We learned from our annual survey that it is time for some tweaks and changes to keep the programming up to date, so you can expect some new approaches in the coming years.

T

his is the time of year when we take some time to reflect on the year that has just passed. I look at 2015 as a year of achievements and although very busy, one that I can chalk up to a success. Without the great network of staff, members and directors at the CPA, it would have been a moderate passing of time. But in 2015 we saw a shift in association business, an increased membership, a vibrant and new web site where members can connect from all corners of the country, and tied it all up with a very successful conference in Vancouver.

Ottawa is now the focus, as the staff team and 2016 host committee, led by Doug Robertson who manages the parking operation at the City of Ottawa, starts to build the next big event. It does take a village to pull all the details together so keep track of the developments as the year unfolds.

This issue of Parker is all about parking structures. For the first time in Parker history (if my count is right, this is #58 for me) we actually have a theme! My mother used to say ‘stick and stay, it’s bound to pay’. I can’t tell you how many times my eyes rolled into the back of my head when I heard that, but I guess there is something to it. My sincerest thanks to all of the contributors for this issue who were gracious enough to submit their articles. Also a first – I have jump-started the next issue, with more articles of interest already on hand. That, in no way means I’m not still on the hunt for interesting editorial. Feel free to submit a topic for consideration. Remember, it’s not just a feather in your cap for being published - an article counts towards CCPFM CEU’s.

Many members responded to our post-conference surveys this fall.

The valuable information collected from this process helps us to plan in a collaborative way so our efforts are focused on providing member services in the way that members want to receive them.

It is interesting that with all of the education, information and data available online now – can you say GOOGLE – what continues to be a main focus for respondents who have attended the CPA conferences is the face-to-face networking. As long as delegates continue to grow and learn in this setting, we will continue to develop programming that offers value, and are challenged to provide a perfect atmosphere for collaboration. We learned that it is time for some tweaks and changes to keep the programming up to date, so you can expect some new approaches in the coming years.

In 2016, we will team up with the Green Parking Council to bring their training to a city near you. Doug Robertson’s article about the new Glebe garage in Ottawa touches on the importance of this certification. Watch for more specifics in the upcoming e-newsletters and sign up to become a certified assessor. There are also other training programs rolling out in 2016 that might be right for you.

More on that soon.

’est le temps de l’année où nous prenons le temps de réfléchir sur l’année qui vient de passer. Je vois 2015 comme une année de réalisations et, bien que très occupée, une année que je peux décrire comme un succès. Sans le grand réseau de personnes, de membres et d’administrateurs à l’ACS, il en aurait été autrement. Mais, en 2015, nous avons vu un changement dans les activités de l’association, une adhésion accrue, un nouveau site Web dynamique où les membres peuvent se connecter à partir de tous les coins du pays, et l’année s’est terminée en beauté avec le congrès très réussi à Vancouver.

Ce numéro de Parker porte sur les structures de stationnement. Pour la première fois dans l’histoire de Parker (si mon compte est bon, c’est mon 58e), nous avons un thème! Ma mère avait l’habitude de dire « n’abandonne pas, ça va finir par payer ». Je ne peux pas vous dire combien de fois j’ai entendu cela, mais je crois qu’il y a quelque chose de vrai dans cette expression. Mes sincères remerciements à tous les contributeurs de ce numéro qui ont été assez aimables pour soumettre leurs articles. Autre première : j’ai déjà commencé le prochain numéro, avec plus d’articles d’intérêt déjà en main. Cela ne signifie nullement que je ne suis plus à la recherche d’éditoriaux intéressants. Sentezvous libre de présenter un sujet pour examen. Rappelez-vous que ce n’est pas juste un autre point à ajouter au dossier que d’être publié : un article compte pour la formation continue du CCPFM. Beaucoup de membres ont répondu à nos sondages faisant suite au congrès de cet automne. Les précieux renseignements recueillis grâce à ce processus nous aident à planifier de façon collaborative afin que nos efforts se concentrent sur la fourniture de services aux membres de la façon dont ils souhaitent les recevoir. Il est intéressant que même avec l’éducation, l’information et les données disponibles en ligne – ou disons simplement Google –, une priorité principale pour les répondants qui ont assisté aux conférences de l’ACS demeure le réseautage en personne. Tant que les délégués continuent de grandir et d’apprendre dans ce cadre, nous continuerons de mettre sur pied une programmation qui offre une valeur, et nous sommes mis au défi de créer une atmosphère parfaite pour la collaboration. A

s Practice Director of a national engineering firm I am connected to a number of professional associations; Professional Engineers of Ontario, Consulting Engineers of Ontario, Canadian Institution of Steel Construction, Canada Portland Cement Association, and the Canadian Precast Concrete Institute, just to name a few.

Like each of you my involvement in a diverse and far reaching professional network is pivotal to my success and the success of our firm. The Canadian Parking Association has been a critical part of that professional network for over 30 years. It has afforded myself, my Partners and our staff the opportunity to connect, learn and share with the parking industry throughout the country on multiple levels and it will continue to do so for many more years. The CPA’s new website and social media links have been developed to foster a highly connected membership in response to changing technology.

Like each of you my involvement in a diverse and far reaching professional network is pivotal to my success and the success of our firm.

The Canadian Parking Association has been a critical part of that professional network for over 30 years.

The CPA continues to grow and diversify its membership, and we want to provide that membership with current and relevant programs. The Board moves into 2016 with a mandate to update, retire and/ or replace programs that are feeling their age and are in need of tuning up. I encourage members to communicate with their board representative, or with Executive Director, Carole Whitehorne to share your comments, concerns, or maybe confirm what we are doing well for you. All of this, in addition to the comments we’ve received in our recent surveys will be examined and where practical, implemented for the coming years.

I can’t express enough how important member feedback is to the development of future programming, so am encouraging each of you to take part. Your input will, in turn, determine our output, and directly help us to position the CPA on a track that will produce the value you can expect from your membership, and the tools that you need to thrive in your role as a parking professional.

Together, and in conjunction with your other associations, we are determined to provide a parking-centric membership experience with relevant information, programming, networking and information sharing that will enable you to grow in your profession.

Comme chacun et chacune d’entre vous, ma participation dans un réseau professionnel diversifié et de grande envergure est essentielle pour ma réussite et celle de notre entreprise. L’Association canadienne du stationnement est une partie essentielle de ce réseau professionnel depuis plus de 30 ans. Elle a donné à moi, mes partenaires et notre personnel l’occasion de nous connecter, d’apprendre et de partager avec l’industrie du stationnement dans tout le pays sur plusieurs plans et elle continuera de le faire pendant de nombreuses années. A PARKING ASSET MANAGEMENT PLAN WILL SAVE YOU MONEY AND HEADACHES

There has been a lot of discussion in recent years about Canada’s “crumbling infrastructure.” City, provincial, and national decision-makers are facing hard choices—and potentially enormous bills—about how to repair old and worn roadways, bridges, and viaducts.

This infrastructure crisis should serve as a cautionary tale for parking owners, both public and private. As with any infrastructure component, your parkade

requires maintenance and routine repairs over its lifetime. To borrow a cliché, it’s easy to be penny wise, but pound foolish. Deferring (or ignoring) routine maintenance will inevitably lead to far more expensive repairs down the road.

But protecting your parking investment doesn’t end with maintenance. It’s just as important to have an asset management plan to operate, maintain, and perhaps even plan for the

decommissioning of your parking assets at the end of their useful service life. An asset management plan should revolve around the specific characteristics, uses, and plans for each individual parking asset as well as the organization it supports. It should also take into account the resources that are available to manage the parking asset in the short-term, as well as anticipated parking assets in the years to come.

MAINTAINING YOUR PARKADE For many parking owners, maintenance can be an elusive concept. As one long-time operator once told me, “I know I’m supposed to be picking up the trash, sweep the elevator lobbies, and mop up the spills; but are there other maintenance items I may be forgetting?”

In fact, a maintenance plan is much more than occasional spot cleaning. It’s a comprehensive strategy designed to keep a parkade operational and structurally sound. Of course the primary purpose is to prevent structural degradation of a parking asset, but maintenance plans can also help keep parkades operating at optimum efficiency.

Physical Maintenance What does a maintenance plan involve? The most obvious elements are regular sweeping and semi-annual power washing of floors, emptying trash bins, and washing windows. But there are also other very important elements too.

These include replacing lights throughout the parkade, painting walls and ceilings, snow removal, and maintaining the grounds. All of these elements contribute to keeping parking facilities functionally and structurally sound.

Systems Maintenance Two areas are particularly important when it comes to maintenance: electrical and mechanical systems. Electrical systems include light bulbs, exit signs, outlets, electrical panels, conduits, generators, and building automation systems.

Today’s garage is much more technologically advanced than those of the past, and the electrical systems, which can be intricate, are essential to assure a parkade’s smooth

operation. Not only does regular maintenance of these systems assure that the garage will operate as it should, but many of these elements, particularly lighting and wayfinding equipment contribute to patron safety and the overall parking experience. It’s essential to implement a schedule of maintenance to assure that all electrical systems are operating properly.

Mechanical Equally important are the mechanical systems.

