For quite a few years now, experts have predicted a slowdown in the U.A.E.’s unprecedented real estate growth. For quite a few years now, the country has defied all predictions.
2024 was no different, with a historic value and volume of sales transactions indicative of sustained high demand, particularly from high-net-worth individuals. The U.A.E. in 2024 welcomed 6700 millionaires as new residents – the highest in the world.
The off-plan sector should take much of the credit, with a staggering 80% of all off-plan units launched in Dubai since 2022 sold by July of last year. Adding impetus are branded residences, with Bentley and Bulgari among the world-class names flocking to the city. You can read about all this and more from page 08 onwards.
Ras Al Khaimah is following suit, with the highly anticipated Wynn Al Marjan its star attraction. Complementing this are world-class hotels, as well as the kind of bespoke residences that first put Dubai on the global luxury radar. Ranked fourth in a recent Forbes survey of best cities for expatriates to live in, Ras Al Khaimah expects a 60% increase in its population by 2030 (page 10).

2024 proved to be another unprecedented showing for the Dubai real estate market, with the city recording 180,987 sales transactions at AED 522.5 billion (~ $142.2 billion).
This is now quite simply the busiest year in the history of Dubai real estate. It translates to a stellar rise of 27% in value and 35.94% in volume from 2023.
Even more impressive is the count of total real estate transactions during the year -- 226,000 at AED 761 billion (~ $207.2 billion) -which makes the Dubai Real Estate Sector Strategy 2033’s target of AED 1 trillion (~ $272.2 billion) in market value an almost certain achievement.
This is now the norm – Dubai has been defying predictions of an imminent real estate slowdown since the pandemic. However, the city is now starting to emerge as a hugely viable alternative to far more established real estate markets. Recent news reports have found potential rental yields in Dubai to be within the 6 to 8% range, which is significantly higher than New York at 3-5% -- the next highest yield range globally.

Complementing this is an environment the city has actively cultivated to entice buyers and investors, with the Golden Visa, no income tax and low corporate tax among the major attractions. Initiatives like the Dubai Real Estate Sector Strategy 2033 aim to also increase transactions by 70% and have the industry contribute AED 73 billion (~ $19.87 billion) to the emirate’s GDP.That JLL’s recent 2024 Global Real Estate Transparency Index has placed Dubai in third spot is not surprising. The markets of Abu Dhabi, Dubai, Sharjah and Ajman combined (Dubai being the major contributor) reached approximately AED 893 billion (~ $243.1 billion) in real estate transactions value, driven in large part by the 6700 millionaires moving to the country – the highest in the world, and in stark contrast to the U.K.’s net loss of 9500 millionaires, as well as China’s outflow of 15,200.
This reflects in the value of homes sold above $10 million in the city during 2024 -- $7 billion. a figure that meant Dubai overtook major cities like New York, Hong Kong and Los Angeles in this segment by Q3 2024 itself.
S&P highlighted that geopolitical conflicts in the Middle East have had little-to-no impact on Dubai; government authorities quoted the IMF in predicting a real GDP growth for the U.A.E. of 5.1% in 2025. The inflow of expatriates looks set to continue, leading to rising rents and rising homebuyers. According to recent reports, the general consensus of a 5-10% average increase in the market this year will hold, as will the luxury market segment’s expected 8-10% average price rise.

