps they should reconsider.

“They’ve got to understand that kids might and, hopefully will, go back to their family.”

Eventually Zach and Kiara ran away from their homes and were later taken in by foster parents Annalisa and Trent O’Sullivan, of Forrest, who agreed to have them both, so they weren’t separated.

“With Annalisa and Trent it was such a good experience,” says Zach.

“Their first objective was to help us, not start a family and then, over time, it turned into a family.”

Annalisa says it was about getting them back on their feet, supporting them and helping them create a future for themselves first.

And now, eight years down the track Kiara and Zach are in the process of being adopted by Annalisa and Trent, who also have their own daughter and two other younger foster children.

But unlike other situations, Kiara

and Zach have chosen for them to be their parents and still, at the age of 22, go to them for help and support.

“We need family all throughout our lives, at all different stages,” Annalisa says.

And like Kiara and Zach once did, many children in Canberra need foster carers, which is why ACT Together is running information sessions during Foster Care and Kinship Week, until September 16.

‘Neglected’ Mitchell fights back Reputation

FOR a long time neglect has been festering in the minds of many Mitchell business owners, says Phoenix Gym owner Anthony Manning, and the light rail was the tipping point.

After discovering that the light rail not only doesn’t stop near Anthony’s gym, but completely bypasses the whole of Mitchell, Anthony had had enough.

“I was frustrated with the traffic interruption, so I wrote about 300 letters to surrounding businesses and my staff went around handing them out,” he says.

Therma Quilts’ Julian Kusa saw the letter and, like Anthony, believes Mitchell has been neglected.

Together they formed the Mitchell Traders Association and, so far, have gathered 250 signatures to petition for one or two light rails stops in Mitchell.

But Anthony, the association’s president, says it goes further than the light rail.

“From the outset we made two goals,” he says.

“One is to promote Mitchell as a traders’ area and the other is to pro-

“Having a stop on either side of Mitchell says: ‘You don’t need to go to Mitchell’,” Anthony says.

“A stop would absolutely change the dynamic of Mitchell. It will bring with it further facilities and infrastructure.

“Having the light rail will change the perception of everything.”

The Mitchell Traders Association’s first job will be to get a webpage running, then it plans on “transforming” Mitchell into something more appealing to consumers.

After 15 years in Mitchell, Anthony says he still argues to get pavements fixed and finds it hard to get a tree trimmed.

With more than 300 businesses and more than 4000 employees, Anthony questions why his rates money isn’t going into things such as fixing pavements.

“I pay $30,000 in rates a year and it goes to other suburbs,” he says.

“That’s a major issue, as big as the light rail. But people were putting up with the light rail because they thought it might mean a stop and further infrastructure.

“We want Mitchell transformed and upgraded so it’s on par with other modern districts like Fyshwick or Belconnen.”

COLUMNIST Michael Moore’s reputation is on the line. He claims in “E-cigarettes, they’re here to help!” (CN, September 7) the evidence about e-cigarettes is incomplete but has already adopted the position that e-cigarettes are not only ineffective but also a big tobacco plot to undermine public health.

Only time will tell, Michael, but having just finished reading the Royal College of Physicians’ review on electronic cigarettes, I’d be preparing my letter of resignation.

To all the other readers out there I suggest you go visit the submissions to these inquiries that Mr Moore claims to have been “flooded by short, sharp submissions from current or would-be users who want no restrictions”.

What you actually find is completely different – submissions in support of electronic cigarettes from many of the most senior and respected figures in the addictions and medical establishment in Australia.

Making sense of e-cigarettes I DON’T too often find common ground with Michael Moore on drugs, but much of his position on e-cigarettes makes sense (“E-cigarettes, they’re here to help!” CN, September 7).

Governments cannot logically see e-cigarette use as either demand reduction or harm reduction. Many who support such use often also support easing bans on cigarette smoking, increased availability of needles and removal of prohibiting laws against illicit drugs. They say that e-cigarettes are safer than smoking. What kind of a health template would take probably the most harmful man-made product as the yardstick for safety?

In the US medical journal “Pediatrics” in May, 2016, a multi-author study of pediatric exposure to e-cigarettes and nicotine had some shocking results including that from January, 2012, to April, 2015, the National Poison Data System received 29,141 calls for nicotine and tobacco product exposures among children younger than six years. The monthly number of exposures associated with e-cigarettes increased by 1492.9 per cent during the study period, with children less than two years old accounting for 44.1 per cent of e-cigarette exposures.

Some person recently said Cook invaded Australia. He did not come with guns blazing; he found it and then went away and told the British government what he found.

It was the First Fleet that finally settled here. This is part of our history and should not be forgotten. How can we advance if we do not learn from our history?

Strange Yass turns back on buckets of cash THE decision by Yass Council to apply a five-kilometre, no-housing zone around the ACT is very odd to say the least. The council has exempted the proposed Riverview incursion into NSW, west of Belconnen, from the ban but all areas adjacent to Gungahlin are included.

It is unclear to me why a relatively small entity like the Yass Council would deliberately turn its back on the large and risk-free rates base that residential development against the ACT border would guarantee.

Queanbeyan Council has exhibited no such coyness as the developments at Jerrabomberra, Googong and, most lately, Tralee illustrate.

These developments have been largely driven by people working in Canberra, a majority of whose children attend school in Canberra and whose families’ health needs are met by services within the ACT. For example, cross-border students make up roughly 10 per cent, or more than 5000, enrolments in ACT schools and 25 per cent of acute health care patients in the ACT live in the Greater Southern Area Health Service boundaries.