Elevators, heating ventilation and cooling systems, fire protection, snow melt systems, oil water separators, stand pipes, overhead doors, building automation systems, and parking access and revenue control systems are all essential operational elements of a parkade. It’s important to have a regular schedule for both inspections and maintenance to assure that they are operating at full capacity. In the case of stand pipes, regular pressure testing should be conducted to make sure that they work properly in the event of a fire.

Structural

Prevention

In addition to these operational maintenance items, there are also many structural preventative maintenance elements that must be adhered to.

For instance, cracks in concrete surfaces must be sealed before they have an opportunity to allow salt intrusion and cause corrosion of the reinforcing steel which will expand and cause major damage. In general joint sealants should regularly be replaced, waterproofing sealants every 7 to 10 years and architectural sealants every 15 to 20 years. Likewise, floor surface sealers should be reapplied every 5 to 7 years and traffic topping should be recoated every 5 to 10 years, or when wear is noticed. Expansion joints should also be replaced if glands are torn and header materials should be repaired if they are damaged. Finally, structural steel should be painted on a regular schedule to prevent rusting, and comprehensive inspections should regularly be completed to look for other potential problems.

The importance of these preventative maintenance initiatives can’t be overstated. Too often, owners and operators ignore them until it’s too late and costly repairs are required. Often it’s a matter of perceived cost, but the price of repairs vastly exceeds the cost of implementing a comprehensive maintenance plan.

What type of repairs typically arise when maintenance is ignored? There are relatively minor issues that crop up, including the need to fix trip hazards and knock down loose overhead concrete, both of which can cause safety hazards for patrons.

More seriously, ignoring maintenance can lead to major overhauls, including post tensioning repairs and fixing concrete spalls in beams, columns, and floors. Both of these issues often reflect structural issues that can pose significant hazards to parkers and staff alike, and they can be very expensive. Ultimately, these are the types of issues owners and operators are trying to avoid through scheduled maintenance because they are so costly and potentially dangerous.

ASSET MANAGEMENT PLANS

The idea of the asset management plan is to be proactive rather than reactive. The worst thing owners and operators can do is carry on hoping nothing will go wrong or break down in a parkade.

This is usually what happens when maintenance is deferred over long periods of time. By the time owners and operators are paying attention to maintenance issues the damage is done and the cost

of address them will be exponentially higher. Sometimes the damage is so severe that repairs aren’t even cost effective. Figure one demonstrates the extent to which managed deterioration (through an asset management plan) extends the life of a parkade and reduces repair costs compared to unmanaged deterioration (deferring maintenance and operational planning).

So, what exactly does an asset management plan entail? There are five primary elements of a comprehensive plan: budgeting, maintenance and repairs, future planning, and programming continuity.

Budgeting is the essential first step of an asset management plan.

Parking system managers need an effective planning and budgeting tool to properly manage, maintain, and repair their structured parking assets. They need to be able to anticipate both actual costs and available capital over the period of the plan, and they can’t rely on past budgetary experience to make those determinations. As with every business, some years are good and others are slow. In budgeting for operations and repairs, owners and operators need to be able to estimate when capital will be available, and when lean times are likely. Only then can they create a realistic budget schedule for the plan.

When the budget is complete, then owners and operators can start planning for maintenance and operation. The first step is evaluation.

As important as a program of scheduled maintenance is, ultimately, it’s merely one element of an asset management plan. This is where owners who only have maintenance plans in place often fall short. As stated earlier, an asset management plan is an owner’s long-term financial plan for maintaining their parking assets. Asset management plans don’t come off a shelf. Rather they are developed around the specific characteristics, uses, and plans for each individual parking asset. The plan will also provide short- and longterm strategies for obtaining and setting aside the necessary capital for maintaining and repairing the asset—and even building it if a new parkade is under consideration.

There’s a lot there right? So let’s break it down.

First, what’s the current condition of the parkade, and what’s its planned future. Will it continue to operate indefinitely? Will it be demolished in five years so the land can be put to another use? The answers to these questions will obviously inform how intensive maintenance and repair strategies are, and how much capital will be put into it. For structures with an anticipated long-term lifecycle, a comprehensive maintenance and repair plan should be put in place.

On the other hand, the focus is more limited for those deemed short-term: what will be necessary to keep it operational and safe for the few years it will still be in service.

For parking assets with long-term lifecycles, the asset management plan will need to establish a budget and schedule for maintenance, as well as operational plans for accommodating that maintenance. How do you provide maximum service to patrons while work is being done? How do you schedule work to minimize the impact on patrons?

And what types of work will be included in the plan.

Owners and operators need to be able to accurately project what types of repairs will be needed in the future. It’s not enough to understand the condition of the asset when the asset management plan is being created; owners and operators also need to be able to predict the condition in each year of the plan. That way, they can implement strategies to prevent system, equipment, and structural breakdowns before they happen. In essence, owners and operators need a crystal ball that will tell them what’s going to break

and when so they can budget and plan for the repair or maintenance in advance.

Fortunately, there are a variety of technological tools and engineering approaches that can help provide these answers.

The final step in creating and implementing an asset management plan is programming continuity. It’s important to remember that the plan is a living thing. It will change as conditions change. For instance, sometimes things break unexpectedly and need to be repaired or replaced sooner than expected. Or capital may run low because anticipated business opportunities don’t come through.

Owners and operators need be aggressive about evaluating the status of the asset management plan and maintain flexibility when implementing it to be able to adjust it as conditions and circumstances warrant.

PEACE OF MIND An asset management plan provides a variety of different benefits. It can minimize financial surprises; reduce operational surprises; reduce facility downtime, which of course improves the bottom line; put owners and operators in a stronger position to compete for limited dollars or capture program dollars; and provide program continuity.

Asset management plans offer confidence by providing accurate records of past repairs, quick financial projections for future repairs and maintenance, and reliable support information for developing funding for managing and maintaining each parking asset. They also offer overall master planning capabilities and maximize the useful service life of the parkade. And they can save owners and operators substantial money by helping them better plan for the needed service life of each parkade using the minimum amount of capital.

Ultimately, combining all of these benefits, asset management plans can offer owners and operators peace of mind, and that’s no small thing. n Andrew Vidor is a parking consultant with Walker Parking Consultants.

n April 2013, when City of Ottawa Council directed Parking Services staff to construct a new parking garage on the site of a surface lot at 170 Second Avenue in the Glebe Business Improvement Area, no specific details were imposed to constrain the design other than related site restrictions. However, some things were certain. There was little doubt that the final design would resoundingly reflect the local community’s extensive environmental values, and that robust community consultation would form the cornerstone to determine the garage’s design. It would also have to be consistent with the our Municipal Parking Management Strategy (MPMS) and provide a supply of affordable, secure, accessible, convenient, and appealing public parking that provides shortterm parking services to support local businesses, institutions, and tourism. And while everyone involved shared a determination to build something extraordinary that others might strive to emulate, I think each of us is particularly excited about the success of the open, participative community design process that we followed.

Construction began in January 2015 and November 25, 2015 marked the grand opening event of our new sustainable garage.

The Glebe is a well-established Ottawa neighbourhood and the parking garage mimics the unique character and culture of the people who live in the community. Built in the heart of Glebe, the garage is a true collaboration of function, art, and community feedback. It was designed as an entrance point into the Glebe community and is situated near TD Place, a newly renovated 24,000 seat sports and entertainment stadium. Surrounded by new stores at Lansdowne Park on the banks of the Rideau Canal, the stadium is the home of the Ottawa Redblacks football team. With a budget of $9.5 million, the garage was constructed to solve the issue of increased demand for parking and to function as a “mobility hub” for the neighbourhood.

Whether you travel by bike or car, the new structure boasts parking options for a diverse group of community members and is a memorable destination place with 146 parking spaces.

A key principle in the design of the garage was that it be very inviting to people from the community and not just be a place to park your car. Glebe residents and business representatives wanted something unique that did not look like the detached, red and brown brick houses throughout the area, many of which were built in the early 1900s. The garage incorporates public art, public seating and event spaces, two electric vehicle charging stations, extensive bike parking as well as a bike repair station and a seasonal drinking water fountain. Unlike many garages, it is open, airy and bright, with windowed stairwells and a ventilated building facade. In keeping with stakeholder comments, two landscaped parkettes provide areas where people can sit in the sun or shade to chat or enjoy lunch together. The layout also allows most of the first floor to be used for community events without preventing access to upper floors. Events such as the popular “Used Bike Sale” that occurs each year during the Great Glebe Garage Sale, a major neighbourhood garage sale well known throughout Ottawa, were specifically considered in the design.

A VERY PROMINENT FEATURE IS THE INCORPORATION OF ART INTO THE GARAGE

The traditional ramp design chosen ensures ease of vehicle circulation and a simple travel path for patrons. Drivers have a direct view of every available parking space without driving down dead end aisles or negotiating one way travel routes. The Parking Guidance System also utilizes single space sensors, two master control signs and individual floor count signs so you know exactly where the available spaces are located. A convenience station provides free use of an air pump to encourage drivers to keep their tires properly inflated and a squeegee station to support clear, safe driving, especially during winter months. Reserved car-sharing, ride-sharing and low emission vehicle spaces are also provided.