Luxurious new residences and world-renowned resorts are rapidly transforming Ras Al Khaimah.
Ras Al Khaimah’s leisure credentials are well-known. Historic forts and castles, vast beaches and deserts, the Hajar Mountains, adventure destinations including the world’s longest zipline — the list is endless. This is now being complemented by lavish real estate and branded resorts, with the emirate welcoming 1.28 million overnight arrivals in 2024 and aiming for 3.5 million by 2030.
Its growth is being fuelled by a host of factors, from no income tax to 100% foreign ownership, to say nothing of the U.A.E.’s Golden Visa programme — all combine to create an A+ business environment as per Fitch. That Ras Al Khaimah is within an eighthour flight of over 70% of the world has also made it a haven for expatriates. By 2030, the emirate expects a 60% increase in its population.
Already existing resorts by Waldorf-Astoria, Ritz-Carlton, Hilton and more will soon have destinations by W Hotels, Ushuaïa Unexpected and more for company. Ras Al Khaimah currently enjoys a total inventory of 8050 keys, with five-star hotel units comprising a sizeable 48%.
By 2027, the emirate’s hospitality sector is expected to add a stunning 7224 keys — almost doubling its current tally to in excess of 15,000 keys. This unprecedented surge is spearheaded by the upcoming Wynn Al Marjan, which is also set to debut in 2027.
The region’s first gaming destination, the resort is the market’s pièce-de-résistance. The brainchild of the famed Wynn Resorts brand and on the prestigious Al Marjan Island, it is set to boast unrivalled gaming facilities and over 1500 hotel keys, as well as other luxury attractions.
Its effect on the emirate will be unprecedented. Ras Al Khaimah is already enjoying a CAGR of 22% from 2022 as a result.
Luxury residences are following in quick succession. Al Marjan Island itself entices with high-end living including the Nikki Beach Residences, Nobu Residences and MASA Residence — the last of which is exclusively with Christie’s International Real Estate Ras Al Khaimah.
Falcon Island, meanwhile, offers luxurious beachfront villa living with the Al Hamra Golf Club and the Royal Yacht Club of Ras Al Khaimah nearby. The neighbouring Al Hamra Village is also a bustling luxury residential destination.
By 2029, a staggering 40% of all residential units in the city will be branded, a projection based in large part on the market’s
performance in 2024, where transactions totalled an unprecedented AED 15.08 billion (~ $4.1 billion).
It is a profitable business. Last year, the property market yielded a maximum of 11.7% in ROI, buttressed by an average priceper-square foot figure that rose by as much as 33.3%. Ras Al Khaimah’s equity IRR for residential assets lies between 35 and 50%, with development costs 10% less than the regional average. These are conditions that are spurring rapid development, and an even more rapid resident and visitor influx. By 2030, experts predict a unit shortage of 45,500 – a highly lucrative opportunity that symbolises the attractive returns, lower costs and unrivalled luxury that the emirate is now offering.

With a millionaire population that has grown by 78% over the last decade, Dubai is now home to 72,500 millionaires, 212 centi-millionaires and 15 billionaires. To give a sense of how this wealthy demographic is investing and spending, the Julius Baer Global Wealth and Lifestyle Report 2024 provides a comprehensive analysis of changing habits set against a complex global backdrop.
Our report’s Lifestyle Index ranks 25 cities worldwide based on the cost of living well, reflecting changing levels of affluence, economic performance, currency fluctuations and trends. Dubai ranks as the sixth most expensive city in the Europe, Middle East and Africa (EMEA) region — (down from 3rd in 2023). It is also
12th in the index’s global ranking, falling from its 2023 high of 7th.
This drop in rankings makes the emirate relatively more affordable compared to other EMEA cities while remaining a focal point for ultra-high-net-worth individuals (UHNWIs).
Dubai’s strategic location at the crossroads of East and West — geographically and culturally — also makes it an ideal market for global expansion. This advantage, combined with no income, capital gains or inheritance taxes, positions it as a preferred wealth hub for entrepreneurs and rich families as well.
Our report has found that the ultra-rich in Dubai and the wider Middle East are bullish in their investment outlook, focusing on wealth creation, increasing assets and boosting portfolios. A third of high-net-worth individuals (HNWIs) surveyed saw a ‘significant increase’ in their wealth in the last 12 months while 42% saw a ‘little increase.’
Real estate is no doubt a key asset in the Middle East, with Dubai being the world’s most active housing market for properties priced $10 million and above in 2023, according to some reports. The region’s wealthy are also currently spending the highest on luxury residential properties compared to any other region, due in large part to strong economic growth and state-of-the-art infrastructure.
Even so, residential property is relatively affordable compared to many cities in the region. This has prompted a move to Dubai by sophisticated investors, with the purchase of luxury and branded real estate presenting a competitive advantage compared to peers worldwide. This growing trend will keep Dubai on the radar of global investors. More than half of wealthy Middle Easterners in the survey said they had spent more on residential property in the past 12 months. Planned spending is equally high with 58% saying they will spend more in the coming 12 months. No other region comes close.
Meanwhile, the stabilisation of inflation has boosted consumer confidence among HNWIs in Dubai, leading to increased spending on high-end goods and services. The Lifestyle Survey shows that the Middle East’s HNWIs focus on premium products such as designer clothing, jewellery, luxury watches and real estate. This higher-than-average spending on discretionary items reflects Dubai’s significant opportunity for luxury brands. There is also an increasing focus on experiential spending, including fine dining and luxury hotel stays, which is replicated in other regions such as Europe.
There is a growing trend among HNWIs in Dubai to invest in health and wellness, aligning with a global trend. Wealthy individuals are increasingly investing in premium healthcare services, personalised medical plans and high-end wellness programmes, with Dubai rapidly becoming a key destination for wellness tourism.
The growth of family offices in Dubai is also likely to continue, with the city’s reputation as a safe and stable haven for HNWIs from across nationalities. Setting up a family office in Dubai is relatively easy compared to other jurisdictions and there is the added benefit of bespoke networking and advisory services by the likes of DIFC’s Family Wealth Centre.
All these factors make Dubai a key player in the global financial ecosystem. The city’s world-class business environment plays an important role in promoting entrepreneurship and innovation. Recent government initiatives like the Golden and Green Visa programmes aim to attract and retain global talent.
Ultimately, Dubai’s appeal lies not only in its wealth and infrastructure but also in its lifestyle, offering a freewheeling, low-crime atmosphere that is welcoming to wealthy newcomers. This number is expected to increase in the coming years, solidifying Dubai’s position as a top destination for UHNWIs.

