Capricorn Enterprise is the strategic connector and collective voice of businesses across the Capricorn Coast and Rockhampton. We are a not-for-profit, apolitical, membershipbased organisation. We support local businesses to not just survive but thrive - through visibility, advocacy, and alignment with the major players shaping our region’s future.
Capricorn Enterprise is one of Queensland’s thirteen (13) official membership-based Destination Management Organisations representing the Capricorn Coast region, including Central Queensland’s capital, Rockhampton, and coastal communities from Yeppoon to the Keppel group of islands. We provide Economic Development support to regional industry in Rockhampton and the Capricorn Coast, acting as an independent voice for the business community, and providing economic development services to Livingstone Shire Council.

A MESSAGE FROM OUR CHAIR & CEO
As our destination appeal and awareness continues to grow, 1,200 new short stay accommodation rooms are needed to meet current and future demand by 2032. This need was prior to the announcement by the state government of the Olympic and Paralympic Rowing and Canoe Sprints to be held on the Fitzroy River in Rockhampton, as well as the launch of the 20 year Destination 2045 Plan for Queensland. Residential housing is also in high demand in our region, with local government focusing on strategic growth corridors like the East-West Connector road on the Capricorn Coast.
Regional economic development and tourism does not come without its challenges, but as we reflect on our collective achievements over the past 15 years, the next few years presents a once in a lifetime opportunity for strengthened collaboration for the benefit of all residents and visitors.
Capricorn Enterprise is proud to play our part in Destination Marketing, Business Support, Investment Attraction and Visitor Servicing, thanks to our small but dedicated team of professionals, supported by 39 wonderful volunteers and an incredible volunteer Board of Management. Our work is not possible without the financial support of our Members and government grants, which return a value of $15 to every $1 invested in our Organisation.
I commend this 15th edition of our Annual Report outlining another year of exceptional work by the Capricorn Enterprise team, led by CEO Mary Carroll, sincerely acknowledging the financial investment of our Members, Sponsors, Government funding partners and broad range of stakeholders.
Nearly half of our Members today were founding Members on the 1st July 2010, reflecting our strong, respectful, productive and trusting relationships of which we truly value. I wish to make particular mention of our Corporate Partners – CQUniversity, Stanwell, Ergon Energy, Weigh Auto Group and Livingstone Shire Council. Without their ongoing support of Capricorn Enterprise and shared commitment to our region, we could not have complemented the work we undertake as a tourism destination with our state government funding partner Tourism and Events Queensland (TEQ).
Capricorn Enterprise has also secured a consecutive two year federal government Export Marketing Development Grant (EMDG) via Austrade, which will allow our team to invest in targeted international marketing campaigns and activity with key tourism trade partners. Our team has also hosted a record number of international tourism trade partners over the past year – an incredible achievement!

The Region’s domestic visitors grew 6.8% and international visitors grew 12.5% from the previous year.
This Annual Report outlines another year of extraordinary work and results, thanks to our ongoing and valued partnerships and we trust our readers enjoy the new look which has been designed for busy people!

OUR REGIONAL PRIORITY PROJECTS
1st July 2025 marked the 15th Anniversary of Capricorn Tourism and Economic Development Ltd (trading as Capricorn Enterprise).
When Capricorn Enterprise was formed on 1st July 2010, a collaborative list of Regional Priority Projects was agreed upon with the then amalgamated Rockhampton Regional Council (RRC), CQUniversity and major industry and business partners. As major public and private sector developments were achieved over time and the Livingstone Shire (Capricorn Coast) Council separated from RRC in January 2014, the Regional Priority Projects list was updated to reflect specific needs of the two LGA areas, while retaining our strong regional focus.
On behalf of our business and industry partners, Capricorn Enterprise has consistently and collaboratively advocated for these Regional Priority Projects alongside our elected Local, State and Federal representatives over the past 15 years.

Capricorn Enterprise has actively championed major private sector accommodation developments to meet the region’s growing demand for 4.5-star and Island accommodation, as identified in successive Capricorn Destination Tourism Plans. Notably, Oshen Yeppoon’s approval was delayed by a year due to former State government “Iconic Places Legislation” — a policy successfully repealed in Queensland in June 2011 following joint advocacy by Capricorn Enterprise and Local Government.

