CITY MANAGER’S MESSAGE

Completed the request for proposals process for a waterfront restaurant and bar to be located at the old location of the Original Tiki Bar. This process yielded a proposal by Crabby‘s restaurant that will bring a new and exciting business venture to the Treasure Coast.

Completed a very successful educational and marketing campaign along with the City of Port Saint Lucie and Saint Lucie County that provided backup information for our community on the Half Cent Sales Tax initiative that will now generate infrastructure funding for the next ten (10) years.

Intensified community input and community engagement activities.

Coordinated the largest attended community input meeting in Fort Pierce history regarding the future of the Sunrise Theatre attracting over 700 participants.

It is my distinct honor to present the 2018 Annual Report and 2019 Calendar for the beautiful City of Fort Pierce. The City of Fort Pierce has experienced unprecedented growth due to a resurgence in development and a strong alignment of stakeholders that have cohesively improved our community. Overall, 2018 was outstanding and we show no signs of slowing down. Fort Pierce is undoubtedly the main attraction for the Treasure Coast, and our popularity grows each day.

Looking forward to 2019, there are great opportunities to continue the positive momentum to improve the quality of life for the residents, businesses, and visitors of our beautiful community. 2019 is slated to be one of the most exciting years in Fort Pierce. Major initiatives for the upcoming year include site redevelopment at the former King Plant location, a public/private partnership for the restoration of the Old Saint Anastasia Building, implementation of various infrastructure projects as approved by the voters of Saint Lucie County, Port of Fort Pierce development for mega-yacht services, and the continuing negotiations for the construction of a passenger rail station in Downtown Fort Pierce. Below is a snippet of the list of accomplishments by this organization which would not have been possible without the strong leadership of the City Commission and the spectacular performance of our employees that strive each day to provide the excellent customer service that our residents have come to expect.

Held “popup” community input sessions at local events to garner feedback from resident and visitors about current initiatives.

Conducted community interest meeting at the site of the Old St. Anastasia Building in the heart of the Peacock Arts District generating input from hundreds of local residents.

Coordinated the Annual COFP Job Fair with CareerSource Research Coast with over 100 employers participating at the Havert Fenn Center attracting over 1000 job seekers.

Held the Annual Highwaymen Heritage Festival along the bank of Moore’s Creek celebrating the legacy of the local artists that call Fort Pierce home.

Held the Annual City of Lights Decorating Contest that incorporated tours highlighting the community’s history, culture, and economic development.

Continued restoration efforts at Indian Hills Golf Course which has significantly increased the quality of play and quantity of rounds played at this local recreational amenity.

Partnered with Allegany Franciscan Ministries to continue to improve the Lincoln Park community with revitalization, business education, and socio-economic initiatives.

Completed our annual resurfacing program within the Hibiscus Park subdivision that included traffic calming speed tables.

Dredged the interior basin of the City Marina along with the access channel to provide adequate depth for the several hundred marina vessels that visit Downtown Fort Pierce.

Established three public works of art located throughout the community to usher in the inaugural Mural Program for the City of Fort Pierce.

Fortified and re-stabilized the Mayflower & Virginia Avenue Canals with the funding assistance from the natural resources conservation services. ~Note - Dates, times and locations are subject to change. FORT PIERCE CITY COMMISSION

Created a Recreation Division within the Public Works Department that has allowed the community’s children to experience activities and receive mentoring at a reduced cost for families.

Held the Annual Unity in Our Community Festival at the Percy Peek Gymnasium bringing children and families together for a day of education and fun.

SERVING OUR COMMUNITY FORT PIERCE POLICE DEPARTMENT As a result of several different policing initiatives and strategies, the City of Fort Pierce has experienced a 36.6% crime reduction in Part 1 UCR crimes from 2014 through 2018. There has also been a 37.1% reduction in crimes where a ďŹ rearm was used.

Fort Pierce was ranked one of the 100 safest cities in Florida and was also honored with a safe city designation in February 2019 from the National Council for Home Safety and Security. Fort Pierce ranks as the 70th safest city in Florida, an improvement over last year’s ranking of 96.

Fort Pierce is the only agency in St. Lucie County with fully operational body worn cameras and the largest agency on the Treasure Coast to adopt the use of Body Worn Cameras (BWC) by the entire department. In June 2017, the Department introduced the BWC program and later upgraded the system in October 2018 at no additional cost. The new system greatly improved the video and audio quality of recording while increasing durability and battery life.

HALF CENT SALES TAX Thanks to your support of the Half-Cent Sales Tax, Fort Pierce will soon be improving many of our streets city-wide, utilizing the funds on: Better Roads, More Sidewalks and Cleaner Water.

