YOUR PRESIDENT’S PERSPECTIVE ON THE 2023 FLORIDA MEDICAL ASSOCIATION ANNUAL MEETING

“Helping physicians practice medicine” – that is the mission of the Florida Medical Association (FMA). The FMA Annual Meeting was held at the Hyatt Regency in Orlando from July 28 to July 30. It was electrified, with hundreds of physicians gathered together, taking time off from their practices, from their personal lives, and from their families – to meet at 6 am every day – to discuss, debate, and craft policies to help physicians practice medicine. These physicians came from all corners of our state, with a diversity of experiences – from general practitioners and family medicine, to specialties such as obstetrics and gynecology, psychiatry, orthopedic surgery, oncology, ophthalmology, as well as hospital CEOs, medical school dean, and senators.
The Capital Medical Society is part of the Northwest Florida Caucus along with Emerald Coast Medical Association (ECMA) and Escambia County and Santa Rosa County Medical Society (ECMS). This year, Capital Medical Society planned and hosted the caucus meetings. Our delegate entitlement is based upon Capital Medical Society’s number of FMA members. Capital Medical Society was represented by 11 delegates, together with our tireless leader Pam Irwin, Dr. Alma Littles who served as secretary on the FMA Board of Governors, and Dr. Paresh Patel
who also served on the FMA Board of Governors. Also joining our caucus meetings were Dr. Brence Sell, 2023 President, Florida Society of Anesthesiologists, and Dr. Seymour Rosen. Our delegates included Dr. John Bailey, Dr. Andrew Borom, Dr. Jana Bures-Forsthoefel, Dr. David Dixon, Dr. Michael Forsthoefel, Dr. Rohan Joseph, Dr. John Mahoney, Dr. John Meade, Dr. Helen Paulson, Dr. Hugh VanLandingham, and myself. Some attended for the first time, while others like Drs. Jana and Michael Forsthoefel and Dr. Mahoney, were (and still are!) seasoned delegates. These three doctors have collectively attended 95 years at this meeting, and in the process built connections and relationships they leverage to advance the issues that are important to our society members. Other CMS members were also present representing their specialty societies or testifying on resolutions.

Personally, this was my second year attending. Last year was a whirlwind. This year, I came to greater appreciate the power of the FMA to highlight the issues we feel are important. For example, in my practice, I noticed that incarcerated
individuals were particularly vulnerable as their patient-physician relationship had been disrupted – this can potentially harm the patient, and in the process expose physicians to litigation. As a result, I submitted a resolution advocating for

liability protection for physicians when caring for incarcerated persons. I was gratified to see the resolution pass, supporting legislation providing increased protection.
Some issues garnered general agreement – such as advocating for more favorable Medicare environment, limiting insurance pre-auths / denials, stopping scope-of-practice creep, and telehealth payment parity. Other issues were more controversial – for instance, whether medical students can be forced to train nurse practitioners or physician assistants, how CPT codes we use every day funds the AMA, staffing ratios of MD’s vs mid-levels in emergency rooms, among many other issues. Many times, there were excellent points made on both sides of the debate. We worked together with our fellow caucus members, ECMA and ECMS, to increase the power of our voice. As the president of CMS, I served as chair for our caucus. CMS had representation on all reference committees, with Dr. Rohan Joseph on the reference committee for public health and medical education, Dr. Michael Forsthoefel on the reference committee for finance and administration, Dr. John Bailey for reference committee for legislation, and Dr. David Dixon on the reference committee for medical economics. Reference committees considered the subtleties, created amendments, and recommended whether to adopt or reject each resolution – but in the end, each delegate had the opportunity to vote. As our new FMA president, Dr. Jason Goldman shared in his acceptance speech, “The majority must prevail, but the minority must be heard.” For myself personally, I learned more about factors
at play, some of which I may not recognize, but nevertheless, affect how I practice medicine, and influence how I care for my patients. I am grateful for the dedicated people who attend this meeting every year, to advocate for how we practice medicine.
Whether you are a member of the FMA, please know that CMS is advocating for you, through our delegates, at this very important meeting every year! But if you are not a member of the FMA, I urge you to join. Also, consider joining the FMA PAC. Dr. Andy Borom, the president-elect of the PAC tells me – for the same cost as a can of soda every day, we can help make resolutions passed at the meeting a reality. If every physician in Florida contributed that amount, it would increase our lobbying power 10-fold.
Other highlights of the meeting – Dr. Littles was honored with the Gerold L. Schiebler, M.D. Advocate for Medical Students Award. Dr. Littles also announced her candidacy for FMA vice president 2024. Research posters were presented. Continuing medical education was offered, including state-mandated CME’s. A task force explored whether a women’s section would be beneficial for the FMA. Delegates were selected to represent us at the American Medical Association. Connections and friendships were reestablished, and our power as a medical body was strengthened.

