Kimball seeks 4% budget increase By Jesse Buchanan Record-Journal staff

Town Manager Sean Kimball proposed a budget for the upcoming year that increases spending by nearly 4 percent, adds four emergency dispatchers and uses less money from town reserves than previous budgets.

Cheshire team leader Steve Jester talks with Emergency Response teams during training at Choate Rosemary Hall in Wallingford on March 14.

His budget totals $115.6 million for general government, education, debt and other spending, an increase of $4.4 million over the current fiscal year’s spending plan. The proposed tax rate would be 33.85 mills, an increase of 1.23. The mill rate is the

of the Adult Education classes at Cheshire High School, Monday, April 8 at 6:30 p.m. “I’ve always liked to organize,” said Angus, who remembers when she was a young girl, organizing her mother’s clothes dresser. That interest grew and years later, Angus began helping others get their surroundings orderly. She’s decluttered homes in Cheshire for almost a decade.

If you know you can’t get to something right away, such as dishes, Angus advises letting them soak in the sink. It makes the eventual clean-up easier. No heavy-duty scrubbing is needed after a long soak. “For myself, I like to do it last thing at night, so I have a clean sink,” Angus said. She talked about the worst offenders when it comes to keeping up with clutter. “For me, it is papers. But, it’s different for everyone,” Angus said, noting it could be piles of clothes, dishes, et cetera. To tame paperwork, and most items, Angus advises to go through items on a regular basis, but don’t try to do it all at once. Angus uses inter-office department envelopes to store her paperwork relating to different subjects or places she goes. That way she can grab the envelope she needs for whatever location or task is involved.

If you need extra storage, you may not want to stuff items under the bed. “It’s bad feng shui,” said Angus. Feng shui is about energy and if you block the energy flow under the bed, that energy flow becomes stagnant. Angus suggests organizing by like items. For example, to keep linen closets orderly, take bed pillows and sheet sets and bundle together into a neat package. Bundling is key. Fold towels, lengthwise, by thirds, and fold the outsides to meet in the middle.

Angus has a perennial mantra, one that most organizers have: “A place for everything, everything has to have a home.” She also advises that you pick up as you go. “A lot of people will throw things in a pile, and then there’s a big pile you have to go through,” she said. “You need to clean it to find it.”

“Most of my clients like to keep clean and organized, but don’t have the time. That’s my niche,” Angus said.

To get started, tackle one thing at a time, and don’t be afraid to ask for help if you need it. Ask friends or ask for professional help. Once you clear out the room or closet, then deep clean. Then organize. Angus prefers to use clear bins and labels. She finds organizational aids at tag sales or even around the house. For instance, even an old tissue or shoebox will do to hold envelopes.

R212993

Decluttering is not just for cosmetic purposes. Angus insists it’s also about one’s health. “One thing I’m concerned about, for seniors or people with allergies, is dust.” If dust accumulates, it can bring about respiratory problems. Outdated medicines and food items also should be checked regularly and disposed of prop-

erly.

Council chairman Rob Oris, a Republican, said he wants to hear the town manager’s presentation of the budget before commenting on it. “We’re just getting started this week,” Oris said of the first budget workshop planned for March 14. Peter Talbot, a Democratic councilor, said the budget is “pretty much zero-based” and driven mostly by contractual increases.

In January, the council authorized the mid-year hiring of a sixth dispatcher. The proposed budget Kimball would add four more dispatchers, for a total of 10, at a cost of $322,000 over the current fiscal year.

mary dispatcher’s breaks. That requires expensive training for officers, pulls them off the road and puts a higher-paid employee in the dispatcher’s position, Kimball said. With a total of 10 dispatchers in the upcoming fiscal year, there’d be two dispatchers during peak hours.

During fire calls, a volunteer would usually remain at the Hiring four more dispatchers station to act as a dispatcher. do,” Kimball said. While the budget adds four dispatchers, Kimball eliminated three full-time and one part-time position in other town departments to mitigate the cost.

First Congregational Church, 111 Church Drive, has scheduled "Birds Are Human, Too," for Monday, March 25, 7 p.m.

The town has drawn from a healthy self-insurance fund in previous years to balance cost increases. Kimball reduced how much is pulled from the fund in his budget proposal, saying he wanted to decrease the town’s dependence on spending from reserves.

The free program is presented by Dr. Robert Giddings, avian specialist and founder of the Kensington Bird and Animal Hospital. All are welcome.

The self insurance fund totals about $5.5 million.