The fact is, as the major analytical and modelling work done by the ACT Treasury as part of the “2012 Taxation Review” reveals (pages 40-41), the cost of cross-border development currently falls disproportionately on the ACT government and the major

As far as Yass Council is concerned, residential development in NSW abutting Mulligans Flat would represent buckets of money for relatively little outlay. What possible reason, therefore, could there be for this strange decision?

Yass Council, of course, covers good Liberal/National Party country but heaven forbid the prospect of a few thousand pinko-leftie Canberrans moving into the electorate in search of affordable housing has the number crunchers in the party so worried that they would sacrifice a guaranteed financial bonanza.

Accepting that many people choose to live in places outside of Canberra for a variety of lifestyle reasons, there is no argument that increasing numbers are moving across the border in search of affordable land and housing.

The massive reduction in the supply of land for detached housing in the ACT and the consequential explosion in the price of such housing was identified by ACT Treasury as the principal driver for people moving. It is clear to

see at Bungendore, Collector, Murrumbateman and even at Yass itself and in Goulburn how the market has, as it always will, responded to the reduction in the supply of land in Canberra.

There are currently about 30,000 people a day crossing from NSW into the ACT for work and school and these numbers will continue to grow, especially in the face of the current land release and housing policies of the ACT government.

In the taxation report ACT Treasury also advised: “Land supply constraints are expected to have significant adverse impacts for the ACT economy.”

“Analysis confirms that development of the surrounding region has benefits for the territory’s economy, and to the extent possible, the ACT should support developments in the region. This should not, however, be at the expense of growth in the territory as there would be a net fiscal cost.

“To the extent possible, considerations of availability of land and housing affordability should be equalised for households making locational choices between the ACT and its surrounding region.”

In concluding its analysis of the extent to which land is an important foundation for economic activity and future taxation revenue, the Treasury undertook a detailed examination of the stock of developable land in the ACT. Treasury found that the Territory Plan identified 5600 hectares of land that could be used as future urban areas in the short to medium term. It determined that that land had the capacity to support about 48,300 new residential dwellings or about 70 years of residential dwelling supply.

Treasury further determined that land within existing urban areas could be redeveloped to higher use to provide an additional 61,000 additional dwellings. An estimated 160 hectares of existing unleased land within current developable urban areas was also identified.

Treasury concluded: “Aggregating the various types of developable land provides an estimated total future capacity of around 153,000 dwellings for land outside the current urban areas.

“Based on current population forecasts and a government policy of 50 per cent of residential dwelling demand being met from infill, this

represents around double the current number of dwellings available within the ACT, and provides capacity for around 100 years of population growth.”

In light of this advice from the ACT Treasury, why, oh why, are we drip feeding the supply of land for detached houses so as to only meet the needs of the privileged middle and upper middle class?

There are, I am sure, thousands of working-class Canberra families who have lost confidence in the ACT government ever responding to their housing needs who are praying for the Yass Council to change its decision. In the absence of that they will be willing the CSIRO to fast track its planned housing estate in North Belconnen.

On Tuesday, September 19, there will be the children’s birthday party with students celebrating the anniversary of the official opening of the school by Prime Minister Stanley Bruce, on his arrival in the newly established national capital, in 1927.

PARIS comes to Canberra when the greatest of all cabarets, Le Crazy Horse de Paris, appears at the Canberra Theatre with its show “Forever Crazy” in early October.

Known for the subtle sensuality of its shows, Le Crazy Horse combines “aesthetic and visual” tableaux presented by graceful, classically trained dancers, “clad only in textured lighting and projection”.

Well, not precisely, as “CityNews” found when we consulted an expert, former Crazy Horse dancer Jenny Jordan by phone to Paris – that impression of full nudity is a carefully calculated artistic impression.

Jordan, though born in Switzerland of mixed Swiss/Barbados ancestry, was raised in Queensland from the age of five. She’s been in France for 15 years and now lives in Charenton-le-Pont with her French husband and their three-year-old son.

Since leaving Crazy Horse, where she performed for six years, she’s set up her own practice teaching Pilates and yoga.

Jordan’s is the story of many successful Australian cabaret artists. Trained in dance, she got a job selling ice cream at Movie World on the Gold Coast at age 16, graduating into dancing Wonder Woman and Bugs Bunny before scoring a contract with a four-girl cabaret show in Paris.

Aged 21, she started working at Moulin Rouge, but then, someone took her to see Le Crazy Horse.

“I saw this show and I thought: ‘Wow, I want to feel like a woman’ – I was still just a girl – it was so sensual, the way they moved and expressed themselves… I looked at them and said: ‘I want to be one of them’… I wanted to be regarded in that sensual, beautiful light’.”

The audition, she says, was “quite something, they make you dance in a G-string under a bright light, then they say thank you and put you to one side.” What followed was peculiar to the troupe.

At Crazy Horse, size matters.

“It’s all about the measurements,” she says, describing how her vital statistics were assessed at audition time.

That’s because the many different still tableaux, with which each number begins, must create a perfect illusion.

Clad in high-fashion garments by the likes of French fashion designers Paco Rabanne, Karl Lagerfeld and shoe czar Christian Louboutin, the show tantalisingly proclaims that it’s “Celebrating 65 show-stopping years of naked couture”.

Naked couture? In actuality, Jordan says, “it’s all about the lighting.”

