BTIB defers bid by CCECC to register The BusIness Trade Investment Board (BTIB) has deferred its decision on granting foreign enterprise registration to a Chinese construction irm contracted to work on Te Mato Vai. The delay in granting the Chinese Civil engineering and Construction Company (CCeCC) – made yesterday at its monthly meeting - was pinned on the

agency’s board not having all information required to grant approval, according to BTIB chief executive Terry rangi. The company is a major contractor for the water infrastructure project, which has been tasked to replace the ring mains encircling the island – estimated to cost over $23 million. CCeCC previously received

Pukapuka barge to turn back? One lasT attempt is being

made to unload heavy machinery from a barge on to land in Pukapuka before workers are forced to abandon the job. Pukapuka’s airport runway has been out of use since December and the island has been waiting for materials and machinery to arrive. A barge inally made it to the northern island last Tuesday but poor conditions have made it too risky to unload the 14-tonne grader, 12-tonne roller and ivetonne tip truck. “They are unable to offload the machinery. No new cases reported There have been no new cases of dengue fever reported since Tuesday but that does not mean the outbreak has been contained, says the Ministry of health. The number of conirmed cases in Rarotonga jumped over the weekend, from seven on Friday to 36 by Tuesday afternoon. Health Protection Manager Tata Vaeau said that number was unchanged as of 3 pm yesterday. “It doesn’t mean we have contained it though,” he said. “We’re anticipating more. That’s why I’m still on the alert. - BCS/ES

rough,” said Infrastructure Cook Islands secretary Mac Mokoroa. The barge crew were making one inal attempt yesterday, moving to the western side of the island where the seas were calmer, Mokoroa said. If they are unsuccessful, it is likely that the barge will be returning to rarotonga. Mokoroa said both atiu and Mitiaro also urgently need their runways fixed and Infrastructure Cook Islands cannot afford to have the machinery sitting unused for so long. “We have to come back and ix the other airports,” he said. “It’s actually a costly exercise. If things don’t turn out the way we want, it’s money down the drain.” he said the barge would probably head back to Pukapuka after repairs were done at atiu. Mokoroa said his crew have been able to unload construction materials in Pukapuka, but nothing else. There is no actual harbour in Pukapuka, just a reef passage, which makes it vulnerable to the weather conditions. heavy rain in December left the island’s runway surface in a state of disrepair and unsafe to land on. a number of people – including a group of teachers – are waiting to reach the island. - Ben Chapman-Smith

approval to undertake “preparatory work”, which includes constructing accommodation for roughly 40 Chinese workers at the former Kia Orana Foods site in avarua. BTIB chairman George Pitt said previously the company will not be allowed to undertake any construction work without registration. replacement of the ring mains was scheduled to commence upon the completion of an environment impact assessment (eIa), which project oficials expect to occur late next month. The agency meets on the last Thursday of every month, and it is unknown if yesterday’s

decision throws the estimated project start date into doubt. as previously reported, Pitt said the CCeCCC could be hit with a $25,000 ine if they commence construction work without proper foreign enterprise registration. When reached for comment, chief executive Ben Mose with the office of Deputy Prime Minister and Minister of infrastructure Teariki heather said the BTIB decision was news to his ofice and had no comment. Finance ministry secretary richard neves – a member of the TMV project management unit – also had no comment on the development. apart from the decision to

defer CCeCC’s registration application, rangi said the BTIB will begin to undertake two assessments next week associated with TMV, including a “social impact assessment”, which will take into account written and oral submissions from the public. additionally, an “economic impact assessment” – also taking into account submissions from the public – will look into how construction will affect local businesses, said rangi. The chief executive said the BTIB has powers set out in a piece of legislation called the Development Investment act to undertake the assessments. - Emmanuel Samoglou

CIP ‘seriously’ considering a petition The COOK Islands party (CIP)

is “seriously” considering petitioning the results of last week’s Murienua by-election. CIP executive oficer Ngatama aniterea said the party was holding discussions yesterday on the matter, and would be conirming which course of action will be taken at some point today. Based on inal results released last week by the Chief electoral Ofice, James Beer of the Democratic Party topped the CIP’s Kaota Tuariki by a vote count of 216 to 208. any petitioning of the byelection results must be lodged with the high Court – along with a filing fee of $1000 - by close of business today, said Chief electoral Officer Taggy Tangimetua. aniterea said the CIP did not request a recount of the votes. There was a 79 per cent turnout in the by-election, with eight votes being declared informal. - ES

The coins were found along a path the couple had walked for years when they examined an old rusty can that erosion had caused to pop out of the ground.

world BrIeFs CRITIC FACES SEPARATISM CHARGES cHINA – The chinese Government has drawn criticism for handing a prominent dissident charges that potentially carry a death sentence. Prominent economist Ilham Tohti has been charged with separatism after criticizing china’s policies in the far-Western region of Xinjiang. In January, the ethnic Uighur was taken away following a raid on his home by security forces. He appears to have been accused of urging fellow ethic Uighurs to split from china into an independent homeland. According to Amnesty International he has been arrested for “the peaceful exercise of his right to freedom of expression”. Tohti’s case is the latest sign of the government’s hardening stance on dissent in Xinjiang, gripped by periodic outbursts of violence often pitting Uighurs against ethnic Han chinese.

The National Authority for combating Drugs (NAcD) ordered authorities to immediately cease the import, use and sale of shisha tobacco and pipes and e-cigarettes across the country. The NAcD said that while neither is classiied as a drug, they contain high levels of nicotine that “afect the health more seriously than cigarettes”. Cigarettes are widespread in cambodia, but over recent years wealthy, young cambodian smokers are also turning to shisha lounges – especially in the tourist hubs of Phnom Penh and Siem Reap.

