from OTTAWA Rapport d’Ottawa

Canadian veterans often have a difficult time accessing mental health and rehabilitation services. Wait times for assistance can be long and accessing those services can often be confusing. However, it's become more problematic in recent months, as Veterans Affairs has outsourced a contract to a private for-profit company that has created additional challenges for veterans attemptingtoaccessservices.

InJune2021,theLiberalgovernmentsigned a five-and-a-half year, $560-million contract with Partners in Canadian Veterans Rehabilitation Services (PCVRS) to deliver rehabilitation and mental health services to Canadian veterans. PCVRS is a joint venture between Australianowned workforce development company WCG InternationalConsultantsLtd.,andLifemarkHealth Group, a health services company owned by Loblaws.

Sometime in December, veterans started receivinge-mailsaskingthemtosignupforservices withPCVRS.However, therewaslittleclarityasto how services would be rolled out, and delays have caused some veterans to be left without clear guidelinesinhowtoaccesssupportsfromPCVRS.

EndtheOutsourcingofVeteran'sAffairsRehabilitationandMentalHealthServices

Ithascausedfurtherconfusionamongolderveterans astowhethertheycanstillaccesssupportstheywere previously receiving. And for new veterans, they will now be required to obtain services through PCVRS.

So how has the rollout of PCVRS gone so far? If you were to ask veterans, mental health clinicians, the Public Service Alliance of Canada (PSAC) and the Union of Veterans' Affairs Employees (UVAE), the answer would likely be some variation of “disastrous.” Both PSAC and UVAE have called for the contract to outsource veteran rehabilitation services with PCVRS to be cancelled. UVAE national president Virginia Vaillancourthasrecentlystated“everydayaveteran goeswithoutthecaretheyneedforthepsychological andphysicaltraumathey'veenduredisatragedythis government should be ashamed of.This contract is an unmitigated disaster and should be scrapped immediately.” Sgt. (retired) Christopher Banks, a 20-yearCanadianForcesveteran,recentlystatedin anarticlefortheHillTimesthatthesameworkcould be done by Veterans Affairs staff in-house for less money and better-quality service. Former MP and advocate from the Veterans LegalAssistance Fund Peter Stoffer has recently stated “By transferring servicesovertoLifemark, meansthatLifemarkhas tomakeaprofit.Thatmeansmillionsandmillionsof dollarsthatshouldbegoingintobenefitsforveterans will now be going into the private pocket of Galen Westonandhissubsidiarycompanies.”

Thislackofbasicservicesforveteransisnot a new phenomenon. Some may remember that Stephen Harper's Conservative government closed

An Auditor General's report releasedin2014saidoneinfiveex-soldiersseeking mentalhealthcarehadtowaituptoeightmonthsfor a review and referral. Contrast this to the Auditor General'sreportlastsummerthatindicatesthatwait times have actually gotten worse, and while more staff were hired to process veterans' requests for assistance, moreveteranswerealsoapplying, which also means that the backlog of applications hasn't actuallydecreased.

Reports indicate that an initial assessment withaclinicianinOntariothroughPCVRSwillnow berushed, astheymustbefinalizedwithinfourtosix hours, as opposed to the current in-depth process through VAC. It is also noted that clinicians are goingtobepaidlessforpsychotherapy, whichalso serves to beef up the profits of PCVRS.Arational move would be to cancel the $560-million contract with PCVRS and put that money directly into VeteransAffairsCanada.Itwouldcostless, provide better and more stable service for veterans, and wouldn'tbeliningthepocketsofacompanythathas no experience in providing services to the people whoservedourcountryinthemilitary.Itwouldgive mental health clinicians the ability to continue to providegoodservicetoveterans.

NDPtablesmotiontomakecontraceptivesavailableunderOHIP

MPP Jennie Stevens (St. Catharines) tabled a motion to expand OHIP to cover prescription contraception and remove cost barriers limiting people's ability to choose their reproductivehealthandfamilyplanning.

"I am very proud to table this motion today to ensure that everyone has the ability to make choices about their health and family planning,"saidStevens."Today'smotionreflects an important step to ensure contraception is available under OHIP in Ontario. With living costsrisingeveryday, everysolutiontohelpmake lifemoreaffordableisastepweneedtotake."

British Columbia is set to be the first province in Canada to fund prescription

contraceptives, effective on April 1, 2023. This changeissettosavetheprovincemillions-BCis estimatinga95millioncostsavingannually.

"Makingprescriptionbirthcontrolfreeis a vital part of lowering the barriers to access for people across the province," said MPP Jill Andrew (Toronto-St. Paul's), NDP critic for Women's Social and Economic Opportunity. "This province should empower ciswomen, transgender, and non-binary people to exercise choice over their reproductive health, and that starts with ensuring that choice is accessible to all."

In2022,theOntarioNDPproposedaplan to have OHIP cover contraception. That plan

would have included emergency birth control such as Plan B, the pill, intrauterine devices, implants, shots, patches, andrings.

"Ontario must step forward and pursue thisimportantmotion,"saidHavaStarkman,CoChair of Cover ContraceptiON. "Cost is the greatest barrier to access to contraceptives. It's time for Ontario to adopt a universal no-cost contraceptionprescriptionpolicy."

"TheOntarioNDPisdeterminedtomake birthcontrolavailableunderOHIP,"saidStevens. "WithFordcontinuingtoprivatizehealthcareand forcing our public health care system into crisis, weknowhowimportantthiswouldbeforpeople acrosstheprovince."
