I

n the last Achiever I talked about our core company values of safety, environmental stewardship, integrity, respect, fairness, social responsibility and competitiveness. It is by adhering to these principles that we will be a successful business. A measure of that success is where we are this year on our bonus metrics so let me share that with you in the table below: Looking ahead to next year there are several exciting capital projects that are coming to fruition: • Safety/Environmental Projects: o Adding double seals to 6 pumps in the 0.13 0.11 Alkylation unit (2Q 2014) 0.47 0.19 o Installing motor operators on emergency isolation valves on the suction and 4.2 6.28 discharge of the fresh acid pump in the 691 97 Alkylation unit (1Q 2014) o Installation of 28 closed loop sample stations in EP2 (3Q 2014) o Revamp of the WP amine flash drums to improve system stability and capacity (1Q 2014) o Installation of a new BTX sump (2Q 2014)

You can see that, overall, we are doing very well but always have room to improve. Some of the highlights so far this year are: •➢ Our United Way Campaign has set another record in a string of year-over-year records. Our projected contributions to the United Way with company plus employee giving will be in excess of $545,000. The entire United Way budget last year was a little over $5 million so that means we are about 10% of their contributions and our employees are only a fraction of 1% of the Coastal Bend population. It is amazing and very humbling to see the generosity of our employees.

• Our CITGO Cares Team has volunteered over 3,000 hours YTD. • We have reduced Title V environmental incidents this year about 50% over the last three year average.

• Our reliability index YTD is about 55% lower than our 5-year average.

• We just completed a large turnaround on the FCC, UDEX, AND #4 Platformer with no environmental exceedances and no lost time injuries. However, we did have one OSHA recordable.

• We have set monthly production records this year for the Hydrar and Unibon units and are on pace to set an annual distillate production record for the ULSD unit.

We just completed two compressor replacements at approximately $19 million for the ADP and #4 Platformer. These new compressors replaced the old gas driven compressors and will significantly reduce emissions, increase reliability and reduce maintenance costs.

• Strategic Projects: o Crude unit modifications to improve distillate recovery (1Q 2014) o A Coker Fractionator revamp to improve distillate recovery (1Q 2014) o Larger valves for the coke drum overhead line to reduce pressure drop and thereby improve yields (1Q 2014) o Revamp of the crude unit heater to prevent coking (1Q 2014) o 14 tanks will be inspected and repaired in 2014 Because of your efforts, this year is shaping up to be a good one with exciting things on the horizon. As always, we must stay focused and remain constantly aware of the potential hazards in all of the work that we do. Let’s continue to push and finish this year strong. ADA Rockin’ for a Cure CITGO staff attended the Rockin’ for a Cure event benefitting the local chapter of the American Diabetes Association. Over 26.8 million Americans are affected by diabetes. Approximately 86,000 people in the Coastal Bend are battling some form of diabetes or pre-diabetes. It is estimated that one in three Americans will have diabetes by the year 2050 if we don’t do something to change our lifestyle. The ADA-Corpus Christi office is dedicated to ensuring that statistic does not become our reality. We’re proud to help ADA raise funds for research, programming and education.

Hispanic Chamber holds State of the Port Luncheon Mike Carrell, Chairman of the Port of Corpus Christi Commission, delivered the annual State of the Port luncheon address which covered an array of projects happening at the Port. Carrell referred to these projects as “game changers” that will take advantage of crude oil, condensates, and natural gas liquids coming from the nearby shale boom. Carrell noted that the region was the recipient of the “best shale play” in the country and the growing network of pipelines getting products to market will bring opportunity to the region. Also noted was the Port’s strategic plan which included a higher and wider Harbor Bridge, a channel improvement project and rail plan.

NAACP and LULAC 5th Annual Citywide Health Fair The NAACP 5th Annual Citywide Health Fair offered health screenings including asthma, cholesterol / glucose and HIV as well as bone density, diabetes and high blood pressure tests.