They were cheered by prorussian demonstrators who gathered round the building, despite a police cordon. “We’ve been waiting for this moment for 20 years,” the protesters said. “We want a united russia.” The men are believed to be still in the building, although it is not clear if they have made any demands or statements. They did put up a sign reading “Crimea is russia” and threw a flash grenade in response to questions from a journalist, aP news agency reported. Western leaders were quick to urge Moscow and Crimean activists not to escalate tensions further. nato secretary General anders Fogh rasmussen said he was “concerned about developments in Crimea” and urged russia “not to take any action that can escalate tension”. us Defence secretary Chuck hagel told russia “not to take any steps that could be misinterpreted, or lead to miscalculation, during a very delicate time”. Both British Prime Minister David Cameron and German Chancellor angela Merkel voiced their concerns at a joint news conference in london. earlier, ukrainian interim President Olexander Turchynov warned russia that any movement of its Black sea Fleet beyond its base in Crimea would be seen as “military aggression”. North ires test missiles

PYOnGYanG – north Korea

has test-ired four short-range missiles into the sea off its east coast. south Korea’s Defence Ministry said they had an estimated range of 200 kilometres. “Our military will maintain tight vigilance in preparation for additional launches or any military provocation from the north,” a ministry spokesman said. The news coincides with

join south Korea-us military exercises, which the north had warned against. The south Korea-us drills began on Monday. This year, they overlapped with the end of the first reunion for more than three years of families divided by the Korean War. Pyongyang had initially insisted the joint exercises be postponed until after the reunion inished on Tuesday, but Seoul

refused and – in a rare concession – the north allowed the family gathering on its territory to go ahead as scheduled. north Korea carries out short-range missile tests on a fairly routine basis, and has used them before to display its anger at the south’s annual military exercises. Observers said these tests are unlikely to trigger a signiicant rise in military tensions. - AFP/ Reuters

Parrot dobs in murderer aGra – a pet parrot in India

has been credited with helping catch the man who allegedly murdered its owner. The owner, a 55-year-old woman, was stabbed to death and her jewellery stolen at her home in the northern city of agra on February 20. The woman’s relatives grew suspicious when her caged bird became agitated whenever her nephew, ashutosh Goswami, was in the home or his name was mentioned.

The family started calling out different names to the parrot, who stayed silent until the nephew’s name was used, the woman’s brother-in-law ajay sharma said. “Whenever the name of ashutosh was taken, the parrot shrieked and behaved abnormally,” Mr sharma said. “This information was passed to police.” The nephew, 35, who also had a bite mark on his hand from the woman’s dog, was arrested and

charged on Tuesday along with an accomplice after the murder weapon and the jewellery were recovered, a local police oficer said. senior superintendent of agra police shalabh Mathur acknowledged the bird – named heera, which means diamond in hindi – proved useful. “We got a lot of help from the parrot to zero in on the murderer,” Mathur was quoted as saying by the Press Trust of India news agency. - AFP

The $45,000 bursary was suggested by the Oscar winner’s friend David Katz, who sued the publication over an article about their friendship. The story was printed just days after Hofman’s death earlier this month and subsequently retracted. Katz’s lawyer said the prize would be funded “for years to come”. David Burnstein told the New York Times that Katz, who is a playwright, wanted the undisclosed settlement to be used positively, and had set up the American Playwriting Foundation as a result. What is so worrying about Crimea? sIMFerOPOl – suddenly, the world’s paranoia of war has shifted to Crimea. In the aftermath of the revolution in ukraine – in which pro-Western and nationalist ukrainians have taken power after the fall of President Viktor Yanukovych – there are fears that the southern region of Crimea could become a battleground between forces loyal to ukraine and russia. Armed men have raised lags over government buildings declaring “Crimea is russia”, while separatist and pro-ukrainian groups have clashed with each other in the streets. Crimea is a centre of pro-russian sentiment, which can spill into separatism. The region – a peninsula on ukraine’s Black sea coast – has 2.3 million inhabitants, most of whom identify themselves as ethnic russians and speak russian. The region voted heavily for Viktor Yanukovych in the 2010 presidential election, and many people there believe he is the victim of a coup – leading to attempts by separatists in Crimea’s parliament to push for a vote on whether it should leave ukraine. russia has been the dominant power in Crimea for most of the past 200 years, since it annexed the region in 1783. however, it was transferred by Moscow to ukraine – then part of the soviet

union – in 1954. some ethnic russians see that as a historical wrong. However, another signiicant minority, the Muslim Crimean Tatars, point out that they were once the majority in ukraine, and were deported in large numbers by Soviet leader Joseph stalin in 1944 for alleged collaboration with nazi invaders in World War Two. ethnic ukrainians made up 24 per cent of the population in Crimea according to the 2001 census, compared with 58 per cent russians and 12 per cent Tatars. Tatars have been returning since the collapse of the soviet union in 1991 – causing persistent tensions with russians over land rights. Crimea remains legally part of ukraine – a status that russia backed when pledging to uphold the territorial integrity of ukraine in a memorandum signed in 1994, also signed by the us, uK and France. It is an autonomous republic within ukraine, electing its own parliament. however, the post of Crimean president was abolished in 1995, shortly after a pro-russian Crimean separatist won the post with a big majority. It now has a presidential representative, and a prime minister, but both are appointed by Kiev.

russia keeps a major naval base in the Crimean city of sevastopol, where its Black sea Fleet is based. some ukrainians are therefore nervous about russia’s military might being brought to bear. The lease stipulates that russian personnel should not take military equipment or vehicles outside the base area without ukrainian permission. O l e x a n d e r Tu r ch y n o v, ukraine’s acting president, warned that any move by russian troops off of their base in Crimea “will be considered a military aggression”. There are reports of russian envoys distributing russian passports in the peninsula. russia’s defence laws allow military action overseas to “protect russian citizens”. This has sparked fears of russia using this as a pretext for invasion. Russia used a similar justiication for sending troops into Georgia’s breakaway region of south Ossetia in 2008, routing Georgian forces which had tried to take back control. as with Georgia, Moscow resents what it sees as eu and nato overtures to ukraine. and after all, nato decided not to come to Georgia’s defence. But Crimea is bigger than south Ossetia, ukraine bigger than Georgia, and the Crimean population more divided than in pro-russian south Ossetia –

Pro-Russian protesters have stormed parliament amid fears Crimea could become a battleground between forces loyal to ukraine and Russia. AFP making russian intervention in ukraine a bigger gamble. Crimea has been fought over – and changed hands – many times in its history. The occasion many will have heard of is the Crimean War of

1853-1856, known in Britain for the siege of sevastopol, the Charge of the light Brigade, and the medical advances made by Florence nightingale and Mary seacole. The war was a result of rival

imperial ambitions, when Britain and France, suspicious of russian ambitions in the Balkans as the Ottoman empire declined, sent troops to Crimea to peg them back. russia lost. - BBC

The dissent stems from a group within the HRPP which has demanded the sacking or resignation of the inance minister, Faumuina Tiatia Liuga. The opposition leader, Palusalue Faapo II, has told reporters the division is neither good for the government nor the country as it prepares to host the Small Island Developing States conference in September. He says the prime minister, Tuila’epa Sa’ilele Malielegaoi, left last week to attend the launch of the year of the SIDS at the UN headquarters in New York. The opposition leader says they want a stable government and not party politics. The prime minister is due to return at the weekend.

