As we reflect on 2024, I am proud of the progress our city has made through teamwork, leadership, and collaboration. The City Commission has worked diligently to improve Fort Pierce, and together, we have achieved meaningful milestones.
Key projects, such as King’s Landing – Phase 1, the Job Corridor initiative, are driving economic growth. Our partnership with St. Lucie County issues, including our popular Freebee transportation program. Fort Pierce Utilities Authority strides in construction of the new Mainland Water Reclamation Facility Department remains our number one financial commitment because of the importance of public safety for our citizens and visitors.
Community improvements are also a priority parks have been cleaned and upgraded, including pickleball at several and floating docks at Jaycee Park. We broke ground on the Highwayman Museum in Lincoln Park and the historic old St. Anastasia School Building saw exterior restorations. We are making citywide improvements on our roadways.
Additionally, we maintained a stable and fiscally responsible budget, bolstered storm response through Public Works, and implemented new major enhancements to customer service and city operations with Tyler Munis software. Organizationally, new leadership in Human Resources improves our service to city staff and residents.

Fort Pierce Enhances Floodplain Management with Forerunner Partnership
The City of Fort Pierce Building Department has partnered with Forerunner, a cutting-edge floodplain management platform, to improve flood risk awareness, compliance, and community outreach. This collaboration brings a new flood risk portal, offering nearly 50,000 residents, real estate professionals, and developers easy access to vital property-specific flood information, including compliance requirements and
elevation certificates.

New Enterprise Permitting & Licensing System Launched
The City of Fort Pierce Building Department is excited to announce that our new Enterprise Permitting and Licensing (EPL) system and Citizen Self Service (CSS) website has launched. The launch of EPL and CSS represents a significant leap forward in Fort Pierce's commitment to modernizing municipal services and provides numerous benefits, including:
• Enhanced Accessibility: Applicants will be able to submit applications online from the comfort of their homes or offices, reducing the need for in-person visits to the department office.
• Real-Time Updates: Applicants will receive real-time updates on the status of their applications, making it easier to track progress and stay informed.
Improved User Experience: With an intuitive interface and user-friendly design, the platform will be easy to navigate for all users.

The Building Department will also be providing free training sessions for all users on Monday, Wednesday, and Friday from 4:00 PM to 5:00 PM in the Building Department

The Building Department has also provided kiosks in our lobby for applicants to submit applications through our Civic Access Portal. Scanners are also available at the kiosk for applicants to convert letter and legal size documents into electronic format for uploading into the portal.

Office also secured 16 Risk Protection Orders, preventing firearm-related threats, and forfeited $112,425 for law enforcement programs. Additionally, a successful Fourth District Court of Appeals ruling protected law enforcement leaders from unnecessary litigation involvement. These advancements reinforce the city’s commitment to legal efficiency, safety, and operational efficacy.

Vacation and short-term rental applicants now benefit from a more efficient, user-friendly online process.

To further support access, a detailed inventory of historical records has been completed, assisting with public records retrieval and compliance with retention policies.

King’s Incredible Journey
In 2024, our shelter celebrated an incredible milestone 972 adoptions, each marking a new beginning for an animal in need. One of the most touching stories was that of King, a dog born in our care after his mother tragically passed away during delivery. Raised by our dedicated staff, King overcame early hardships but faced another challenge when his first adoption didn’t work out. He spent over a year as a cherished member of our shelter, greeting visitors with his gentle nature.
Late in 2024, King finally found his forever home, bringing overwhelming joy to everyone who had cared for him. His adopters, Rein, Melissa, and Paxton, shared that King has seamlessly fit into their family, showering them with love and enjoying his daily walks. They couldn’t be happier, and neither could we—King's journey is a testament to resilience and the deep bond between pets and their people.
Paws for Progress Expanding Care for FP Pets
One of our most significant accomplishments in 2024 was the creation of Fort Pierce Paws for Progress (FPP), our very own 501(c)(3) non-profit organization. This was a game-changer for our adoption center, as it allows us to raise much-needed funds specifically to support the animals and enhance the services we provide. Through the generosity of donors, FPP has already raised over $40,000. These funds have been essential in covering the costs of major medical surgeries that we otherwise wouldn’t have been able to afford, giving many animals a second chance at life. Additionally, FPP will assist in funding critical medical equipment for our future low-cost clinic, which will allow us to offer affordable care to even more pets in our community. This new financial support system ensures that we can continue to meet the needs of our animals and enhance our operations for years to come.
Successful Partnership with Shauna B Rescue
Our partnership with Shauna B Rescue has been a tremendous success in 2024. In just a few months, Shauna has rescued multiple animals from our shelter, dedicating time and resources to finding them loving homes. Her hard work has raised over $30,000 through our FPP non-profit, providing critical medical care, food, and supplies. Additionally, adoption fees have contributed over $2,000 to support our animals’ well-being.
Shauna’s compassion and expertise have helped place countless pets into forever homes, and we look forward to continuing this impactful collaboration in 2025 and beyond. These achievements reflect the collective dedication of our team, donors, and partners, making 2024 a year of remarkable progress. Here’s to an even brighter future for the animals who need us most!