A very prominent feature is the incorporation of art into the garage, a creative feature which also acts as a passive way finding system to help make finding your car as easy as possible, using artistic themed levels instead of numbered or lettered pillars. The colours and themes mimic the natural backdrop of the neighbourhood. With the Glebe being surrounded by four distinct bodies of water (Rideau Canal, Dows Lake, Browns Inlet, Patterson Creek), local artist Christopher Griffin used concrete as a medium to incorporate themes from these water sources into the design. Way finding imagery is combined with the colour and artistic elements, where each floor boasts a unique set of images, including fish, birds, amphibians/reptiles, and animals. So, as Ottawa Mayor Jim Watson noted during the opening event, “Instead of remembering you parked on level 3 section A, you can remember that you parked on Patterson Creek level, third frog from the right”.

Significant effort was made to make the garage as “green” or environmentally friendly as possible and it is the first garage for which the City of Ottawa is seeking Green Garage Certification with the Green Parking Council. Green Garage Certification is the world’s only rating system defining and recognizing sustainable practices in parking structures management, programming, design and technology. The increased

energy efficiency and performance, and reduced environmental impact are due in part to the array of solar panels that have been fitted on the roof under the Microfit Solar Energy Program. The panels will generate clean electricity as well as revenue for the City by feeding electricity into the Hydro grid. On average, it will produce 45 KW hours per day, an amount sufficient to run a household for 24 hours.

This will offset the electricity consumed at the electric vehicle charging stations.

Pay & Display machines were selected as the payment control system, or patrons can pay using the PayByPhone system. The garage is open, 24 hours a day, 7 days a week. Hourly parking fees only apply from 8:00am to midnight. Levels 1 & 2 have a maximum time limit of two hours for supply of short term and accessible parking. In accordance with the MPMS, this prioritizes short term parking to support local businesses. Levels 3 & 4 serve all day hourly patrons and permit holders. Levels 2 and 3 also provide 6 motorcycle spaces at half-rate.

The new Glebe Garage eliminates any potential perception that parking is hard to find in the area and provides an interesting, environmental, and welcoming place to park while shopping at local businesses in this thriving commercial business centre. n Doug Robertson, Manager of Parking Services, City of Ottawa

Recently, Janice rejoined the Board and is currently holding the Executive position of Secretary to the Board.

Over the years, Janice has been instrumental in keeping the geographically challenged Atlantic region as a cohesive group. She has been involved with assisting the CPA to organize the Saint John Conference in 1998, the Charlottetown Conference in 2005 and being instrumental in organizing and chairing several CPA Atlantic Chapter events and recruiting new members.

Janice actively participates in much of the networking by engaging discussion, asking the tough questions and offering advice and perspective from her experiences working in parking, sometimes taking the opposing positions on hot topics to keep the discussions informative and fun. Janice’s evolvement in parking goes without notice and for these reasons, is a very worthy recipient of the Ted Seeberg Award.

BERN GRUSH Bern Grush is an active and involved stakeholder who, though cutting edge technology is looking to bring advancements to the parking industry. Bern regularly speaks at industry events on parking technological advances, sustainable transportation, GPS and financial systems, etc. He has been an active participant in CPA, volunteering his time to prepare numerous articles for the Parker.

Bern is a passionate advocate for future technology changes that will impact the parking industry and helps stakeholders understand how technology is leading the industry to new levels. His soon to be released book, The End of Driving will challenge current thoughts and promote forward thinking on the future of transportation in our urban centres. Knowledge transfer and exchange in the parking industry includes technology and its impacts – Bern is an individual who deserves to be recognized for his multi-disciplinary outreach and engagement of stakeholders across the country for his efforts to build capacity for technology in parking.

AUTOMATED LIGHTING CONTROLS: A Data Driven Business Case from Vancouver, BC

Automated lighting controls such as occupancy sensors present significant savings potential for parking facilities.

However, quantifying potential savings and assessing the financial viability of a lighting automation project can be challenging. The missing link in planning energy savings projects is actual data to build an accurate business case.

Recently, a parkade in Vancouver’s Chinatown neighbourhood underwent an exercise to reduce energy costs and improve building performance. The parkade had been approached a number of times to update their lighting to save costs. Each time, the numbers looked slightly different – and there was no way to tell what the actual return on investment would be. Eventually, the automation project that was implemented would accurately predict savings and reduce the parkade’s costs by installing occupancy sensors in conjunction with real-time data monitoring.

Energy specialists recognized that the parkade lights did not need to be on 24 hours a day, and that the best business case involved adding occupancy sensors to dramatically reduce the amount of time lights were on each day. The problem was that they were still making assumptions on how much of a reduction the occupancy sensors would generate. Busy days could have significantly lower savings than weekends, and at night the traffic would be different again.

Using a systematic approach, data loggers were installed on the lights in the parkade, and pilot occupancy sensors were installed on one floor only. The data that was produced over the coming weeks showed a reduction in consumption by 49.3% as a result of the installation of occupancy sensors. An excellent result.

The data was then pro-rated to factor the varying traffic flow by floor, and savings calculations were adjusted accordingly. For example, lower floors are likely to receive more traffic and therefore achieve

lower savings. The pilot occupancy sensors were installed on the 6th floor and led to nearly a 50% reduction; so it was estimated that the sensors on the 5th floor would to produce a 45% reduction and the remainder of the floors would have incrementally lower savings.

There is a common misconception that energy-saving projects are expensive, and don’t have a strong business case.

The pilot project produced an accurate picture of exactly what to expect from completing the project, and how much the client would save moving forward.

The business case was now attractive and precise, making it a ‘no-brainer’ to go ahead and install occupancy sensors on the remainder of the floors in the facility. If you consider that a 20% reduction in energy costs can have the same bottom line benefit as a 5% increase in sales, moving forward with energy saving projects becomes a lot more lucrative.

With occupancy sensors and other lighting automation technology it is important to be mindful of safety and practicality. The wait time of occupancy sensors can be adjusted as needed, which also affects the savings. For parking facilities, a 5-minute wait time is

Toutefois, quantifier les économies possibles et évaluer la viabilité financière d’un projet d’automatisation de l’éclairage peut être difficile. Le chaînon manquant de la planification des projets d’économies d’énergie demeure la disponibilité de données réelles pouvant étayer une étude de cas exacte.

Récemment, un parc de stationnement étagé des environs du quartier chinois de Vancouver s’est soumis à un exercice afin de réduire les coûts énergétiques et d’améliorer la performance du bâtiment. Le parc de stationnement étagé avait été approché à plusieurs reprises pour mettre son éclairage à jour afin de réduire les coûts. Chaque fois, les chiffres semblaient légèrement différents, et il n’y avait aucun moyen de savoir quel serait le retour réel sur l’investissement.

Finalement, le projet d’automatisation qui a été mis en œuvre a pu prévoir les économies avec exactitude et réduire les coûts du parc de stationnement étagé en installant des détecteurs de présence en conjonction avec la surveillance des données en temps réel.

Les spécialistes en énergie reconnaissent que les lumières du parc de stationnement étagé n’ont pas besoin d’être en service 24 heures par jour et que la meilleure étude de cas impliquait l’ajout de détecteurs de présence afin de réduire considérablement la période durant laquelle les lumières seraient allumées chaque jour. Le problème était qu’ils formulaient toujours des hypothèses quant à la réduction potentielle occasionnée par les détecteurs de présence. Les jours occupés pouvaient générer des économies considérablement plus faibles que les week-ends et la circulation en soirée était différente une fois de plus. À l’aide d’une approche systématique, des enregistreurs de données ont été installés sur les lumières du parc de stationnement étagé et des détecteurs de présence pilote ont été installés sur un étage seulement. Les données produites au cours des semaines suivantes ont montré une réduction de 49,3 % de la consommation à la suite de l’installation de détecteurs de présence. Un excellent résultat.

Les données ont ensuite été calculées au prorata selon le flux variable de circulation par étage et le calcul des économies a été ajusté en conséquence. Par exemple, les étages inférieurs sont susceptibles de recevoir plus de circulation et, par conséquent, de réaliser des économies moindres. Les détecteurs de présence pilote ont été installés au 6e étage et ont procuré une réduction de près de 50 %; il a donc été estimé que les détecteurs situés au 5e étage procureraient une réduction de 45 % et le reste des étages réaliseraient des économies progressivement plus faibles.

Le projet pilote a produit une image précise de ce à quoi l’on peut s’attendre de la réalisation du projet et du montant que le client pourrait économiser en allant de l’avant. L’étude de cas était maintenant intéressante et précise, confirmant l’intérêt d’installer des détecteurs de présence sur le reste des étages du parc. Dans la mesure où une réduction de 20 % des coûts énergétiques peut offrir le même bénéfice net qu’une augmentation de 5 % des ventes, aller de l’avant avec des projets d’économie d’énergie devient beaucoup plus lucratif.

On croit à tort que les projets d’économie d’énergie sont coûteux et qu’ils ne se justifient pas sur une base commerciale.

Il est important d’être conscient de la sécurité et de l’aspect pratique des détecteurs de présence et des autres technologies d’automatisation de l’éclairage.

Le temps d’attente des détecteurs de présence peut être ajusté au besoin, ce qui affecte également les économies.

