BOE seeking health insurance bids By Jesse Buchanan Record-Journal staff

The Board of Education is considering proposals for a stop loss insurance carrier but expressed satisfaction with the member-owned group that the town currently uses.

A request for proposals went out in November for a medical benefits carrier and stop loss insurance, which is coverage that caps the amount the town’s self-insurance fund would pay for health care claims.

Vincent Masciana, the school district’s chief operating officer, said stop loss insurance covers claim expenses in excess of $175,000 per person each year. The town is in its third year with CT Prime, a member-owned company that includes

municipalities and the Capital Region Education Council. The district pays lower premiums with CT Prime than with the companies it used previously. Masciana See Bids, A6

Officials outlined how the schools respond to mental health issues during a meeting at Doolittle School Wednesday night, Jan. 16. The presentation follows the death of a Doolittle student in December. More than 100 people attended the meeting at Doolittle.

Annual Sloper Plunge aids Y campers By Jeniece Roman Record-Journal staff

SOUTHINGTON — More than 200 people took the plunge into freezing cold water at YMCA Camp Sloper during the 14th Annual Sloper Plunge held Saturday. The event raised thousands of dollars to send local children to camp in the summer. Mark Pooler, CEO of the Southington-Cheshire YMCA, shivered in the cold as he held a bowl of soup

in both hands. Pooler has taken the plunge all 14 years, one of only three people to do so. Despite the cold, Pooler said he is excited to participate in the event each year. “The most fun part I have at this point is watching all the first time plungers,” Pooler said. “Seeing the excitement, seeing the anxiety, seeing the energy that they bring is just awesome.” A total of 6 inches of ice was removed from the surface of the

pond before participants dove into the water on Saturday. Emergency response crews were at the event, with a temperature of 35 degrees and a water temperature that several participants said was colder.

Anjelita Estrada, 11, attended Doolittle School. The state chief medical examiner’s office ruled her death in late December a suicide. Her father, Anthony Estrada, who lives in Tuscon, Arizona, has cited bullying as a factor in her death. Doolittle Principal Russ Hinckley told parents at the beginning of the meeting that they could contact school administrators with questions or concerns. Questions were not taken at the meeting.

“My fingers are blue. It was very cold,” said Brittany Trip, YMCA marketing director.

“We really have to honor the seriousness of the situation; we have to honor the right to everyone’s privacy,” Hinckley said.

Trip, who participated in the plunge, said at first organizers wor-

“We’re not going to be able to address specifics tonight.”