LINCOLN PARK BUSINESS EXPO The City of Fort Pierce hosted the First Annual Lincoln Park Business Expo on September 7, 2018. This free educational event provided an opportunity for local small business owners to learn how to enhance their business skills and gain insight from industry professionals by attending small business educational sessions and networking with other Lincoln Park businesses. A community pop-up shop was also incorporated into the event where local businesses showcased their products to expo attendees and the public. Save the date: Saturday, September 7, 2019

4TH ANNUAL CITY OF FORT PIERCE JOB FAIR

The 4th Annual City of Fort Pierce Job Fair was the largest yet! Over 100 employers

FORT PIERCE RECREATION In keeping with the vision of community outreach, the City of Fort Pierce has made great strides in connecting with our youth by establishing our very own youth football and cheer program. The Fort Pierce Firehawks program was established in 2018 to develop self-discipline, self-confidence, physical fitness, good citizenship, and sound character in the youth of Fort Pierce. The Firehawks play at the newly dedicated Khalil Mack field, named after Fort Pierce Westwood graduate and NFL all-pro linebacker, Khalil Mack.

The primary goal of the job fair is to promote and increase the quality job choices available to residents. Employers included area municipalities, private clubs, hospitality, healthcare, landscaping, manufacturing and emergency response organizations.

King Plant Site in Downtown Fort Pierce and the Old St. Anastasia’s School in the Peacock Arts District. The City of Fort Pierce and Fort Pierce Redevelopment Agency are looking forward to the revitalization of these key properties.

COMMUNITY INPUT In 2018, the City of Fort Pierce hosted several community input meetings and pop-ups to garner input from our citizens on a variety of issues including: Peacock Arts District Vision, King Plant Redevelopment, Half Cent Sales Tax, Gateway Beautification and the Sunrise Theatre. Understanding our community’s desires is of the utmost importance; the City of Fort Pierce also conducted the following online surveys: King Plant Redevelopment, Peacock Arts District, Sunrise Theatre, Community Needs Assessment.

ENHANCED DIGITAL & PRINT PUBLICATIONS The City of Fort Pierce successfully created, designed and distributed the following publications in 2018 in an effort to expand communication with our community: City of Fort Pierce Annual Report & Calendar, Economic Development Community Snapshot, Fort Insider, Legislative Priorities and Strategic Plan.

GREAT AMERICAN CLEANUP Over 200 volunteers participated in the Annual Great American Cleanup! 80 of them were young adults which is twice as many as the previous year. Volunteers worked on various projects throughout the city such as

planting over 300 shrubs and trees, removing 17 tons of debris and refurbishing 1 mile of nature trails.

The City of Fort Pierce launched the Mural Program in March 2018 as part of the City of Fort Pierce’s Creative Placemaking initiative. Creative Placemaking is the use of arts and culture to strategically shape the physical and social character of a place to increase civic pride, spur economic development and tourism, and improve the overall physical environment. Three murals have been completed to date with many more planned for next year.

CITY OF FORT PIERCE NAMED TREE CITY USA FOR THE

30TH CONSECUTIVE YEAR !

Fort Pierce was named a Tree City USA by the Arbor Day Foundation in honor of its commitment to effective urban forest management.

The City of Fort Pierce has received this prestigious designation for 30 consecutive years. Fort Pierce achieved Tree City USA recognition by meeting the program’s four requirements: a tree board or department, a tree-care ordinance, an annual community forestry budget of at least $2 per capita and an Arbor Day observance and proclamation. This year, the City of Fort Pierce celebrated Arbor Day with a tree planting ceremony of a Cathedral Oak in the roundabout at Avenue Q and 17th Street.

“Trees bring shade to our homes and beauty to our neighborhoods, along with numerous economic, social and environmental benefits,” said Matt Harris, chief executive of the Arbor Day Foundation.

WHAT A FIND! The Keep Fort Pierce Beautiful Advisory Board and the Fort Pierce Lions Club worked together with treasure divers, Capt. John Brandon and Capt. Danny Porter of the Seatrepid to recover and preserve a cannon from a 1715 Spanish fleet ship. The cannon is currently in the midst of a 3 year treatment process to restore this piece of history. Once restoration is completed, it will be displayed at Melody Lane Fishing Pier plaza for all to enjoy.

HISTORIC PRESERVATION Incorporated in 1901, Fort Pierce has retained its old Florida charm and scale as it has welcomed new development and revitalization. Since 2001, the City of Fort Pierce has been a partner in good standing as a Certified Local Government (CLG) in Federal Preservation Program and has yet again received this recertification following the U.S. Secretary of the Interior Standards for Historic Preservation, as well as state and local enhancements.

The City coordinates all historic preservation activities through the Planning Department and the Historic Preservation Board. This year’s CLG Annual Report and new historic designation were approved by the State carrying out cities’ annual recertification.

The Sunrise has served as a catalyst for the development of our community and will continue to be a destination for patrons locally, regionally, nationally and internationally.

The Sunrise Theatre kicked off the new season with a new website. The new look and feel creates a functioning and entertaining experience for Sunrise guests to purchase tickets, browse upcoming shows, watch videos and become a member. Media Giant Design, a community partner with the Sunrise Theatre, designed the website and will provide monthly hosting, maintenance and development of various social media campaigns to increase the theatre’s online presence.

