The event was held on March 28, in honor of Doctors’ Day, at the Dunlap Champions Club at FSU. There was a room full of proud supporters of the award recipients. Dr. David Huang received the I.B. Harrison, M.D. Humanitarian Award, and Dr. Joseph Mazziotta received the Thomas L. Hicks, M.D. Outstanding Physician Award. Our 2024 CMS President, Dr. Helen Paulson, did a great job emceeing the event.

A NOTE FROM CMS BOARD PRESIDENT

“After discussion and careful consideration of the CMS Board, we recommend amending the bylaws as below to clarify our policy when dues are not received in a timely manner. Changing the bylaws requires a vote by the membership, which will be held at the May membership meeting.”
Section 1. Annual Dues
The annual dues shall be set forth by the Board of Governors at the time of preparation of the annual budget. The billing year for the Capital Medical Society dues shall be for a 12-month period beginning July 1st of each year. Any member who shall fail to pay the annual dues by October 1st shall be advised at that time
that their membership will be automatically suspended as of November 1. Suspended members will lose all membership benefits until their dues payment has been fulfilled. A member suspended for non-payment of dues shall be restored to full membership on payment of all indebtedness. A suspended member’s failure to pay dues by January 31st of the following year will constitute termination. A terminated member(s) may be reinstated as a member in good standing provided dues are paid in full before the end of the current fiscal year (June 30). Otherwise, they must reapply for membership to be reinstated in the next fiscal year.

A moment of silence was held to honor the physicians who passed away since March 2023: Dr. Ivan A. Backerman, Dr. Raymond Bellamy, Dr. Warren Ray Blount, Dr. Alexander D. Brickler, Dr. Myrle R. Grate, Dr. Randell Hartlage, Dr. Al C. McCully, Dr. Henry Hutson Messer, Dr. Isaac Moore, Dr. Gerald L. Schiebler, and Dr. Daniel Van Durme. The Capital Medical
Society extends its deepest sympathy to their family, friends, and colleagues.
After a brief pause for dinner, Dr. Paulson resumed the program and shared a brief history of the I.B. Harrison, M.D. Humanitarian Award. The criteria for the award are predicated on the values that came to be associated with the late Dr. I.B. Harrison: compassion, service, respect, wisdom and integrity. She asked all past recipients of this award to stand and be recognized. Dr. David Huang joined the esteemed physicians that previously received this award, as the 2024 recipient of this prestigious award.
Dr. Clifton “Bud” Bailey and Dr. F. Ray Dolly, longtime friends and colleagues of Dr. Huang, presented him with the I.B. Harrison, M.D. Humanitarian Award. (You can read Dr. Dolly’s introductory remarks and Dr. Huang’s remarks upon receiving the award on page 10.)

Dr. Paulson then gave a brief overview of the Thomas L. Hicks, M.D. Outstanding Physician Award. The award honors a physician who has demonstrated outstanding leadership in the profession of medicine. The late Dr. Thomas L. Hicks was the first recipient of the Outstanding Physician Award in 2006, and the award was later named in his honor. Dr. Paulson asked all past recipients of this award to stand and be recognized. Dr. Joseph Mazziotta joined the esteemed physicians that previously received this award, as the 2024 recipient of this prestigious award.

THE IMPACT OF YOUR DONATIONS
The Capital Medical Society Foundation’s community of donors strategically help fulfill its mission “to support the charitable efforts of physicians and others, increase access to healthcare, promote education and serve the community’s health needs through innovative projects that are exemplary, affordable and dignified.”
➢ Access to healthcare is increased through gifts to the We Care Network and the We Care Network Endowment Fund. More than $130 million in donated specialty medical and dental care has been provided to low-income, uninsured patients since the program was created in 1992. In fiscal year 2022-23, which ended June 30, 2023, more than $5 million in healthcare was donated. Gifts support patient assistance such as medication, transportation, and durable medical equipment, as well as operational expenses of the program including salaries of the case management team who coordinate the donated care.
➢ To provide incentives to keep medical students trained at the FSU College of Medicine in the Big Bend after completion of their residencies and help meet the growing demand for physicians in Florida, gifts to the CMS Foundation Scholarship Fund provide scholarships to FSU College of Medicine students who have expressed an interest in returning to the Big Bend to practice after completion of their residencies. $61,000 was awarded
in 2023. An additional $1,000 was awarded from The Anesthesiology Associates of Tallahassee Scholarship Fund. The Julia Revell St. Petery, M.D. Scholarship in Pediatrics and The J. Orson Smith, M.D. Scholarship in Internal Medicine were also awarded in 2023.
➢ Gifts to the Capital Medical Society Foundation help provide operational resources for the Capital Medical Society Foundation. In addition, modest grants are awarded to area non-profits whose programs improve access to healthcare for the underserved. In 2023, the CMSF awarded a total of $14,000 in grants to the Big Bend Hospice Foundation for bereavement services, Elder Care Services for in-home services to seniors, Lighthouse of the Big Bend to provide services to the visually impaired, and to Lutheran Social Services of North Florida, Inc. for the KidSafe program.