This offer is subject to change at any time, without notice. This offer is available only to Platinum Savings customers in the following states: CT, DC, DE, FL, GA, MD, NJ, NY, SC and VA. In order to earn the Special Interest Rate of 2.08% (Special Rate), you must deposit $25,000 in new money (from sources outside of Wells Fargo Bank, N.A., or its affiliates) to the enrolled savings account and maintain a minimum daily account balance of $25,000 throughout the term of this offer. The corresponding Annual Percentage Yield (APY) for this offer is 2.10%. The Special Rate will be applied to the enrolled savings account for a period of 12 months, starting on the date the account is enrolled in the offer. However, for any day during that 12 month period that the daily account balance is less than the $25,000 minimum, the Special Rate will not apply and the interest rate will revert to the standard interest rate applicable to your Platinum Savings account. As of 12/10/2018, the standard interest rate and APY for a Platinum Savings account in CT, DC, DE, FL, GA, MD, NJ, NY, SC and VA with an account balance of $0.01 to $99,999.99 is 0.03% (0.03% APY) and with an account balance of $100,000 and above is 0.05% (0.05% APY). Each tier shown reflects the current minimum daily collected balance required to obtain the applicable APY. Interest is compounded daily and paid monthly. The amount of interest earned is based on the daily collected balances in the account. Upon the expiration of the 12 month promotional period, standard interest rates apply. Minimum to open a Platinum Savings account is $25. A monthly service fee of $12 applies in any month the account falls below a $3,500 minimum daily balance. Fees may reduce earnings. Interest rates are variable and subject to change without notice. Wells Fargo may limit the amount you deposit to a Platinum Savings account to an aggregate of $1 million. Offer not available to Private Banking, Wealth, Business Banking or Wholesale customers. 2. Annual Percentage Yield (APY) is effective for accounts opened between 01/21/2019 and 03/22/2019. The 11-month New Dollar CD special requires a minimum of $25,000 brought to Wells Fargo from sources outside of Wells Fargo Bank N.A., or its affiliates to earn the advertised APY. Public Funds and Wholesale accounts are not eligible for this offer. APY assumes interest remains on deposit until maturity. Interest is compounded daily. Payment of interest on CDs is based on term: For terms less than 12 months (365 days), interest may be paid monthly, quarterly, semi-annually, or at maturity (the end of the term). For terms of 12 months or more, interest may be paid monthly, quarterly, semi-annually, or annually. A fee for early withdrawal will be imposed and could reduce earnings on this account. Special Rates are applicable to the initial term of the CD only. At maturity, the Special Rate CD will automatically renew for a term of 6 months, at the interest rate and APY in effect for CDs on renewal date not subject to a Special Rate, unless the Bank has notified you otherwise. Due to the new money requirement, accounts may only be opened at your local branch. Wells Fargo reserves the right to modify or discontinue the offer at any time without notice. Offer cannot be combined with any other consumer deposit offer. Minimum new money deposit requirement of at least $25,000 is for this offer only and cannot be transferred to another account to qualify for any other consumer deposit offer. If you wish to take advantage of another consumer deposit offer requiring a minimum new money deposit, you will be required to do so with another new money deposit as stated in the offer requirements and qualifications. Offer cannot be reproduced, purchased, sold, transferred, or traded. 3. The Portfolio by Wells Fargo program has a $30 monthly service fee, which can be avoided when you have one of the following qualifying balances: $25,000 or more in qualifying linked bank deposit accounts (checking, savings, CDs, FDIC-insured IRAs) or $50,000 or more in any combination of qualifying linked banking, brokerage (available through Wells Fargo Advisors, LLC) and credit balances (including 10% of mortgage balances, certain mortgages not eligible). If the Portfolio by Wells Fargo relationship is terminated, the bonus interest rate on all eligible savings accounts, and discounts or fee waivers on other products and services, will discontinue and revert to the Bank’s then-current applicable rate or fee. For bonus interest rates on time accounts, this change will occur upon renewal. If the Portfolio by Wells Fargo relationship is terminated, the remaining unlinked Wells Fargo Portfolio Checking or Wells Fargo Prime Checking account will be converted to another checking product or closed.

Wallingford Police Chief William Wright said training is critical to keeping the team ready to respond to a real situation. “At a moment’s notice there could be a need for an advanced level of knowledge and expertise,” he said. Wallingford Police Lt. John Ventura, training commander, said a representative from Choate Rosemary Hall contacted police to offer the use of campus buildings during spring break. Alison Cady, Choate’s director of Strategic Planning and Communications, said the school “is pleased to partner with the Wallingford Police Department and supporting agencies to ensure the safety of our local community.”

Ventura said that in the case

of a real situation or emergency, a perimeter would be established in the area. No traffic would be allowed through and the department could use an emergency notification system to alert neighbors in the immediate area of the incident. Bradley said the department received a handful of calls from residents concerned after seeing photos of officers training at Choate on social media. Bradley said she confirmed with Ventura that “Police Training” signs were posted around the area. The police department doesn’t have its own social media account. Cheshire Police Sgt. Steve Jester said the training went well, adding it is good for police to have the necessary training to respond to any incidents that arise. lsellew@record-journal.com 203-317-2225 Twitter: @LaurenSellewRJ

Mitzvah Garden receives Lights of Hope award Cheshire’s Lights of Hope recently presented Temple Beth David and members of the Mitzvah Garden with the 2019 Cheshire’s Lights of Hope Luminary Award. This recognition celebrates Temple Beth David’s acts of kindness and generosity that encourages good citizenship and promotes volunteerism, all while helping neighbors.