Dans les parcs de stationnement, on recommande un délai de 5 minutes pour permettre aux occupants d’avoir suffisamment de temps pour quitter les lieux en toute sécurité.

La réduction des frais d’entretien est un avantage supplémentaire dont on devrait tenir compte lors des projets d’automatisation de l’éclairage. L’installation de détecteurs de présence permet de réaliser des économies sur les factures d’électricité, mais augmente également la durée de vie des lumières en abaissant le coût de remplacement des ampoules. Vancouver’s Greenest City Action Plan is set to bring community-based greenhouse gas (GHG) emissions down to 5% below 1990 levels, an aggressive target. Considering the electricity and natural gas that buildings use make up 55% of Vancouver’s GHG emissions, lighting automation $7200 Project Investment projects like this can $3950 Annual Energy Savings make a significant 1.8 Year Payback contribution. Existing commercial buildings 7 Floors represent one of the largest single sources of future energy savings through comprehensive retrofits. The good news is that the benefits are three-fold, they help the city to achieve their target, they are good for environment, and they deliver immediate savings for proprietors.

BEST PRACTICES FOR SECURING PARKING FACILITIES

The parking industry is moving rapidly to contain costs, primarily by creating unstaffed facilities through the automation of ticketing and payment processes. Pair that with a large number of patrons and vehicles in easily accessible facilities and it’s easy to see why parking lots and garages can become magnets for criminals.

Crimes range from theft of property and vehicles to violent assaults against patrons. Fortunately, nearly all parking facility owners and operators feel a very real need to protect their patrons.

Security is also an important issue with drivers.

Surveys show one-third cite safety as a top factor in choosing where to park their vehicles.

Providing security has become easier with tried-and-true tools and procedures. But there is no one-size-fits-all security plan as parking facilities vary widely by size, type and location.

For a parking operator, the process should begin by choosing a security integrator with proven experience securing parking facilities.

SECURITY TOOLS ALL-HAZARDS ASSESSMENT – Don’t spend money on security before first analyzing the strengths and weaknesses of the facility. Check out the surrounding neighborhood and traffic patterns. Monitor patron’s daily routines. Identify danger zones such as remote areas of lots and garage stairwells and elevators.

This will help create a plan to allocate money for the right equipment, where it is most needed.

Then here’s a look at some of today’s best security tools solutions.

AUDIO INTERCOMS – Build audio intercoms into entry/exit gates and ticket dispensers to provide instant two-way communication with an offsite security guard or facility operator.

EMERGENCY STATIONS – Although most parking patrons carry their own mobile phones, those devices can’t be counted on in many subterranean or concrete structures or even outdoors during severe weather. Mobile phones also are often the first target of thieves.

Emergency towers, wall-mount boxes or flush mounted stations are effective when placed throughout garages and larger lots. These units offer immediate audio assistance to visitors and help operators to assess an emergency situation.

They also can be integrated with an existing video surveillance system. Some emergency boxes and towers come equipped with built-in cameras to provide additional visual information for security personnel. These stations should be installed in high foot-traffic areas and brightly lit to make them easy to locate and to act as a criminal deterrent.

These units can also broadcast emergency announcements from parking facility operators or security personnel, as well as remotely unlock emergency doors for ingress of operator employees or first responders.

Here’s the experience of one Halifax parking structure that added emergency communication stations. The operators of the unstaffed, eight-level, 700-space downtown garage wanted the ability to receive and respond to simultaneous assistance calls. As with most parking lots and structures, this facility had no phone lines.

The security integrator guided the operator to a hardwired system that ran from each emergency call station to the main control room. The challenge for the integrator was running cable in a 40-year-old structure lacking pre-existing conduits. Also, the garage was open 24/7 and the installation couldn’t impact operations. The job took tight coordination with the parkade’s management, but the result was a higher level of patron security.

ACCESS CONTROL – Access cards can provide monthly parkers the ability to open special entry and exit lane gates. An access system also allows operators to know which vehicles of monthly patrons are present during an emergency. Limit pedestrian entries to the entry/exit gates and one other entry. Lock all other access points to the outside and install a keypad or card reader. That will save the cost of rekeying whenever keys are lost or stolen.

VIDEO SURVEILLANCE – Security cameras placed throughout a lot or garage can provide live, real-time video to assist security personnel in spotting potential or real problems and take action before they escalate. But realistically, few parking operators can afford a dedicated monitoring staff.

Recorded video can be used to help resolve assaults, thefts, accident reports and other events after the fact.

It may make sense to record continuously during the day when the facility is busy. At night or at other quiet times recording may be triggered by motion detectors or analytics built into the cameras.

Work with the security professional to choose cameras capable of providing clear video under varying light conditions, especially in outdoor lots. And make sure to have enough cameras, properly placed, to avoid blind spots.

Once in place, all security equipment should be tested monthly to ensure it is functioning properly.

DESIGN AND MAINTENANCE Crime Prevention Through Environmental Design – CPTED offers relatively inexpensive ways to improve not only security, but also overall operations. Many of these steps will be identified during the allhazards assessment.

Lighting is essential for both parking lots and structures.

Dark areas conceal criminals; properly lit areas deter them. But be careful as excess lumens may cause inverse blindness and traffic issues when people drive into or leave the facility at nighttime. The best approach is a uniform level of lighting across the lot or in the structure. Also have standby power ready to maintain lighting (and gate operation) during a power outage.

VIDEO ANALYTICS – Many parking facility operators are adding analytics to their camera/recording systems. One of the most common is license plate recognition software. LPR is being used to detect vehicles and count them as they enter and exit. By linking a credit card to a license plate number, monthly parkers could eliminate the need for a physical credential. Even pedestrian safety could be improved by not allowing gates to lower when a person is standing in its path.

Analytics can notify operators of cars that have been on the lot longer than expected and possibly abandoned or those improperly parked or moving in

channel access into or out of a facility. At the same time, make sure these elements don’t block views of the facility from the street or provide a hiding place for criminals.

Lost or confused drivers or pedestrians become an easier target for criminals. Signage helps patrons locate additional parking, exits, elevators and emergency call stations. Make sure signs have clear and consistent messaging. Use colors, characters or other designs to help patrons locate their vehicles faster. The goal is to limit the time a patron is in the facility.

Some parking facilities are experimenting with sections reserved for women. These special areas are typically near exits or elevators so that female patrons can leave the facility and return to their vehicles more quickly.

A well maintained facility sends a message that an operator is serious about patrons’ experience and safety. That means immediately removing graffiti, replacing burned out lights and repairing any damage from accidents. Criminals see a clean, well-maintained facility as a sign that security is also a high priority.

In unstaffed facilities, install pay stations in open, well-lit areas. Also restricting machines to credit cards can speed the payment process and lessen the need for cash – another temptation for criminals.

Work closely with the local police. Since 2008, the Safer Parking Initiative — a partnership between the Vancouver Police Department

and a coalition of parking lot owners/operators and community groups — has given Safer Parking awards to security-conscious facilities. A web site pinpoints those award-winning facilities, encouraging people to park there. The program has been expanded to Edmonton.

SAFE AND SECURE The sign, “Park at Your Own Risk,” found in many parking facilities has long been a fair warning to patrons. And while there are still intrinsic dangers built into a parking lot or garage, many operators have taken important steps to protect lives and property.

A parking facility designed to be safe and secure can become a self-fulfilling prophecy. Criminals come to know – and avoid – those lots and garages that have emergency stations, surveillance cameras, video analytics, access control and provide a quick response to incidents.

Through proper design and the use of electronic security solutions, it is possible for parking facilities to minimize crime while promoting a welcoming environment. n

Gateless parking This is a parking lot without a gate that works on the honour system: users pay for a set time, in advance, based on how long they expect to stay.

This type of operation is generally suitable for small parking lots or long-term parking.

It has the advantage of requiring a very low up-front investment and modest maintenance costs. It reduces the need for staff to ensure problem-free entry and exits, and easy payment.

We expect that automatic license plate reader technology (ALPR) will be used more and more by managers of this type of parking lot who are anxious to facilitate car turnover. But ALPR technology still needs to be refined in order to find solutions to the problems caused by weather and people not paying.

Purchasing parking technology is a little like the sophisticated version of buying a washing machine today.

Just because a manufacturer offers 25 buttons and 17 options on a machine doesn’t mean you need all of them or are going to use them.

If you can’t anticipate how your facilities will operate in the future, you might be making an important investment that doesn’t meet your needs and those of your clients.

Many managers look for a quick fix, a turnkey system that will magically solve all problems without first examining their current and future needs.

The concept of technology that offers a fully automated experience without human interaction should not overshadow the importance of customer service. If they don’t have emotions, automatic payment systems cannot smile! Experience shows that human contact, even remotely (through an audio-video or intercom system) to explain pricing, hear complaints and give instructions, is always preferable in order to offer a better customer experience. A reduction in operating costs shouldn’t be given priority over human contact.

TIP: Increasing parking spaces Moreover, if staff are not present at the entrance gates, gateless parking does require monitoring and warning systems to reduce revenue losses due to non-payment, estimated at 30% of total revenues.

However, this creates a negative image for the client whose only contact is a payment claim. Is this really saving costs?

