Brothers LUPE and FELIX FRAGA exemplify the lifelong transformative dedication to the region that the Vaughan Award was created to honor. Natives of Houston’s East End, their stories and their successes are inextricably linked with, and reflective of, the stories and successes of this region over the same span of time.

FELIX FRAGA began his career of more than six decades with neighborhood Centers Inc. as a youth worker in 1946, continuing through 20 years as Manager of ripley Houston, and ultimately serving as Vice President of external Affairs. With degrees from university of Houston and our Lady of the Lake, san Antonio, Mr. Fraga has been elected to terms on the Houston City Council, and the Houston Independent school District Board. He is a member of the Houston CommiPee for Private sector Initiatives, Houston Housing Development Corporation, the united Way Campaign, and the Housing Finance Corporation. LUPE FRAGA is Chairman and Ceo of tejas office Products, Inc., one of the top 500 Hispanic owned Companies in the nation (Hispanic Business Magazine) and one of Houston’s top 100 small Businesses (Houston Business Journal). Mr. Fraga received a Bachelor of Business Administration from texas A&M, before serving his country in the us Army. He has contributed his time and talent to countless civic organizations, serving as Chairman of the Board of Harris County Child Protective services, the Houston Hispanic Chamber of Commerce, the Greater Houston Convention and Visitors Bureau and the Federal reserve Bank Dallas-Houston Branch.

DOUGLAS L. FOSHEE is Chairman, President and Chief executive officer of el Paso Corporation. Mr. Foshee earned an MBA from the Jesse H. Jones school at rice university, and a Bachelor of Business Administration from southwest texas state university. He serves on the boards of Houston endowment, Inc., texas Business Hall of Fame, Central Houston, Inc. and the Greater Houston Partnership, and on the board of trustees for both KIPP and rice university. In 2009, he was appointed by the u.s. treasury and the Federal reserve Bank of new York to serve as an independent trustee of the AIG Credit Facility trust.