An
influx of millionaires, a status as a traditional hub of connectivity, bespoke private jet companies – private aviation in the U.A.E. is flying high.
Trust the U.A.E. to mix history, modernity and ultra-luxury. In its push to diversify into non-oil sectors, the country has grown extensively, particularly in tourism, finance and sustainability. Private aviation is the next poster child of growth, taking advantage of the area’s traditional status as a transit hub and sprinkling heavy doses of the U.A.E’s trademark luxury.
Data quoted by CNN from advisory firm Creative Zone values the Middle East’s private jet market at $566 million and projects it to be $943 million by 2029. The U.A.E. currently accounts for a stunning 59%.
This flurry of activity is being largely driven by an influx of highnet-worth individuals. Bloomberg reported that 6700 millionaires moved to the country in 2024 – the highest anywhere in the world
– while Henley and Partners estimates that the number of centi-millionaires in Dubai alone will increase 150% by 2040.
“I have passengers who tell me they want to fly now,” says Lilit Avetikyan, founder and CEO of private jet and luxury lifestyle firm VOYEX. “We have to source the aircraft immediately…get back to our guest within 10 [to] 15 minutes with options…get crew prepared, catering ready, permits from…all governments.”
An industry veteran who previously worked with market doyens Jetex, Avetikyan’s VOYEX enjoys access to over 20,000 private jets worldwide – a vital selling point in an industry where the size of the network determines how deftly minute client requests can be met.