He says rubbish, untreated sewage and oil from World War Two shipwrecks litter the harbour. “Actually it’s unbelievable. It’s really polluted down in the Honiara international sea port. she says the asylum seekers were frustrated with the lack of progress that was being made, which led to last week’s violence that killed 23-year-old Iranian asylum seeker reza Berati. Thompson told the australian broadcaster sBs that there is no intention to process the asylum seekers on Manus Island. “It’s fake. I don’t believe that there’s a way to ix this. It’s not designed as a processing facility – it’s designed as an experiment in the active creation of horror to secure the deterrence. Thompson described the administration of the Manus Island detention centre as ‘ridiculous’ and claims she was instructed to tell detainees their only option was resettlement in Papua new Guinea. “They, the detainees, watch the news, they read the newspapers, they watch what’s going around in the camp, they know there’s no decision from the Papua new Guinean government on resettlement,” she told sBs Dateline programme. “so what that means is – you’re never getting out of this camp, it’s indeinite detention.” a spokeswoman for the Minister for Immigration and Border Protection, scott Morrison, denied that Manus Island

‘It’s fake. I don’t believe that there’s a way to ix this. It’s not designed as a processing facility – it’s designed as an experiment in the active creation of horror to secure the deterrence.’ detainees had been told they would not be resettled in PnG. “With regard to reports that the transferees were advised that they will not be settled in PnG, the minister has been advised that those reports are false,” she said in a statement. Thompson’s allegations come as the Immigration Department faced questions on the recent riots on Manus Island from a senate Committee. Thompson is the first staff member to publicly resign from Manus Island following the recent outbreak of violence which left one dead. she was originally bought in to conduct refugee-assessment interviews and claims she was

told to tell inmates their only option was resettlement in Papua new Guinea. Thompson said she knew their only option was indeinite detention, and so did they asylum seekers. “I would not go back because there is no process, nothing for me to do, no process to assist people with – it’s fake,” she said. “It’s not designed as a processing facility, it’s designed as an experiment in the active creation of horror to deter people from trying in the irst place.” Thompson told Dateline she was given a script to follow while conducting refugee assessments. “We were informed that we were not to discuss resettlement, we were not to discuss third country options,” she said. “It was made very clear to us every day, sometimes even twice a day, under the threat of being removed from the island, we were not to talk about a third country, we were not to suggest there were any resettlement options, we were not to suggest they would be able to get off PnG,” she said. “We knew that this was ridiculous, but we were lying to people and we were told to keep that message going to keep

it clear.” “There is no process, the process doesn’t lead anywhere except indeinite detention.” Thompson believes this is partly behind the violence that rocked the Manus Island detention centre last week. she was in the compound on sunday night and says she could hear the noise from her room. “What they wanted was not just the interviews, the process, something to feel better about, something to feel involved in. They want to know where they are going,” she said. “I believe what happened was completely predictable, that tensions were allowed to build up, that misinformation was allowed to circulate, that people were allowed to be driven into a frenzy about what was going to happen.” “That’s what Manus Island is, it’s the active creation of horror in order to secure deterrence. “and that’s why I say again, reza Barati’s death is not some kind of crisis for the department, it’s an opportunity to extend that logic, one step further – to say, ‘this happens, but deterrence continues, Operation sovereign Borders continues.” - SBS/RNZI/PNC

Frustration caused riots leaked report outlines list of questions asylum seekers asked lOr enGau – riots at the Manus Island detention centre earlier this month were caused by management’s handling of questions posed by asylum seekers, a PnG police report says. The leaked report, written the day after the second clash – which took place on February 17 – also makes it clear the confrontation occurred inside the detention centre, contrary to information given at the time by Immigration Minister scott Morrison, who initially said the violence took place outside of the centre’s perimeter fence. The report is an internal police document written by Manus Island Provincial Police Commander alex n’Drasal to update the acting assistant commissioner of police. It was leaked to the media this week. The report says in the week before the violence occurred, asylum seekers had submitted 11 questions about the processing of their refugee applications, the conditions of their detention and the authority of those detaining them. “Is there a process? What is it?” was the irst question posed by asylum seekers, police say. “Who is responsible for us here on Manus – PnG or australia?” was another question. asylum seekers’ full list of questions: - Is there a process? What is it? - how long are we going to be here? - When will we have our freedom?

- Will transferees who have been deemed refugees in other countries be given priority in processing? - Why is there no PnG Partnership? - some of the transferees have been interviewed some time ago, what is happening with our process? What is the hold-up? - Who is responsible for us here on Manus – PnG or australia? - Why won’t Immigration allow media to come here and interview us? - Will the australian government take responsibility for our mental health problems? - The Playfair lawyer said there was a third country option, why can’t we be sent to this other country? (Playfair is a private company of migration agents and immigration lawyers.) - Why are our human rights not respected? On February 17, management of the detention centre met with asylum seekers to discuss their written concerns. Morrison says asylum seekers were told their only option for resettlement was in Papua new Guinea. “The asylum seekers were not satisied with the response given to them by the management last week and that instigated frustrations within several different countries’ occupants of the Oscar compound,” chief inspector n’Drasal wrote on February 18. referring to the second night

of rioting, during which an Iranian man was killed, chief inspector n’Drasal wrote: “In the Mike compound the transferees did also protest for that same reason as mentioned for the Oscar compound on sunday.” The leaked report about what happened during the rioting matches witness accounts given to the aBC. It says “the confrontation was between the management of the centre, G4s guards as one party, and the transferees as another party”. “The G4s guards went to stop the transferees from rioting at the compound and damaging properties,” chief inspector n’Drasal wrote. G4s guards were “overpow-

ered” and “seriously assaulted” by asylum seekers, according to the police report. Chief inspector n’Drasal said the PnG police mobile squad “actually fired some warning shots into the air” and he believed the situation could have been worse if not for the mobile squad’s actions. The P nG government is conducting a formal investigation of the two incidents at the Manus Island detention centre but it is not clear when these will be completed. australia is doing its own investigation, with the co-operation of the PnG government. It is due to report back in april, with a progress report by the end of March. - ABC