I cannot wait for fall! Not only because we can finally get away from these insane temperatures, but because of all the exciting things that are happening. Fall means back to school, football, sweaters, and exciting activities!
This fall, the CMSA has organized many opportunities for our members to get involved in the organization, as well as in the community. We plan fun and educational meetings as well as fundraising events for community partners.
Additionally, this fall we are introducing a health care project to benefit the community as a whole.
Attendees will listen and engage with local experts about adolescent mental health in a post-Covid era. We would love for your members to share the information on the event to anyone they think may benefit from the topic. The mission of the Capital Medical Society is to promote the practice of medicine for the ultimate benefit of the patient.
I. Business Meeting
A. Welcome – Dr. Sarah Ko, President, called the meeting to order at 6:25 pm. She welcomed everyone and thanked Westminster Oaks for their flexibility in allowing us to resume meetings in their incredible facility.

II. Nomination of the 2023 Nominating Committee
Dr. Ko called for three nominations from the floor. This committee will nominate future CMS officers, board members, and FMA Delegates and Alternates. Dr. Ko will serve on the committee and nominated President-Elect, Dr. Helen Paulson to serve. The following CMS members were nominated to the Nominating Committee from the floor:
Dr. Frank Skilling nominated Dr. Rohan Joseph
Dr. Kiana Taba nominated Dr. Alma Littles
Dr. John Meade nominated Dr. Alfredo Paredes
A motion was made by Dr. Frank Skilling, seconded by Dr. Jerry Ford, and unanimously approved.
Dr. Ko announced that the slate would be brought for a vote to the membership electronically in November.

Dr. Khairallah gave an informative presentation on cardiac electrophysiology tests and treatments.
CME Proof of Attendance Forms were sent to participants who stayed for the entire CME program and completed an evaluation form.

The Impact of Private Support:
The Capital Medical Society Foundation’s community of donors strategically help fulfill its mission “to support the charitable efforts of physicians and others, increase access to healthcare, promote education and serve the community’s health needs through innovative projects that are exemplary, affordable and dignified.”
➢ Access to healthcare is increased through gifts to the We Care Network and the We Care Network Endowment Fund. More than $129 million in donated specialty medical and dental care has been provided to low-income, uninsured patients since the program was created in 1992. In fiscal year 2022-23, which ended June 30, 2023, more than $5 million in healthcare was donated. Gifts support the operational expenses of the program including salaries and benefits of the case management team who coordinate the donated care.
➢ To provide incentives to keep medical students trained at the FSU College of Medicine in the Big Bend after completion of their residencies and help meet the growing demand for physicians in Florida, gifts to the CMS Foundation Scholarship Fund provide scholarships to FSU College of Medicine students who have expressed an interest in returning to the Big Bend to practice after completion of their residencies. $50,000 was awarded in 2022. An additional $1,000 was awarded from The Anesthesiology Associates of Tallahassee Scholarship Fund. $1,000 was also awarded from The Charles D. “Pedro” Williams, M.D. Scholarship Fund. In 2022, the first Julia Revell St. Petery, M.D. Scholarship in Pediatrics was awarded.
➢ Gifts to the Capital Medical Society Foundation help provide operational resources for the Capital Medical Society Foundation. In addition, modest grants are awarded to area non-profits whose programs improve access to healthcare for the underserved. In 2023, the CMSF awarded a total of $14,000 in grants to the Big Bend Hospice Foundation for bereavement services, Elder Care Services for in-home services to seniors, Lighthouse of the Big Bend to provide services to the visually impaired, and to Lutheran Social Services of North Florida, Inc. for the KidSafe program.
Gifts to Honor and In Memoriam:
You can make a gift to the CMS Foundation in memory of someone who has passed away or in honor of someone, such as a fellow physician, you hold in high esteem or has taken care of you or your family. The CMS Foundation will send an acknowledgement letter to those you memorialize and honor.

Through the generosity of donors, funds have been created in order to establish financial stability to meet our mission. You can make a gift at any time to one of the CMS Foundation’s current funds:
