Dear CMCA Members,

As I write my final President’s Message, I find myself reflecting on the incredible journey we have shared over the past year. Serving as your President has been an extraordinary honor, and I am deeply grateful for the opportunity to represent such a dedicated, passionate, and hardworking membership.

First and foremost, thank you to each and every one of you—our CMCA members. Your commitment to professional excellence and public service is inspiring. The work you do in your communities is invaluable, and I am proud to have served an organization filled with such talented professionals. You are what makes this association strong.

To the CMCA Board of Directors—thank you for your dedication, guidance, and collaboration. Your leadership and tireless efforts have ensured that CMCA continues to grow, evolve, and support municipal clerks across California. It has been a privilege to work alongside you, and I am grateful for the friendships we have built along the way.

To our CMCA staff—your hard work behind the scenes does not go unnoticed. Your efforts in keeping our association running smoothly, organizing events, and supporting our members are truly appreciated. CMCA would not be the strong and vibrant organization it is without your dedication.

I also want to extend my heartfelt appreciation to my fellow Presidents I had the privilege of serving with over the past year from Alaska – April and Dani, Oregon – Nanci and Kayla, and Washington – Liz and Heidi. The bond we share as leaders of our respective associations has been invaluable. Your insights, camaraderie, and collaboration have strengthened not only our individual organizations but the entire Region IX community. It has been a pleasure working with you, and I look forward to seeing the continued success of our partnerships.

To our Region IX Directors – Marc and Jamie —thank you for your unwavering support and commitment to our profession. Your leadership has been instrumental in advocating for municipal clerks at the regional and international levels, and I am grateful for the opportunity to have worked alongside you.

As I pass the gavel to Ashton in a month, I do so with confidence in the bright future of CMCA. Our association is in great hands, and I am excited to see what the next chapter holds. Though my term as President is coming to an end, my commitment to CMCA and our profession remains steadfast.

NEW DISCOUNT RATES FOR MUNICIPAL CLERKS INSTITUTE ACCOMMODATIONS

As a continued effort to meet the needs of our membership and provide cost efficient education through the San Marcos Municipal Services Institute (MCI), I am pleased to share that CMCA has implemented a new way to decrease costs for municipal clerks to attend!

In the last official word, I shared the results of the Education Institute Committee’s survey on the inaugural year of the new institute. One of the things that came out of the feedback is that accommodations continues to be the highest cost factor in attending the institute. In an attempt to help reduce costs, CMCA has embarked on a pilot program to provide discount rates at certain local hotels for the new two academy sessions scheduled for June (MMC Series 200) and October (CMC Series 400) 2025.

At this time, the agreements in place do not include any financial obligations to CMCA if minimums are not met. After usage data is collected, CMCA will evaluate increasing the number of discount rooms available in order to meet needs.

Please note that any negotiated discount rates are not managed by the Institute and/ or San Marcos but set up for attendees through CMCA. Any questions related to discount rates and availability should be directed to the hotel.

With our conference just around the corner, we want to remind our members about our fundraising initiatives during the event. We are seeking donations from CMCA members for our Silent and Live Auctions. To contribute, please visit our donation page.

Attendees can participate in the Silent Auction and engage in bidding wars during the Live Auction. We urge members to collaborate with their regional representatives to donate baskets for either auction, showcasing regional creativity and raising scholarship funds. The region with the highestbidding basket will receive a complimentary registration for the 2026 conference.

If you are unable to make a donation, we encourage you to support our Scholarship program by volunteering at the conference. We seek volunteers to assist with the Silent and Live Auctions, as well as other activities during the annual conference. All proceeds support scholarships and our members pursue of accreditation. CMCA LEGISLATIVE UPDATE: BROWN ACT BILLS AND KEY LEGISLATIVE DEVELOPMENTS

As we move into the second quarter of 2025, several key legislative developments are shaping the landscape for local governments in California. Among the most notable are proposed changes to the Brown Act. In this update, we’ll cover recent developments on the Brown Act bills, upcoming legislative milestones, and recent testimony provided by CMCA members.

BROWN ACT BILLS: SB 707 AND SB 239

Two significant bills, SB 707 and SB 239, aim to modify the Brown Act, which governs open meetings for local government agencies. Here’s a brief overview of each bill:

• SB 707 (Durazo) – Open Meetings: Meeting and Teleconference Requirements

• This bill proposes key changes for city councils and county boards of supervisors:

° Public access via a two-way telephonic or audiovisual platform (hybrid meetings) will be required for public attendance.

° Local agencies must implement a system for requesting and receiving interpretation services at public meetings.

Additionally, for all legislative bodies, the bill proposes that agendas must be provided in English and any other languages

spoken by 20% or more of the population in the county, especially for those who speak English less than “very well.”

Some of the provisions seem unclear at this time. The CMCA legislative team is working with the author’s office to provide feedback, particularly regarding the potentially significant impact on local governments’ resources, and to seek clarification.

• SB 239 (Arreguín) – Open Meetings: Teleconferencing for Subsidiary Bodies

Co-sponsored by CMCA, this bill proposes changes to teleconferencing for advisory-only legislative bodies, such as certain boards and commissions:

° Subsidiary bodies would be allowed to use alternative teleconferencing methods with notice, agendas, and public participation requirements.