CAPRICORN COAST REGION VISITOR MARKET
The Capricorn Coast Region, including Rockhampton, welcomed 842,000 domestic and 41,000 international visitors to the year ending December 2024, with the number of domestic visitors growing 6.8% and international visitors growing 12.5% from the previous year.
Domestic visitors stayed for 2,823,000 nights, spending $703 million while International visitors stayed for 328,000 nights, spending $25 million.
Domestic visitors stay for an average of 3.4 nights and international visitors stay for an average of 8 nights. While the majority of our international visitors are here on holiday (and some on working visas), domestic visitors are here for either a holiday (214,000), visiting friends and relatives/VFR (269,000) or on business (296,000), with 63,000 visiting for other purposes.
Our six main international markets are the UK, NZ, Germany, USA, France and Scandinavia.
On January 1, Tourism Research Australia introduced a new method of collecting data, called DoTS (Domestic Tourism Statistics), therefore the March 2025 and June 2025 data cannot be presented as a year on year comparison at regional level. The new DoTS collection combines survey data collected via face-to-face and online interviews with the large sample sizes available in mobility data to modernise and future proof Australian-resident tourism statistics. Tourism Research Australia (TRA) used the National Visitor Survey (NVS) to collect Australian resident tourism data (both domestic and outbound travel) between 1998 and 2024.

In 2024/25, Capricorn Enterprise led one of its most ambitious destination marketing efforts with the launch of Queensland’s Greatest 100km Road Trip.
Designed to promote the drive market and showcase the diverse experiences between Rockhampton and the Keppel Bay Islands, the campaign rolled out in three impactful phases. It strategically aligned with Tourism and Events Queensland’s ‘Too Great to Wait’ initiative and capitalised on partnerships with News Corp, CamperMate, and social media platforms.

Spanning eight weeks initially and extending through follow-on activations, this major campaign targeted families and couples from Southeast Queensland and Northern NSW. The campaign told the story of an unforgettable 100km coastal road trip through Rockhampton, Yeppoon, Emu Park, Byfield, and Great Keppel Island. Supported by dedicated content, social media advertising, email marketing, and high-impact digital takeovers, the campaign elevated the Capricorn Coast Region’s position as one of Queensland’s premier self-drive experiences.

QUEENSLAND IS BLUEY’S WORLD FOR REAL LIFE | JULY – AUGUST 2024
As part of TEQ’s largest domestic tourism push in over a decade, Capricorn Enterprise invested $25K (with a $5K bonus contribution from TEQ) to ensure strong representation of the Capricorn Coast in the Queensland is Bluey’s World for Real Life campaign. Running from 15 July to 31 August 2024, this paid activity targeted drive markets across Central Queensland and Northern NSW, resulting in 18,859 clicks—91% above the original target. The campaign directed traffic to the Capricorn Region landing page on Queensland.com, supported by 31 local operator deals listed via ATDW, and delivered a mix of static and video ads across Facebook and Instagram.
GUARDIAN OF THE REEF | AUG - OCT 2024
Led by Tourism Tropical North Queensland and supported by seven GBR regional tourism organisations, including Capricorn Enterprise, the Guardian of the Reef campaign ran in partnership with Expedia to promote eco-certified experiences across the Great Barrier Reef. Featuring Southern GBR operators inc. Pumpkin Island, Great Keppel Island Hideaway, Freedom Fast Cats, Keppel Dive, High Valley Dawn, and Capricorn Caves, the campaign achieved 32,100 bookings and generated $13.4M in gross sales—$5.2M of which came from UK/US markets. The Southern GBR region accounted for 12% of total bookings, with strong results driven by product availability and eco-tourism appeal.

Tourism and Events Queensland’s Too Great to Wait campaign aimed to energise domestic travel and drive immediate bookings across the state. The campaign encouraged Queensland tourism operators to upload compelling offers via ATDW. Designed to capture the attention of high-intent holidaymakers in the lead-up to Easter, the Capricorn Coast region actively participated, leveraging this platform to showcase its experiences, drive direct bookings, and position itself as the ultimate shortbreak destination.

The Capricorn Coast Visitor Information Centre is the region’s vital hub for destination information and expert local knowledge, connecting visitors with the best experiences our region has to offer.
Owned and managed by Capricorn Enterprise and located in Yeppoon, the centre is staffed by a part-time Supervisor, supported by a passionate group of volunteer tourism ambassadors. Together, they provide personalised, unbiased advice and a convenient booking service for tours, experiences, and accommodation — making it easy for visitors to explore, stay longer, and support local businesses.

INVESTMENT ATTRACTION
Capricorn Enterprise is driving investment conversations that matter. We engage regularly with prospective investors, providing them with the latest data, economic insights, and real-time local knowledge to support smart decisionmaking.
We represented the region at the Dest2045 ‘Deep Dive’ Investment and Attraction Roundtable with the Minister for Environment, Tourism, Science and Innovation. The focus: identifying practical solutions to tackle soaring construction costs and fast-track development approvals across Queensland.
We continue to work closely with Livingstone Shire Council (LSC), advocating for projects that align with the region’s environmental, economic, and social sustainability goals. Capricorn Enterprise strongly backed the Temporary Local Planning Instrument (TLPI) to enable the East-West Connector Road — a vital infrastructure project that will unlock new housing developments and ease the strain on the region’s short-term accommodation supply.

