Leitbild für die Internationale Zusammenarbeit der Caritas Luxemburg Die Internationale Zusammenarbeit der Luxemburger Caritas (Caritas Coopération internationale), in Trägerschaft der Fondation Caritas Luxembourg, setzt sich weltweit für Menschen in Not ein. Sie ist Teil des internationalen Caritas-Netzwerkes, der Luxemburger Zivilgesellschaft und der Katholischen Kirche.
Unsere Vision Wir streben nach einer Welt, in der alle Menschen in Freiheit, Gleichheit, Gerechtigkeit und einer intakten, friedlichen Umwelt leben. Das Grundrecht auf einen sicheren Zugang zu Nahrung, Wasser, Gesundheit, Bildung, Arbeit und Einkommen soll allen Menschen, auch der uns nachfolgenden Generationen, gewährt sein.
Unsere Werte Wir handeln aus christlicher Nächstenliebe, geleitet von folgenden Werten: der Würde des Menschen der vorrangigen Option für die Armen der universellen Bestimmung der Güter unserer Erde der Solidarität der nachhaltigen Entwicklung und Erhaltung des menschlichen Lebensraumes. Wir verpflichten uns zur Einhaltung der Menschenrechte sowie weltweit anerkannter Grundsätze und Leitlinien zur humanitären Hilfe.
Unsere Mission Unsere Mission ist es, Ungerechtigkeit, Not und Armut nachhaltig zu lindern und langfristig zu verhindern. Uns bewegen Situationen zum Handeln, in denen Leben, Hab und Gut, sozialer Zusammenhalt, lebensnotwendige Infrastrukturen oder die Umwelt gefährdet sind, und die die Betroffenen nicht mehr aus eigener Kraft meistern können. Wir stellen uns auf die Seite der Opfer von Naturkatastrophen und gewaltsamen Auseinandersetzungen. Für sie und mit ihnen suchen wir Wege zu Gerechtigkeit, Frieden und Versöhnung, ungeachtet politischer Interessen. Unsere Hilfe gilt den Menschen weltweit, unabhängig von deren Religion, Geschlecht, Herkunft, Anschauung, Zugehörigkeit, Alter, Sprache oder sonstigem Status.
Unsere Arbeitsfelder Sei es bei der Überlebenshilfe im Katastrophenfall, mittelfristigen Wiederaufbauprojekten oder langfristigen Programmen zur Bekämpfung der Armut und Förderung von Entwicklungsperspektiven: die Handlungsfelder der Internationalen Zusammenarbeit der Caritas bilden ein Ganzes und greifen ineinander. Menschen in Risikosituationen werden auf Gefahren vorbereitet um deren Auswirkungen soweit wie möglich zu mindern. Lokal entwickelte Projekte tragen zur Linderung von Konflikten und zur Friedensförderung bei. Wir sensibilisieren die Öffentlichkeit und motivieren die Menschen dazu, die Not anderer wahrzunehmen, ihnen zu helfen und sich auch durch eine Änderung des eigenen Handelns mit ihnen solidarisch zu zeigen. Wir beschäftigen uns konzeptionell mit den Grundlagen zu Themen, die sich aus der konkreten Praxis der Arbeitsfelder ergeben.