Over 7,000 people attended the fifth annual health fair that was held at Del Mar College West Campus. The event was free to the public and featured 75 vendors who offered health information and free services such as vision screenings and flu shots.

Residents could also register to vote. Amongst the attendees were: State Representative Todd Hunter, State Representative Abel Herrero and Port Commissioner Barbara Canales.

In Pursuit of Kathy Reaves Kathy Reaves is a hometown girl and is proud to say she was born and raised in Corpus Christi.

She started with Champlin Refining on January 30, 1976 and was originally hired to staff EP2, which was the first major grass roots expansion for Champlin Corpus Christi Refining. Kathy was promoted to Operator and participated in the startup of the West Plant in 1983. In 1987, Kathy was promoted to Shift Supervisor and moved to EP1. She worked on projects in 1992 for HF Acid minimization and the Reformulated Gasoline project until 1996.

In 1997, she was promoted to Area Supervisor at the West Plant and then promoted to Shift Superintendent in 2005. In 2012, Kathy was promoted to Excellence Manager to assist in the knowledge gap between the experienced employees who were preparing to retire and new employees. Kathy is currently on temporary assignment at the West Plant to help with the upcoming 2014 Turnaround planning and execution. Kathy considers herself a “utility player” and has truly loved the nearly forty years she has worked with her CITGO family.

Kathy acknowledges that “The people are great, the industry is challenging, and the pay and benefits are wonderful. How could you not like to come to work? I am grateful every day for the endearing friendships I’ve made and the living CITGO has provided for me and my family. I only hope the folks we’re hiring now have 10% of the fun I’ve had and continue to have. I come to work with a smile on my face because it is a great place to work.”

Kathy lives on 15 acres and has fourteen animals including six horses, five dogs and three cats. She is also a sports aficionado, and her all time favorite is baseball. She enjoys fishing in the Laguna Madre, camping, gardening and cooking. She is looking forward to retirement and plans to travel the USA.

Debbie Whitley No stranger to refinery work, Debbie Whitley was born and raised in Texas City, Texas, the daughter of a refinery worker. She began her career with Champlin Refining on February 14, 1977 and was assigned to EP2 Unibon/SRU. She was promoted to Operator in 1983 for the West Plant grassroots expansion startup. In 1988, Debbie was promoted to Operations Shift Supervisor and assigned as Rotational Operations Training Coordinator for 2 years. In 1990, she was reassigned to EP2 Operations Shift Supervisor. In 1999, Debbie moved to the Maintenance Department as SAP-PM Technical Data Administrator and then in 2004 she took on additional responsibilities for the Non-Routine Maintenance Functions, to include Truck Shop, Crane Department and Rental Equipment. She was promoted to Maintenance Costs and Budgets Manager in 2013.

Debbie is grateful for all the opportunities that she has been given at CITGO and says “CITGO offers great pay as well as benefits for its employees. CITGO has an excellent safety program in place, which allows employees to feel comfortable in the workplace. We work closely together to achieve a family-oriented organization. I am very comfortable working at CITGO and would recommend CITGO as a good place to work.�

When Debbie is not at CITGO, she enjoys several hobbies such as bicycling, boating, fishing and paracord fusion knot tying. Debbie currently lives on Lake Corpus Christi with her dog and three cats. She has loved her career at CITGO, but is looking forward to retiring to the Colorado Rocky Mountains. And she certainly deserves it.

Hands for Hillcrest

Hands for Hillcrest Grant Announcement October 11, 2013

CITGO recognizes that our business success begins in our nearby community.

Each year, CITGO invests valuable resources toward local programs and initiatives that have direct and meaningful impact where we live and work. That’s why we created the Hands for Hillcrest program.

Our Hands for Hillcrest program offers grants to Corpus Christi-based non-profit organizations to support efforts that aim to improve the quality of life for residents in the Hillcrest community. The program, which began in 2012, will donate up to a total of $1.5 million over a three-year period to qualified non-profit organizations in Corpus Christi to fund initiatives related to education and job skills, health and/or the environment.