The choice of monitoring equipment that really meets the needs of a parking lot and its users will affect its operating costs and, subsequently, its income. Implementing measures to reclaim space could also contribute by adding the human factor.

For example: • Valet parking to allow for double parking;

Parking with gates and cashiers Gated parking with a cashier presents at least one advantage over the other options: the human factor.

It enables personalized customer service that no automatic counter - at least with current technology - can replace: welcoming visitors with a smile!

The cashier can also intervene rapidly in the event of equipment failure and ensure better security of the premises. Staff can act quickly, for example, in opening a malfunctioning gate. We estimate that this could cause a significant loss of revenue.

• Employee carpooling that doubles parking capacity if the physical limitations allow for it;

• Make all efforts and take all initiatives to seize revenue opportunities.

• Acquire the best equipment available for their situation.

• Analyze traffic, installations and user needs to select and configure the equipment, procedures, pricing and facilities accordingly.

• Closely monitor all financial transactions (credit card payments, fraud, theft, mismanagement, taxation, revenue tax credits and refunds, etc.).

• Regularly review procedures for improvement and for long-term planning.

• Manage staff, relevant training programs, labour relations and the turnover rate (which is often high) and plan for future needs.

• Manage delays, and temporary or extended absences by a cashier.

• Manage client departures after parking lot hours of operation.

• Keep abreast of the latest technological developments for parking, assess its relevance for the site and acquire the equipment at the best possible price (including through quantity discounts).

Data: a resource to harness

• Tandem parking for regular users (e.g. employees) with some spots built to allow several cars to be parked adjacently.

As new technologies are implemented, the data is added to the parking managers’ database. Too often, however, staff do not have the expertise to turn that raw material into actionable information.

Management Method: In-house or outsourced?

Whatever the control equipment used, to varying degrees they all store these data about parking lot users, their habits and

Internally managing a parking lot may allow for better control over the human, financial and technical resources, and on the face be more cost-efficient. In some cases, it’s true that an internal team will have difficulty acquiring the skills, knowledge, know-how and expertise of a recognized subcontractor. We must avoid falling into the trap of trying to reduce operating costs by doing everything internally. Buyer beware! Paying less for a service up front usually results in higher costs in the mid- to long-term.

The data we get from our systems is a double-edged sword… It can provide a very useful picture of our business but that requires both human and financial resources to extract it, visualize it, analyze it and transform it into evidentiary data to support business decisions.

needs, which if properly analyzed and used, can improve customer service and optimize parking lot operations.

A good data management system can provide a detailed picture of the parking situation and ensure the accuracy, consistency and speed of accessing historic data. It can almost instantly perform many tasks that were once very costly in terms of time and resources. In particular: • Analyzing minute-by-minute occupancy; • Analyzing the rate structure; • Modeling the new rate structures and measuring impacts; • Maximizing profitability; • Managing performance.

Data on turnover, space occupancy, parking times and payment methods used by clients enable continuous business and facility improvements: establishing cashier work schedules and planning automation periods based on traffic, checking fraud and identifying causes of revenue losses.

The data analysis also enables the production of management reports that identify irregularity and inefficiency factors or provide useful information about revenue.

For example: the number of free spaces available to company executives and their value or the best rate to offer based on parking volume.

Optimizing Contractual Agreements Too often, when a parking lot is run by a subcontractor, contractual agreements consist of a short document that does not include performance standards, the responsibilities of each party, reporting and verification obligations or a responsibilities grid and operating expenses.

These incomplete and imprecise contracts lead to operational inefficiency as well as theft and loss of income.

It is essential that all contracts specify the responsibilities and obligations of not only the various stakeholders, owners and managers, but also the other parties involved. It is necessary to design and align the subcontractor’s compensation structure with the project contractor.

The parking management contract for a building doesn’t specify how the space will be cleaned (it never was) or how the manager deals with abandoned cars (there were more than 100 vehicles taking up space that didn’t generate revenue). A new contract allowed us to remedy these oversights and increase revenue.

Smart Parking: not just a question of technology We are entering the era of the “smart city.” The smart city uses information and communications technology (ICT) to improve, among others, the quality of urban services or to reduce costs.

Smart Parking is a key element of this emerging concept. With the rapid advancement of “smart” technologies, we can generate new efficiencies, better control revenues and expenses and improve customer service. Municipalities rely more and more on policies that restrict free on-street parking, and often rely on the private sector to fill the void.

Some parking lot redesigns eliminate gates or integrate technology solutions for automatic license plate readers (ALPR) in order to eliminate bottlenecks at entrances and exits. Installation of this technology will truly take off within 5 years according to 4 certain experts , once some problems such as those described earlier have been resolved.

Cities are interested in solutions that would enable motorists, through a network of communicating sensors installed in the road, to see available parking spaces in real time as well as the rates. Information will be posted on variable message signs (VMS), mobile phones and GPS to inform and guide drivers and provide additional services (e.g. to locate a parked car).

Parking in the future will be smart: technological advances will be used to encourage the fluidity of movement (in many cases, with an emphasis on providing advantages for electric cars such as charging stations) and payments (via Smartphones); apps will be developed with information on available spaces in real time, allowing for reservations and more.

Parking in the future, to be truly “smart,” will be environmentally friendly. Green parking infrastructure is already expanding.

For example, Rutgers University in New Jersey has covered one of its parking lots with solar panels that generate 1.4 megawatts of electricity and reduce carbon emissions from the University by 1,200 tons per year. The institution is saving $220,000 per year in electricity costs.

Future parking needs must be thought out and planned today. An organization offering unparalleled customer service with a high financial return will take advantage of new technologies and develop the best internal management processes in accordance with best industry practices.

Conclusion Parking Management: increasing complexity driven by competition, public policies and technological advances.

By 2019, global revenues from parking management (equipment, systems and services) should almost double compared to 2014, increasing from US $5 billion 5 to just over $9 billion according to the research firm Markets and Markets.

This rapid growth is due to a steady increase in the number of vehicles on the road, combined with authorities’ willingness to reduce the impact of traffic congestion on the environment, including a significant reduction in the availability of free on-street parking.

Add to that the technological advances offered by “smart” parking solutions that promote the fluidity and convenience of the parking experience and you have an industry that will reach a high level of complexity and will require increasingly targeted expertise. n For footnote references go to page 41.

TERRY DWYER If you’re a kid, you like the snow. It offers the promise of days off from school and it transforms the outdoors into a magical, frozen wonderland. If you’re an adult, you most likely have a very different view of snow. You believe it’s a nuisance that makes driving and parking nearly impossible. Terry Dwyer, North American sales manager for Trecan Combustion Limited, understands. His company aims to eliminate the headaches snow causes.

Based in Halifax, NS, Trecan designs and manufactures customized snow melters. Devoting themselves to innovation, they have developed a new portable melter for the parking industry and are currently developing a snow melter for use on bike paths and walking trails. Dwyer finds his work as sales manager for Trecan satisfying. “The rewards are helping clients find cost savings to reclaim parking lots quicker and keep their revenue stream going,” he commented.

Trecan’s biggest customers are airports, municipalities and private sector facilities such as shopping centres, hospitals and universities. The snow melting equipment is custom built at the company’s Halifax factory, taking 3 – 4 months from design to installation. Trecan’s biggest customers are in the US, Canada and Russia, with nearly half from the parking industry.

Dwyer attributes some of Trecan’s success to membership in the Canadian Parking Association. “We’ve been going to the CPA trade shows for as long as I’ve been at the company,” he remarked. “They’re a great opportunity to network.” Dwyer also noted that Parker Magazine gives Trecan access to clients through advertising that it might not have had otherwise. Furthermore, the CPA has proven itself quite valuable to Trecan. “We’ve met a lot of our clients through the CPA,” Dwyer commented.

Born in the coastal community of New Waterford, Cape Breton Island, Nova Scotia, Terry learned to scuba dive at the age of 15, and by16, Terry started his first dive company, clearing propellers of rope and nets for local fishermen. He spent five years working for a treasure hunting company and then spent the next 30 years working in the Canadian scuba diving industry. In 1992 he received a Rescue Commendation for an Act of Personal Bravery and in 1994 he founded the Nova Scotia Scuba Association.

In 1995 his diving company Deep Star was selected by Lightstorm Entertainment (James Cameron) to provide the Diving Support Services for the motion picture “Titanic”, parts of which were filmed in Nova Scotia. Since then he has worked on some of Hollywood’s notable movies including “K-19 The Widowmaker” (Harrison Ford and Liam Neeson); “The Shipping News” (Kevin Spacey and Juliann Moore); “The Weight of Water” (Sean Penn and Elizabeth Hurly) and “Deeply” (Kathy Bates and Kirsten Dunst).

In 1997, in recognition of outstanding contributions to the principals of the sport of scuba diving in Nova Scotia, he was awarded The Sports Network (TSN) Spirit of the Sport Award. He has authored and published numerous articles on scuba tourism, shipwrecks and shipwreck diving in Nova Scotia, and he is one of the foremost authorities on St. Paul Island. He is also a professional underwater videographer and photographer. His first book Wreck Hunter – The Quest For Lost Shipwrecks in 2004 is in its second printing with over 3000 copies sold.

In October 2005 he was elected as a “Fellow International” member to the prestigious Explorers Club. Terry has also served as an equipment consultant for the RCMP, various police forces, fire departments, and many other federal and provincial organizations and agencies.

