Whilst commitments have been made in respect to local industry participation on many of these major projects (ranging from 65% up to 80% local content), Capricorn Enterprise’s overall challenge is ensuring that industry are suitably qualified and demonstrate a competitive edge. Opportunities for local industry are at the forefront of Capricorn Enterprise’s strategy to maximise local industry participation and content.

ROOKWOOD WEIR

The construction of the $352M Rookwood Weir project is funded equally by the Federal and State Governments. Project timeline: • Thirsty Creek Road upgrade – June 2020 (complete) • Capricorn Highway Intersection and Second Street and Third Street upgrade, Gogango – August 2020 (complete) • New Riverslea Bridge and road upgrade mid-2021 • Rookwood Weir, construction commenced with early works in October-November 2020 and in-river and main construction works commenced in April 2021. Capricorn Enterprise has continued to work with the project proponents to inform the region of the opportunities presented by this project. At the 29th October 2020 Major Projects Forum, Hamish Smith (Rookwood Weir Support Services Manager, SunWater) provided an update on the Rookwood Weir and its opportunities. Rookwood Weir Project–Industry Briefing hosted by Sunwater/Acciona conducted on November 12 with approximately 80 industry representatives in

CLARKE CREEK WIND FARM (Goldwind Australia/Lacour) Lacour Energy and Goldwind Australia are developing the Clarke Creek Wind and Solar Farm project located 150 km north west of Rockhampton and 150 south of Mackay in the Isaac and Livingstone Shire areas.

When completed the Clarke Creek Wind Farm will be the largest wind farm project in the southern hemisphere; project investment around $1.5 billion; incorporating up to 185 wind turbines; powering 600,000 Qld homes (4% of Qld electricity supply); construction to commence 2021 and completed by 2024; jobs estimated at between 300-350 during construction phase and creating 20 FTE during operation. David Brown Snr Project Manager presented a project update to the 2020 Major Projects Forum.

CAPRICORN CORRECTIONAL CENTRE -

EXPANSION PROJECT (CPB Managing Contractors) This $200 million project was completed in April/May 2020. Further refurbishment of the original section of the Centre commenced July 2020 and is reportedly an 18 month project. [SEE IMAGE 1] The project created 172 construction jobs across four years presenting ongoing opportunities for local suppliers across the Central Queensland region.

DEFENCE – INDUSTRY LIAISON

Capricorn Enterprise continues to liaise with the defence industry and major project proponents for the Shoalwater Bay Military Training Area and the AustraliaSingapore Military Training Initiatives Facilities Project to ensure local businesses and industry maximise their opportunities to be involved. [SEE IMAGE 3] > Defence Industry Briefings conducted online in October 2020 and March 2021.

REGIONAL HIGHWAY PROJECTS

> Bruce Highway – Northern Access Upgrade – duplication of approximately 4.9km between Yeppoon Road intersection and Terranova Drive ($121M). Liaising with Project Managers McIlwain/SGQ JV. Completion expected late 2021. > Rockhampton to Gracemere Duplication – duplication of the Capricorn Highway ($75M) between the Yeppen Roundabout and O’Shanesy Street, Gracemere. Liaison with managing contractors Fulton Hogan/SMEC. Completed mid 2021. > Yeppoon to Rockhampton road upgrade - $64 committed by the Federal Government and $16 million by the State Government. Development of the detailed design commenced February 2021 with this phase to be completed late 2021.

ROCKHAMPTON RING ROAD

This $1 billion project is fully funded with $800M Federal government and $200M State government funding. Planning for the Ring Road is complete and the project is currently in the detailed design phase with public information sessions held from May until

2020 FORUM | Capricorn Major Projects Forum

The 2020 Capricorn Enterprise Annual Major Projects Forum, held Thursday 29th October 2020, is the premier project forum in the region highlighting projects - 11 speakers/topics and 150 attendees (numbers limited

due to COVID-19). [SEE IMAGE 2, 3, 4, 5 & 6]

With over $4.5 billion to be invested in the local area over the ensuing five years, 2020’s Forum highlighted the extent of many of these projects, their timelines for delivery and importantly how regional business and industry groups can engage. 2021 MINI-FORUM | Major Projects Update with Fitzroy Basin Association

The 2021 Major Projects Update in association with Fitzroy Basin Association was held on 25th March 2021 and attended by approximately 150 delegates. Attendees heard about the Great Barrier Reef Foundation; The Fitzroy Basin Association; the Work in Central Queensland platform; Rookwood Weir Project; and the SWBTA ASMTI Project. [SEE IMAGE 1]

Congratulations to you Neil, and the Capricorn Enterprise team, the 2020 Capricorn Major Projects Forum was awesome! It was great to be able to attend a Capricorn Enterprise Event (finally) and you and your team certainly excelled– the speakers were exceptional and there were great opportunities to network. It was a very informative event and I am certain every participant gained greater insight and understanding of the projects and exciting opportunities for the business community in Central Queensland.

> Work in Central Queensland Digital Platform

• The Work in CQ digital platform has been developed to assist in meeting the emerging shortfall of between 3000 and 3500 jobs (excluding workforce requirements for the Carmichael Mine project) as well as the local workforce requirements across all business/industry sectors. Work on the platform commenced June 2020 and went live in September 2020. • 5,996 Users in 8,127 online sessions viewed 24,869 pages • Average of 866 Jobs advertised each month

CENTRAL QUEENSLAND MAJOR PROJECTS WORKFORCE ALLIANCE (CQMPWA)

The purpose of this alliance is to provide a consultative forum that can effectively identify strategic skilling and workforce development issues and opportunities within the Construction Industry in Central Queensland and develop strategies to effectively harness opportunities and resolve potential challenges.