Both accounts are FDIC-insured up to the maximum allowable limit. Platinum Savings offer available in CT, DC, DE, FL, GA, MD, NJ, NY, SC and VA. Fixed Rate CD offer available in AL, AZ, CT, DC, DE, FL, GA, MD, NJ, NM, NV, NY, PA, SC and VA. Portfolio by Wells Fargo® customers are eligible to receive an additional interest rate bonus on these accounts.3 1. To qualify for this offer, you must have a new or existing Platinum Savings account and enroll the account in this offer between 01/21/2019 and 03/22/2019. This offer is subject to change at any time, without notice. This offer is available only to Platinum Savings customers in the following states: CT, DC, DE, FL, GA, MD, NJ, NY, SC and VA. In order to earn the Special Interest Rate of 2.08% (Special Rate), you must deposit $25,000 in new money (from sources outside of Wells Fargo Bank, N.A., or its affiliates) to the enrolled savings account and maintain a minimum daily account balance of $25,000 throughout the term of this offer. The corresponding Annual Percentage Yield (APY) for this offer is 2.10%. The Special Rate will be applied to the enrolled savings account for a period of 12 months, starting on the date the account is enrolled in the offer. However, for any day during that 12 month period that the daily account balance is less than the $25,000 minimum, the Special Rate will not apply and the interest rate will revert to the standard interest rate applicable to your Platinum Savings account. As of 12/10/2018, the standard interest rate and APY for a Platinum Savings account in CT, DC, DE, FL, GA, MD, NJ, NY, SC and VA with an account balance of $0.01 to $99,999.99 is 0.03% (0.03% APY) and with an account balance of $100,000 and above is 0.05% (0.05% APY). Each tier shown reflects the current minimum daily collected balance required to obtain the applicable APY. Interest is compounded daily and paid monthly. The amount of interest earned is based on the daily collected balances in the account. Upon the expiration of the 12 month promotional period, standard interest rates apply. Minimum to open a Platinum Savings account is $25. A monthly service fee of $12 applies in any month the account falls below a $3,500 minimum daily balance. Fees may reduce earnings. Interest rates are variable and subject to change without notice. Wells Fargo may limit the amount you deposit to a Platinum Savings account to an aggregate of $1 million. Offer not available to Private Banking, Wealth, Business Banking or Wholesale customers. 2. Annual Percentage Yield (APY) is effective for accounts opened between 01/21/2019 and 03/22/2019. The 11-month New Dollar CD special requires a minimum of $25,000 brought to Wells Fargo from sources outside of Wells Fargo Bank N.A., or its affiliates to earn the advertised APY. Public Funds and Wholesale accounts are not eligible for this offer. APY assumes interest remains on deposit until maturity. Interest is compounded daily. Payment of interest on CDs is based on term: For terms less than 12 months (365 days), interest may be paid monthly, quarterly, semi-annually, or at maturity (the end of the term). For terms of 12 months or more, interest may be paid monthly, quarterly, semi-annually, or annually. A fee for early withdrawal will be imposed and could reduce earnings on this account. Special Rates are applicable to the initial term of the CD only. At maturity, the Special Rate CD will automatically renew for a term of 6 months, at the interest rate and APY in effect for CDs on renewal date not subject to a Special Rate, unless the Bank has notified you otherwise. Due to the new money requirement, accounts may only be opened at your local branch. Wells Fargo reserves the right to modify or discontinue the offer at any time without notice. Offer cannot be combined with any other consumer deposit offer. Minimum new money deposit requirement of at least $25,000 is for this offer only and cannot be transferred to another account to qualify for any other consumer deposit offer. If you wish to take advantage of another consumer deposit offer requiring a minimum new money deposit, you will be required to do so with another new money deposit as stated in the offer requirements and qualifications. Offer cannot be reproduced, purchased, sold, transferred, or traded. 3. The Portfolio by Wells Fargo program has a $30 monthly service fee, which can be avoided when you have one of the following qualifying balances: $25,000 or more in qualifying linked bank deposit accounts (checking, savings, CDs, FDIC-insured IRAs) or $50,000 or more in any combination of qualifying linked banking, brokerage (available through Wells Fargo Advisors, LLC) and credit balances (including 10% of mortgage balances, certain mortgages not eligible). If the Portfolio by Wells Fargo relationship is terminated, the bonus interest rate on all eligible savings accounts, and discounts or fee waivers on other products and services, will discontinue and revert to the Bank’s then-current applicable rate or fee. For bonus interest rates on time accounts, this change will occur upon renewal. If the Portfolio by Wells Fargo relationship is terminated, the remaining unlinked Wells Fargo Portfolio Checking or Wells Fargo Prime Checking account will be converted to another checking product or closed.

During the Jan. 17 Board of Education meeting, Masciana said an unusually high number of claims came in during CT Prime’s first two years. Reflections on a tragic case

“No parent should have to go through this,” said her father, Anthony Estrada, who lives in New Mexico. He said Anjelita moved to Connecticut with her mother and stepfather six months ago and attended Doolittle Elementary School, but found it difficult to fit in. Appropriately, schools’ Su-

perintendent Jeff Solan and Doolittle School Principal Russell Hinckley sent letters to parents outlining plans to address the loss. “It is best for students to hear such information from trusted adults, Hinckley wrote, “and not on the bus, playground, through social media, etc.” According to the Centers for Disease Control and Prevention, suicide rates, including among pre-teens, have been rising in nearly every state. To help prevent suicide, the CDC advises people to: n Learn the warning signs of suicide. (Find out how this can save a life by visiting:

“The most important thing to do is always listen,” said Kimberly Nelson, of the Wheeler Clinic. “Take the youth very seriously. If someone talks about suicide, take it very seriously.” “I know there’s been some reports about bullying,” state

Assistant Child Advocate Faith Vos Winkel said of the Cheshire tragedy. Without knowing more about this case, we can point out that the CDC finds bullying can be one factor influencing suicide, or thoughts

of suicide, among young people. On that basis, continuing efforts by schools and parents to reduce bullying might save lives. Previously published in the Record-Journal.

Police report on suicide of girl, 11, mentions family conflict, bullying at Doolittle School By Jesse Buchanan Record-Journal staff

A police report released this week references conflict with family, bullying at school and a fight with a classmate in the days and weeks preceding the death of an 11-yearold girl in December. Anjelita Estrada, a Doolittle School student, died on Dec. 23. Officials ruled her death a suicide. Police officers wrote in the report that Estrada fought with a family member in her home immediately before her death. She was found alone in her bedroom 30-40 minutes later unresponsive. Officers found no signs of foul play. Police interviewed family members, one of whom said Estrada “felt bullied in school because she is Hispanic.” Details of the bullying were not included in the report. In a separate interview with police, Estrada’s teacher at Doolittle, who lives across the street from the family, told officers she “had reported bullying issues involving Anjelita (as the victim) to the school administration in the weeks etc. prior to her death.”