“It’s a ‘moving’ show, with ballet and jazz, but done in a very artistic, sensual way. The way costumes are lit is a big aspect – yes, we mostly have costumes, but it could look as if we don’t – the show tricks the eye, that’s what I love about it.”

Well, maybe. “I’m not an exhibitionist and not someone who wants to be nude on stage, but it was always done in a special way, I always felt beautiful, I was always dressed by light,” she says.

Poor politics come back to bite WITH nearly 100,000 new electoral enrolments the Coalition government should be feeling proud about its contribution to democracy. If only improvement in our democratic system had been its motivation.

Two thirds of new enrolments are aged 18 to 24. This will come back to bite Prime Minister Malcolm Turnbull and his Coalition colleagues.

The marriage-equality plebiscite was set up to solve internal party conflict.

Thanks particularly to Tony Abbott and Joe Hockey, even most of the conservatives within the Liberal Party know they can roll Turnbull but understand they need a “wet” liberal leader to have any chance to win an election.

In attempting to appease conservatives on same-sex marriage, the Liberals may well have undone themselves.

The majority of young voters who have just enrolled are likely to support marriage equality. An injection of young, left-leaning voters may just be enough to swing a marginal seat away from the Coalition in favour of Labor.

The plebiscite debate will empower recently enrolled young voters to engage with democracy. It may not be the best form of democracy, but it provides motivation to be involved with political action. Having enrolled, it will become clear that failing to attend the polling place at the next election will incur a (minor) fine. Carrot and stick! Either way the Coalition will have to deal with

A backlash is not just on the cards at the Federal level. The ACT government will start to feel the pressure of its actions.

At the election before last the Canberra Liberals were trying to warn ACT ratepayers that rates would mushroom. It has taken some time, but the increases being experienced this year are really being felt. There is now the dual hit of increased land value and the seven per cent increase from the Budget. Additionally, different calculation methods are being used in some cases. A 31 per cent increase in unit rates over two years will be sorely felt.

Many blame light rail. Colleagues accuse those complaining about rates with: “You voted for a tram. What did you expect? It has to be paid for in some way”.

It may not be the whole story.

However, significant increases in rates will never be popular. Government arguments about reductions in other charges are falling on deaf ears. Who has paid less for vehicle registration?

Have public transport costs reduced?

Why is stamp duty on land so steep?

Ironically, the Canberra Liberals were unsuccessful in running both light rail and rates increases over the last election. On neither issue were they able to cut through with voters.

What really came back to bite them was their own incredibly conservative stances on social issues. They opposed a needle and syringe program in the jail, challenged sensible prostitution laws, ran law and order and recently challenged the Safe Schools Program.

The Canberra Liberals also get caught up in Federal issues. Even lawyer Senator Zed Seselja supports the government stance on indefinite offshore detention for refugees. Indefinite detention is an affront. It is an anathema to good legal practice, to our democratic institutions and to human rights. Centralist Canberrans can see

through the constant attacks on social welfare recipients at the same time as tax cuts for big corporations.

And then there is the issue of the banks. The conservatives continue to resist a royal commission into our banking sector. All is not well.

The most recent fracas involving the Commonwealth Bank’s laundering of money for terrorists is just a pimple on a pumpkin. Huge profits combined with claims of “low-rate credit cards” around 13 per cent for purchases and more than 20 per cent for cash advances when the Reserve Bank of Australia “cash rate” was just 1.5 per cent is simply a rip off. And the Federal government is not prepared to hold these big businesses to account.

It may not be in the manner they expect, but one of the joys of our democracy is that decisions made by our politicians do come back to bite them.

More of the monsters who haunt our map I’M delighted to report that the recent column on renaming Australia’s natural features that currently commemorate utterly unworthy characters seems to have struck a chord.

I can’t remember when a “Gadfly” had more responses – and all of them positive.

Some of the suggestions are obvious – the King Leopold Ranges in the Kimberleys, for example, could hardly be more inappropriate. They were so named by John Forrest, who arrived in Australia as a servant and later snaffled a barony from the British crown. His mate, Belgium’s Leopold II was a dreadful fellow. He claimed the entire country of the Congo, not for Belgium but for his own enrichment. And after the colonial nations of Europe authorised it in 1885 on his promise of improving the natives’ lives, Leo the Lash did exactly the opposite.

He ran the country with mercenaries – the Force Publique – and ripped vast riches in ivory, rubber and precious gems out of the hinterland and invested it in Belgian real estate. The methods he used to “control” the natives were little short of butchery. And the Congolese today are worse off than almost any other nation in the world.

Morisset… sadistic.

Leopold II… dreadful.

Indeed, the only other people with a comparable history are our own First Australians. As it happens, I’m currently researching a new book that touches on their experience in the Frontier Wars, and the detritus of that era includes commemorative place names that have no place on the modern Australian map.

North Queensland boasts half a dozen Nigger Creeks, Black Gin Creek, and others of similar ilk.

John Thomas Morisset, the hideously disfigured sadist who made life a living hell for the convicts on Norfolk Island, also massacred Aboriginal communities in the Bathurst area. Both his sons were officers in the Native Police, and the eldest, Edric Norfolk Vaux Morisset became the swashbuckling commandant. However, maybe we

Anything with Waterloo in it usually commemorates a great “victory” of heavily armed settlers and police over an Aboriginal community ambushed at daybreak. Waterloo Creek in NSW and Waterloo Plains in Victoria are but two cases in point.