Unsere Arbeitsweise Wir arbeiten prinzipiell mit Partnerorganisationen zusammen und geben dabei Caritaspartnern vor Ort den Vorrang. Unsere Partner unterstützen die Bedürftigen und handeln mit ihnen zusammen. Wir fördern die Kompetenz der Partner und achten auf gegenseitigen Respekt, auf Transparenz und Dialogbereitschaft. Unsere Unterstützung ist nah an den Menschen und ihren Gemeinschaften. Sie respektiert deren Kulturen und Lebensgewohnheiten und soll nicht zu Abhängigkeiten, Konflikten oder Ungerechtigkeiten führen. Sie fördert die Gerechtigkeit zwischen den Geschlechtern. Wir schützen durch unsere Aktivitäten die Lebensgrundlagen und Lebensräume der Menschen. Unsere Unterstützung ist unverzüglich, effizient und nachhaltig. Als Teil einer lernenden Organisation arbeiten wir professionell, transparent und ergebnisorientiert. Wir sind uns unserer sozialen Verantwortung bewusst und gehen sorgsam mit den uns anvertrauten Mitteln um. Wir fördern in gegenseitigem Vertrauen alle Mitwirkenden in ihren Kompetenzen und ihrer persönlichen Entwicklung. Die leitenden Grundsätze ihres lebendigen Engagements haben die Mitwirkenden im vorliegenden Leitbild zusammengetragen, das vom Vorstand der Fondation Caritas am 15. Juli 2008 angenommen und vom Exekutivpräsidenten am 28. Juli in seiner endgültigen Fassung gutgeheissen wurde. Philosophie d’action de la Coopération internationale de Caritas Luxembourg La Coopération internationale de Caritas Luxembourg (Caritas Coopération internationale), gérée par la Fondation Caritas Luxembourg, s’engage en faveur des personnes en détresse à travers le monde entier. Elle fait partie intégrante du réseau international de Caritas, de la société civile luxembourgeoise et de l’Eglise catholique.
Notre vision Nous sommes animés par la vision d’un monde qui permette à tous de vivre dans la liberté, l’égalité et la justice au milieu d’un environnement intact et pacifique. Le droit fondamental d’accéder en toute sécurité à l’alimentation, l’eau, la santé, l’éducation, le travail et le revenu doit être garanti pour tous, y compris les hommes et les femmes des générations futures.
Nos valeurs Notre action, d’inspiration chrétienne, est animée par l’amour du prochain et guidée par les valeurs suivantes: la dignité de la personne humaine l’option préférentielle pour les pauvres la destination universelle des biens de la terre la solidarité le développement durable et la conservation de l’environnement. Nous nous engageons à respecter les droits de l’Homme et les principes et lignes de conduite de l’aide humanitaire internationalement reconnus.
Notre mission Notre mission consiste à soulager les effets de l’injustice, de la misère et de la pauvreté et à prévenir celles-ci à moyen et à long terme. Nous sommes portés à l’action par des situations où la vie humaine, les biens, la cohésion sociale, les infrastructures vitales ou l’environnement sont menacés, et que les concernés n’arrivent plus à maîtriser de leurs propres moyens. Nous sommes aux côtés des victimes de catastrophes naturelles et de conflits violents. Avec et pour elles, nous cherchons à ouvrir des voies vers la justice, la paix et la réconciliation, sans considération d’intérêts d’ordre politique. Notre aide s’adresse à tous les hommes et femmes de par le monde, quels que soient leur religion, sexe, origine, conception du monde, appartenance, âge, langue ou autre statut.
Nos champs d’action Qu’il s’agisse d’aide d’urgence en cas de désastres, de projets de réhabilitation à moyen terme ou encore de programmes à long terme de lutte contre la pauvreté et de promotion de perspectives de développement: les champs d’action de la Coopération internationale de Caritas forment un tout et sont étroitement liés entre eux. Les populations en situation de risque sont préparées aux dangers afin d’en minimiser les effets autant que possible. Des projets développés sur le plan local contribuent à pallier aux conflits et à promouvoir la paix. Nous sensibilisons le public et l’invitons à prendre conscience de la détresse de nos contemporains, à leur venir en aide et à se montrer solidaire notamment en modifiant les façons d’agir. Nous approfondissons sur le plan conceptuel des thèmes fondamentaux qui émergent de la pratique de nos champs d’action.