When he is not melting snow, Terry has been working in the recreational, commercial and scientific diving industry for the past 35 years, he and his wife, Suzie operate Wreck Hunter Incorporated, a Spanish Ship Bay, Nova Scotia based shipwreck exploration company and more recently, they have started Shipwreck School to teach people how to find shipwrecks. They organize private expeditions and shipwreck search projects through Nova Scotia and Newfoundland. n

CANADIAN PARKING FOUNDATION

Research Grant Program The Canadian Parking Association Charitable Foundation (CPF) was founded in 1996 to advance education and research in the parking industry. A biennial World Parking Symposium (WPS) is held to share global best practices with international delegates. The Foundation awards funding to those who demonstrate excellence and merit recognition for their work on parking related research that advances the field of parking and sustainable transportation. The research grant program is administered through the CPF.

The goal of this research grant program is to create a body of knowledge through progressive research and education in the field of parking.

Research topics should contribute to the expansion of basic knowledge or apply such knowledge to the research of parking as an integral component of a sustainable transportation system. Topics may include, but are not limited to, operations, construction, maintenance, wayfinding, transportation demand management, integrated multimodal sustainable transportation systems, parking & sustainable modes (transit, carpooling, carsharing, cycling, bikesharing, walking), urban design, built environment, economic growth or other topics that benefit the owner, operator and/or user of the parking facility as well the local community. The research should be relevant and timely.

DESCRIPTION Two research grants, each in amounts of up to $10,000, are available annually. One or two year projects are eligible. Successful applicants will be required to submit for review a progress report and a final report. The research grantee’s final report should be of a quality and in a format suitable for publication in a peer reviewed scholarly or industry journal. It is also strongly recommended that the researcher present their findings at either the biennial World Parking Symposium (WPS) or the annual Canadian Parking Association (CPA) conference.

ELIGIBILITY Research grants are available to faculty or students at institutions of higher learning, masters and doctoral level research, postdoctoral research as well as governmental, NGO and industry led research. Proposals are accepted from all researchers globally.

PAST RESEARCH GRANT AWARDS In the fall of 2010 the Canadian Parking Foundation awarded its first research grant amounting to $10,000 to Rachel Weinberger an Assistant Professor of City and Regional Planning at the University of Pennsylvania.

The topic she submitted was to study the effects of on-site parking on home values in New York City. An understanding of the implicit market price for parking will help cities better understand under what conditions they should impose maximum or minimum parking requirements and under what conditions they might rethink their policies and rely more heavily on industry partners to determine supply, demand and appropriate pricing for this commodity.

In 2012, the award was granted to Katherine Morton, Senior Planner, Education and Research at the Canadian Urban Institute for a project entitled “Rethinking Surface Parking for Pedestrian Friendly Office Development”.

This project outlined best practice strategies to attract high density parking options that could facilitate office growth, in a range of urban contexts (established downtowns, emerging downtowns, office parks and individual developments). This research also illustrated the role and influence individual stakeholders have in addressing this challenge (municipalities, private developers, tenants and employees). Case studies provided insight on how these strategies can be effectively integrated and implemented.

EVALUATION PROCESS Each proposal will be evaluated by a multidisciplinary sub-committee made up of Directors of the CPF. If necessary, outside support will be sought, depending on the proposal submitted. Final decisions on the allocation of funds will be made by the full Board of the CPF.

EVALUATION CRITERIA Proposals submitted will be evaluated on the following criteria: Quality of the proposal – The proposal must clearly define the issue being researched and describe the methodology that will be used to investigate the problem. The objectives must be clearly stated. Professional outcomes must be consistent with the highest academic standards for scholarly productivity in the discipline.

Importance to the industry – The proposed research must define activities that are expected to make a significant impact on the field of study.

Breadth and depth of the proposed research – The proposed research should be part of a significant project, one which will provide long range benefits both to the parking and transportation industries as well as have identified community benefits.

Research productivity – The applicant’s research experience and record as determined by scholarly publications or presentations.

Is the applicant qualified to carry out the proposed research?

Applicants research funding – The total project cost must be clearly identified along with all other subsidies, grants, bursaries, awards, etc.

APPLICATION SUBMISSION Research grants are awarded on April 1 and September 1 of each year. Proposals for research grants will be accepted throughout the year. 2. Project Participants. Provide an overview of all project participants, including the location/Country where the research will be conducted. Resumes may be included in an Appendix.

3. Project Background. Brief review of relevant research/policy literature. Project justification.

4. Project Description. Proposed topic and its importance. How is it new, unique or different? What will it contribute to the industry and who will benefit? Symbolic or figural model outlining the framework of the study. Importance of findings to the industry 5. Project Methodology. Description of methodology proposed, including data collection and methods of analysis 6. Evaluation Plan. Description of desired project outcomes and results

FUNDING CRITERIA

An applicant may submit only one proposal to the CPF Research Grant Program for review at any one time. All research grantees will be required to submit a brief (3-6 pages) progress report mid-way through the grant period. A final report will be submitted at the end of the grant period. Funding will be linked to the approval of the progress report and the final report. Grantees will receive one-third of the total award at the beginning of the grant period,

UN PLAN DE GESTION DES ACTIFS DE STATIONNEMENT VOUS FERA ÉCONOMISER DE L’ARGENT ET VOUS ÉVITERA DES MAUX DE TÊTE Par Andrew Vidor Au Canada, plusieurs discussions ont eu lieu ces dernières années au sujet des « infrastructures qui menacent de tomber en ruine ». Les décideurs municipaux, provinciaux et fédéraux sont confrontés à des choix difficiles, et possiblement à d’énormes factures, en matière de mesures à prendre pour réparer les routes, les ponts et les viaducs vieillissants et en fin de vie utile.

Cette crise des infrastructures devrait servir de mise en garde aux propriétaires de stationnements, tant publics

que privés. Comme n’importe quel élément d’infrastructure, votre parc de stationnement étagé requiert de l’entretien et des réparations de routine en cours de vie. Il est facile de faire des économies de bout de chandelle. Différer (ou ignorer) l’entretien de routine conduira inévitablement à beaucoup plus de réparations coûteuses plus tard.

Mais la protection de votre investissement de stationnement ne se limite pas à l’entretien. Il est tout aussi important d’avoir un plan de gestion des actifs pour

exploiter, entretenir et peut-être même planifier le déclassement de vos actifs de stationnement à la fin de leur durée de vie utile. Un plan de gestion des actifs devrait graviter autour des caractéristiques spécifiques, des utilisations et des plans de chaque actif de stationnement, ainsi qu’autour de l’organisation qu’il appuie.

Il devrait également tenir compte des ressources disponibles pour gérer les actifs de stationnement à court terme, ainsi que des actifs de stationnement prévus pour les années suivantes.

ENTRETIEN DE VOTRE PARC DE STATIONNEMENT ÉTAGÉ Pour de nombreux propriétaires de stationnement, l’entretien peut être un concept difficile à cerner. Comme un exploitant de longue date m’a déjà dit : « Je sais que je suis censé ramasser les déchets, balayer les vestibules d’ascenseur et éponger les déversements, mais y a-t-il d’autres éléments d’entretien que j’oublie peut-être? » En fait, un plan d’entretien est beaucoup plus qu’un nettoyage ponctuel. Il s’agit d’une stratégie globale visant à maintenir un parc de stationnement étagé fonctionnel et structurellement sain. Bien sûr, l’objectif principal est d’éviter la dégradation structurale d’un actif de stationnement, mais les plans d’entretien peuvent également aider les parcs de stationnement à atteindre un niveau d’efficacité optimal.

Entretien physique Que comporte un plan d’entretien? Les éléments les plus évidents sont le balayage régulier et le nettoyage à haute pression des planchers deux fois par année, le vidage des bacs à ordures et le lavage des vitres. Mais il y a également d’autres éléments très importants. Ils comprennent le remplacement des lumières du parc de stationnement, la peinture des murs et des plafonds, l’enlèvement de la neige et l’entretien des terrains. Tous ces éléments contribuent à garder le stationnement fonctionnellement et structurellement sain.

L’entretien des systèmes Deux domaines sont particulièrement importants lorsqu’il s’agit d’entretien : les systèmes électriques et les systèmes mécaniques. Les systèmes électriques incluent les ampoules, la signalisation de sortie, les prises de courant, les panneaux électriques, les tubes isolants, les génératrices et les systèmes automatisés du bâtiment. Les garages d’aujourd’hui sont beaucoup plus avancés sur le plan technologique que ceux du passé et les systèmes électriques, parfois complexes, sont essentiels au fonctionnement sans heurt du parc de stationnement. Non seulement l’entretien régulier

de ces systèmes garantit que le garage fonctionnera comme il se doit, mais bon nombre de ces éléments, en particulier l’éclairage et l’équipement d’orientation, contribuent à la sécurité et à l’expérience globale de stationnement des clients. Il est essentiel de mettre en œuvre un calendrier d’entretien pour s’assurer que tous les systèmes électriques fonctionnent correctement.

Mécanique Les systèmes mécaniques sont tout aussi importants.