However, my personal favourite for removal is that of Brisbane, my old home town. Sir Thomas Brisbane was probably the worst of a bad bunch of NSW governors. A useless soldier, he sucked up to everyone in the English establishment for five years before finally his fellow officer the Duke of Wellington (the hero of Waterloo!) pulled strings to

get him off his back and sailing to Sydney. Brisbane didn’t give a damn about Australia – he was a religious nutcase who spent his entire time at his Parramatta observatory counting the heavenly bodies, except for Tuesdays when he visited the Sydney office to order punitive raids on the Aboriginals, vile treatment of the convicts and row with his secretary, the obnoxious Major Frederick Goulburn. He was so hopeless the Colonial Office actually sacked him… and Goulburn as well.

Surely we can do better than Brisbane. And since we seem to like warriors for our city namesakes, how about “Dundalli”. Check him out on Google. Harry and the power of being positive

Little ‘Lady’ a star of the model show

AT 70, Harry Haureliuk remained an inspiration to many in Canberra across a range of age groups.

In fact, age proved to be no barrier at all as Harry dominated the world of bodybuilding for 15 years before turning his focus to powerlifting from 2013. He was still powerlifting, winning titles, up until his untimely death on August 20 following a battle with bowel obstruction.

Despite being in constant pain and unable to eat, Harry continued to push the boundaries in training and competition in the belief that he could overcome the illness through the power of positive thinking.

In effect, he was using the approach he taught others in training with the underlying theory being that it wasn’t just physical but there was a psychological battle to overcome as well.

I interviewed Harry a number of times; the first was after he quit the sport in the 1980s, fed up with the rampant use of steroids in bodybuilding.

It wasn’t an easy decision to walk away having spent much of his life lifting one form of weight or another after migrating to Queanbeyan from Austria at the age of three.

His comeback in 1999 was inspired by a campaign to rid bodybuilding of drugs. He

became the face of Natural Bodybuilding competitions and went on to win 12 world titles including Mr Universe four times and Mr Olympia six times.

The International Natural Bodybuilding Association inducted Harry into its Hall of Fame in 2008, becoming the first Australian to achieve this honour.

Titles aside, Harry’s greatest contribution was his advice and guidance to those coming through in the sport. Part of the compulsion to write this tribute is because of the number of people keen to emphasise the positive influence Harry had on their lives.

His family tell me he loved being around people, he had an ability to make individuals feel welcome, appreciated and respected.

Leading Canberra sports promoter Nick Boutzos was at the gym training as a 14-yearold when he met Harry. From that moment, Harry became a major influence in Nick’s life as a friendship grew.

Nick’s entry into sports promotion came at the urging of Harry who was keen to bring a Natural Bodybuilding competition to Canberra in 2001.

Nick says: “Harry was never interested in the business side of the sport, just the competition. He talked me into becoming the promoter.

“Harry was very infectious with his attitude; he almost gave you no choice at times.”

The event, featuring 20 competitors, was staged at the Canberra Workers’ Club.

He was omnipresent on the floor at the Southern Cross Health Club in his role as the physical culture consultant.

Club general manager Mark Lebroy, says when it became apparent Harry was ill he wanted to keep it to himself.

Many who have contacted me over the past fortnight say that Harry had the ability to “see through walls” to ensure things were being done properly.

In fact, he made great use of the mirrors in the gym to observe from afar. If an exercise wasn’t being done properly the catch-cry of: “Stop cheating, I’m always watching; do it properly” would ring across the floor.

His enormous legacy will be his ability to convince others to overcome any obstacle. Many will be indebted to him for the rest of their lives.

THE ill-fated “HMS Lady Nelson” will be an “underconstruction” focus of this year’s Model Ship Expo.

ACT Scale Modellers Society and Task Force 72 (naval model ships) will be exhibiting museum-quality scale models ranging from historic to modern-day ships, including navy vessels.

The models on show have all been built by society members, including interstate members who will be travelling from Melbourne and the Gold Coast. There will also be an exhibition of historic maritime equipment and a display of maritime paintings.

Local members have been co-operatively building the scale model of the “Lady Nelson”, a colonial vessel credited with having been instrumental in mapping the coast of Victoria, SA and Norfolk Island.

The original “Lady Nelson” was built in 1799 for use on London’s River Thames. In March, 1800, she set sail for Sydney to take on survey work in the colony of NSW. The model under construction was started some years ago using copies of the original plans provided by the British Maritime Museum. It was recommenced recently as a co-operative project with individual members producing particular parts.

The model is expected to be completed early next year with the aim of it being presented to a museum where it be can displayed.

Old signs get back to work BARTON’S historic concrete street signs have been restored and revitalised by local volunteers who braved Canberra’s winter chill to return the signs to their original glory.

The works were made possible through an ACT government heritage grant. The grant is part of a broader program that the Kingston and Barton Residents Group has embarked upon to restore and document local street furniture.

The concrete pillar signposts with names on embossed aluminium strips were installed in 1930, however economic depression stopped the completion of the project.

As with visitors from other countries, those from Taiwan love to experience first-hand the city’s famous attractions—the Statue of Liberty, Times Square, and, of course, the very nerve centre of global affairs: the Headquarters of the United Nations. These landmarks—the latter in particular—are symbols of equality, diversity and freedom. Regrettably, the brilliant luster of these ideals has become tarnished of late as more and more visitors from Taiwan find themselves being turned away from the UN grounds, discriminated against simply because of their country of origin.