“When it comes to the flight, it’s fully our responsibility…if my client is an Arabic speaker, I have to make sure I have the right crew on board…we have a passenger – he likes KFC and McDonald’s on board, so we have to accommodate this request as well. We cannot have no as an answer. Every flight is a challenge – a beautiful one.”
Though expanding rapidly, the sector’s clients are still in an elite wealth category. According to CNN, the minimum cost for a single leg is upwards of $50,000. Clients who own jets are in even more rarefied air. State-of-the-art jets can start at around $4 million and can easily go up to over $80 million. And, unless individuals purchase multiple jets in one go, the costs of acquiring
and maintaining a single private jet does not get offset easily –even if chartered to other guests on a rental basis.
To sweeten the deal, purveyors like VOYEX have moved to become comprehensive lifestyle companies.
“[We are] a one-stop shop for all our passengers to get the flight, concierge, access to events, fashion shows,” Avetikyan states. “We take care of cargo requests as well…we [even] have a mystery flight package.”
A 360-degree set of luxury experiences in line with the U.A.E. itself, then.
Dubai’s luxury credentials have been greatly enhanced by the rise of its fine dining scene.
Lamentably, one of Shakespeare’s greatest quotes is incorrect. How can music be the food of love when the food alone is so good?
Dubai is a strong case in point, having spent the better part of the last decade creating paeans to fine dining. The city’s restaurants and bars reflect both the luxury and the diversity that it is famed for, offering gastronomic experiences from Milan to Mumbai and Paris to Phuket that border on the fantastical and spill over into the viral. And what of the taste itself? The launch of the Michelin guide for Dubai in 2022 solidified the city’s status as a premier dining destination.
It wasn’t always this way. The scene a mere seven years ago was a shadow of what it is today.
“Completely different,” says Giovanna Altomare, Public Relations and Communications Director for Orange Holding, the parent company overseeing Orange Hospitality, of Il Borro, MayaBay and Josette fame. “The amount of restaurants in the city was something around 7500 and now it’s almost doubled. Fine dining spots [now hold] a more and more important role, and the [demand] for fine dining has deeply increased.”
While this expansion is conducive to Dubai, the sheer size of the market has made Dubai a far more competitive place to open and operate an elite restaurant. “Residents here have transcended
taste and service,” Altomare notes. “They are now searching for a never-before-seen experience.”
Josette in DIFC’s prestigious ICD Brookfield Place pioneered the dinner show trend that is now ubiquitous in the city, but also combined it with unrivalled brand building. The Parisian dining spot, among Dubai’s trendiest and with interiors by Luke Edward Hall, promotes a woman-centric approach – not only is its name an ode to one of French cinema’s greatest figures, but key leadership includes highly acclaimed head chef Burcu Cracknell.
Il Borro, meanwhile, replicates the ambience of a Tuscan bistro in a five-star chateau akin to the Ferragamo family’s original Il Borro estate, complete with its medieval village – a millennium of history now in Dubai.
At the end of the day, even in megacities like Dubai that can be transient, brand matters. “Brand loyalty is paramount,” Altamore asserts. “Our main customer database consists of people who live in Dubai. We are consistently in touch with our customers –for example, if we know that they have a booking, we prepare their signature cocktail [beforehand].”
Of course, all these efforts ultimately lead to stars – three if possible. As of the 2024 edition, 19 restaurants in Dubai hold a coveted MICHELIN star, although the criteria – as noted before – aren’t as straightforward as mere taste and service. Altomare observes:
Authenticity, sticking to the restaurant’s brand pillars and maintaining a consistency over the years in the menu…[but] there is not only the food element.
There are many factors at play; for example, fostering collaboration between chefs from all over the world [and] creating a movement.
And what of the future? What after MICHELIN? In the traditional Dubai way, the answer seems to be a bigger and bigger scene. Restaurants are pivoting towards robust social media strategies to curate tailored and unique experiences, particularly following the post-pandemic influx of millennial and Gen Z residents. Altomare concurs: “It is a deconstructed and innovative approach…[restaurants are] doing away with the table cloth altogether.”
So food is the food of love, to put it blithely, but music and other accoutrements are becoming increasingly vital to stand out in Dubai. Importantly, though, while the city’s fine dining is finer than major gastronomic metropolises, it is still far more affordable than legacy cities like Paris, London and New York – a unique blend that also describes the Dubai luxury real estate market splendidly.