COMMENTARY

Rep. Zupkus gives sympathies I wish to offer my deepest sympathies to the family of Anjelita Estrada. I am saddened at the news that such a precious life was lost way too soon. The death of a young student affects the entire Cheshire and Doolittle School community, and I know that all of us send our most heartfelt expressions of sympathy to the entire Estrada family. May we find ways to keep our memories of Anjelita alive forever. Losses like this one remind us about how precious, and sometimes fleeting, life can be. They also remind us of the impor-

tance of reaching out to one another to offer strength and support and to seek help when needed. As a mother of an 11-yearold daughter, this sudden, heartbreaking tragedy hits home for me and my family. According to reports, the State Child Fatality Review panel will review Anjelita’s death. The panel is part of the state Office of the Child Advocate and normally examines untimely and unexplained juvenile deaths. I stand ready to work with Cheshire school officials, educators, parents and other state officials to make sure

HERE ARE THIS WEEK’S MALE & FEMALE NOMINEES .

..........

PAUL CALO

OLIVIA AITKIN

Leave it to Paul Calo to blaze new ground. The first Southington wrestler to win two New England championships is the first area performer to be nominated Athlete of the Week after suffering a season-ending injury. Calo: He is an exception. One of the greatest to ever don a Southington singlet, Calo signed off winning his third straight title at the George Bossi Holiday Tournament in Lowell, Mass. with five pins in six matches.

There’s no question where the offense of the Maloney girls basketball team lies. It’s in the hands of Olivia Aitken. The junior point guard is the Spartans’ main ballhandler and often its leading scorer. Such was the case in Thursday’s rivalry game with Platt. Single-handedly putting three Platt players in foul trouble, Aitken rallied the Spartans with 18 points before they fell short 38-29. She had six points in Tuesday’s 29-26 win over Bristol Central.

AIDAN GODFREY

JAYLEENA GORDILS

Junior Aidan Godfrey made his presence known on opening night when he got out of the gate with 31 points and 21 rebounds in a 77-69 Cheshire victory over Platt in Meriden. The 6-foot-4 forward has kept it going since then. Last Friday, in Woodbridge, Godfrey scored 25 points in a 58-47 loss to Amity. The previous week, in West Haven, Godfrey put up 19 in a 63-55 victory over the Blue Devils.

Jayleena Gordils, Platt’s 5-foot-11 combination guard/forward, had the hot hand last week. The senior hit for five 3-pointers and scored 22 points in Tuesday’s loss to RHAM, then took command of Thursday’s rivalry game at Maloney with 2½ minutes to go by driving the lane to break a 29-29 tie and spark Platt’s game-closing 9-0 run. Gordils finished with a team-high 15 points in the 38-29 victory and is averaging approximately 11.5 a game.

VINCENT MARTINEZ

OLIVIA ROBLES

The Spartans took Round 1 on the hardwood with rival Platt on Friday night, 58-57, behind sophomore point guard Vincent Martinez, who scored a gamehigh 25 points. Martinez has been the main producer for Maloney (6-7). Fueled by a season-high 33 points the previous Friday against South Windsor, a game in which he hit for six 3-pointers, Martinez takes a scoring average of 18.0 into Thursday’s road game at Bloomfield.

Senior forward Liv Robles joined the 1,000-point club Friday night when she drained a 3-pointer in the third quarter of Sheehan’s 48-47 victory over Amity. Robles, who finished with 24 points and is averaging 16.5 a game, joined rare company. Only six Sheehan girls before her had reached the milestone. Oddly enough, though, Robles was the second Wallingford girl of the week to reach 1,000. Lyman Hall’s Kailey Lipka did it three nights earlier.

Mental From A1

The forum was for general information and resources and not particulars on Estrada’s death, he added. School officials gave presentations on a host of approaches and methods for helping children understand and cope with their emotions.

Michelle Piccerillo, Youth and Social Services director, also outlined the warning signs for depression and suicide. Hinckley also explained the state definition of bullying and said that a 2011 law instituted reporting and other requirements for schools to follow. After the meeting, several parents said they were pleased with the information presented. “I think it was better to address the global issue” than specifics, said Angela Delisle, parent of a fifth-grader at the school.

School officials said that there will be a mental health awareness program for the elementary grades starting next year as well as a suicide prevention program at Cheshire High School. Last week, schools’ Superintendent Jeff Solan said the district is planning a similar forum for all members of the community.

“We had so many people out here and we actually raised so much more money than we’ve ever raised before,” Trip said.