ADVOCACY - GREAT KEPPEL ISLAND (WOPPA)
Capricorn Enterprise continues to play a lead role in advocating for investment, essential infrastructure, and the sustainable future of Great Keppel Island.
Following the revoking of the Tower Holdings leases by the former state government and the launch of the Great Keppel Island (Woppa) Master Plan in April 2024, a second Native Title application was lodged in May 2024 for an approx. 9.1029 sq km (9 lots and 1 part lot) on Great Keppel Island (Woppa), for what essentially covers the former (Tower Holdings) tourism leases including the old resort site, staff quarters, the bitumen runway and the former grazing lease which makes up the majority of the island.
Livingstone Shire (Capricorn Coast) Council (LSC) is a co-respondent with the State government for Federal Court Proceedings. Capricorn Enterprise supports future resort development on the island, with future new investment under threat of sterilization during any lengthy negotiation period.
From April to June 2025, DEMEX, the principal contractor for the State government’s “GKI Make Safe Project”, conducted a major clean-up on the former resort site, removing the materials, some of which are hazardous due to the age of the buildings.
AEC’s Economic Impact Assessment (EIA) of Great Keppel Island in 2024 revealed that the island injects $25 Million into the local economy, (which represents one quarter of the Capricorn Coast’s tourism economy). GKI currently supports over 250 FTE jobs in a range of industries from accommodation and food services, retail trade, transport and a range of other services.
An additional 500 FTE are expected to be generated once the masterplan has been delivered.
$25 Million was initially secured in 2017 from the State Government for undersea water and electricity, which was eventually amended to provide “on island” common user infrastructure.
LSC in partnership with the State government, are currently delivering:
Wastewater Treatment Plant & Amenities: Contract awarded to Pensar Construction Group P/L, with construction commenced in Q2 of 2025.
Arrivals Plaza & Amenities: Tenders Awarded March 2025 - Wilson Architects, partnering with locally based sub-consultants, Anderson’s Consulting Engineers, STP Consultants and Reel Planning. This project will include amenities building with toilets, lockers, change facilities, multi-purpose tenancy space for various commercial uses.
Wayfinding and Interpretive Signage: Tender awarded to Dotdash – consultancy with stakeholders underway.
Boardwalks: Tender awarded to NewScape Design. consultancy with stakeholders underway.
LSC has also secured QCoast2100 Federal/State government funding for a Shoreline Erosion Management Plan (SEMP) for Great Keppel Island (GKI) for Fisherman and Putney Beaches. Additional funds have also been secured via the Department of Environment & Tourism to prepare a detailed Business Case for a long term erosion control revetment wall.

The Capricorn Coast Region Welcomes You program is a targeted initiative designed to strengthen the region’s reputation as a welcoming, visitor-friendly destination.
By working with local businesses, accommodation providers, and frontline staff, the program delivers practical tools, information, and training to enhance the visitor experience and ensure positive first impressions. The program also supports new residents by providing helpful resources and promoting the many lifestyle benefits of the Capricorn Coast.
The Queensland Welcomes You initiative is proudly funded by the Queensland Government, with the Capricorn Coast program developed by Capricorn Enterprise in partnership with the Queensland Government. As part of the initiative, Capricorn Enterprise hosted two engaging workshops in March 2025, with over 40 local businesses, tourism operators, and community representatives participating. These sessions provided practical tips on how to deliver a positive welcome, promote the region’s key experiences, and build visitor confidence — helping to create memorable, high-quality experiences for all who visit or move to the Capricorn Coast.

Capricorn Enterprise works closely with event organisers, tourism operators, and all levels of government to secure, promote, and support events that showcase the Capricorn Coast and Rockhampton Region. From major festivals to niche experiences, events play a key role in strengthening our visitor economy and putting our region on the map. In addition to supporting local events, Capricorn Enterprise actively represents the region at key industry events, including Tourism Australia’s 2025 Destination Australia Conference and Tourism Week in Brisbane, which incorporates Destination IQ, Destination Q, and the Queensland Tourism Awards.
Supporting Regional Events Through QDEP
The Queensland Destination Events Program (QDEP), administered by Tourism and Events Queensland, provides funding to support events that drive visitation, enhance the profile of Queensland destinations, and deliver strong economic and social benefits to local communities. Capricorn Enterprise plays a key role in this process by reviewing QDEP funding applications for our region and providing formal recommendations to support events that align with regional growth objectives.
In 2024/25, Capricorn Enterprise reviewed and recommended six QDEP funding applications, with three events successfully securing a combined $40,000 in funding. These included:

In 2024, Capricorn Enterprise endorsed the funding for Rare Spares RockyNats - the event was successful in receiving ‘Significant Funding’ of $100,000.
