A message from the CEO Kia ora koutou katoa A CEO has to sign important documents every day, but this week I had the privilege of putting my mark on a document that signals a new phase for Central Otago’s relationship with iwi Māori.

Central Otago District Council signed a formal partnership agreement with local rūnaka through their regional entity Aukaha.

There is already so many ways that a council is required to work with iwi, but this agreement ensures we identify a joint work programme in a way we haven’t done before.

Sometimes we lose sight of the fact that rūnaka and Council have shared ambitions for our beautiful district – complimentary ambitions that ensure we are guardians who protect what we currently have and become good ancestors to those that come after us. Working together with rūnaka towards outcomes is a very good path to be on.

And while we are talking about iwi Māori, it would be remiss of me not to mention our first every national holiday for Matariki.

What a perfect opportunity for us to come together and celebrate something uniquely ours in Aotearoa New Zealand. It was heartwarming to see so many groups within Central Otago organising events to allow us to join as whānau and community to remember, celebrate the present and look to the future.

Matariki felt like an appropriate time to launch into our Welcoming Communities work programme and the recent workshops that will set in motion a new Welcoming Plan for newcomers to Central Otago.

We have had about 20% population growth in the last five years – I know we all have a vested interest in ensuring they are welcomed to our place in a way that is meaningful to both us and them.

And with one eye always on the future and planning for our community, I will end with a word on the upcoming local government elections. We need all kinds of people to stand for election – from every part of our community, from a range of different ages, ethnicities and backgrounds, people that can bring diversity to the council and community board table to help make great decisions.

If you are interested in running for a role on community board or council in this year’s elections, or if you know someone who would be great, you’d better get cracking as nominations are open. I am happy to meet with anyone who is considering standing to talk about the realities of taking on the challenge.

News in brief Speed limit changes coming in August A package of speed limit adjustments has been approved and will take place from 1 August 2022.

The community had the opportunity to have their say in March and April on a proposal to change speed limits at more than 80 locations throughout the district.

At the July Council meeting members considered and approved the proposal, with 23 adjustments made as a result of community consultation.

Eight of the changes will require further consultation, which is programmed to take place after the coming election.

Teviot Valley Spatial Plan development gets green light At its June meeting Council gave approval for the development of a plan that proposes to consider where growth might occur in the future for Roxburgh, Roxburgh Hydro Village, Ettrick and Millers Flat.

This is the third spatial planning exercise undertaken by the Council, with the Cromwell Spatial Plan adopted in 2019 and the Vincent Spatial Plan earlier this year. Members of the community will have the opportunity for input into the spatial plan process through a variety of engagement processes.

Dog Registration

It’s time to register your dogs Central Otago. Dog registration is open for the 22/23 year and all registrations should be paid by 31 July to avoid a penalty.

The future for waste Central Otago’s food scraps will soon be coming up roses thanks to a new waste contract awarded by Council. The contract is set to bring more sustainable and efficient waste management services to the district from July 2023. This includes the introduction of a new organic kerbside waste collection.

EnviroWaste will provide comprehensive waste management services to households throughout Central Otago, including transfer station operation, kerbside collections, glass crushing plant operation, organics facility operation, and the servicing of drop-off containers for rural recycling and waste.

From 1 July 2023, when EnviroWaste takes up responsibility for the district’s waste management services, the following kerbside waste collection changes will take place: • The existing 240L (red lid) rubbish bin will be repurposed as the organics bin with a green lid and be collected weekly. This will be achieved by swapping the lids on the bins in service.

• The red lid rubbish bin will still be collected fortnightly, but residents will be moved to a smaller 140L rubbish bin.

• The 240L glass (blue) bin will be retained but collected every four weeks.

• The 240L mixed recycling (yellow) bin will continue to be collected fortnightly. Bin clips will be installed on all mixed recycling bins.

Your chance to give feedback Plan Change 19

Council is seeking community input into a proposed change to the District Plan. Plan Change 19 has been driven by the direction set out in the Vincent and Cromwell spatial plans. These were prepared by Council to respond to demand for residential land and housing affordability concerns in the district, and to plan for the anticipated growth over the next 30 years.

Plan Change 19 proposes to make a suite of changes to the way the district’s residential areas are zoned and managed, Principal Policy Planner Ann Rodgers said. “We want the community to get involved and to have their say on the proposed changes. The residential chapter of the District Plan has not been subject to a full review since it was originally drafted in 1998, so this is important for our district, and we want to know what the community thinks.”

Plans unveiled for the Alexandra Riverside Park CODC is progressing the Alexandra Riverside Trust’s vision to rejuvenate lower Tarbert Street in Alexandra by creating a new public space development at the junction of the Mata-au Clutha River and Manuherekia River. The aim is for the park to help integrate the rivers and riverside with the pedestrian heart of Alexandra, become a space for family-friendly recreation and community events, as well as being a destination for cyclists and walkers using the network of local trails.

Council’s Parks and Recreation team will lead the project in partnership with the Trust and will engage with the rūnaka.We encourage you to check out the concept plan for stage 1 of the development.

Bannockburn Domain

Feedback on the draft Bannockburn Domain Reserve Management Plan 2022 closes on Monday 25 July. This is the first time the plan has been renewed since 2000. We are keen to hear what you would like to see for the future of the Bannockburn Domain.

Playtime Playtime in Clyde The new Clyde River Park playground opened in late June.

The playground, made possible with the support of the Government’s Tourism Infrastructure Fund, is themed around the site’s location by the river and the natural and built heritage of the village. The centre piece of the design is the climbing structure in the centre that mimics Clyde’s iconic red bridge.

We are planning a community event to officially celebrate the playground opening so watch this space for details.

Please note: the new toilet block at the site will not be operational until Stage 1 of the Clyde wastewater reticulation is completed, so until then the closest public toilets are up on Lodge Lane.

More playground magic in the making…

The playground on John Street in Ranfurly is set for an upgrade in the year ahead. You might recall we sought community input into the process late last year.

We have recently been out to market for the project and hope to be able to share our chosen supplier’s design concept with the community in August.

Council is asking residents to jump online to share their views on Council services and amenities in its 2022 Residents’ Survey.

Central Otago District Council Chief Executive Sanchia Jacobs said it was important to hear back from residents about how the Council was doing.

“We know there have been a number of surveys for various CODC activities lately, but the Residents’ Survey is a bit different because it relates to our business-as-usual activities – those things we know impact people’s day-to-day lives.”

Ms Jacobs noted that the survey would only take 5-10 minutes to complete, and that constructive feedback was welcome as the Council considers its programme of continuous improvement.

Those without internet access can still fill out the survey.

Surveys can be picked up at Council service centres and libraries, or people can phone Council to have one posted out.