In the popular consciousness, golf used to be a middle-aged pastime on deserted green hills – a party only for the furniture, to use Elizabeth Bowen’s turn of phrase. Dubai has led the charge in transforming the sport into sleek, modern fun that cuts across demographics.
Golf in the city is an exhilarating experience. In the average year, one can attend both the HERO Dubai Desert Classic and the DP World Tour Championship, both of which are highly anticipated staples on the yearly social calendar and have definitively put Dubai on the global golfing map.
“The tournaments are very important for the whole of the U.A.E… attracting non-golf fans as well” says Christopher May, CEO at Dubai Golf. “[These are] some of the very best professional tournaments in the world…[and do] attract tourists. [In 2023], we attracted over 60,000 golf tourists to the U.A.E. If you look back just 10 years ago, that number was 22,000.”
The post-pandemic period has seen a significant spike in golf tourists searching for experiential experiences. Demand from overseas golfers, for example, is huge in the week after a major event in Dubai – navigating the same course as a Rory McIlroy or a Tyrrell Hatton is an experience unto itself. But, in Dubai, this has been a long time coming.
“Dubai Golf started 35 years ago,” May observes. “His Highness Sheikh Mohammed bin Rashid Al Maktoum had the idea of building a golf course, and one of his advisers said it was something that would attract executives to live in Dubai…so the concept of Emirates Golf Club was born.”
That opened in 1988 to much acclaim, fanfare and demand as the Middle East’s first green-grass golf course. Dubai Creek Golf & Yacht Club followed five years later; Dubai Golf itself now operates over 20 courses in the region.
“To have transformed from nothing to that in 35 years is truly outstanding,” notes May. “We’ve seen amazing growth in terms of the number and participation – [Dubai is] now truly a global golfing destination.”
Ventures like Topgolf are pushing the envelope further, diversifying golf away from its traditions and into sports entertainment. A highly inclusive, high-tech golf game paired with outstanding food and beverage options, it has become a wildly popular attraction.
“We were successful in winning the franchise rights for the region…[and] built the first one at Emirates Golf Club, which is really unusual because it was the first one to be built in a golf club,” May states. “It brings people from all different demographics. 90% of the people [coming] are not golfers.”
It is an interesting comment, given that a survey a few years ago in the U.S. found the majority of people were playing on virtual or non-traditional courses rather than the golfing greens of old. It speaks to a global, particularly post-pandemic trend of younger golf patrons – a trend led by Dubai and the wider U.A.E. From dedicated young professional memberships to floodlit courses capitalising on the region’s night-golf phenomenon, the game here is catering to the young, who are transforming a staid sport into a relentlessly dynamic one. Female golf participation – a significant headwind for golf when it was considered a sport for statics – has always been high in the Middle East, and continues to grow. One-third of all members at the Emirates Golf Club, for example, are female.
This success has spilled over into adjacent luxury worlds. Dubai Golf itself owns 92 luxury villas at the Dubai Creek Golf & Yacht Club and 82 at Emirates Golf Club, with a portion set aside for hotel inventory under Park Hyatt Dubai and further villas on the horizon.
It shows the extent to which high-end lifestyles overlap in Dubai. May recalls:
“I’ve been here 25 years. Some of the things in the early days that we did were just unbelievable, like hosting Elton John concerts for 20,000 people, Robbie Williams concerts for 25,000 people. There’s a real can-do attitude in the city of making things happen…that’s one of the reasons why Dubai has been as successful as it has.”
And what of the future of the game in a region that quite literally has a museum dedicated to the future? Demand for golf is outstripping golf course supply during the peak season, though state-of-the-art golf courses are on the way. In many ways, to use a pun that is clichéd but wholly appropriate, golf here is just teeing off.

How has the art market in Dubai grown since Christie’s first opened here in 2005?
We were the first international auction house to open an office here and started our auctions in May 2006. There were already artists, galleries, curators and biennales happening across Sharjah, Dubai and Abu Dhabi, with Sharjah’s inaugural biennale being held in 1993.
But, the market has grown and expanded into a truly international one in the past two decades. We now see Arab art auctions and exhibitions in London, and international contemporary art sales in the U.A.E. This transformation is down to the U.A.E.’s innovation, its interest in art, culture and heritage, the market’s global development, and the rise of the internet – sharing art has never been so easy across the globe.
Has Dubai’s flourishing property market affected demand for art?
It gives us indicators into the luxury sector overall. Bloomberg reported that 6700 millionaires moved to the UAE in 2024, making it the number one destination for high-net-worth individuals worldwide. Clients looking for unique, high-quality living often want to furnish their properties in a way that suits their lifestyle; art will always be a wonderful conversation starter.
Is there a specific genre Christie’s Middle East has placed a larger emphasis on? If so, why?
Our Modern & Contemporary Middle Eastern Art department has been a preeminent focus for us, given the demand for regional artists across private and public institutions. We started the art department in Dubai and, over the past 20 years, have built collectors, artist’s careers and markets from these sales. In 2024, out of the top five Arab artists sold at auction, Christie’s held the records for four – Aref El Rayess, Marwan, Mohammed Al Saleem and Mahmoud Saïd.

