Demand Management

Central Highlands Regional Council adopted the Water Supply Security Strategy 2022-2042 in June 2023. As part of this strategy, council is committed to managing water resources and demands in the region to minimise the risk of supply shortfall associated with drought conditions. This includes the provision of potable water for the thirteen (13) townships within the Central Highlands region: Anakie, Bauhinia, Blackwater, Bluff, Comet, Capella, Dingo, Duaringa, Emerald, Rolleston, Springsure, Sapphire/Rubyvale and Tieri and one (1) non-potable supply for the township of The Willows during periods of drought.

This Demand Management Plan establishes Council’s response framework with recommended actions and responsibilities before, during and after a drought event.

Community Education & Permanent Water Conservation Measures

Council encourages our communities to conserve water resources and has adopted permanent water conservation measures. We have adopted a five-tier restriction regime based on our current water source volumes. The restriction levels are:

• Permanent Water Conservation Level - Targeting 370L/EP/day

• Level 1: Low Level Water Restrictions – Targeting 300 L/EP/day

• Level 2: Medium Level Water Restrictions – Targeting 260 L/EP/day

• Level 3: High Level Water Restrictions – Targeting 220 L/EP/day

• Level 4: Critical Level Water Restrictions – Targeting 190L/EP/day

Once Level 4 Restrictions are reached, Council will implement the Adverse Water Supply Plan. The Adverse Water Supply Plan will include options for emergency supply options and water carting.

Fairbairn Dam, Emerald

Emerald, Blackwater, Bluff and Tieri Water Restrictions

Council is negotiating with the Department of Regional Development, Manufacturing and Water (RDMW) to access the EMSV referred to as ‘dead storage’ in Fairbairn Dam in conjunction with them undertaking the Central Queensland Regional Water Assessment. Subject to agreement, this will form part of the Council Adverse Water Supply Plan.

Demand Management Activities

In addition to the water restriction regimes, Council will be undertaking the following activities to preserve our water sources:

• Active leak detection and pressure management

• Reservoir and mains maintenance

• Installation of smart meters

• Community education campaigns

• Rebate and retrofit programs

• Water usage audits

• Implement controls and efficiencies for public use water in parks and gardens