The UN is about people, yet the universality of human rights that the UN proclaims does not extend to Taiwan and its 23 million people. This mistreatment dates back to 1971, when our government lost its representation in the organisation—and in the intervening decades, Taiwan has met with challenges and isolation with respect to its international situation. Nevertheless, this adversity has propelled us forward and we have never retreated, for we believe very strongly that those who follow the path of virtue can never truly be alone.

While traveling the world to carry out my duties as minister of foreign affairs, I have always marveled at how Taiwan’s experience in such areas as environmental protection, public health and medicine, agriculture, education and ICT has helped our partners develop and grow. We are committed to continuing our interaction and cooperation with our friends and partners, and to maintaining global peace, security and prosperity through mutually beneficial collaboration.

Despite Taiwan’s efforts and the recognition they have earned, despite the need for universality, and despite the repeated pledge to leave no one behind, the UN seems content to leave the 23 million people of Taiwan behind. In May of this year, Taiwan was refused attendance at the 70th WHA, despite having participated as an observer over the previous eight consecutive years. Rejecting Taiwan—which has invested over US$6 billion in international medical and humanitarian aid efforts since 1996, benefiting millions of people worldwide—runs counter to common sense, and creates a blind spot in the World Health Organisation’s operations, just like the one that cost lives during the 2003 SARS epidemic.

This unjust treatment, however, has not and will never deter Taiwan from carrying out its duties both to its people and to the international community. As the world’s 18th largest trading and 11th freest economy, Taiwan has brought its laws and regulations into line with the UN’s human rights conventions, and in terms of living up to democratic values, Taiwan has worked as hard as any country—and perhaps harder than most—to advance equality. The Taiwanese people elected their country’s first female president in 2016, and 38 percent of their lawmakers are women. Taiwan is also home to a vibrant civil society whose civic organisations constantly reach out to the world. And whenever disasters strike, rescue workers from Taiwan’s nongovernmental organisations are right there on the ground, providing assistance, with their devotion and professionalism clear for all to see.

Taiwan is currently working on its first Voluntary National Review, which will document many of its concrete achievements regarding the UN Sustainable Development Goals (SDGs). In terms of public health and medicine, for example, in recent years Taiwan has worked alongside a host of other countries to fight such infectious diseases as MERS, Ebola and Zika. Taiwan has also been promoting a green economy and green energy, aiming to raise the proportion of renewable energy generated for the country’s power supply to 20 percent—five times the current level—by 2025, while also aiming to lower carbon emissions to at least 50 percent below 2005 levels by 2050.

Holders of ROC passports enjoy visa-free travel or other forms of travel convenience to 165 countries and territories, which speaks to the respect that Taiwan’s tourists, businesspeople and academics have earned worldwide. Yet, they are unable to take even a single step inside the Headquarters of the UN. For years, representatives from Taiwan’s many nongovernmental organisations involved in indigenous, labor, environmental and women’s rights have been barred from attending meetings and conferences held at the UN’s New York headquarters and at the Palais des Nations in Geneva simply because they hail from Taiwan. Similarly, to the outrage of the international press community, Taiwanese journalists are not allowed to cover UN meetings in person.

These discriminatory measures put in place by UN bureaucrats—targeted specifically against the people of Taiwan—are inappropriately justified by the invocation and misuse of 1971’s General Assembly Resolution 2758 (XXVI). It is important to remember that, while it seated the People’s Republic of China in the UN, this resolution did not address the issue of representation of Taiwan and its people in the organisation; much less did it give the PRC the right to represent the people of Taiwan.

It is important to stress the political reality here, which is that the PRC does not now, nor has it ever, held jurisdiction over Taiwan. Indeed, as evidenced by the aforementioned ban on Taiwanese inside the UN headquarters, the PRC exerts far more influence on the UN than it does on Taiwan.

The preamble of the UN Charter speaks powerfully of the organisation’s mission to “reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small.” The government and people of Taiwan strongly believe that their involvement, especially when the UN is calling for the universal implementation of the SDGs, would be to the benefit of all. The absence of Taiwan, on the other hand, will only continue to cripple the effectiveness of this global effort.

Taiwan can do much to help the world build a more sustainable future. The people of Taiwan need the international community to support our aspirations and our right to fair treatment by the UN. At the very least, stop turning us away at the door.

Nuts: the good, the bad and the choices NUTS can get good and bad press, depending on the way you look at them.

They can be seen as “good snacks” and “great for heart health”, but they are also labelled “fattening”. What are we meant to believe?

Nuts are rich in magnesium, vitamin E, manganese, zinc, calcium, phosphorus and potassium. Sounds pretty good! Nuts are also rich in “good” fats, monounsaturated and polyunsaturated fats.

There is strong evidence that swapping saturated fats (from animal products) with these unsaturated fats, lowers “bad” LDL cholesterol and raises “healthy” HDL cholesterol. Even better!

But… Like any food that is rich in fat, it is easy to over consume nuts. This is because fat is energy dense, which means it gives us a lot of calories for not a lot of volume.

There are three nutrients that give our body energy – carbohydrates, proteins and fats.

If you were to take one gram of carbohydrate you would get four calories. If you were to take one gram of protein you would get four calories.

On the other hand, fats give us nine calories per gram, which is more than double the others. So, by snacking on several handfuls of nuts

throughout the day we may be making a more nutritious choice, but we might also be clocking up a lot more calories. We only need 30g of nuts to meet the recommendations each day.