Catch a ride to your favorite downtown spot on the City’s new open-air tram.

The new tram began running on January 26, 2019. Look for the City Tram at any of the public parking lots downtown every Saturday morning from 8AM to 3PM for free and easy transportation to and from downtown attractions.

4TH ANNUAL HIGHWAYMEN HERTIAGE TRAIL ART SHOW & FESTIVAL The City of Fort Pierce’s 4th annual tribute to the Florida Highwaymen artists and their contribution to the rich cultural history of Fort Pierce took place on February 16, 2019 at Moore’s Creek Linear Park. The event featured many of the ‘Original’ and 2nd Generation Highwaymen artists, as well as tribute booths for several of the deceased artists, live jazz music, food and novelty vendors and a Kid’s Zone. This year’s festival kicked it up a notch with a rock wall, street performers and the addition of other local artists! Save the date: February 15, 2020!

BOARDS & COMMITTEES Arts and Culture Advisory Board will advise the City Commission on matters pertaining to Arts and Culture and Art in Public Places (AIPP) projects and promote outreach and involvement of the community, collaborate with other governmental agencies, volunteer organizations, etc. in the advancement of Arts and Culture planning and programming. Members must be city residents.

Board of Adjustment meets on the 4th Thursday of the month at 6 p.m. The board reviews and votes on variance and special exception applications along with appeals.

Members must be a St. Lucie County resident.

Board of Examiners of Contractors meets on the 2nd Tuesday of each month at 9:00 a.m. The board provides practical and adequate control of all contractors in the construction trades in the city. Members must be a St. Lucie County resident for at least two years representing specific fields.

Civil Service Appeals Board meets as needed to hear employee appeals, conduct investigations and enforce a code of rules. Members must be St. Lucie County residents and not an employee of the city.

Communitywide Council meets on the 2nd Wednesday of each month at 6:00 p.m. The Council reviews the city’s Community Development Block Grant (CDBG) Program Annual Action Plan, economic development business loan applications, non-profit organizations’ request for funding applications, and proposed projects for recommendations to staff and City Commission. Members must represent specific targeted areas and be a city resident.

Community Redevelopment Agency Advisory Committee meets on the 3rd Wednesday of each month at 2:00 p.m. Its function is to study, review and provide recommendations, guidance and advice as to matters relevant to the purposes and goals of the Fort Pierce Redevelopment Agency. Members must be a resident within the district boundaries, own a business or be a financial executive of a business within the CRA boundaries.

Fort Pierce Authentic Tours Advisory Board meets as needed. This board is an economic development initiative of the city to build capacity and sustainability for local businesses involved or related to the eco/agri/nature tourism industry. Members must be business owners located within or focused on assets of the City.

Fort Pierce Utilities Authority meets on the 1st and 3rd Tuesday of each month at 4:00 p.m. In 1972, the citizens of Fort Pierce voted by referendum to create the Fort Pierce Utilities Authority which oversees utility services provide to city residents. Members must be a qualified elector of the City and have no business relationship with FPUA. Historic Preservation Board meets on the 4th Monday of each month at 6:00 p.m. This board handles many tasks including maintaining historic district boundaries and monitoring the upkeep of the local register of historic sites and districts. Members must be city residents or operate a business in the City.

Infrastructure Surtax Citizen Oversight Committee is required by the 2018 voter referendum, and is tasked with the review of projects funded by the Infrastructure Surtax and issuance of reports to the City Commission to insure transparency and to provide the citizens of the City with the assurance that funds are being spent in the manner approved by the voters and in accordance with state law.

All members must be a resident of the City of Fort Pierce; one member shall be appointed by each member of the City Commission; two members shall be appointed at large with a term of four years.

Keep Fort Pierce Beautiful Advisory Board meets on the 2nd Tuesday of each month at 12:00 along with the Tree Board. The board engages, educates and empowers community members to take greater responsibility for creating a clean and beautiful city through litter abatement, waste reduction, recycling and community beautification in order to improve health and prosperity of our community. Members must be city residents or own a business in the city. There is one seat dedicated for a St. Lucie County resident.

Planning Board meets on the 2nd Tuesday of each month at 6:00 p.m. This board is essential in reviewing and influencing the management of growth in Fort Pierce.

Members must be a city resident for at least two years.

Police Community Advisory Committee was formed to reduce crime and enrich the quality of life for the citizens of the City of Fort Pierce through a collaborative partnership between the Police Department and its citizens. Its main purpose is to facilitate interaction, build trust and mutual respect and improve understanding between Citizens and their Police Department. Eligible individuals will be residents of the City of Fort Pierce.

Police Officers Retirement Fund Board of Trustees meet quarterly. The Board is responsible for administering the trust fund and members must be a city resident.

Sunrise Theatre Advisory Board meets on the 2nd Tuesday of each month at 5:30 p.m. at the Sunrise Theatre.

This Board serves as a liaison between the community and the Theater. Members must be city residents however there are seats dedicated for St. Lucie County and neighboring county representation.