The country’s meteorological service says the rain is of particular concern to eastern and central parts of the main island of Viti Levu, with lood warnings

having been issued for all rivers in that area. The Meteorology director, alipate Waqaicelua, says all of these rivers are expected to burst their banks and people in low lying areas are being urged to move to higher ground. “With the amount of water now saturating the soil, if it does develop further and become a tropical cyclone it’s going to become a major hazard for Fiji, we’re looking at more landslides and associated disasters.” heavy rain is currently being experience in many parts of Central-eastern division with flash flooding and associated slips and infrastructure damage with closures or vehicle restrictions on most main roads. - RNZI/PNC

Brother-in-law tipped to take over suVa – unconfirmed reports

say Fiji’s regime leader Frank Bainimarama has picked his brother-in-law, Francis Kean, to succeed him as commanderin-chief of the military. There has been no formal announcement, but a decision on a new commander was expected today, when Frank Bainimarama was due to step down and name his political party for the elections. however a tropical depression creating havoc across Fiji has been given as the reason for the handover ceremony’s postponement. Website blogs say they’ve been told Bainimarama has settled on brother-in-law Kean because he is “family” and will provide the security Bainimarama needs as he waits out the september election. Kean is the brother of Bainimarama’s wife, Mary.

Obsevers are saying Bainimarama wants a military farewell of pomp and ceremony, and the torrential rain would have taken away the lustre of the event. sceptics are saying a “buzz of dissatisfaction” in the military ranks over the probability of Kean’s appointment may be the reason for the delay. Website C4.5 has been told the internal announcement Bainimarama’s brother-in-law will lead Fiji’s military forces is not going down well with top officers, including land force commander, Mosese Tikoitoga. It’s widely believed Kean has no leadership qualities and has a “bad attitude,” the blog says. “Bloggers will remember Kean was put in charge of Fiji’s navy in 2010 after he served time in jail for manslaughter, a move which almost triggered an internal coup,” C4.5 says. “he was subsequently re-

moved and installed at the army strat hQ before being made permanent secretary of Works, Transport and Public utilities in 2011. “There will also be disquiet among those who remember Kean served just 18 months for the death of John Whippy in 2006. “Whippy was drunk and insulted Kean at the wedding reception of Bainimarama’s daughter, ateca, at the royal suva Yacht Club. he died after being punched and kicked by Kean. “The original charge of murder was dropped to manslaughter and many said Kean got off lightly because he was Bainimarama’s brother-in-law.” sources reiterated there is no truth to the suggestion that officers unhappy with the Kean appointment will be arrested. They say Bainimarama has

pretty much told oficers that if they don’t like it, they can stay home. Meanwhile, due to the weatger, the ‘grand farewell’ the rFMF has been boasting about in recent weeks has been delayed – the regime has cited the storm for its decision and has not indicated when the changeover will now take place. local reporter samisoni Pareti says although people are disappointed at the postponement, the move is unavoidable. “he has got a very valid reason for the postponement,” he told the aBC. “They have a huge parade and then they will have to literally carry the outgoing commander out of the camp, outside of the gate. That will not be very practical in the very heavy rain and windy conditions. “The country will just have to wait.” - PNC/blogs/ABC

No conidence vote dodged POrT VIla – Vanuatu’s prime minister has survived the threat of a no conidence challenge, after four opposition MPs defected and joined his cabinet. The opposition has withdrawn the motion against Moana Carcasses. The defecting MPs will replace three of his own ministers who earlier resigned to support the motion. Carcasses has told Paciic Beat the defecting MPs, who have now joined the cabinet want an end to political instability. “They came because they want stability, they came because they want Vanuatu to go ahead – we have put in place a strong vision for the future of Vanuatu, and they want to be part of it,” Carcasses said. Willie Jimmy, one of the four MPs who switched sides, says a lack of trust was behind the decision. “The irst and foremost reason why me and the other three took a decision to join the Carcasses group is because of the instability within the opposition group itself,” he said. “We were honest, we would abide by the decision to support the motion of no confidence –

unfortunately we discovered there’s a backdoor deal within the opposition block that does not include us. “so we decided ‘if that is the deal, we might as well join the Carcasses group and keep him in power’.” reunification of Moderate Parties members stephen Kalsakau and Paul Telukluk have become the ministers for climate change and internal affairs. Tony Wright from the union of Moderate Parties is the new youth and sport minister, and Willie Jimmy from the Vanuatu liberal and Democratic Party is the new trade minister. lands minister ralph regenvanu says those ministries needed to be filled after three ministers resigned to support the no conidence vote. “To become a minister is an enticement for an MP, because you get an increase in salary, and you get to employ people, and of course you get to implement your policies,” he said. “I think it’s better than bribing people with money – offering them a ministerial portfolio because it’s actually something that needs to be filled, and we were prepared to offer them.”

The latest moves follow an era of political instability in Vanuatu since the 1990s, which has seen numerous leadership changes and MPs swapping parties. Moana Carcasses became prime minister in 2013, after joining the Opposition in a no confidence vote to oust then prime minister sato Kilman. Carcasses says despite the history of instability, he’s conident in the support of the new ministers, who vowed to serve the nation during their swearing in-speech “They said ‘prime minister, we are coming absolutely to stay and we want to work very hard’,” he said. “We understand that your government has what you call it a vision, we understand that you have a plan and we want to be part of this plan, we want to make sure that Vanuatu can progress ahead for the people of Vanuatu. and I believe them.” Tony Wilson, editor of the Vanuatu Independent, says locals are angry about the political manoeuvring. “Their anger is across the board at all politicians on both sides,” he said. “They’re tired of

