Staying up to date is critical regardless of the number of COVID-19 booster dosesreceivedtodate.Althoughchildrenunder5 years of age are not currently eligible for a booster dose, it is strongly encouraged that they complete an initial vaccination series for protectionagainstCOVID-19.

An individual from Chapleau is facing numerous charges after breaking into a local business. On January 21, 2023, at approximately 6:35 a.m., members of the Superior East Detachment of the Ontario ProvincialPolice(OPP)respondedtoareportof a break and enter to a businessonMonkStreet inChapleau.

As a result of the investigation, Michael HANN, 44 years-ofage, of Chapleau was arrested and charged with:

· Break, Enter a place, contrary to section 348(1)(b)oftheCriminalCode(CC),

· Theft Over $5000, contrary to section 334(a)oftheCC,

· Theft Under $5000, contrary to section 334(b)oftheCC,

· Trespassing at Night, contrary to section 177oftheCC,and

· Failure to comply with release order, contrary to section 145(5)(a) of the CC (Two Counts).

The accused has been remanded into custodypendingabailhearing.

A second suspect, who was involved in theincident,remainsoutstanding.

During the Rural Ontario Municipal Association (ROMA) conference, Steve Clark, Minister of Municipal Affairs and Housing, announced that the government is providing more than $936 million in much-needed funds to municipal service managers and Indigenous program administrators in 2023-24 and 2024-25 through initiatives under the National Housing Strategy to maintain and create more community housing. This includes an increase of over $23 million in funding under the Canada-Ontario Housing Benefit for women and children fleeing violence. These funds are the result of Ontario's ongoingadvocacyandrecentnegotiationswiththe federal government to help ensure our partners in the housing sector have the resources needed to protect, renew and expand community housing acrosstheprovince.

Minister Clark also announced the province is extending the deadline for implementation projects approved under Intake 3 of the Municipal Modernization Program (MMP) tostreamline,digitizeandmodernizetheirservices, includingmanagingandapprovingapplicationsfor residentialdevelopments.Ontarioisalsoextending thedeadlineforfinalreportsforprojectsunderthe StreamlineDevelopmentApprovalFund.

Lisa Thompson, Minister of Agriculture, FoodandRuralAffairsalsoannouncedthelaunch of a new intake of the Rural Economic Development(RED)program.The RED program supports projects that help increase economic opportunities, create and retain jobs, and support the economic growth and resilience of rural and Indigenouscommunities.Applicationsforthenew RED intake will be accepted until February 23, 2023. This program aligns with the government's priorities of removing barriers to investment, openingdoorstoruraleconomicdevelopmentand creatinggoodjobsacrosstheprovince.

The ROMA conference is an important opportunityforprovincialandmunicipalleadersto discuss and collaborate on rural priorities. This year'sconferencewasheldin-personinTorontofor

the first time since 2020, and rural municipal officialshadanopportunitytointeractface-to-face with Ministers, Associate Ministers and Parliamentary Assistants. They exchanged ideas, discussed opportunities and identified ways to address some of the key priorities facing rural municipalitiestoday,includingincreasinghousing supply,strengtheninglocalinfrastructure,tackling homelessness, improving mental health supports, economicdevelopmentandmore.

Chapleau Moments

The Chapleau-Timmins Highway 101 connection was officially opened on June 23, 1962, with citizens awakened by the sound of aerialbombsexplodingeverywhere,makingita "bannerday"inthehistoryofNorthernOntario.

KenEncilwasinchargeoftheexplosive starttotheactivitieswhileJackBaker,president of the Chapleau Chamber of Commerce, commented that the committee had gone "to great lengths to make this a banner day in the historyofNorthernOntario,asindeed(theroad) ismakinghistoryforthispartofthecountry.

Monster dances had been held the previouseveningwiththeteenagedanceonPine StreetacrossfromtheoldChapleauHighSchool whichhadbeenilluminatedwithcolouredlights and the adult dance in the Royal Canadian LegionHall.TheverypopularJimLanewasthe masterofceremoniesandinchargeofmusicfor bothdances,andletmetellyou,itwasonegreat nightinChapleauforeveryone.Iwashomefrom university for the summer and remember it all likeitwasonlyyesterday.