The Hillcrest Advisory Committee is comprised of local residents and leaders who have in-depth expertise and knowledge of the community and/or in the focus areas.

Volunteer Hours: 58 Volunteers rolled up their sleeves and headed to the Dr. H. J. Williams Park in the Hillcrest Community to do a clean up.

The CITGO Cares Team planted flowers and lead the clean up effort. As part of our commitment to improving the quality of life in the Hillcrest Neighborhood, CITGO employees and their families engage in clean ups and other beautification initiatives, focused on this park where our children can enjoy a safe and clean environment for playtime. Residents were treated to hot dogs, hamburgers and sausage-ona-stick prepared by the CITGO Cares Team. D.J. services were provided by Noah Avelar and Moody High School cheerleaders were on hand to dance with the children. Adults were signed up for ReverseAlert, a new alert system that allows residents to choose the type of emergency information they would like to receive. There were approximately 350 in attendance, an outstanding participation from the Hillcrest community.

CITGO Partners with L.E.A.D. First CITGO joined forces with Hands for Hillcrest grant recipient, L.E.A.D. First, to give away more than 170 backpacks filled with school supplies for children in the Hillcrest community.

Our Cares Team continues to bring positive energy to every charitable initiative or social program we support.

CITGO Cares About Building Good Homes Volunteer Hours: 75.5 The CITGO Cares Team led 3 volunteer events for Habitat for Humanity last quarter. Habitat for Humanity is a non-profit, ecumenical Christian housing organization that works in partnership with families to build decent, affordable housing.

Volunteers provide most of the labor and corporate donors provide materials. Prospective homeowners go through an extensive interview and selection process. The selection committee considers family size, present housing conditions and income. Home visits and credit checks are conducted.

When a family is selected, they are required to contribute 300-500 hours of “sweat equity� toward their new home.

Hours are earned in construction, ReStore, fundraising, office work or other areas of need.

Volunteer Hours: 60 Fifteen volunteers from the CITGO Cares Team volunteered a whopping 60 hours to sort over 5,000 pounds of food at the Food Bank of Corpus Christi. Since 1972, the Food Bank of Corpus Christi has been fighting hunger in the Coastal Bend by providing food and personal care products to various nonprofit organizations and service agencies. The Food Bank also offers a variety of food nutrition and diabetes education programs for the community. It is estimated that 19,000 people are fed through the donations from the Food Bank of Corpus Christi on any given week.

Fuel Your Health with Healthy Rewards With healthcare at the forefront of every news media outlet, you might want to know about the CITGO Fuel Your Health Program which provides health tools, education, and personal support that can help you reduce your health risks and lower or prevent the development of chronic diseases. The Healthy Rewards program, a component of the Fuel Your Health Program, provides monetary rewards to participants who achieve healthier screening results for blood pressure, glucose (blood sugar), cholesterol, body mass index (BMI), and tobacco use.

CITGO has partnered with Provant to provide the Fuel Your Health Program. Provant is an independent health and wellness company that provides a variety of services designed to help you achieve healthier living. Provant is not a health insurance provider or part of any health insurance plan. Provant’s only line of business is to provide wellness programs like the one offered by CITGO. Your individual results are completely confidential. Provant is a nationally accredited health and wellness vendor. All individual results are protected via HIPAA, GINA and HITECH privacy regulations.

Participation is voluntary; however, by participating you have the opportunity to learn more about your health and make some money that can be used to pay out of pocket medical expenses. Active employees enrolled in one of the CITGO medical plan options are eligible to earn Healthy Rewards. Beginning in 2014, when your spouse is also enrolled in your health plan option, he or she is also able to participate in the program and can also earn rewards.

Through this program you can receive credit from a variety of health incentives. The amount of incentives you participate in will determine the level of reward you will receive. Check out Provant’s portal and create an account by visiting the CITGO Benefit Connections site (available at www.hr.citgo.com) under the Healthy Rewards tab. You can also find the Healthy Rewards program overview that can answer all of your questions, as well as the screening form you will need to get to the first level.