Cash plea not well received auCKlanD – new Zealand Tongan advisory Council head, Melino Maka, says the Tongan government has made a call for cash to help distribute relief supplies to cyclone-hit ha’apai island group. Overseas Tongan communities raised funds and donated goods to help victims of Cyclone Ian which hit the region last month. The council’s auckland group alone has given 10 containers of non-perishable food items to Tonga. Of these six have been distributed and other four are on their way. “I was told by one of the committee the chair received an email from Tonga asking us

to help to pay for the four containers which are on their way to ha’apai,” Maka said Maka says he understands the government is pressed for resources but disagrees on principle with the request for money. “Those of us who have been working on this, we donated our time and energy to get this,” he said. “We don’t have money and we have actually committed a huge amount of our time to coordinate this relief effort. “To ask us, the community, to try to front up with money, I think is a bit hard to swallow.” Maka says in all the years he has helped with relief issues, this is the irst time the government has made such a request. Maka says the council will ap-

proach the new Zealand government to request them to wait until things improve in ha’apai before deporting Tongans who have overstayed their visa. “allow ha’apai to get back on its feet before any deportation can occur,” he said. “We asked Immigration new Zealand to put a moratorium on deportation on some of these people from ha’apai.” however, he says, the government is deporting a woman to Tonga despite a health advise prohibiting air travel. “at the moment, a woman who developed a heart problem in the past year and Immigration new Zealand put a deportation order to send her back to Tonga.” - ABC

these sort of scenes, and want a government that governs and doesn’t spend its time horsetrading.” Carcasses earlier this month called MPs together in a bid to reform the political process and improve political stability. regenvanu says that process will continue. “What we need now in Vanuatu, urgently, is political reform, so that we can stop this sort of thing happening,” he said. “There’s been two meetings of political parties and we’ve started advancing an agenda that we all agree on. “It was unfortunate the motion came in after those two meetings, but we will now resume those meetings, with a view to getting some political reform through, hopefully this year.” - Paciic Beat

Fiji regime leader Voreque Bainimarama’s leader’s brother-inlaw Francis Kean is tipped to be the man to take over command of the Fiji military when Bainimarama steps down next week.

Excuse plausible suVa – an Fijian academic

says news that the handover to a new military commander in Fiji has been postponed due to the weather is plausible and expects things will unfold quickly next week. Yesterday’s scheduled Commander of the republic of Fiji Military Forces handover parade has been postponed, citing adverse weather. The regime is yet to announce his successor but his brother-inlaw and former navy commander, Francis Kean, is said to be in contention.

Dr steven ratuva, from the university of auckland, says he believes the appointment is a formality, adding that Mr Kean wouldn’t be popular because he served a jail sentence after killing a guest at a Bainimarama family wedding in late 2006. “If it’s true then there will certainly be questions raised by members of the public in relation to his background, also in relation to the closeness between the two.” The information ministry has given no new date for the handover parade. - RNZI

Border crossings denied POrT MOresBY – Papua new

Guineda Defence Force Commander, Gilbert Toropo, has described Indonesian soldiers crossing international borders in search of the ive alleged missing isherman to be a “total disrespect of sovereignty”. There have being two reported incidents where Indonesian soldiers crossed the PnG-Indonesian border, following the rivers, to villages in Western Province, where they asked local men about the ive missing men. The Indonesians went missing after a PnG border patrol sent them back on foot to Indonesia after capturing them inside PnG territory. “This is illegal and a total violation of our international border,” said Commander Toropo. “If it is true that there are Indonesian citizens at large in PnG

territories, they should follow the right channel through their foreign affairs ministry.” The PnG defence force confirmed capturing ten Indonesians who entered PnG waters illegally and were sent back on foot along the shoreline. Media reports in Indonesia say Indonesia’s navy has been searching for ive missing ishermen. The defence force is assuming that the men Indonesian soldiers are searching for are the ishermen intercepted by the patrol. Colonel ronnie Pasaribu, Indonesian defence attache, told the Post-Courier that he doubts Indonesian soldiers are crossing the border in search for the missing ive. “Our soldiers are not allowed to cross the border without asking for permission from the PnG

government. Only relatives of the missing ive have been searching for them, but on the Indonesian side.” Colonel Pasaribu says to cross the border following the southern shoreline, one has to go across the Torasi river mouth. according to Commander Toropo, the PnG government is aware of the situation and is in the process of getting the matter resolved. Meanwhile, Police southern Command assistant Commissioner, alan Kundi, says reports on social media about PnG soldiers burning houses near the border and ive Indonesian soldiers missing or possibly killed inside PnG territory could just be rumours, as there has not been any oficial report on them. - Post-Courier

Submarine cable for the Cooks? The GOVernMenT is considering hooking the Cook Islands up to a new submarine internet cable being built between auckland and the west coast of america. new Zealand-based company hawaiki Cable is planning a 14,000km cable system linking new Zealand, australia and hawaii to the state of Oregon, at a cost of about $400 million. The company has approached a number of Pacific Island nations to see if they are interested in connecting to the main trunk line. Telecommunications Minister Mark Brown said he is looking hard at hawaiki Cable as part of the country’s future investment in telecommunications. Hawaiki irst approached the country with a proposition back in 2012 but the Government “wasn’t too fussed about it at that point”, Brown said. The company has since secured financing for the trunk line and now “looks like the real deal”, he said. “We are keen now because a number of quite large companies in new Zealand and australia have signed up for provision of the service.” The Government is now waiting for more information about some of the options available, such as whether the Cooks can have its own branch or combine with other Paciic nations on a joint branch. French Polynesia and niue are also interested and the three countries may be able to go in together, Brown said. One of the major factors will be the cost, which is expected to be in the vicinity of $30 million. “It’s a significant investment,” Brown said. he said the money could be

borrowed from a development partner, probably the asian Development Bank, or raised through equity partners or a bond loat. “There is a range of inancing options available so we’d have to look at talking to some qualiied people for advice,” Brown said. hawaiki Cable describes itself as “a new bandwidth supplier in the Pacific submarine cable market”. “Our goal is to signiicantly contribute to the development of australia, new Zealand and Pacific Islands’' economies by providing future-proof capacity and direct access to the us market,” the company says on its website. The cable is scheduled for completion in late 2015. The Cook Islands will start receiving high-speed internet this year through Telecom’s contract with global satellite service O3b. That contract is for ive years, after which time it can be renegotiated. - Ben Chapman-Smith

any potential mosquito breeding sites, such as water-filled containers, coconut husks or old tyres. They will also be on the look out for illegally built septic systems, and animals such pigs tied up too close to the house. People who do not meet the tutaka requirements will be issued with a warning notice and given a timeline to meet. If the issues are not resolved a inal notice will be given, before the matter heads to court. Tuna would ill 10 sports stadiums enOuGh skipjack tuna is being

caught in the western and central Paciic Ocean to ill ten sport stadiums worth of canned ish each year, according to a leading scientist. Dr shelton harley, Principal Fisheries scientist at the secretariat of the Paciic Community, said about 2.6 tons of tuna was hauled in during 2012 and skipjack accounted for 64 per cent of that. “We could fill 10 stadiums to the top with tinned skipjack tuna each year,” harley said. “We’re not talking about the MCG (Melbourne Cricket