At8:30am.Chapleauvehiclesproceeded totheShawmereRiver,andweredirectedtostop west oftheriver andpark under thedirection of the Ontario Provincial Police. The directions were very specific as Timmins vehicles were to leavethatcity,notlaterthaneighta.m.toarriveat the Shawmere not later than 10 a.m. and be "parkedtwocarswidefacingwestandmuststop 300feetshortofthebridge..."Awarning,"Don't forgettheflydope,"wasissued.

At10a.m"sharp"therewasatugofwar competition on the bridge between two teams from Timmins and two from Chapleau lumber jacks. I have no idea all these years later who won, but the Timmins Canadian Legion Band was also there playing numbers before the openingceremoniesbegan.

Jim Wyatt of Timmins was master of ceremonies,whileW.E.Brewer,JackBaker,and Herb Curnow, presidents of the Porcupine, Chapleau and Foleyet chambers of commerce, gave short addresses. Rheal Belisle, MPP, introduced W.J. Goodfellow, the Ontario Minister of Highways who officiated at the official ribbon cutting after which Dr. J.B. McClinton, of Timmins, a pioneer promoter of the highway unveiled an historical plaque. Two

years later when I became a reporter at the Timmins Daily Press, I came to know Dr. McClintonandwhatagreatsupporterhewasof thedevelopmentofNorthernOntario.

The parade then proceeded to Chapleau, anduponarrivalattheoutskirtsoftown,headed by the Chapleau Town Band and with the assistance of the Timmins Legion Band, TimminsLionsSeaCadetBand,ChapleauHigh SchoolGirlsBugleBand,ChapleauPipers,drum majorettesfromTimmins,CHSCadetCorpsthe procession of vehicles and floats headed into town.ItendedupattheTownHall.CharlieLaw andWillardMorrisonwereparademarshals.

After the parade Balloon Man Ernie Holdenand101PennantManCaseyNowakoski could be found at the beach area where as usual J.M."Jack"Shoupwasinchargeoftheactivities forchildren.Theusualactivitiesassociatedwith Chapleaucelebrationstookplacewiththeadded attraction of a fire brigade competition on Pine Street between teams from Chapleau, Timmins, Porcupine, Tisdale and Schumacher all organized by Fire Chiefs Ad Andrews of ChapleauandStanleyofTimmins.

A challenge grudge softball game was held between Chapleau council and all stars led by Reeve D.J. "Jim" Broomhead and Timmins ledbyMayorLeoDelVillano.

I never seem to have the winners of competitions in Chapleau, so if anyone remembers,pleasefeelfreetoletmeknow.Ifyou

As I look at the program all these years later,itwasanon-stopweekendinChapleauwith activities for people of all ages and it brought visitorstothecommunityfromeverywhere--or soitsure seems.The organizing committee was chaired by Arthur J. Grout assisted by Ted Demers and Jim Wyatt. Committee members camefromeveryorganization.

On the same weekend, the executive of the Sudbury and District MunicipalAssociation heldameetinginChapleau,andOntariocabinet ministerW.J.SpoonerofficiallyopenedtheFive MileLakeProvincialPark.

On Saturday evening as soon as it was "sufficiently dark" there was a fascinating outdoor picture show on two screens organized byYvonMartelassistedbyTedDemersandEric Gage while near the end of an amateur show in thetownhallauditoriumtherewasaplaybackof arecordmadesome10yearsearlierbyChapleau proponentsofHighway101.Speakersonitwere B.W. "Bubs" Zufelt, the reeve of Chapleau in 1951, and Charles W. Collins, A.E. Evans and Mr. Grout. all citizens who in their time were devotedtothebestinterests ofthecommunity.I wonder if anyone still has this recording, a very importanthistoricaldocument.

(NC) The discovery of mass and unmarked graves of children at former residential school sites across Canada during the last two years have highlightedtheimportanceofeducationandraisingawarenessofthetrue historyofresidentialschoolsinCanada.

Awareness and education are just one step on the path to reconciliation. Organizations can play an important role in communities, build cultural understanding and inspire people to act and to move reconciliation forward between Indigenous and non-Indigenous peoples. WalkforWenjack

At the age of 12, Chanie Wenjack ran away from the residential school he’d been sent to three years earlier in Kenora, Ontario, hoping to reunite with his family in Ogoki Post, 600 kilometres away.Aweek after he fled to escape the abuse and brutality of the school, his body was found alongside a railway track. He had died fromstarvationandexposure.