Through job fairs, housing workshops, and local festivals, the Division fosters deeper connections with Fort Pierce residents. To boost awareness and interest, the Division also hosted a cleanup party for the community garden, bringing the community together in a shared effort.

The Fort Pierce Community Garden, located at 424 N. 9th Street, is a welcoming space where residents, kids, and local organizations come together to grow fresh fruits and vegetables, share knowledge, and beautify the neighborhood. Whether you're tending a plot, joining a cleanup party, or simply enjoying the greenery, the garden fosters connection and community spirit.
The ongoing procurement code rewrite, developed in collaboration with the City Attorney’s Office, is currently underway. These revisions provide a mechanism for the City's procurement policies to remain adaptable to evolving legal requirements while integrating technological advancements for greater efficiency. A key success of this effort includes the segregation of duties within the department, streamlining operations and expediting task completion.
A Year of Growth, Sustainability, and Community Impact
The past fiscal year has been one of our most successful in recent memory. With over 7,000 additional rounds played and a revenue increase exceeding $300,000 compared to the prior year, the Indian Hills Golf Course is taking significant steps
toward financial self-sufficiency. This growth reflects strong community engagement and ongoing improvements in course conditions, reinforcing the golf course as a valuable asset for Fort Pierce.
Infrastructure and Turf Sustainability
Several major projects were completed to enhance playing conditions and long-term sustainability:
Tee Complex Expansion: Select tee complexes were expanded by 100%, supporting better maintenance as play increases.
Turf Health Improvements:
Expert-guided turf enhancements are strengthening grass health, improving aesthetics, and suppressing invasive weeds for superior course conditions.
Fertigation System
Reactivation: A previously unused
fertigation system was restored at minimal cost, enabling consistent nutrient delivery, particularly in cooler months.
Practice Range Netting: The replacement of range netting has improved both safety for nearby motorists and overall facility appeal.

The Fort Pierce Marina continues to grow as a top waterfront destination, making significant improvements in infrastructure, operational efficiency, and public safety. Throughout 2024, it has maintained high occupancy levels, reinforcing its reputation as a preferred stop for boaters and visitors. Although annual sales have declined since 2022, they are now rebounding and projected to exceed $3 million in 2025
With well-maintained facilities, strong customer service, and a welcoming environment, the marina remains an essential part of the Fort Pierce community. Recent upgrades have improved functionality and overall appeal.
Code Enforcement Vessel Ready for Service
Beyond boating, the marina also plays a role in local events and economic activity, contributing to the area’s vitality. Whether visitors are looking for a peaceful retreat or an active waterfront experience, the Fort Pierce Marina continues to be a go-to spot.
Installation of New Fuel Pumps
To enhance service efficiency and to meet the growing demands of boaters, the marina has installed new fuel pumps, including specialized hoses designed for high-volume fueling. This upgrade ensures faster refueling times, improved convenience for vessel operators, and supports the marina’s role as a vital hub for maritime activity.
Public safety and regulatory compliance remain a priority at the Fort Pierce Marina. In 2024, the marina successfully implemented a dedicated code enforcement team and outfitted a specialized waterway vessel, now fully operational and ready for service. This addition strengthens enforcement efforts, promotes adherence to maritime regulations, and enhances overall safety within the marina and surrounding waterways.
Building a Safer Future
The Fort Pierce Police Department is establishing a substation at Indian River State College (IRSC) as part of a broader effort to create a “SMART Neighborhood” in Lincoln Park. Integrated with a high-speed network, the facility will enhance security and communication, providing officers, students, and residents with improved access to police services. In collaboration with IRSC, this initiative builds community ties and advances public safety through innovative technology. Expected to open in 2026, the substation will be a key component in Lincoln Park’s transformation, fostering a safer, more connected neighborhood.
RICH House Program Expansion
In 2024, the Resource In Community Hope House (RICH House) expanded its service hours to 8:00 a.m. – 9:00 p.m. when needed, offering greater support for adult clients after work and before-and-after school services for youth. Officers and staff provided academic enrichment, helping students with homework, math concepts, and reading. Youth also received mentorship on peer pressure, goal setting, self-esteem, and emotional management, while engaging in team-building activities and community discussions.
Enhancing Crime Reporting
The Fort Pierce Police Department is upgrading its reporting system to enhance data accuracy and efficiency in tracking crime statistics. Due to this mid-year transition, official 2024 crime data is still being finalized and unavailable for Uniform Crime Reporting (UCR) or National Incident-Based Reporting System (NIBRS). While preliminary figures offer an early snapshot, final totals will be confirmed after full integration and validation.