What similar auctions and events does Christie’s have planned in 2025?
2025 marks an important milestone for Christie’s Middle East with our 20-year anniversary. We have planned a year-long programme of exhibitions, summits, auction highlights, cocktails and more. A key date is April 2025, when we will host two auctions in Dubai –Watches Online: The Dubai Edit, and Modern and Contemporary Art, Dubai. Our Middle Eastern Art auction will take place in the fall in London.

How much has the international art market started to take note of modern and contemporary Middle Eastern art?
More international clients are looking at Middle Eastern art, due in part to institutional shows at museums, biennales, residencies and galleries globally. This year’s Venice Biennale hosted the largest number of artists from the Middle East to date, alongside artists from South Asia, Latin America and other overlooked geographies.
In 2024, Christie’s London held a sale of modern and contemporary Middle Eastern art from the Dalloul Collection. What were some of the highlights from this auction?
It was our pleasure to host Part 2 of the Dalloul Collection auction at Christie’s in London. The Dalloul Collection has some of the most important works in the Arab world. The auction included pieces by Samia Halaby, a noted Palestinian artist based in New York, Moroccan artist Farid Belkahia, whose result in the auction was a world record, and an extremely sought-after work by Saudi Arabian artist Ahmed Mater titled Evolution of Man.

Who are some upcoming artists from the Middle East that you are excited about? What themes and topics are they exploring?
Artists have long been known for their focus on identity – who we are and what that means – and exploring their cultural heritage through different media such as photography, film, portraiture, music, and more traditional artist techniques. More recently, I see a trend from the more literal interpretation of this, to a more global humanity, with nature often acting as a muse.
My artists to watch from the region are: Farah Al Qasimi (U.A.E.), Hashel Al Lamki (U.A.E.), Sophia Al Maria (USA/ Qatar) and Shaikha Al Mazrou (U.A.E.).
You also featured contemporary and modern art from the Middle East in your DIFC gallery earlier in 2024. In an increasingly online world, what role do the Christie’s DIFC location and other physical galleries play in the growth of a newer art market like Dubai’s?
Our Dubai space is integral to our business as it is located in the heart of the Dubai International Financial Centre. We host our online sales of modern and contemporary art in Dubai with highlight works on display at the DIFC location.
Whilst online bids constitute 81% of all bidding at Christie’s, our business is high-touch – physical spaces allow clients to view the art before making their bids online. We also utilise the space to introduce new categories to clientele in the region. In 2024 alone, we showcased categories such as Antiquities, Old Masters, Books, Islamic Art, Contemporary Art, Carpets, Watches, Jewellery and Design.
What differences and trends do you see among millennial and Gen Z buyers of modern and contemporary Middle Eastern Art as opposed to older generations?
Our millennial and Gen Z buyers make up 30% of all bidders and buyers at Christie’s, to a total value of $1.2 billion (up from $550 million in just five years). Within this 30%, 34% come from the Middle East and Europe. They respond well to online auctions, and gravitate towards watches, handbags, contemporary art and jewellery in particular.
Older and more long-term buyers tend to have started bidding with live auctions. They are concentrated around more historic auction locations such as New York, Paris and London.
Within Middle Eastern art, I see a trend for younger bidders and buyers to look to editions, works on paper, photography and smaller works, primarily because they are more affordable. Our more seasoned collectors look for the highest quality and condition – usually a historic work with strong provenance to add into their more developed collections.