Ways to include nuts (without overdoing it): Portion up ¼ cup of nuts with a piece of fruit for a filling and nutrient rich snack.

Sprinkle 1 tablespoon of diced pecans, cashews or walnuts to some diced fruit and yoghurt for a healthy snack or dessert alternative.

Mix them in with salads and vegetables. These are some great combinations: • Green beans and almonds.

• Pumpkin and pecans.

• Sweet potato and hazelnut.

• Carrot and walnuts.

Which are the best nuts?

According the many websites and articles, some nuts are better than others. However, while different nuts have different nutrient profiles, no one nut is superior. For instance, these nuts are rich in the following nutrients.

• Almonds: protein, calcium and vitamin E. •B razil nuts: fibre and selenium.

•H azelnuts: fibre, potassium, folate, vitamin E. •M acadamias: highest in monounsaturated fats, thiamin and manganese.

•P ecans: fibre and antioxidants.

•P ine nuts: vitamin E and the arginine amino acid.

•P istachios: protein, potassium, plant sterols and the antioxidant resveratrol.

•W alnuts: omega 3 fats and antioxidant.

Whatever your preference, enjoy small amounts of nuts on a regular basis and you’ll be getting the best balance.

Best is thoroughly enjoying working with Craig Alexander as her love interest, Roo; Dene Kermond as Barney (first played by Lawler); Zoe Priest as Bubba and Alex Hoskison, reprising his Portrait Gallery appearance as Johnny Dowd.

She especially enjoys working with Andrea Close, who plays Pearl, the slightly more respectable barmaid who makes the plot tick.

As for Liz Bradley as her dour mum Emma, who helped her found Pigeonhole, they’ve played mother and daughter before.

“My favourites are these gut-wrenching roles. I like something I can sink my teeth into and I’m fairly good at leaving it all behind when I go home,” says Best, checking with husband Jim, who confirms that he finds her easier to live with when she’s playing parts like that.

“I take them into my heart, but that may make me weird”, she says.

When conflicted Polly headed off to Hollywood “That’s Not Me” (MA) AFTER careers involving short films, this observation of a choice group of human behaviours is the first foray into the scary, big world of feature films for Australian couple Gregory Erdstein (director) and Alice Foulcher (co-writer and principal actor).

Stylistically, it’s a conflict between ideas, ambitions, loyalties and love. The identical twin daughters of Stephen and Diane (Andrew Gilbert and Catherine Hill) are in their mid-twenties. Amy (Alice Foulcher) is getting roles in stage productions, movies and TV ads. Polly (Foulcher again) also works in cinema – selling tickets and choctops and feeding the popcorn machine.

Polly resents the hand that life has dealt her. She thinks that she is a better actress than Amy. But she’s less aggressive in pursuing her goals. And, sadly, more of a ditz.

Polly figures that the place to get recognised is Hollywood. She blows her savings and maxes out her credit card to make the trip, leaving behind a young bloke ambitious for recognition as a director but perhaps without the creative chops to succeed and, as it turns out, not that good in bed. In LA, Polly lands unannounced on the doorstep of a Melbourne girlfriend who’s not troubled about exploiting the guest to re-stock her pantry.

The film is well supplied with clichés about

Co-writer Alice Foulcher plays identical twins Polly and Amy in “That’s Not Me”. the acting trade, ideas, goals and situations that anybody who has observed them from the sidelines of real life will recognise. So will the film’s audience. When it comes down to getting work, a TV commercial is as good as it’s going to get for so many aspirants whose grit and talents don’t always match.

The story of Polly and Amy comes to an uncomfortable end, with expectations dashed and sisterhood cruelly abused. For filmgoers, it can be a rewarding experience delivered with interesting dramatic values and perhaps a wish to see more from its creative pair.

“The Dinner” (MA) WRITER/director Oren Moverman’s adaptation of a novel by Herman Koch is a satire of upper-middle class America.

Two brothers. Paul (Steve Coogan) teaching humanities at a high school.

Congressman Stan (Richard Gere), planning to announce tomorrow that he is running for state governor.

Their wives. Claire (Laura Linney), domestically supportive of Paul and mother of their adolescent son Michael (Charlie Plummer) whose birth was so painful that she

determined never to have another. Katelyn (Rebecca Hall), Stan’s trophy wife, childless, a steely interior encased in a complaisant surface.

The film moves in and out of a family dinner at an up-market restaurant. As if by right, Stan dominates the table talk even when he rises to confer with his PA (Adepero Oduye) outside.

The drama’s time and place move hither and yon. An ATM site where Michael abuses an indigent black woman camping there.

The Gettysburg Memorial. Stan’s previous marriage to his children’s mother Barbara (Chloe Sevigny). And finally, a virtuoso blast from Claire, defending Michael’s behaviour while totally ignorant about its monstrous underlying truth.

These dramatic elements embrace enough about contemporary America to be disturbing, but the film’s best fun is head waiter Heinz, wonderfully performed by Michael Chernus, describing the anatomy of every dish in bounteous detail. He’s not being annoying by accident. As the film proceeds, he develops from a pretentious irritation to getting even on a grand scale. Lampooning as an art. Good stuff, cleverly delivered.

“Tommy’s Honour” (M) A ROUND or two for a pound or two. The origin of that saying is manifest in Jason Connery’s film, with a debut screenplay by Pamela Marin and Kevin Cook.

By the 1860s the game that had developed from beginnings in the Kingdom of Fife in the 15th century had become a symbol of class differences in Scotland. And betting on the outcome of matches involved big money.