Our Community”
The Fort Pierce Police Department proudly hosted the 6th Annual “Unity in Our Community” event on Wednesday, July 17, 2024, from 10:00 a.m. to 1:00 p.m. at the Fort Pierce Recreation Center, located at 903 S. 21st Street. As the Department’s largest Community Engagement initiative, this impactful event was designed to connect residents with vital resources that promote success and empowerment.
This FREE community gathering featured a multi-agency resource fair, delicious food, an exciting demonstration by the Fort Pierce Police Department’s K-9 Unit, and a variety of interactive attractions, including bounce houses, popcorn, snow cones, balloons, face painting, and a lively DJ. Attendees also enjoyed an impressive entertainment lineup showcasing talented local artists and performers, creating a vibrant atmosphere of unity and celebration.
Beautifying the City Through Community Engagement
Tree City USA Recognition: Fort Pierce earned the Tree City USA designation for the 36th consecutive year, highlighting ongoing efforts to maintain a greener and more sustainable urban landscape. The collective initiatives, led by Public Works, reinforces Fort Pierce’s dedication to environmental sustainability and community engagement.

The revitalization of the Adopt-A-Road program has provided more opportunities for community involvement, allowing individuals and organizations to take an active role in keeping roadways clean and enhancing civic pride.
Volunteer participation has expanded through the Keep Fort Pierce Beautiful initiative and quarterly cleanups, fostering a sense of civic pride and collective responsibility for maintaining the city's aesthetic appeal. In support of these efforts, a public education campaign against littering was launched to raise awareness and encourage residents to take an active role in preserving the community’s cleanliness.

The 2023-24 season was a landmark year for Sunrise Theatre, with ticket sales up 43% and membership sales increasing by 40%, strengthening community support and boosting the downtown economy.
Key accessibility and production improvements included the installation of handrails for safer entry and exit, as well as the donation of a high-end projector, enhancing performance quality and free community events.
The Theatre also transitioned to StageFright Academy Camp,
offering a more educational, locally run summer program that fostered a deeper appreciation for theatre while employing more than 10 local counselors.
Major digital upgrades included a new ticketing platform, a revamped website, and expanded digital marketing efforts to engage younger audiences.
Volunteerism saw new incentives and the creation of a fourth volunteer team, improving event staffing and engagement. Additionally, three longtime employees were promoted to
department leadership, reinforcing a strong workplace culture.
Investments in new sound and lighting equipment have improved production quality while reducing rental costs, ensuring a better entertainment experience and longterm financial sustainability.
With continued innovation and community engagement, Sunrise Theatre remains a cornerstone of Fort Pierce’s cultural and economic growth.