° Members would be required to appear on camera during publicly accessible meetings held via online platforms.

SENATE LOCAL GOVERNMENT

HEARING: CMCA TESTIMONY

On March 19, Mark Numainville, City Clerk for the City of Berkeley and a member of CMCA’s Legislative Committee, testified at the California Senate Local Government Committee’s Informational Hearing. The committee, which focuses on legislation affecting local governance, includes seven California Senators and reviews issues impacting cities, counties, and other local entities.

Mark shared insights on local government experiences with the Brown Act, including the implementation of hybrid meetings, public participation trends, and addressing challenges faced by agencies in adapting to evolving requirements. This testimony highlighted the importance of practical solutions as legislative changes move forward.

• January 1, 2026: New laws take effect (unless otherwise stated in the bill)

MENTOR PROGRAM UPDATE

As we step into April, the season of renewal is upon us! Just as spring brings fresh beginnings, it’s the perfect time to refresh our commitment to professional growth and mentorship. I’m continually inspired by the dedication of our mentors and mentees, who are shaping the future of our profession and fostering the development of the next generation of municipal clerks.

MENTORING PROGRAM UPDATES

First, I’d like to provide an update on mentor assignments for the mentees who attended the November Nuts & Bolts training and the most recent February Nuts & Bolts training. I also received a request from a member who previously attended Nuts & Bolts. The total number of mentor-mentee connections made this year continues to grow, and I’m grateful for the dedication of both our mentors and mentees in making these partnerships a success.

DEBBIE ELAM’S JOURNEY TO CITY CLERK: A STORY OF DEDICATION, GROWTH, AND MENTORSHIP

Debbie Elam’s career in local government began in 1997 when she took a temporary Typist Clerk position with the City of Fremont. Little did she know that this initial opportunity would spark a lifelong passion for public service. She found her niche in the Building and Safety Division and soon transitioned into a Permit Technician role. When the chance arose to serve her hometown of Livermore, she eagerly took it, bringing her expertise and enthusiasm to the City’s Community Development Department.

In Livermore, Debbie thrived as a Permit Technician, gaining hands-on experience with projects of all sizes and collaborating with a diverse range of people. Her dedication and drive led her to take on a new challenge in 2013 as the Administrative Assistant to the Community Development Director. In this role, she worked closely with the City Clerk’s Office, where she developed a deep appreciation for the responsibilities and impact of municipal clerks—particularly in handling public records requests, agenda coordination, and City Council interactions.

Debbie’s passion for the work only grew, and in February 2020, she stepped into the role of Deputy City Clerk. Her leadership skills quickly became evident, and in early 2023, she took on the role of Acting Assistant City Clerk, winning the formal recruitment that fall. Just weeks later, she found herself serving as Acting City Clerk. Her commitment and expertise made her the natural choice for the official selection as Livermore’s City Clerk in the fall of 2024.

Debbie’s first introduction to the California City Clerks Association (CCAC) was through the virtual Nuts and Bolts program at the onset of the COVID-19 pandemic. This experience laid a strong foundation for her journey in the profession, and recognizing its value, she now encourages administrative staff outside the Clerk’s Office to participate each year. She also attended the first virtual Technical Training for Clerks and subsequent in-person sessions, which expanded her technical knowledge and helped her forge invaluable connections within the City Clerk community.

Over the past five years, Debbie has eagerly pursued professional development opportunities through CCAC, IIMC, ARMA, CalCities, and other organizations. She has taken part in training on elections, public records requests, agenda management, the Brown Act, and records management, among other essential topics. These learning experiences were instrumental in her achieving the Certified Municipal Clerk designation in April 2024.

Throughout her career, Debbie has been fortunate to have the mentorship and support of former City Clerk Marie Weber, who encouraged her to step into the profession. Marie’s guidance, educational opportunities, and unwavering encouragement have been instrumental in shaping Debbie’s career. She also credits the incredible Livermore City Clerk Team for their collaboration and support. Together, they have led major projects, from software implementations to public outreach campaigns and staff training, always striving to strengthen relationships with elected officials, City staff, and the public.

Now, as City Clerk, Debbie is focused on building a strong and well-rounded team. She recently welcomed Ashley Zieba, CMC, as Assistant City Clerk. Ashley, previously the Deputy City Clerk in Alameda, brings valuable experience to the team. With Deputy City Clerk Helena Graves already in place, Debbie is now working to fill the final piece of the puzzle—an Administrative Technician—to complete the City Clerk’s Office.

Looking ahead to 2025, Debbie has ambitious goals for Livermore. She plans to advance the City’s Records Program, implement a new Conflict of Interest software, provide staff training on the agenda process, and prepare for the 2026 election.

For those considering a leadership role in the City Clerk’s Office, Debbie offers this advice: Find a mentor, build a strong relationship with the City Attorney’s Office, connect with other City Clerk teams, and create a team where skills complement each other. She firmly believes that success in this profession is built on collaboration, continuous learning, and a shared commitment to serving the community.