Young Tom Morris (Peter Mullan) worked in the caddy shop of his father Tommy (Jack Lowden). As a teenager, he played a mean game.

In fact, at age 17, he won a trophy permanently after winning in three consecutive years.

The film tells of the last third of Tom’s short life, marriage, the death in childbed of his young wife, and death aged 24.

It’s a nice tale, affectionately told. And it’s a compelling reminder that modern golf is sissy stuff compared with how it was then. No smoothed fairways or manicured greens. No cancellation of matches for inclement weather.

The sniff of taste success I AM obsessed with the smell of things. Being heavily short-sighted might be part of the reason: perhaps my olfactory system has compensated for the fact that my vision is poor? What did one eye say to the other?

Between you and me something smells!

I can chart some memorable moments of my past through smell: the first Aussie pub in Kings Cross that I visited with a decade’s fug of spilt beer and cigarette ash; the first time I smelt Youth Dew on my then girlfriend’s skin; the first sniff of an oloroso sherry, with nuts and yeast and marmalade all mixed together; the floral, wild strawberry aroma of the Burgundy from Cote d’Or that I tasted as a young wine waiter that started my lifelong love of pinot noir.

This triggering of memory is a matter that Proust in “Remembrance of Things Past” explores; the taste and smell of petite madeleine (a small lemon cake) sends the hero into a reverie of childhood memory. “The smell and taste of things remain poised a long time, like souls, ready to remind us.” With wine, this evocation is especially important.

Recently, I borrowed a 2010 book from the Woden library entitled “What’s a Wine Lover to Do?” by Wes Marshall. Albeit that its published in the US, it is a good read as it sets out a large number of questions and good simple answers about choosing, tasting and storing wine. Marshall notes the importance of the smell of wine: “When a person talks about the flavour of a wine, they are really judging two things – taste and smell – and, of the two, the aromatic part is much more powerful.”

The habit of smelling wine can be a bit strange, I suppose. Last Friday sitting at Brew and Brew and enjoying a glass of wine with my work buddies, one of my colleagues said that the wine she was drinking was outstanding. It was a Canberra wine, a 2016 Sholto fume blanc. This is a California-style sauvignon blanc that avoids the extremes of the fruitiness of Kiwi wines and the “wet rocks” flavour of the French sauvignon blancs. Anyway, I asked if I could smell the wine – which

In fact, the mouth distinguishes only rudimentary information on sweetness, saltiness, sourness and bitterness. prompted “Oh, you can have a taste”. “No,” I said, “I’ll learn more from the smell.”

This rash statement is vested in reality, not my eccentricity: the flavour of wine is not only experienced via the tongue. Odour molecules from wine rise into the nose and supplement the information sent to the brain from the tongue with much more complex data.

And here is where Marshall’s advice is especially helpful. He says that the easiest way to break down the aromas of wine into categories is to start with fruit aromas and move on to anything else that strikes you personally as apt: even the smell of a barnyard after rain. This is where the unique element of wine drinking becomes first and foremost personal. For me, the Sholto smelt of ripe lemons and daffodils. Even though it was a cold early evening outside, I was reminded of spring.

The advice from Marshall here is again useful. He counsels that if the detection of aromas seems puzzling then relax: “If you have trouble with this procedure, don’t worry. The aromas can be very delicate, and it can require practice to attach names to them. The good news is you enjoy wine just by putting it in your mouth and swallowing it.”

At home in the Kitchen IT’S the fragrance I love most about Indian cuisine. And the vibrant colours of the dishes. And the intriguing flavours.

Yogi’s Kitchen, relatively new to Barton, is a homestyle, cheap and cheerful place that dishes up all this and more.

It was a freezing evening and so escaping the bitter wind and cold to dig into some tummy warming chef’s specials, was the perfect end to the day for four of us.

Yogi’s Kitchen specialises in Indian and halal food and everything is made fresh daily – nothing pulled out of the freezer and reheated.

One of my all-time fave Indian dishes is the Palak Paneer. I love the chewy cubes of fresh cottage cheese cooked in a thick spinach puree and tomatoes. Yogi’s take on this dish is addicting ($15.90).

The chicken Chettinad is a spicy treat ($17.90). This classic curry also comes with goat, lamb, beef, fish or prawns. It’s a secret recipe and an inspiring mix of spices, with a slightly sweet taste to top the dish off.

The chicken was super tender and it’s a generous dish – perfect for sharing.

We’re massive dal fans and were directed to the Dal Takna ($14), with garlic, dry red chilli and mustard seeds. It was amazing. Next time we’ll experiment with the Dal Makhni, a traditional Punjabi black dal ($14.90). And I have my eye on the beef coconut fry, a medium-spiced dish of diced beef that is flavoured with desiccated coconut and curry ($17.90).

We also dug into another classic curry… the goat Saagwala, which Yogi’s Kitchen says is Punjabi’s favourite dish. It’s made with spinach puree (loaded with goodness), spices and a touch of cream ($17.90). We love goat and gave the dish a big round of applause.

The décor at Yogi’s Kitchen is basic, by design, and a bit eclectic. There is a mix of bench and chair seating, with some of the rather ornate chairs more comfortable than others (like me, short people will prefer the benches because, when

Finns ain’t what they used to be!

CANBERRA is going crazy this spring, and nowhere more so than at the Embassy of Finland, where the Finland Centenary Crazy Games will soon be getting underway.