The Gord Downie & Chanie Wenjack Fund (DWF) was formed to “build cultural understanding and create a path toward reconciliation between Indigenous and non-Indigenous peoples.” WalkforWenjackeventstakeplaceduringSecretPathWeek,held every year in October to remember Chanie and the more than 150,000Indigenouschildrenwhoweresenttoresidentialschool.

LegacySpaces

Funded by the DWF, legacy spaces are safe, welcoming places intended to inspire action by providing education on Indigenous history, furthering the journey towards reconciliation. The program helps corporations, governments and educational institutions play an important role in reconciliation in their communities.

Every year on September 30, Canadians across the country wear orangeshirtstohonourtheIndigenouschildrenwhoweresentaway to residential schools in Canada and to encourage people to learn moreaboutthehistoryofthoseschools.

The orange shirt was chosen specifically in recognition of Phyllis (Jack)Webstad’s experience as a residential school student inthe1970s.Asasix-year-old,shearrivedforthefirstdayofschool wearingashinyorangeshirtthathergrandmotherhadboughtherfor theoccasion.Schoolstafftooktheshirtfromher,andsheneversaw it again. Wearing an orange shirt recognizes the treatment she and

otherswentthrough.September30isalsoCanada’sNationalDayforTruth andReconciliation.

This year, staff at École Sacré-Coeur (Chapleau) made a commitment to maximize their annual holiday food drive.Thus, school staff organized a variety of dailyactivitiestomakestudentsawareoftheimportanceofcharitableactivitiesandto encouragethemtobecomeinvolved.Thisstrategypaidoffastheschool'sfooddrive brought together more than 1,000 food items, a new high.All donations were then given to the food bank of Chapleau's Sacré-Coeur parish. Theholidayseasonstartedwithquitethe bangformanytravelerswhowerehopingtohead offonagetawayorjoinlovedonesforChristmas, as a combination of flash freezes, heavy snow and significant wind gusts blanketed much of Canada. Extreme weather is certainly nothing new to Canadians, and it did play a significant roleingroundingflights,stoppingtrains,leaving hundreds of Canadians stranded, and making travel exceptionally difficult. However, the industry's lack of clear communication to customers, including unannounced cancellations, lack of service, missing or lost baggage, and other substantial issues, compounded an already stressful situation and madethingsmuchworse.

Now that the snow-covered dust has settled, it appears the Federal government may not have learned any lessons from the travel disruptions that plagued airports since early summerandwhattheirresponsibilitiesarewhen it comes to issues involving delays, levels of serviceanddisputes.

The stories of travel disruptions range frominconvenienttoborderlinenegligent.Many ofushavenodoubtheardofthepackedVIARail train from Ottawa to Toronto that was stuck on thetracksformorethan18hoursbeforeleaving. There were also stories upon stories of passengerssittinginplanesthatwerestuckonthe

Sunwing has reportedly received over seven thousand complaints from customers since holiday travel disruptionsbegan.Lastweek,FrancePégeot,the ChairandCEOoftheCTA,whichisresponsible for consumer protection for air passengers, advised the House of Commons Transport, Infrastructure and Communities committee that they had a current backlog of over 30,000 complaints, which does not include complaints relatedtotheholidayseasonfiasco.

At that committee meeting, the Transportation Minister, who is responsible for overseeingCanada'sairlines,statedthathefound the travel disruptions and passenger treatment “unacceptable”andthatairlineprotocolsneedto be reviewed. These travel disruptions clearly show that passenger treatment does need to be considered and prioritized, and that current regulations are clearly insufficient at addressing actualcustomercomplaints.

Air Passenger Protection Regulations, whichwerebroughtintoforcein2019andhave since been updated to include disruptions and cancellations of flights that are outside of the control of airports and airlines (including bad weather), indicate that customers need to be compensatedappropriatelyforthosedisruptions. However,inmanycases,customersareforcedto

The Air Passenger Protection Regulationshavetoomanyloopholesthatallow airlines to avoid compensating customers. The legislationneedstobebroughtinlinewithother industrialized nations. Compensation for customers should be automatic for flight disruptions, with refunds issued directly to the purchaser when airlines can't meet their obligations to the traveler. Further, any and all loopholes that allow airlines to avoid refunding customersshouldbeclosed.