Ground) but we’re talking about a decent rugby stadium.” he described the amount of fish being taken within the western and central Pacific Ocean (WCPO) – which includes the Cook Islands – as “ridiculous”. “nose to tail – the skipjack alone would go around the world more than 10 times.” harley said the overall tuna stock is “generally ok” but there is not much scope for increases and a lot of the challenges now are economic ones. “This ishery is not just big – it is huge and vitally important

to the region.” he said the total tuna catch has increased over the past seven years, primarily due to increases in purse-seine ishery catches. There are now 300 purseseiners in the region, which account for about 70 per cent of the total catch. The Cook Islands Ministry of Marine resources is working on a deal to allow spanish purseseiners to ish inside the country’s exclusive economic zone. harley said one of the major challenges to the region is combating illegal and unreported ishing vessels.

About 2.6 tons of tuna was caught in the year. Here, a solid catch of tuna is seen being oloaded from a longlining vessel in Noumea. 14022602/14022605

although there have been great developments, it is still very difficult for many Pacific Island nations to catch these vessels, he said. “If someone told the guys at Ministry of Marine resources in rarotonga that someone was ishing illegally in the northern islands, it would be hard to go and catch them,” he said. harley said his team at the Oceanic Fisheries Programme - which works within the secretariat of the Paciic Community - is striving to collect better and better data on the tuna ishery.—Ben Chapman-Smith

Couple make good use of ish waste as fertiliser WITh a deiant grin, Philippe

Benedicte Gontard standing by his solid-form ish fertiliser. 14022735

Gontard plunges his arm deep into a blue drum filled with oily, ground-up ish carcasses. he pulls his dripping arm out, holds it to our faces and proudly declares: “no smell!” Gontard and his wife Benedicte run a small-scale fish fertiliser business called Bioagri-nC, based on their fivehectare property 45 minutes inland from noumea in new Caledonia. The Secretariat of the Paciic Community has brought our media group here to see what this couple is doing to reduce the amount of fish waste – heads, gills and frames – going into landill. Dumping ish by-product is a common problem throughout the region and we are here to learn about the alternatives. Of the 2700 tons of fish

Cook islands News reporter Ben Chapman-Smith recently took part in a media training exercise in New Caledonia, designed to improve media reporting of the tuna ishery. The 11 journalists were shown ways of reducing ish waste which could be replicated in other countries. caught in new Caledonia’s exclusive economic zone, about 900 tons ends up simply being buried underground. “We want to tackle this issue of ish waste being dumped,” Philippe says. “We are, on the one hand, finding a use for fish waste and, on the other, improving soil quality.” The couple make regular trips into noumea to collect bins of deep-sea fishing byproduct – about 700 kg at a time – then take it home and put it through a powerful grinder. “When I grind the fish it looks like what you make sausages out of,” Benedicte says.

The pulp is then shovelled into tall bins and a type of acid is added to break the ish down into liquid. looking into the barrels of ish waste and gingerly sniffing Philippe’s hand, we are surprised to find there is indeed very little smell. Their fertiliser is produced through a process of enzymatic “digestion” - using acid - rather than decomposition, he explains. By keeping the acidity at a certain level, the ish is transformed from big molecules into small ones and minerals that plants can absorb. Philippe says the “diges-

tion” process varies in length depending on the time of year. “It can take up to eight months when it’s cold but only a few weeks in hot weather.” It can be stored for several years without any loss in quality and can be either sprayed or spread on crops. “In our product, there’s a lot of oil which goes into nourishing the soil.” Phillipe says the ish fertiliser is far healthier for plants and soil than chemical fertilizers, which strip soil of its nutrients. Producing the liquid and pellet fertiliser is a tiring task but is good for gardens and solves the problem of dumping fishing by-product, Benedicte says. Bioagri-nC has been running for three years and sold 6000 litres of product last year. - Ben Chapman-Smith

Fua joined the Fund as CeO in 2008, a 26-year-old straight from the banking industry. she had only planned to stay for one term in the role. now six years on, the 32-year-old has set her sights on getting back into the private sector as the General Manager of the highland Paradise Cultural Centre. “I have been really fortunate at CInsF, the Board has supported me from day one in providing me the opportunity to lead such an important institution. Brown seeks legal advice on telco deal after challenge TeleCOMMunICaTIOns Minister Mark Brown is seeking legal advice concerning a local company’s interest in buying Telecom Cook Islands shares. William Framhein, director of Mervin Communications and Kukicel, wrote to Brown last week reiterating his and his business partners’ desire to buy shares in TCI, should they come available. Telecom new Zealand (TnZ) is in negotiations with global provider Digicel over its 60 per cent shareholding in TCI.