Building a Resilient and Connected Fort Pierce
The FPUA made notable progress in financial management, infrastructure development, and community access over the past year. The implementation of the DART Program has enhanced financial stability by mitigating cost fluctuations, ensuring responsible cash management, and stabilizing utility rates. Progress continues on the Mainland Wastewater Treatment Facility (WRF), which is now 50% complete and remains on schedule to replace the existing island plant, improving wastewater treatment and environmental impact.
FPUA secured a $70 million grant to support critical projects, including wastewater improvements, cybersecurity enhancements, electric grid resiliency, and environmental restoration. These investments will provide lasting benefits to current and future generations. Additionally, the expansion of FPUA Fiber has extended connectivity and free Wi-Fi to Lincoln Park, Airport Industrial Park, and Downtown, contributing to the City's long-term vision for accessible
and modern digital infrastructure.
Investments in natural gas infrastructure and the introduction of a low-pressure grinder station program demonstrate FPUA’s commitment to efficient utility services and environmental responsibility. The board advises the City Commission on matters pertaining to Arts and Culture and Art in Public Places (AIPP) projects and promotes outreach and involvement of the community. Members must be city residents.
BOARD OF ADJUSTMENT
meets on the 4th Thursday of the month at 6 p.m. The board reviews and votes on variance and special exception applications along with appeals. Members must be a St. Lucie County resident and financial disclosure to the State of Florida is required.
BOARD OF EXAMINERS OF CONTRACTORS
meets on the 2nd Tuesday of each month at 9:00 a.m.
The board provides practical and adequate control of all contractors in the construction trades in the city. Members must be a St. Lucie County resident for at least two years representing specific fields.
CIVIL SERVICE APPEALS
BOARD
meets as needed to hear employee appeals, conduct investigations and enforce a code of rules. Members must be St. Lucie County residents and not an employee of the city.
COMMUNITYWIDE COUNCIL
meets as needed at 6:00 p.m. (Two or three times per year).
The Council reviews the city’s Community Development Block Grant (CDBG) Program Annual Action Plan, economic development business loan applications, nonprofit organizations’ requests for funding applications, and proposed projects for recommendations to staff and City Commission. Members must represent specific targeted areas and be a city resident and financial disclosure to the State of Florida is required.

meets on the 3rd Wednesday of each month at 2:00 p.m. Its function is to study, review and provide recommendations, guidance and advice as to matters relevant to the purposes and goals of the Fort Pierce Redevelopment Agency. Members must be a resident within the district boundaries,
executive of a business within the CRA boundaries.
FORT PIERCE UTILITIES AUTHORITY
meets on the 1st and 3rd Tuesday of each month at 4:00 p.m. In 1972, the citizens of Fort Pierce voted by referendum to create the Fort Pierce Utilities Authority which oversees utility services provided to city residents. Members must be a qualified elector of the City and have no business relationship with FPUA; financial disclosure to the State of Florida is required.
HISTORIC PRESERVATION BOARD
meets on the 4th Monday of each month at 6:00 p.m. This board handles many tasks including maintaining historic district boundaries and monitoring the upkeep of the local register of historic sites and districts. Members must be city residents or operate a business in the City and financial disclosure to the State of Florida is required.
INFRASTRUCTURE SURTAX CITIZEN OVERSIGHT COMMITTEE
meets on the 2nd Thursday of each month at 3:00 p.m. This
funded by the Infrastructure Surtax and issuance of reports to the City Commission to ensure transparency and to provide the residents of the City of Fort Pierce with the assurance that funds are being spent in the manner approved by the voters and in accordance with state law. All members must be a resident of the City of Fort Pierce.

BEAUTIFUL ADVISORY BOARD
meets on the 2nd Tuesday of each month at 12:00 p.m. along with the Tree Board. The board engages, educates, and empowers community members to take greater responsibility for creating a clean and beautiful city through litter abatement, waste reduction, recycling and community beautification in order to improve health and prosperity of our community. Members must be city residents or own a business in the city. There is one seat dedicated for a St. Lucie County resident.

meets on the 2nd Wednesday of each month at 9:00 a.m. The committee will evaluate the effectiveness of parking resources and make recommendations to the Commission on policy, procedures or improvements to enhance parking. Members shall be residents, property owners or

meets on the 2nd Tuesday of each month at 6:00 p.m. This board is essential in reviewing and influencing the management of growth in Fort Pierce. Members must be a city resident for at least two years and financial disclosure to the State of Florida is required.

meets on the 2nd Thursday of each month at 4:30 p.m. Its main purpose is to facilitate interaction, build trust and mutual respect and improve understanding between citizens and their Police Department. Eligible individuals will be residents of the City of Fort Pierce.

meets on the 3rd Tuesday of each month at 4:00 p.m. This group of high school students is dedicated to assisting the Mayor and City Council in solving problems and accomplishing goals on behalf of youth in the community. Members must be residents of the City, or attend a school within the city, or attend Westwood High School.