Justasimportantly,enforcementneedsto be tougher, and it's vital that the Canadian Transportation Agency ensure they work in the best interests of travelers. In the past five years, only one carrier, WestJet, has been issued fines fornotprovidingadequatecompensationtotheir customers, regarding a series of flight cancellationsinlateJanuaryoflastyear,totaling only$11,000.Ifcarriersseelittleriskinensuring they adhere to the regulations, then there is no incentivetocomplyleavingcustomerswithlittle protection or recourse. The CTA, as a quasijudicial tribunal and regulator, has the power to issue stiff fines and penalties when airlines violate the terms of the act, but the act must be enforced, and those 30,000 complaints, whether or not they reveal carriers refusing to adhere to theact,mustbeaddressed.

It'simportantthatairlinestreatCanadians with respect. We know that disruptions can and will happen. We know that bad weather may delay or cancel a flight. But what travelers shouldn'tbeleftquestioningiswhethertheywill receivethecompensationthatisowedtothem.

Comment parler en français m'aide dans la vie

Les avantages de parler en français dans une maison qui parlent la plupart du temps dans la langue anglaise sont que j'ai des meilleures chances à décrocher des bons emplois parce que je suis bilingue. Cette occasion d'échanger en français durant mon secondaire m'a donné les outils nécessaires pour être capable de me débrouiller dans ma vie de tous les jours. De plus, être capable de parler le français et l'anglais m'aide au travail parce qu'il y a des personnes qui parlent juste le français dans le lieu où je travaille. Donc, ça m'aide, car je peux les comprendre quand ils me parlent.Aussi, je peux apprendre à mes parents (plutôt à mon père) des choses en français ou des nouveaux termes à utiliser. Les deux désavantages principaux sont que quand je ne comprends pas trop mes travaux scolaires, si je les faits à la maison, je n'ai pas trop d'aide pour les compléter. The Ontario government is investing $4.75 million to expand the “One Stop Talk” virtual“walk-in”counsellingprogramtoconnect children, youth and their families with more convenient and timely ways to access mental healthcounsellingnomatterwheretheylive.

“Ourgovernmentismakingiteasierand moreconvenientforchildrenandyouthinevery corner of the province to access mental health care,” said Sylvia Jones, Deputy Premier and Minister of Health. “This program offers modern,convenientoptionsforyouthtoconnect to help in ways that they're used to communicating.”

The “One Stop Talk” service offers convenient ways to talk to a clinician by phone, video conference, text and chat without an appointment. The program began as a pilot in November 2022 with six participating mental healthorganizationsandisnowbeingexpanded to additional organizations and their waitlisted patients. When fully implemented, the program willeventuallybeavailabletoallchildren,youth andtheirfamilies.

The government is also significantly expanding the number of Youth Wellness Hubs acrosstheprovincetomakeitfasterandeasierfor young people to connect to mental health and substance use support, primary care, social services, and more. Through the Addictions Recovery Fund, the government is adding eight new youth wellness hubs to the 14 that were createdsince2020,bringingthetotalto22across theprovince.

These hubs help fill the gap in youth addictionsservicesandalsoprovidechildrenand

youth aged 12 to 25 a range of other services, such as vocational support, education services, housingandrecreationandwellness.

“Through our Roadmap to Wellness, we are focused on fixing our complicated and disjointed mental health and addictions care system once and for all,” said Michael Tibollo, Associate Minister of Mental Health and Addictions. “Significantly expanding our networkofYouthWellnessHubsisonemoreway we're creating a system where Ontarians of all ages have convenient access to the highestquality mental health and addictions supports, whenandwheretheyneedthem.”

Ontario'sRoadmaptoWellnessplan–the province's mentalhealthandaddictionsstrategy – has so far provided $525 million to use innovative solutions to improve the quality and accesstomentalhealthsupportswhileshortening wait times and removing gaps in service. The plan is built on four central pillars – improving quality, expanding existing services, implementing innovative solutions and improving access – that are designed to work together to support the delivery of the services peopleneed,whereandwhentheyneedthem.

TheeightnewYouthWellnessHubswill be in Algoma Region, Kingston Frontenac Lennox and Addington, London-Middlesex, Sagamok Anishnabek First Nation, SarniaLambton, Sudbury, Thorncliffe Park, and West Toronto.