The Government, which holds the remaining stake, has irst right or refusal on the TCI shares but has indicated it will not be exercising that right. Framhein has asked Brown to hand that right over to his consortium so TCI can stay in local hands. “I don’t think legally we can do that,” Brown said yesterday. “We need some good legal advice.” Brown said he has asked Crown Law to look at the Joint Venture Agreement (JVA) be-

tween the Government and TnZ to see if it allows such a move. Framhein insists that clauses in the JVA – which he has a copy of – make clear that the right of refusal can be assigned to another party, if TnZ agrees to it. “I don’t know why he (Brown) needs legal advice,” he said. In last week’s letter, Framhein asked Brown what details he could offer to change his stance on waiving the Government’s irst right of refusal. “Our partners and equity in-

Glassie clears air on pensions MInIsTer of Internal affairs

nandi Glassie has attempted to clear the air around what he described as confusion with upcoming changes to the Cook Islands pension system. as of March 1, people aged 70 and over will see their pension increase from $500 to $625 a month, with fortnightly payments of $312.50. Those between 60 and 70 will see their monthly payments lift from $400 to $500 a month – paid in fortnightly instalments of $250. Glassie said he has received feedback that some pensioners are concerned that their fortnightly payments will be taxed directly. This is not the case, he

said. Pensions will now be classiied as taxable income, however, a senior relying strictly on the Cook Islands pension will fall below the tax-free threshold of $11,000 – which means they won’t have to pay tax. however, if a senior chooses to supplement their pension with additional income, that money will be added to pension payments and be part of total taxable income. should the combined amount exceed the $11,000 threshold, the difference will be subject to income taxes. “The point is, as long as you’re purely on the beneit, you won’t be taxed,” said Glassie. In a full page ad taken out

by Internal affairs earlier this month, the ministry advised pensioners of the 25 per cent pension payment increase. The ad also included a directive for pensioners to register their revenue Management Division (rMD) number with the Ministry of Internal affairs “To help ensure that individuals receive the correct payments and are not left with tax debts at the end of the year...”. “To ensure fairness, and to direct the increased payment towards those most in need, from March 1, 2014 the local Cook Islands pension will also become part of your taxable income”, reads the ad. - Emmanuel Samoglou

anciers have asked me to write to you seeking some information from you and Government, so that we may give you some conidence and comfort on the proposition put to you earlier.” Framhein wrote that subject to due diligence, his group has obtained verbal commitments to fund the purchase of TnZ shares and half of Government’s shares in TCI. as locally registered companies, Mervin Communications/ Kukicel should be given the opportunity to purchase the shares before Digicel on the same terms, he wrote. Brown said one concern he has is the lack of information available about who else is part of Framhein’s party. “I really don’t know who the group is. I haven’t heard much more from William as to the composition of his company.”

William Framhein, director of Mervin Communications, Kukicel and Matariki FM radio station, believes Telecom Cook islands should stay in local hands. 14021808 Brown said if Framhein wants to buy the TCI shares, he needs to speak directly with TnZ and make an offer. - Ben Chapman-Smith

Traditional cure available but not for ‘self help’ Pa, One of a handful of taun-

gas still practicing in rarotonga, claims there is a cure for dengue fever. “In 1990,” he said, “rarotonga had an epidemic of dengue fever. some people came for my help and the plant medicines worked.” The medicine Pa refers to is known in Maori as Poroporo, in english as Deadly nightshade, in Italian as Belladonna and by its scientiic name

solanum americanum. according to Wikipedia, the plant has a long history of use as a medicine, cosmetic and poison. The plant is used homeopathically, meaning its toxic properties help the body ight the toxins already present. It has been used for centuries as a pain reliever, muscle relaxer, anti-inlammatory, histaminic reaction and to treat peptic ulcer

disease according to Wikipedia. There is also caution, however, as the plant can cause unpleasant hallucinations and is highly toxic. Pa said the procedure for preparing the nightshade into medicine is simple. “You take the plant, pound it in the bowl, squeeze it, bless it and then drink it. Within 45 minutes to an hour he claimed dengue

could be cured.” he believes in sharing the knowledge and working alongside medical doctors. “The medical doctors and taunga need to work together,” he said. – amelia Borofsky Editor’s note: Don’t try this yourself at home – if you want to try herbal remedies please talk to a taunga – as they know when the plant is safe to use and that it is the correct plant.

Live like Enoch in a hostile world by walking with God When We hear of hollywood couples who get together and then divorce rather quickly, we have to wonder what people are looking for in marriage. Do they understand that it’s a commitment? Do they under-

stand that feelings will come and go, and that you must get on with the very real business of loving a person. The same can be said of a relationship with God. There are times when you feel great joy,

passion, and excitement about being a Christian. and there are times when you don’t feel it. But that doesn’t mean you say, “Well, that’s it. I’m not going to follow Christ anymore.” The Bible doesn’t say, “The

In order for each and every one of us to be saved and to follow these steps, our Lord and Saviour Jesus Christ has given us a clear detailed picture activated on the Day of Pentecost. acts 2:38. step 1 = repent. step 2 = Baptise in Jesus’ name. Step 3 = Fill in with the holy Ghost. Obey acts 2:38 supported by ephesian 4:5 One lord, one faith, one baptism. Get saved, be saved and stay saved in Jesus Christ alone. God Bless you all. shalom. son of Thunder (name and address supplied).

just shall live by feelings.” rather, it says, “The just shall live by faith” (romans1:17 nkjv). Feelings change, but walking with God takes faith. It takes commitment. and it takes consistency. The Bible tells us about a man who walked with God for many years. his name was enoch, and I want to look at some secrets from his life that we can apply in our lives as well. In the whole of the Bible, only five passages refer to enoch, two of which are genealogies. although we don’t find a lot written about enoch, what we do have is signiicant. Genesis tells us, “enoch lived sixty-five years, and begot Methuselah. after he begot Methuselah, enoch walked with God 300 years, and had sons and daughters. so all the days of enoch were 365 years. and enoch walked with God; and he was not, for God took him” (Genesis 5: 21 -25 nkjv). enoch lived during a unique time in human history, just before God’s judgement of the world by the lood. Against this very dark backdrop was a man who walked with God and was spared death. enoch is a prototype of the last-days believer, showing us how to live as we await the lord’s return. so what set enoch apart? how was he able to live a godly life in an ungodly world, in a time that was characterised by sexual perversion and uncontrolled violence? We ind three important principles at work in enoch’s life that we can apply in our own lives today. Principle one: enoch walked with God. The analogy of walking and the Christian life is used throughout scripture. But what does it mean to walk with God? It is not merely living by rules and regulations or making daily resolutions that we quickly break. It is much more than that. The prophet amos revealed an important truth about what it means to walk with God when he asked, “Can two walk together, unless they are agreed?” (amos 3:3 nkjv). The word he used for “together” gives the idea of two people moving in rhythm together, as in riding a tandem bicycle. But it is not about getting God into rhythm