Les ascenseurs, les systèmes de chauffage, de ventilation et de refroidissement, la protection contre les incendies, les systèmes de fonte de la neige, les séparateurs eau-pétrole, les conduites d’air, les portes basculantes, les systèmes automatisés du bâtiment, l’accès au stationnement et les systèmes de contrôle des recettes sont tous des éléments opérationnels essentiels d’un parc de stationnement.

Il est important d’avoir un calendrier régulier, autant pour les inspections que pour l’entretien, pour s’assurer que les systèmes fonctionnent à pleine capacité. Dans le cas des conduites d’air, des essais sous pression devraient régulièrement être effectués pour s’assurer qu’ils fonctionnent correctement en cas d’incendie.

En plus de ces éléments d’entretien opérationnel, il y a également de nombreux éléments d’entretien préventif structurel qui doivent être respectés. Par exemple, des fissures dans les surfaces en béton doivent être scellées avant que le sel ne s’y infiltre et y provoque la corrosion de l’armature d’acier, dont l’expansion cause d’importants dommages. En général, les joints d’étanchéité devraient être régulièrement remplacés : les mastics hydrofuges tous les 7 à 10 ans et les mastics architecturaux tous les 15 à 20 ans.

De même, les mastics appliqués sur la surface des planchers devraient être renouvelés tous les 5 à 7 ans et couches de roulement devraient être refaites tous les 5 à 10 ans, ou lorsque l’on remarque de l’usure. Les joints de dilatation doivent également être remplacés s’ils sont déchirés et les matériaux de surface doivent être réparés s’ils sont endommagés.

Enfin, l’acier de structure devrait être peint selon un échéancier régulier pour prévenir la rouille, et des inspections complètes devraient régulièrement être effectuées afin de rechercher d’autres problèmes potentiels.

Prévention L’importance de ces initiatives d’entretien préventif ne saurait être surestimée. Trop souvent, les propriétaires et les exploitants les ignorent jusqu’à ce qu’il soit trop tard et que de coûteuses réparations soient nécessaires.

Il s’agit souvent d’une question de perception de coût, mais le prix de la réparation dépasse largement le coût de la mise en œuvre d’un plan d’entretien complet.

Aussi important qu’un programme d’entretien programmé puisse être, il n’est en définitive qu’un élément d’un plan de gestion des actifs. Les propriétaires n’ayant pas mis en place de plans d’entretien ne sont souvent pas à la hauteur. Comme nous l’avons indiqué précédemment, un plan de gestion des actifs est un plan financier à long terme du propriétaire pour le maintien des actifs de ses stationnements. Les plans de gestion des actifs ne sont pas normalisés. Ils sont plutôt développés autour des caractéristiques spécifiques, des utilisations et des plans de chaque actif de stationnement. Le plan fournira également des stratégies à court et à long terme pour l’obtention et la mise de côté des capitaux nécessaires au maintien et à la réparation de l’actif et même à sa construction si un nouveau parc est à l’étude.

L’idée du plan de gestion des actifs est d’être proactif plutôt que réactif. La pire chose qu’un propriétaire ou un exploitant puisse faire est de laisser faire en espérant que rien n’ira mal ou ne brisera dans un parc de stationnement. Au moment où les propriétaires et les exploitants prêtent attention aux questions d’entretien, le mal est fait et le coût pour y remédier est exponentiellement plus élevé. Les dommages sont parfois si graves que les réparations ne sont même pas rentables. Le Tableau 1 montre à quel point la gestion de la détérioration (par le biais d’un plan de gestion des actifs) prolonge la vie d’un parc de stationnement et réduit les coûts de réparation par rapport à la détérioration non gérée (report de l’entretien et de la planification opérationnelle).

Alors, que comporte exactement un plan de gestion des actifs? Un plan complet compte cinq éléments principaux : la budgétisation, l’entretien et les réparations, la planification de l’avenir et la programmation de la continuité.

La budgétisation est la première étape essentielle d’un plan de gestion des actifs.

Les gestionnaires de systèmes de stationnement ont besoin d’un outil de planification et de budgétisation efficace pour bien gérer, entretenir et réparer leurs actifs de stationnement. Ils doivent être en mesure d’anticiper à la fois les coûts réels et les capitaux disponibles au cours de la période couverte par le plan et ils ne peuvent pas compter sur l’expérience budgétaire passée pour déterminer ces besoins. Comme pour toutes les entreprises, certaines années sont bonnes et d’autres le sont moins. TERRY DWYER Si vous êtes un enfant, vous aimez la neige. Elle offre la promesse de congés scolaires et elle transforme l’extérieur en un monde merveilleux, magique et gelé. Si vous êtes un adulte, il est probable que vous en ayez un point de vue très différent. Vous croyez que c’est une nuisance qui rend la conduite et le stationnement presque impossibles. Terry Dwyer, directeur des ventes nord-américaines pour Trecan Combustion ltée, le comprend. Son entreprise a pour mission d’éliminer les maux de tête causés par la neige.

Basée à Halifax, en Nouvelle-Écosse, l’entreprise conçoit et fabrique des fondeuses à neige sur mesure.

Désirant se consacrer à l’innovation, elle a développé une nouvelle fondeuse portable pour l’industrie du stationnement et elle conçoit actuellement une fondeuse à neige pour usage sur les pistes cyclables et les sentiers de randonnée. Monsieur Dwyer se dit satisfait de son travail comme directeur des ventes pour Trecan. « Ma récompense, c’est d’aider les clients à réaliser des économies de coûts afin de rentabiliser les terrains de stationnement plus rapidement et de préserver leur source de revenus », commente-t-il.

Les plus gros clients de Trecan sont les aéroports, les municipalités et des établissements privés comme des centres commerciaux, des hôpitaux et des universités. L’équipement pour faire fondre la neige est fabriqué sur mesure dans l’usine de l’entreprise située à Halifax et il faut compter de trois à quatre mois mois entre le moment de conception et celui de l’installation. Les plus gros clients de Trecan se trouvent aux États-Unis, au Canada et en Russie et près de la moitié œuvrent dans l’industrie du stationnement.

Terry Dwyer attribue certains des succès de Trecan à son adhésion à l’Association canadienne du stationnement. « Nous assistons aux salons professionnels de l’ACS depuis que je travaille pour la compagnie », fait-il remarquer. « Il s’agit d’une excellente occasion de réseautage ». Il note également que la publicité dans Parker Magazine apporte à Trecan des clients qu’elle ne pourrait pas obtenir autrement.

En outre, l’ACS s’est avérée très précieuse pour Trecan. « Nous avons rencontré bon nombre de nos clients par l’intermédiaire de l’ACS », mentionne-t-il.

Né à New Waterford, communauté côtière de l’île du Cap-Breton en Nouvelle-Écosse, Terry Dwyer a appris à plonger à l’âge de 15 ans, et dès l’âge de 16 ans, il a démarré sa première entreprise de plongée en dégageant les hélices des cordages et des filets pour les pêcheurs locaux. Il a travaillé pendant cinq ans pour une entreprise de chasse au trésor, puis trente ans dans l’industrie canadienne de la plongée sousmarine. En 1992, il a reçu une Mention élogieuse pour

un acte de bravoure lors d’un sauvetage et en 1994, il a fondé l’Association de plongée sous-marine de la Nouvelle-Écosse.

En 1995, son entreprise de plongée Deep Star a été sélectionnée par Lightstorm Entertainment (James Cameron) pour fournir des services d’appui aux opérations de plongée du film « Titanic », dont certaines scènes ont été tournées en Nouvelle-Écosse.

Depuis lors, il a travaillé sur certains des films les plus remarquables d’Hollywood, dont « K-19 The Widowmaker » (Harrison Ford et Liam Neeson); « The Shipping News » (Kevin Spacey et Julianne Moore); « The Weight of Water » (Sean Penn et Elizabeth Hurley) et « Deeply » (Kathy Bates et Kirsten Dunst).

En 1997, en reconnaissance de son apport exceptionnel à la plongée sous-marine en NouvelleÉcosse, The Sports Network (TSN) lui a décerné le Spirit of the Sport Award. Il a écrit et publié de nombreux articles sur le tourisme de plongée, les épaves et la plongée près des épaves en NouvelleÉcosse, et il est l’une des plus grands experts de l’île Saint-Paul. Il est aussi vidéographe et photographe sous-marin professionnel. Son premier livre Wreck Hunter – The Quest For Lost Shipwrecks, paru en 2004, en est à sa seconde édition avec plus de 3000 exemplaires vendus.

En octobre 2005, il a été élu « membre international » du prestigieux Explorers Club. Terry Dwyer a également été consultant à l’équipement de la GRC, de divers corps policiers, de services d’incendie et de nombreux autres corps et organismes fédéraux et provinciaux.

Lorsqu’il ne fait pas fondre la neige, Terry Dwyer se consacre depuis 35 ans à l’industrie de la plongée récréative, commerciale et scientifique. Accompagné de son épouse Suzie, il exploite Wreck Hunter Incorporated, Spanish Ship Bay, une compagnie d’exploration d’épaves en Nouvelle-Écosse et, plus récemment, a lancé la Shipwreck School pour enseigner aux gens comment trouver les épaves. Il organise des expéditions privées et des projets de recherche d’épaves partout en Nouvelle-Écosse et à Terre-Neuve. n

La force de l’Association canadienne du stationnement repose dans son effectif. Pour les actifs de stationnement ayant des cycles de vie à long terme, le plan de gestion de l’actif se doit d’établir un budget et un échéancier pour l’entretien, ainsi que des plans opérationnels facilitant cet entretien. Comment pouvez-vous fournir un service maximal aux clients lorsque des travaux sont effectués? Comment planifiez-vous les travaux afin de minimiser l’impact sur les clients?