One of these new Youth Wellness Hubs will be located at Sagamok Anishnabek First Nation and will offer culturally safe and appropriate primary care, mental health and

addictions services to Indigenous youth in and aroundthatcommunity

Ontario's mental health and addictions strategy, Roadmap to Wellness, was released in March 2020. It sets out a vision for an Ontario where everyone has access to high quality mental health and addictions treatment and support,whenandwheretheyneedit.

· The Roadmap was developed from the ground up, based on conversations with Ontarians.

Once fully implemented, the One Stop Talkservicewillprovideimmediate,lowbarrier access to brief counselling services through a singlevirtualaccesspointfromanywhereinthe province.

Le Règlement sur la protection des passagersaériensentréenvigueuren2019etmis àjourdepuispourinclurelesperturbationsetles annulations de vol causées par des événements hors du contrôle des compagnies aériennes (comme les mauvaises conditions météorologiques) prévoit des indemnisations adéquates pour les clients touchés par de telles perturbations. Or, dans bien des cas, les clients doivent se plier en quatre pour essayer d'obtenir une indemnisation et attendre jusqu'à 18 mois avantdelarecevoir.

Le Règlement sur la protection des passagers aériens ouvre la porte à trop d'échappatoires qui permettent aux compagnies aériennes de se soustraire à l'obligation d'indemniserleursclients.Laloicanadiennedoit êtrealignéesurcelled'autrespaysindustrialisés. L'indemnisation des passagers devrait être assurée en cas de perturbation des vols, et le remboursement devrait se faire directement à l'acheteur lorsqu'une compagnie aérienne n'est pas en mesure de respecter ses obligations. En outre,ilfautéliminertoutesleséchappatoiresqui permettent aux compagnies aériennes de ne pas rembourserleursclients.

Il est également important que l'application de la loi se fasse de façon plus musclée,etilestessentielquel'OTCs'efforcede défendrelesintérêtsdesvoyageurs.Aucoursdes cinq dernières années, WestJet est la seule compagnie aérienne à avoir reçu des amendes –totalisantseulement11000$–pournepasavoir indemnisé adéquatement ses clients à la suite

d'une série de vols annulés à la fin du mois de janvier l'année dernière. Si les compagnies aériennesnerisquentpresquerien,ellesneseront pasincitéesàrespecterlaréglementation,cequi laisselesclientspratiquementsansprotectionet sansrecours.Àtitredetribunalquasijudiciaireet d'organisme de réglementation, l'OTC a le pouvoir d'imposer des amendes salées et de lourdes peines aux compagnies aériennes qui violent la loi, mais il faut d'abord que la loi soit appliquée,etilfautrépondreaux30000plaintes reçues, qu'elles indiquent ou non un refus des compagniesaériennesderespecterlaloi.

Il est important que les compagnies aériennes traitent les Canadiens avec respect. SinceDougFordwaselectedPremierof Ontario in 2018, Ontarians quickly became accustomed to a government that tends to lead withitschin.ThatistosaythatMr.Fordchooses to lead aggressively without caution to achieve thegoalsofConservativethinkingasopposedto whatisbestforthepeopleofOntario.Asaresult, itisdebatablehowoftentheessentialprinciples areactuallyaligned.

In recent days, however, the Ford government has suddenly thrust plans for healthcare privatization on Ontarians. He does thisdespiteknowingthattheplanobjectivesare not aligned with the principles of universal healthcarethatthepeopleofOntariounderstand asfundamentalCanadianvalues.

One would be hard-pressed to find anyone in Ontario who would disagree with the factthatourhealthcaresystemisbrokenandhas been for some time. Unfortunately, it is now failingus,andweneedtodevelopandimplement aplantofixitbeforeitbecomesatotalshamble.

Premier Ford has had a full term since taking the reigns from the Liberals and is now wellintohissecondtermtoformulateaplanand institutenecessarychange.TheJanuary17,2023 edition of the Toronto Star stated, “The Ford governmenthasunspenthealthcarefundingbut is starving our hospitals of needed funds. And while appealing a Superior Court decision that found suppressing nurses' wages to be unconstitutional, the province is also failing to act on retention initiatives in a bid to advance privatizinghealthcare.”