If you are enrolled in the Self Directed Health Plan (SDHP), your reward dollars will be deposited into your Fidelity Health Savings Account (HSA). You must have opened your account to receive rewards. If you are enrolled in an EPO, PPO, or NonNetwork plan, your reward dollars will be deposited into a healthcare Flexible Spending Account (FSA) at www.myUHC.com under Claims and Accounts. So take advantage of this great, free benefit and make some money while getting healthier.

David Cave – Security Department The nationwide “If You See Something, Say Something” public awareness campaign is a simple and effective program to raise public awareness of indicators of terrorism and terrorism-related crime, and to emphasize the importance of reporting suspicious activity to the proper local law enforcement authorities.

If you see something suspicious taking place then report that behavior or activity to local law enforcement or in the case of an emergency call 9-1-1 if not refinery related. If you notice suspicious activity at work, notify the SECURITY COM CENTER at 844-5959.

CITGO Security Department has a similar “See Something – Say Something” program. The CITGO Security Manager has a private fax machine in his office so that anyone can report a possible threat or risk and remain anonymous. The fax number is 844-5113.

The CITGO Security Department also has a recognition award program for contractors who report suspicious situations or want to report issues that do not meet the CITGO security standards or procedures. In October this year, an Intertek

employee, while sampling a tank, observed a large duffle bag lying on the ground near a tank firewall in close proximity to the East Plant Truck Loading Rack. He notified Security and when checked, the bag contained a very expensive piece of underground sonar equipment. A company doing work in the area had accidentally left the equipment behind after finishing their job. However, the duffle bag was a potential risk, and for that reason, the public, CITGO employees and contractors should report suspicious behavior, situations, or speech related to terrorism or criminal activity. The Intertek employee was recognized at the monthly Contractors Awareness Safety Team (CAST) meeting for taking action to prevent a terroristic or criminal act.

The “If You See Something, Say Something” campaign underscores the concept that homeland security begins with hometown security. An alert public plays a critical role in keeping our nation safe. Strengthening hometown security involves creating partnerships across numerous states as well as the private sector.

“If You See Something, Say Something” Partnerships The program started as a campaign for the New York subway, the Metropolitan Transportation Authority in 2002. With the success of the program, and the rise in reported suspicious activity, MTA licensed the slogan to the Department of Homeland Security in 2008, and more partnerships have been formed across the country.

Safety Performance As we close out 2013, let’s think about how we can improve on our safety performance. Here are our safety numbers for 2012. We’ll soon be calculating our numbers for 2013.

We are always to work with the CITGO values in mind: We operate our businesses safely and as good stewards of the environment. If it is not safe, we will not do it.

In 2012, CITGO Corpus Christi Refinery’s (CCR) safety performance was excellent. The Corpus Christi Refinery reported a Total Recordable Injury Rate (TRIR) of 0.16 and a Lost Work Day Case Rate (LWDCR) of 0.16. These statistics are world class.

Texas Hunter Education Thanks to hunter education, hunting is safe and getting safer!

Hunter education covers the skills, regulations and responsibilities of hunting, wildlife conservation and the outdoors. Every year, over 30,000 youth and adults in Texas become certified in hunter education – a certification that lasts a lifetime and is recognized by all states and provinces requiring hunter education. Join the ranks of today’s hunter education graduates who are ensuring the future of our hunting heritage!

For the second straight year, the CITGO Environmental Department partnered with representatives from Flint Hills Resources in teaching an Air Pollution curriculum to the fifth grade students of Tuloso-Midway Intermediate School and for the first time at Oak Park Elementary School. A total of twenty 5th grade classes were included. The intent is to conduct this each year for the 5th grade classes closest to the channel industries including CITGO. The teaching syllabus, developed by the Community Advisory Council, included eight lessons to be covered in four, one-hour sessions of teaching. The topics included Air Contaminants, Ozone, Air Quality, VOC’s (Volatile Organic Compounds) NOx (Nitrous Oxides), and Particulate Matter (PM). To keep the presentations upbeat and enjoyable to students and avoid only lecturing using PowerPoint presentations, a series of hands-on activities and games were also used. The activities and games included a modified Jeopardy game, an Air Quality observation field trip and a Contaminants Identification exercise using cake frosting and animal crackers.

