Developers hope to break ground soon on the first of 11 houses off Mountain Road, a housing development that was delayed by a court challenge and environmental issues.

Custom homes will range between 2,500 and 3,100 square feet, with three to four bedrooms. They’ll cost around $600,000.

Paul Bowman and his son Phil Bowman have started work on the Clearview Farm Preserve subdivision street — Beechwood Court — off Mountain Road. Phil Bowman said there is interest in several lots and construction could start as early as this month.

If the weather cooperates, Phil Bowman said work on utilities, such as water and sewer, can start soon. The former Fred Bens farm property is bordered by Mountain Road to the east and state- and town-owned land to the west.

Keltic Kick, specializes in Irish music and features former Cheshire resident “Fiddle” Mike O’Reilly, now of Meriden, on fiddle and mandolin; Billy Donaldson of Oxford, guitar and lead vocals; Bob Ross of Fairfield, on bass, guitar and keyboard; and Doug Abel, of Stamford, on drums. The band’s been together for 20 years and is well known to fans of Irish music throughout the state. They boast a deep repertoire of traditional tunes as well as a few original pieces. Ross said, “I think the thing that has kept us together so long is our sense of appreciation for each other – we’re not only band-mates, we’re great friends – all with different and complementary talents. You don’t find that without being very lucky – but being Irish and lucky is kind of our thing.” The band answered five

“It was a waste of everybody’s time,” Jewett said. Robert Isner, waste engineering and enforcement division director with the state Department of Energy and Environmental Protection, said there’s a plan to cap the landfill within the next year or two and to install groundwater monitoring. The work will be funded by the sale of the property by Bens’ family. Groundwater testing should let authorities know if contamination is moving out of the dump site, Isner said. “If there’s a problem we’d develop an appropriate action plan,” he said.

quick questions for The Citizen. What's the essence of Irish music -- why do you think it has such wide appeal? All folk music expresses the history of a people. Happiness, sadness, love, regret – all of humanity feels these

things. The message is universal. I think that any people who are oppressed for hundreds of years find ways to deal with the pain, and music helps to do that. Oppression also helps to create an incredible sense of humor in the oppressed, which is reflected in the music and the lyrics. Where do you typically play and do any venues stand out?

We play local Irish festivals, private parties, weddings, and some clubs. We’ve played private parties in Cheshire. We did play a wedding once where the groom’s relations were Irish, and the bride’s relations were non-English speaking South American. I’m not sure the subtleties of our humor went over very well.

More than the venues, we cherish the relationships with the interesting people who come out to hear us play. They mean everything to us. Without an audience, we’d just be a bunch of guys who like to hang out with eachother. The band has never been to Ireland, but Bob has been there six times and Mike has been there twice, even playing a few fiddle tunes in a pub in Mountmellick. You’ve recently started playing library gigs, tell us about that. Library gigs are so different than our normal shows, which usually involve alcohol, dancing, and people not paying attention to us. When we play a library, everyone is polite and attentive - we were kind of shocked when we got a standing ovation at Bristol Library. In bars, peo-

ple don’t stand up unless they need to use the bathroom. How did you get started? Billy and Doug know each other from high school days in Fairfield. Billy, Doug and Bob started playing together in 1980 in a rock and roll band. The Irish music started in 1977 with Bob when he attended Fairfield University. Three of his friends from the Glee Club needed a bass guitar player to fill out the Irish group they put together. Bob joined, and pretty

soon we were booked at an Irish pub in Westport, the Tin Whistle Café. The band, named the Bold Fenian Men, was the start of our Irish music adventure. Other influences on us were the Wolfe Tones and the Dublin City Ramblers. Billy did sound for The Bold Fenian Men, and got bitten by the Irish music bug so badly that he started his own Irish band, but reunited with Bob and Doug in 2000. We pride ourselves in our vocals – we all sing, and love adding harmonies – that makes us a bit different than a lot of other bands. Four voices and four instruments simultaneously playing gives us the sound of an eight piece band, modeled after our heroes, the Beatles. What’s the role of the fiddler in Irish bands? Band From A8

Irish folk band, don’t have a fiddle player – but you’d be hard pressed to walk into a bar in Ireland and not hear a fiddler. I think the fiddle is an extension of the fiddler’s range of emotions – and we’re lucky to have someone as talented as Mike. Plus, he also plays the mandolin, which gives us more flexibility in how we shape a particular song. We auditioned some fiddle players, but as soon as we heard “Fiddle Mike” O’Reilly, we knew he was the missing piece. He made us “legit” as an Irish band. Mike was in a band called The Reilly Clan prior to joining Keltic Kick in 2003. His path was along a different type of Irish music. He had been classically trained and studied under some big names across the country but in 1984, while a student at the Hartt School of Music, he took a job at the House of Delaval dinner theater in Plainville so he could eat. There was his first exposure to Celtic music and he could not get enough. He started going to sessions in Hartford and studying the music of The Bothy Band, Silly Wizard, The Chieftains, Planxty, and The Tannahill Weavers. He performed all over New England from Greenwich Village to Brunswick, Maine in Tara, a Hartford based trio. After that ended, he spent some time playing in and even directing some community and high school musicals as well as being principal second violinist in the Bristol Symphony Orchestra. After some significant changes in his life he landed with the New Haven band Reilly Clan. This is where Mike kept crossing paths with Billy. The Board of Education will consider policies and fees for the use of school buildings after a request from the Town Council to lower costs for town youth programs. The council now charges $15 per hour for a Parks and Recreation Department building supervisor after lowering the rate from $28 per hour earlier this year. A building supervisor is sometimes sufficient to oversee the use of schools by outside groups, according to Vincent Masciana, the school district’s chief operating officer. However if cleanup or other work is needed, the schools charge $50 to $65 per hour for a custodian. The school’s don’t have building supervisors and if someone is needed to attend an event, it’s always a custodian.

Leaders of local youth sports programs had complained to councilors that the fees charged for building use were hurting their organizations. After lowering the rate for building supervisors, councilors asked the school board to consider its policies to lower costs for groups. Since reserving school space through the town’s Parks and Recreation Department can be much cheaper, councilors were worried about the town turning into a booking agency. Kimball said that hasn’t happened yet. “So far we’ve had some inquiries. But we haven’t seen an increase in bookings just yet,” he said. “Many of these groups have already set their schedules for the season.” Masciana said groups aren’t charged for a custodian if there’s already one in the building. Republicans’ informational forum on tolls set for April 18 State Reps Lezlye Zupkus (R-89), Craig Fishbein (R90) and state Sen. Rob Sampson (R-16), with state Sen. Henri Martin (R-31) and state Rep.
