CITY COUNCIL MEETINGS

(1) City Council adopted and approved the Fiscal Year 2023 – 2024 Budget that began on October 1, 2023 and will end on September 30, 2024.

(2) City Council adopted and approved two Master Plans during the September Meeting, including the Library Master Plan and Arts & Culture Master Plan.

(3) New appointments for each of the City’s nine Boards & Commissions were approved by City Council at the September Meeting.

(4) Mayor Ryan Tubbs recognized the City’s Building Department for its SolSmart Silver Designation, which honored the City for its achievements in the deployment of solar energy.

(5) Mayor Ryan Tubbs presented the Planning Department with a special proclamation declaring September 30 as “Arbor Day” in the City of Celina. The City has earned the “Tree City USA” designation from the Arbor Day Foundation for four consecutive years.

“HOME-RULE MUNICIPALITY”

The City of Celina is a “Home-Rule Municipality” governed by a Mayor and six City Council members who are elected by the residents. The City Council Meetings are held on the second Tuesday of every month at 5 PM inside City Council Chambers located at 112 N. Colorado St in Celina. All City Council Meeting agendas are posted at least 72 hours prior to the meeting in accordance with the Texas Open Meetings Act. Each meeting is livestreamed and recorded for those who cannot attend. Streaming information and agenda packets can be found online at celina-tx.gov/citycouncil.

(6) The National Procurement Institute honored the Purchasing Department with the Achievement of Excellence in Procurement Award. This is the fourth consecutive year that the Purchasing Department won this award, which is considered the premier award in the public procurement profession.

(7) Mayor Ryan Tubbs presented a proclamation to the Planning Department declaring October as “Community Planning Month.”

(8) Mayor Ryan Tubbs presented the Fire Department with a proclamation declaring October 8 – 14 as Fire Prevention Week. This year’s theme for Fire Prevention Week is “Cooking Safety Starts with You –Pay Attention to Fire Prevention.”

(9) Director of Parks & Recreation Cody Webb and Matthew Milano of Freese and Nichols gave a presentation about the future Ousley Park Master Plan. The presentation featured a variety of potential park elements, including an art walk, splash playground, performance pavilion, athletics history walk, community garden, sculpture garden, dog parks, and observation deck to name a few.

(10) Mayor Ryan Tubbs and Volunteer & Community Engagement Administrator, Jade Mizzell, presented Caitlin Hill with a Certificate of Recognition for her appointment as the Keep Celina Beautiful Youth Ambassador.