At the end of the four class periods, students were able to identify day-to-day activities that impact air quality and how it affects individuals’ health and lives, as well as how air quality influences the local community. The students were taught what an “Ozone Action Day” is and why it is so important to reduce ground-level ozone. The classes even taught what Volatile Organic Compounds (VOC’s) and Nitrogen Oxides (NOx) are, how they are formed and how they can be reduced.

It is the Environmental Department’s bet that the 5th graders at Tuloso-Midway and Oak Park now know more about air quality than most of our neighbors in the Coastal Bend!

Christmas Tree Recycling! Good for the Environment & Neighbors.

Every year, CITGO Corpus Christi Refinery holds a Christmas Tree Recycling event which gives the residents of Corpus Christi a place to take their trees after the holidays. The trees are ground up into mulch, and that mulch is distributed to our neighbors.

Update on 2014 Crude/West Plant Turnaround Every five to six years, the CITGO Corpus Christi Refinery undertakes the largest turnaround (T/A) effort when the EP II crude, vacuum and half of the Sat-Gas units, and all of the units in the West Plant including Coker, 5 Plat, MDHT, ULSD, Sulfur Recovery and Utilities, are all shutdown simultaneously to perform required maintenance, allowing the units to run reliable for another 5 to 6 years. The next T/A is scheduled for February 2014. The CITGO Corpus Christi Refinery (CCR) operates with a normal staff size for routine activities, plus normal T/A load. The expanded duties of a T/A are a challenge for all of us. This effort will require help from every department at CCR. In order to make this massive T/A successful, we will be asking some employees to step up into lead roles. For those of you who are or will be assigned to the T/A, we look forward to having you on the team. This T/A will be a “one team approach” led jointly by the T/A managers and Asset Managers.

The T/A team is focused on completing this work with zero accidents, zero environmental excursions, on schedule, and within budget. Both EP II and West Plant recently completed an interactive shutdown planning/ scheduling effort, led by an outside consultant, to optimize the shutdown plans so units can be turned over to maintenance on schedule. We are taking data from the interactive planning sessions and issuing finalized shutdown plans and integrating them into the master maintenance schedule. Operations and Process Engineering groups are the main leads on this effort. This is a new step, added to this T/A to improve our planning process. The T/A teams are currently finalizing detailed maintenance schedules for all planned maintenance activities on work scope. The T/A team is also working on the final budget for both the West Plant and EP II turnarounds. Several major activities feed into that effort. The unit clearing and chemical cleaning

plans have been thoroughly reviewed by the Operations and Process Engineering groups and the detail design of drain headers and all other associated items are being completed by our team of Piping Designers and Engineers.

This is a very critical activity and we appreciate all of the support that everyone has provided. We are slightly behind schedule on some of the detail planning items for the T/A. The management team has implemented work-around plans so we can be well prepared to start maintenance, tentatively set for February 10, 2014. Between now and the T/A, we still have a lot of detailed planning activities that require dedicated support from various groups in CCR. Both EP II and West Plant are holding weekly T/A planning meetings, mandatory for all lead roles, so that we stay on target. We are looking at opportunities to start work early on select equipment to help level out the peak resource loading during the T/A. We hope to start some T/A activities in early to mid-January. Many of you have already seen the pre-turnaround activities that have started in the units planned for shutdown in the T/A. We need to provide full support to those contractors currently working these pre-T/A activities.