PremierFord'sschemesofarhasbeento starveourhealthcaresystemtothepointoftotal breakdown. The government is knowingly and unnecessarily putting people through anguish, sufferingandevenpreventabledeathsothatthey willgraspdesperatelyatvirtuallyanysolutionto ease their suffering, no matter the long-term consequences - even if that leads to eroding our universalhealthcaresystem.

Right now, we have a surgical backlog that is the result of deliberate healthcare underfunding and staffing shortages. So I'd like Mr.Fordtoexplainwhywehavepublicdollarsto fundprivateclinicsbutnotourpublichospitals? Our hospitals can't get enough funding for our emergencyandsurgeryroomsrightnow.Yet,we havemoneytopayforprivateclinics?Really?

Ontario is battling an orchestrated program failuredesignedtochangeourhealthcaresystem to one that is profit based. And when profit becomestheprimarydriverofdecision-making, there is no question the result will be a two-tier healthcare system. Such principles are not supported by the people of Ontario. Where profits are concerned, the shareholders and executive boards make decisions in their best interest,notthepatients'.

Bernie Robinson, vice–president of the Ontario Nurses Association, says, “It's a despicable move. It will deplete resources and cripplethepublichealthcaresystem.Itwillmake it more difficult to access the health care Ontariansneed.Everyoneintheprovinceshould be concerned. Instead, this government is creatingatwo-tierhealthcaresystem.”

It is almost a certainty that a system that exposes desperate people for surgeries to forprofit clinics will lead to paying for care with their credit cards for products and services not covered by the provincialhealth insurance plan. Patients will be exposed to up-selling of unnecessary procedures, services and products. Minister Jones agrees that this will happen. She has no concerns patients will find it difficult to decideifitisworthpayingforproducts,testsand otherservicesnotcoveredbyOHIP.

PremierFordhasstatedthatcriticsofthe plansaresimply“fearmongering”bysuggesting that Ontarians will end up paying for healthcare with their credit cards. He says such notions are preposterous. However, need I remind readers aboutPremierFord'scommitmentsthathewould never allow development or building on land designated as Greenbelt? Clearly, the Premier chose not to honour those promises. So what is the way to prevent him from breaking promises aboutpayingoutofpocketforhealthcare?

Rather than handing over billions of public dollars to private stakeholders, the government should be investing in relieving nurseoverload,addressingburnoutandretaining nurses in the profession. The Ontario Nurses Association has confirmed that our healthcare system is already over 25,000 nurses short. (No wonder our working nurses are worn out and leaving the profession in droves, trying to cover suchincredibleunderstaffing.)Withthepushfor private health care, for-profit clinics will be clamouring to hire nursing staff. They will, of course, incentivize working nurses to sign on with them, which will drain our already deleted poolofnursesfromourhospitals.

Theplanisforthefor-profitcarefacilities will be handling the less complex and low-risk proceduresthatwillrequireshort-termrecovery. Diagnosis, treatment and surgeries such as cataracts, joint replacement, colonoscopies and soonwillformthebulkofthepatientload.This leavesmorecomplexandhigh-risktherapiesand

surgeries for public hospitals to handle. As a result, the for-profits will be able to schedule treatments and procedures on a Monday-toFridaybasisduringregularbusinesshours.Thus, doctors,nursesandstaff,ingeneral,willbenefit from working conditions that are much more preferable. Who wouldn't want to avoid shift work and weekends for less pay when better conditionsareavailableinfor-profitworkplaces? Premier Ford and Health Minister Sylvia Jones have sworn that our public hospitals will not experienceanyexodusofnursingstaff.Theysay they have a plan that will ensure that as private clinics hire new staff, the facilities will have to provethattheyhavenottappedintoanyhospital workforce.MinisterJonesstatedthattherewould besomeform(?)ofoversiteforthis.

An article from the January 17, 2023 Globe and Mail stated that when asked about draining away scarce hospital staff, Minister Jones responded, “Applicants for these new licences would be required to submit staffing plans meant to “protect our public hospitals and toensurethattheyarenotinanywayimpacted.”

So,dothePremierandMinisterknowof somesecretpoolofhealthcareworkersthatwill fill all the vacant spaces in public and for-profit hospitals?Ifso,whyarewe25,000nursesshort today?