“We are proud to shine a light on organizations who share in our commitment to helping neighbors,” said Don Walsh, Cheshire’s Lights of Hope co-founder. “The Mitzvah Garden volunteers and Rabbi Micah Ellenson’s work to give people in need access to fresh produce is an excellent example of how acts of kindness and gen-

erosity can make people’s lives better.” Along with plaque and accolades from the more than 75 committee volunteers and supporters on hand during the annual wrap up party, Cheshire’s Lights of Hope presented Rabbi Micah Ellenson a check for $1,000.

Chambers helps Huskies ski team finish strong We’ve reached the part of winter that racers train for all season long and in many cases for several seasons. All of those days on a mountain side in snow, rain, cold and wind, bashing gates and working in technique will be put to use for less than two minutes on a championship race course. From U-12 and U-14 racers in the Francis Piche Invitational to the UConn Ski Team heading home from the National Collage Races in Wyoming there were major events all over the map

an off day and finished 12th in team standings. The Connecticut women finished tenth in the team combined.

in the last few days. There also were some local racers in the U-16 Women’s Eastern Regional Championships in Gore Mountain, New York last weekend. Word from Wyoming is that UConn rocked at the U.S. Collegiate Ski Association Championships last week. In the GS March 13, Brian

Chambers led the Huskies to third place in the team standings finishing 8th among the 129 tracers. Joe Demuyt finished 10th with Vlad Ilies in 13th to put UConn on the podium. Matt Chambers also scored for UConn. In the Ladies slalom on March 14,the Huskies had

On the 15th, the Ides of March, UConn clawed its way to sixth place in team standings, with Brian Chambers again the top dog, in 13th place on a really tough slalom course. Twenty six racers did not finish the slalom. Demuyt was the next UConn racer in the slalom finishing in 18th place with Mike White scoring in the 46th spot.

The UConn men finished the 2019 Collage Championships tied with Clarkson University at fourth place in the combined standings. At the end of 10 weeks of racing the Huskies were still in a tight battle against squads they met every weekend. When the snow settled at the Championships, western schools, Sierra Navada College and Rocky Mountain Collage were the top two teams, with Castleton University in third place, but the next three finishers were all from the Northeast.

Cuba: More than Rum and Revolution

Work continues on a Viron Rondo Osteria expansion project which will double outdoor dining seating, increase kitchen space and add a second bar to its Route 10 restaurant.

Cheshire Public Library, 104 Main St., has scheduled “Cuba: More than Rum and Revolution” for Monday, March 25, 6:30 p.m. Guest speaker Dr. Cynthia Pope, of Central Connecticut State University, plans to discuss American and Cuban culture and trade, as well as why Cuba is a worthy travel destination. Owner Viron Rondos said the undertaking won’t fundamentally change the restaurant but will make it better and bring a European flavor to Cheshire.

Trivia Night Cheshire Public Library, 104 Main St., has scheduled “Trivia Night” for Wednesday, March 27, 6:30 to 8 p.m. Test your knowledge from general categories, including pop culture, current events, history, music and literature. “You’ll feel like you’re in France, Italy, the Mediterranean,” he said. Last week, crews worked on the expansion to the north of the restaurant. A large portion of land behind the building has been blasted and graded for additional parking and further improvements to the restaurant’s Rheinhard Road entrance, which Rondos encouraged customers to use.

Affiliate of the year Dominic Di Cenzo, of Cheshire, executive director of the Connecticut Concrete Promotion Council, was recently recognized by the National Ready Mixed Concrete Association at its annual luncheon for state affiliate organizations. Heidi Heidkamp, restaurant general manager, said it can be difficult to use the Highland Avenue entrance, particularly during rush hours. More kitchen and dining space, totaling 4,500 square feet, should be completed by the summer. Rondos said some of the additional outdoor dining will be done in time for Mother’s Day. Heidkamp said they can accommodate about 60 people outside. After the new addition, that will double and include overhead cover in the case of inclement weather. “It’s always mobbed,” Heidkamp said of the patio. The new indoor space will be lit by a chandelier from the New York Film Academy, a feature that reSee Expansion, A15

“We redesigned the building in order to use it. It’s a piece of art,” Rondos said. “It’s going to be a conversation piece, something very beautiful.” An expanded kitchen will make things easier on the restaurant’s cooks and allow more dishes to be served. Improvements for customers will include soundproofing to reduce noise levels and more bathrooms. “The concept of the restaurant won’t change, but we’ll offer a lot more,” Rondos said. “This is going to bring the restaurant to another