Texas Amateur Athletic Foundation

Volunteer Hours: 90 CITGO Corpus Christi Refinery paid tribute to the Corpus Christi Chapter of NAACP as employees gathered with more than 1,000 Coastal Bend residents to celebrate Martin Luther King Jr.’s legacy. Larry Elizondo, Manager, Corporate Social Responsibility, Refining G&PA and Legislative Affairs, Mark Avelar, Manager of Government & Public Affairs, G&PA staff, and CITGO Cares Team participated in the march, with a special banner commemorating Martin Luther King’s historic I HAVE A DREAM speech. Elected officials, community leaders and supporters attended the event. Thanks to the CITGO Cares Team for distributing posters, recycable bags and commemorative t-shirts at the event. The evening ended with an 8-minute firework tribute to Dr. King.

Volunteer Hours: 76 The Texas Amateur Athletic Federation is a non-profit organization established in 1925 to promote, organize and conduct amateur athletics in the state of Texas and promote the development of physical education. The 2013 Games, presented by CITGO, featured baseball, boxing, fencing, golf, judo, kickball, skateboarding, softball, swimming, tennis, track & field and triathlon. An estimated 9,000 participants and spectators flocked to Corpus Christi for the Summer Games of Texas. The estimated revenue for the city, according to city officials, was $8.5 million. This is the last year the games will be held in Corpus Christi; next year’s games will be held in College Station. Thanks to all the volunteers for making the weekend a memorable one for all visitors.

Art & School Supply Giveaway Volunteer Hours: 5 The Antonio P. Garcia Arts and Education Center, located in the heart of Corpus Christi west side community, connects Texas A&M University-Corpus Christi to the community by providing programs, art exhibits and meeting places for community organizations. They offer programs in art, dance, health and nutrition, family support and literacy at low to no cost. CITGO delivered art and school supplies for the students. The event was attended by 50 students and volunteers from TAMU-CC, who discussed education in round table sessions, played games, watched movies and enjoyed lunch. The students completed an art project and viewed an art exhibit. Children in attendance received needed art and school supplies for the upcoming year.

Gunnery Sergeant Daniel Lambert, son of Gary & Sharon Byrum, retired from The United States Marine Corp on Oct. 31, 2013 after 20 years of faithful and dedicated service to our great Nation. After graduating from Calallen High School in 1993 Daniel entered the Marine Corp.

After Boot Camp and training he served his first tour of duty in Iwakuni, Japan for two years. He traveled to other countries during that time as Advanced Aviation Ordnance Systems Tech. While in Japan he achieved the rank of Corporal NCO. He spent the next several years in Yuma, AZ before being transferred to Hawaii where he eventually served as Staff NCO in charge of Pacific Fleet of Ordnance. Beginning in 2002 Daniel was deployed from Marine Central Command as Aviation Ordnance Chief.

He deployed to Bahrain, Kuwait & Afghanistan in support of

Operation Iraqi Freedom & Operation Enduring Freedom.

After his next assignment to Korea he returned to Yuma, AZ as Marine Aircraft Group-13 First Sergeant in charge of mentoring and training 100 Marines as well as maintaining Ordnance evolutions. It was during that time that he deployed to Camp Leatherneck/Bastion Afghanistan as Ordnance Chief overseeing Ordnance & Ordnance personnel. Daniel received numerous awards, medals and commendations representing his commitment to excellence.

We are very thankful for the safe return of our son. We continue to pray for those in uniform and their families for their sacrifice and service on our behalf and for our nation’s freedom. May God bless the United States of America!

Rudy (NCCR) & Rosemarie Martinez are proud to announce the safe return home of their daughter Sergeant First Class Ruth Hunt from deployment in Afghanistan on November 24th, 2013. She is also the sister of Rudy Martinez, Jr. (West Plant).

For her service in Afghanistan, Ruth was awarded The U.S. Army Bronze Star Medal for exceptional meritorious service; NATO International Security Assistance Force Ribbon; and Afghanistan Campaign Ribbon.

She joined her husband, James, and two children, Jaden and Tori, just in time for Thanksgiving and Christmas.