Nos méthodes de travail Par principe, nous coopérons avec des organismes partenaires, prioritairement des Caritas locales. Nos partenaires soutiennent les personnes dans le besoin en les impliquant dans l’action. Nous promouvons les compétences de nos partenaires et veillons de part et d’autre au respect mutuel, à la transparence et au dialogue. Notre soutien est tout proche des hommes et femmes et de leurs communautés. Il respecte leurs cultures, us et coûtumes en évitant de créer des dépendances, conflits ou injustices. Il cherche à promouvoir des relations justes entre hommes et femmes. Par nos activités nous cherchons à protéger l’espace vital des populations concernées et les fondements de leur existence. Notre soutien est prompt, efficient et durable. Faisant partie d’une organisation apprenante, nous travaillons de manière professionnelle, transparente et orientée sur les résultats. Nous sommes conscients de notre responsabilité sociale et faisons un usage judicieux des ressources qui nous sont confiées. Dans la confiance mutuelle, tout un chacun est soutenu dans ses compétences et son développement personnel. Les collaborateurs et collaboratrices ont formulé les principes directeurs de leur engagement vivant au moyen de la présente philosophie d’action, adoptée par le Conseil d’administration de la Fondation Caritas le 15 juillet 2008 et validée par le président exécutif en date du 28 juillet. La philosophie d’action de la Coopération internationale s’inscrit dans la philosophie d’action de la Confédération Caritas Luxembourg du 5 mars 2007.

Mission Statement of Caritas Luxembourg International Cooperation The International Cooperation department of Caritas Luxembourg (Caritas Coopération Internationale), acting on behalf of the Caritas Foundation Luxembourg, supports people in need worldwide. It is part of the international Caritas network, of the Luxembourg civil society and of the Catholic Church.
Our Vision We strive for a world which allows each person to live in freedom, equality, and equity in a safe and peaceful environment. The fundamental right to secure access to food, water, health, education, employment and income shall be granted to all people and all forthcoming generations.
Our Values Our action is driven by Christian love and based upon the following values the dignity of the human being the preferential option for the poor the universal destination of the goods of the Earth solidarity sustainable development and the preservation of the environment. We are committed to uphold human rights and internationally accepted principles and guidelines of humanitarian aid.
Our Mission It is our mission to alleviate in a sustainable way the effects of injustice, distress and poverty as well as to prevent these in the long run. Our action is triggered by situations in which people’s lives, livelihoods, social cohesion, vital infrastructures or the environment are endangered to the point that the affected people can no longer cope with the situation on their own. We take sides for the victims of natural disasters and violent conflicts. For them and together with them, we search for ways to achieve justice, peace and reconciliation, regardless of political interests. Our help reaches out to all people worldwide, regardless of their religion, sex, birth, views, allegiance, age, language or other status.
Our Working Fields Involving emergency aid in cases of severe disasters, medium-term rehabilitation projects as well as long-term programmes to fight poverty and promote development perspectives, the working fields of Caritas Luxembourg form a whole and are closely interconnected. We prepare people in situations of risk and danger in order to reduce the impact of possible disasters to the utmost. Locally developed projects contribute to overcome conflicts and promote peace. We raise public awareness and motivate people to look at other people’s distress, to help them and to practice solidarity by changing their own behaviour. We engage ourselves in conceptualising fundamental issues arising from our practical work on the field.
Our Working Methods We generally work together with partner organisations and give priority to local Caritas organizations. Our partners support people in need, involving them in the actions taken on their behalf. We promote the competence of our partners and seek to ensure mutual respect, transparency and readiness to engage in dialogue. Our support goes directly to the people in need and their communities. It is respectful of their culture, customs and ways of life and shall avoid creating any state of dependency, conflict or injustice. It promotes gender equality. Our activities aim at protecting the human environment and basic living conditions. Our support is prompt, efficient and sustainable. As part of a learning organisation, we work in a professional, transparent and result-oriented manner. We are aware of our social responsibility and carefully manage the means entrusted to us. On a basis of mutual trust, we sustain all those involved in our work such as to develop their competences and personal skills. People within Caritas compiled this Mission Statement by identifying together the principles underlying their living commitment. The mission statement was adopted by the executive board of the Caritas Foundation on July 15th, 2008 and was approved in its final version by the executive president on July 28th. The mission statement of the International Cooperation is linked to the mission statement of the Caritas Luxembourg Confederation of March 5th 2007.