with us; it is getting ourselves into rhythm with him. That is what it means to walk with God. Principle two: enoch was well-pleasing to God. hebrews 11:5 says, “he had this testimony, that he pleased God” (nkjv). sometimes we have the mistaken notion that God is very hard to please. Yet God knows our weaknesses and frailties better than anyone, and he is not as hard to please as we might think. so how do we please God? God is pleased when, in spite of the fact that we are in the right, we patiently endure when misunderstood (see 1 Peter 2: 19 - 20). When you do what is right and patiently endure suffering for it, that is called meekness, and it pleases God. God is also pleased when children obey their parents (see Colossians 3:20); when we wor-

ship him and help others (see hebrews 13:15-16); and when we give inancially to the work of the kingdom (see Phillipians 4: 17- 18). Principle three: enoch was a witness for God. enoch walked with God, he was well-pleasing to God, and lastly, he was a witness for God. as enoch walked with God and pleased him, he had a testimony and a witness. every Christian has a testimony. People are watching us. They are observing us. and we should give a lot of thought to that. Before we can effectively witness for God, we must first walk with him. Because enoch walked with God, he saw this world for what it was. Do you? rev Iana aitau Cook Islands Christian Church

FORTICkETS PHONE 79867

CrOssFIT seems to be the buzzword in fitness circles at the moment, and in raro it’s no exception. Since its establishment in July 2013 Tumuora CrossFit in arorangi has attracted a wide membership base introducing a wide range of the community to the itness craze.

BEREAVEMENT

HOSkING, Pearl Teina (nee Rorani)

Passed away peacefully on 26 February 2014 in Auckland, New Zealand. Darling wife of Arthur. Cherished Mum of Ricky & karen, Tony & katie and Addrienne & Tamatoa. Loving Mama to Tumora, Tevahitua, Jamayca, Tehina, Tahia, Dain, Isaac & kya. Teina went to be with her Mum and Dad (Tepaeru and Ngatokorua) and brothers Alan, Pokoina and Johnny). She will be sadly missed but remembered with love by Lina & Pa, Steve & Tanya, Heather, Annie & Wayne, Mata & Charlie and Naomi & Clay and their families. A celebration of her life will be held at Titama Heights, Matavera, Rarotonga on Monday 3rd March 2014 at 11am where she will be laid to rest. Any enquiries call Lynn 52 595 or Heather 55453.

This week is a big week for Tumuora CrossFit, with a number of CrossFitters teaming up for the summer Team Challenge, and a few of its athletes entered in the CrossFit Open which kicks off this week. The summer Team Challenge has six teams of four competing throughout four different WODs (or workouts of the day), which are kept a surprise until the day before. The teams are a mix of experienced and not so experienced CrossFitters, and aim to provide a fun but competitive venue for people to put their C rossFitting skills to the test in a team environment. CrossFit workouts are comprised of constantly varied func-

tional movements (like pushing, pulling, squatting, lifting, running) executed at high intensity. One day you may be rowing on a rowing machine and doing burpees, and another day you may be doing wind sprints, pullups or kettlebell swings. Drivers passing by the Box (CrossFit gyms are known as boxes) in arorangi, may be forgiven for looking twice at what may seem strange goings on, with athletes staggering along the road with kettlebells, or crawling along the Box loor. each day a different WOD (workout of the day) is posted on the blackboard and crossFitters don’t know until they arrive what the session holds in store.

Most workouts have names such as annie or Candy or Chelsea, but don’t let these names fool you, the workouts in the main are demanding. however, while CrossFit has a reputation as a tough sport, it is something that is open to people of all abilities and workouts can be tailored accordingly. not everyone can do a pullup, or skip double unders, or do muscle ups, so obviously workouts can be scaled accordingly to individual capabilities. The Mongoose Golden Oldies enjoyed a couple of days at the Box earlier this year, and demonstrated that no matter the age, the body can still do. newbies to the sport have to undertake a ten session intro known as an Onramp, where they are taken through the various exercises with emphasis on technique. The Box has run a number of Onramp classes introducing a large number of people to the sport, some who find perhaps it’s not for them, but most who continue on with the challenge, and become CrossFit members. amazingly, the 5am weekday at the Box are often full, and they also run 6am classes, 4.30pm and 5.30pm, with a large number of eager CrossFitters at each. saturday mornings are outdoor work-

For those more serious CrossFitters there is the Crossit Open which kicks off this week, a worldwide inclusive five week competition where athletes compete in five workouts over five weeks, posting their scores online. - Serena Hunter

Let the games begin! Vikki Henderson tenses as she prepares to clean and jerk the barbell during the irst challenge of the Tumuora CrossFit Summer Games. Six teams of four athletes sweated it out yesterday morning and the star performers were Gordon Heather, who lifted a massive 120kg, and Lorna Tauu, who successfully hoisted 70kg. Competitors return to the arena today for a “partner chipper workout”, which includes double-under skipping, push ups, more barbell lifting and heavy lunges. CrossFit grows in Raro page 12.

Cook Islands delegation at match-ixing seminar a TWO-day FIFa-Interpol workshop on the threat from “match ixing” is currently being held in nadi, Fiji, and being attended by Cook Islands football oficials. More than 100 delegates from around the Oceania region are attending the workshop which is part of the FIFa-InTerPOl training, education and prevention initiative. The Cook Islands delegation of nine members left rarotonga on sunday evening to attend the first ever match-fixing seminar to be held in the region. since 2011, the Interpol-FIFa initiative has developed and implemented a number of training and education programmes to prevent match ixing

in football. The workshop is being organised in partnership with the Oceania Football Confederation (OFC), the Fiji Football association (FFa) and the Fiji Police in order to ensure that it is directly relevant to the current issues faced by football and law enforcement entities within the region. It is in the understanding that each participant recognises the overall objectives by identifying current good practice and ways to prevent matchixing in football and more effectively protect the future of the game. The regional and national sporting bodies are to work together more effectively in partnerships, sharing information and taking action to pre-

vent match-ixing. The workshop threw light on various match-fixing scenarios and the links involved, tools developed by InTERPOL to combat match-ixing and key areas to ight in sports including identifying key stakeholders, importance of information collection and sharing, training and education. The seminar is currently being attended by CIFa staff, law enforcement (Police Oficer), CISNOC President, disciplinary chairperson, appeal committee chair and CIFa President. “although match-fixing is nonexistent in the Cook Islands prevention is the way forward,” says CIFa president lee harmon. - CIFA Media