Patriotic Finns are notoriously proud of having turned silly events into serious competitive sports, so it comes as no surprise to learn that the event will be featuring “crazy” Finnish sports such as wife carrying, hobbyhorse riding and N-oar-dic walking (Nordic walking with oars, of course).

“Finns have a stereotype of being hardworking, serious and introverted,” says deputy head of mission Antti Niemelä, “but people should not forget that despite this, they still have a slightly crazy sense of humour.”

You can say that again. The event, that celebrates 100 years of Finnish independence, will also feature Santa’s mailbox, with all letters being forwarded to Santa in Lapland, Finland; a “Futuro” house installation and a Finnish dog “breed stand”.

Central to the weekend, which precedes a monthlong series of centenary-related events, will be an evening “air guitar” contest held at the embassy’s grounds.

After exhausting rounds of competition, 12 people will compete, but only one will be crowned champion.

This idiosyncratic art form sees performers pretending to play riffs and solos on an imaginary rock or heavy metal-style electric guitar – it’s nothing if not theatrical.

Peace-loving Finnish humorists see it as a case of making “air, not war”.

Since 1996, Finland’s technology capital Oulu has since 1996 been home to the annual Air Guitar World Championships, which attract an exceptional array of international contestants. Australia and NZ have claimed second place three times and took first prize in 2004.

After all that showbiz adrenalin, Sunday will provide a more relaxed “Come ‘n’ Try Everything Finnish” event.

Ambassador of Finland Lars Backström will host guided tours of the state-of-the-art embassy building and staff will open its fabulous sauna to members of the public so Canberrans can experience Finnish culture, including its “crazy” sense of humour.

Three thousand towns, villages and communities take part each year to show off their environmental awareness and horticultural achievements, with 70-80 selected for the finals.

These days it’s one of Europe’s largest campaigns for the environment. It was initiated by the British Tourist Board in 1963 and based on the “Fleurissement de France”, which was ordered by Gen Charles de Gaulle in 1959 to brighten the countryside of France.

10:28 am Since 2002, “Britain in Bloom” has been organised by the Royal Horticultural Society and more than 200,000 volunteers get together to green, clean and plant their local areas in conjunction with the “Keep Britain Tidy” competition. Tourists flock from

Britain and all over Europe to see the event as everyone gets into the act from shops, offices, pubs and hotels all competing to outdo each other in their floral displays. Even the churches and cathedrals have mind-blowing floral displays.

The idea probably wouldn’t work across Australia, but it could happen in Canberra if the businesses and organisations in Civic got together in a combined effort to do similar floral displays during the month of Floriade (mid-September to mid-October).

Every decorated pub in Britain enjoys increased revenue as they keep the floral displays going not just for the festival but for the whole summer.

Sightseers spend weekends travelling from village to village viewing the floral displays.

Inspired by the British experience, the Kingston Hotel puts on a fantastic display of floral hanging baskets. Well done. It’s worth seeing to get an idea of how Civic could perhaps one day look

IN Britain the forest trade body Confor has called for a change in the number of trees planted in England and Wales after the Scottish government announced plans to raise the number of trees it plants by one third, from 22 million to 33 million a year by 2025. For a small country this is a staggering figure and I am sure relatively puts our tree-planting numbers to shame.

Justin called in to see me concerned that his business activity statement was too high.

“My BAS shows that I owe $12,000. I have added up all the invoices issued in the last quarter and they total $92,000. So I think that the GST should be less than $9000 and I should be allowed to reduce that by the amount that I have spent on petrol and things so it should be more like $8000,” he grumbled.

I said we should look at this records to better understand his problem. "By way of background, there are two ways of preparing a BAS, the cash basis and the accrual basis," I said.

"Most small businesses use the cash basis as there is a special provision for businesses with turnover of less than $10 million to use this basis. It's generally easier to do the accounting and prepare your BAS using this basis.

"You record your receipts coming in and your payments going out and calculate the GST at 1/11 of both the gross receipts and the gross payments. The practical advantage of this method is that you have received the money before the BAS is due to be paid, which greatly helps with your cash flow.

“The accrual basis is different in that your calculations are based on the invoices that you have sent out and haven’t necessarily been paid for. So you could be paying tax to the tax office before you have been paid by your customers. Not much of a problem for a small retailer as most receipts are in cash, but for a small tradesman like yourself it can really hurt your hip pocket as most of your clients pay on invoice and there is a lag between when you issue the invoice and when you receive payment.”

Justin said he had thought there was only one way to do the BAS agreed the cash basis sounded the better way, although he thought that was how he was calculating the tax.

“Having looked at your figures, you had a lot of customers owing you money at the end of the last quarter," I said.

"The amount you banked was about $140,000, so the GST was about $13,000. Your expenses were about $11,000 so the input tax credit was about $1000 resulting in the GST on your BAS being about $12,000. The amount you billed during the quarter was $92,000, as you said, but quite a lot of that was outstanding at the end of the quarter.

“In addition, you also pay the ‘pay as you go’ tax on your staff wages in the BAS as well as any company tax instalments or if you are a sole trader any income tax instalments that you might owe. You also pay fringe benefits tax instalments, wine equalisation tax and receive fuel tax credits if you are eligible to do so.

“The easiest way to get an approximate idea of your BAS payment is to add up the income shown on your bank statement each quarter and divide by 11. Your expenses are usually minimal so you can reduce this figure by $1000. This should make it easier for you to estimate your BAS.”