Un plan apporte un éventail de différents bénéfices. Il permet de minimiser les surprises d’ordre financier; de réduire les surprises liées à l’exploitation; de réduire la durée d’indisponibilité des installations, ce qui améliore bien entendu la rentabilité; de mettre les propriétaires et les exploitants dans une meilleure position pour rivaliser pour un montant limité de dollars ou de s’assurer des programmes d’aide; et garantir la continuité du programme.

Et quels genres de travaux seront-ils inclus dans le plan? Les propriétaires et les exploitants doivent être en mesure de prédire avec précision quels types de réparations seront nécessaires à l’avenir. Il ne suffit pas de comprendre l’état de l’actif lorsque le plan de gestion des actifs est en cours d’élaboration; les propriétaires et les exploitants doivent également être en mesure de prédire l’état chaque année du plan. De cette façon, ils peuvent mettre en œuvre des stratégies de prévention de bris de systèmes, d’équipement et de structure avant qu’ils ne surviennent. Les coûts en équipement peuvent être sensiblement plus élevés, mais ils sont souvent compensés par les économies réalisées sur les frais d’exploitation. Par contre, il est impératif de faire le choix de la technologie la plus fiable et adaptée aux besoins spécifiques du stationnement. Beaucoup d’administrateurs cherchent la solution miracle, un système clé en main qui règlerait tous les problèmes comme par magie, sans au préalable s’interroger sur leurs besoins actuels et futurs.

Il permet un service à la clientèle personnalisé qu’aucun guichet automatique – du moins dans l’état actuel de la technologie – ne pourra remplacer : le fait d’accueillir les visiteurs avec le sourire!

La gestion du parc de stationnement à l’interne peut permettre un meilleur contrôle sur les ressources humaines, financières et techniques, et s’avérer ainsi, en première analyse, plus économique. Cette solution peut sans doute être avantageuse pour les infrastructures qui n’ont pas à gérer un fort volume de véhicules, ou pour des stationnements dédiés uniquement à des clients mensuels. Dans les autres cas de figure cependant, il faut avoir à l’esprit qu’une équipe interne pourra difficilement cumuler les compétences, les connaissances, le savoir-faire et l’expertise d’un sous-traitant reconnu. Il faut à tout prix éviter le piège de penser économiser sur les coûts d’exploitation

Pour faire un choix éclairé, il peut être utile de se demander si l’organisation possède à l’interne les compétences nécessaires pour : • Offrir la même qualité de service dans le stationnement qu’ailleurs dans l’organisation.

• Déployer tous les efforts et initiatives pour capter toutes les opportunités de revenus.

Les données qu’on peut extraire de nos systèmes sont une arme à double tranchant… Elles peuvent fournir un portrait très utile des activités, mais cela nécessite des ressources, tant humaines que financières, pour les extraire, les visualiser, les analyser et les transformer en données probantes en appui aux décisions de l’entreprise.

• Acquérir les meilleurs équipements disponibles correspondant à leur propre réalité.

Les données : une ressource à harnacher Au fur et à mesure que les nouvelles technologies sont implantées, les données fines s’accumulent dans les bases de données des administrateurs de stationnements. Trop souvent cependant, le personnel ne possède pas la compétence nécessaire pour transformer ce matériau brut en information décisionnelle.

Quels que soient les équipements de contrôle utilisés, ceux-ci emmagasinent, à différents degrés, des informations sur les usagers du stationnement, leurs habitudes et leurs besoins qui, si elles sont bien analysées et exploitées, permettent d’améliorer le service à la clientèle et d’optimiser l’exploitation du stationnement.

Un bon système de gestion des données peut fournir un portrait détaillé de la situation du stationnement et assurer l’exactitude, la cohérence et la rapidité d’accès aux données historiques. Il peut accomplir presque instantanément de nombreuses tâches, autrefois très coûteuses en temps et en ressources.

Notamment : • Analyse de l’occupation à la minute; • Analyse de la structure tarifaire; • Modélisation de nouvelles structures tarifaires et mesure des impacts; • Maximisation de la rentabilité; • Gestion du rendement.

Les données concernant le taux de roulement, l’occupation des places, la durée des périodes de stationnement et les méthodes de paiement utilisées par les clients permettent d’apporter des améliorations continues aux activités et installations : établissement des horaires de travail des caissiers et planification de périodes d’automatisation en fonction de l’achalandage, vérification des fraudes, identification des causes de pertes de revenus.

L’analyse des données permet également de produire des rapports de gestion qui identifient les facteurs d’irrégularité et d’inefficience, ou encore fournissent de l’information utile sur les revenus. Par exemple : le nombre de places gratuites octroyées par les cadres de l’entreprise et la valeur de celles-ci, ou encore, la meilleure tarification à offrir en fonction de l’achalandage du stationnement.

Optimiser les ententes contractuelles Trop souvent, quand un parc de stationnement est géré par une entreprise sous-traitante, les ententes contractuelles consistent en un court document qui ne mentionne pas les normes de performance, les responsabilités de chacune des parties,

Il est essentiel que les contrats précisent toutes les responsabilités et obligations des différents intervenants, les propriétaires et les gestionnaires, mais également entre les autres parties impliquées. Il s’avère nécessaire de concevoir et de moduler la structure de rémunération du sous-traitant avec le donneur d’ouvrage.

Le stationnement intelligent : pas juste une affaire de technologie Nous entrons dans l’ère de la « ville intelligente ». La ville intelligente utilise les technologies de l’information et de la communication (TIC) pour améliorer, entre autres, la qualité des services urbains ou encore réduire ses coûts.

Le stationnement intelligent est un élément clé de ce concept émergent.

Grâce à l’avancée rapide des technologies « intelligentes », on peut générer de nouvelles efficiences, mieux contrôler les revenus et les dépenses et améliorer le service à la clientèle. Les municipalités misent de plus en plus sur des politiques qui limitent le stationnement gratuit sur rue, et se fient souvent au secteur privé pour combler ce vide.

Certains stationnements tentent de leur côté l’élimination des barrières ou tentent de les intégrer à des solutions technologiques de lecture automatique de plaques d’immatriculation (LAPI) afin d’éliminer les goulots d’étranglement aux entrées et sorties. L’implantation de cette technologie décollera vraiment d’ici 5 ans 4 selon certains experts , une fois les causés par les intempéries et les mauvais payeurs solutionnés.

Les villes s’intéressent de leur côté à des solutions qui permettraient aux automobilistes, grâce à un réseau des capteurs communicants installés dans la chaussée, de connaitre en temps réel les places de stationnement libres, ainsi que les tarifs. Les informations qui seront affichées via les panneaux à messages

variables (PMV), téléphones portables et GPS, permettent d’informer et de guider l’automobiliste et de lui apporter des services complémentaires (ex.: localiser sa voiture stationnée).

Le stationnement de demain sera donc intelligent : utilisation des avancées technologiques pour favoriser la fluidité des déplacements (dans bien des cas, avec un accent mis sur la fourniture d’avantages pour véhicules électriques comme des bornes de recharge) et des paiements (par téléphone intelligent), développement d’applications avec l’information sur les espaces disponibles en temps réel et permettant la réservation, entre autres.

Le stationnement de demain, pour être vraiment « intelligent » sera respectueux de son environnement. Déjà les initiatives d’infrastructures de stationnement vertes se multiplient. Par exemple, l’université Rutgers du New Jersey a couvert un de ses parcs de stationnement avec des panneaux solaires qui génèrent 1,4 mégawatt d’électricité et réduisent les émissions de carbone de l’université de 1200 tonnes par année. L’institution épargne ainsi 220 000$ par année en coûts d’électricité.

Le stationnement de demain demande à être pensé et planifié dès aujourd’hui.

Une organisation soucieuse d’un service à la clientèle hors pair et d’un rendement financier élevé saura tirer le meilleur parti possible des nouvelles technologies et élaborera les meilleurs processus internes de gestion conformément aux meilleures pratiques de l’industrie.

Conclusion La gestion du stationnement : vers une complexité grandissante poussée par la concurrence, les politiques publiques et les avancées technologiques D’ici à 2019, les revenus du marché mondial de la gestion du stationnement (équipements, systèmes et services) devraient pratiquement doubler par rapport à 2014, passant de 5 milliards de dollars US à un peu plus de 9 milliards de 5 dollars selon la firme de recherche Markets and Markets.

Cette croissance rapide sera due à une augmentation constante du nombre de véhicules sur les routes, combinée à la

volonté des autorités compétentes de diminuer les incidences de la congestion automobile sur l’environnement, entre autres en réduisant significativement la disponibilité du stationnement gratuit sur rue.

Ajoutez à cela les avancées technologiques faisant miroiter des solutions de stationnement « intelligent » qui favoriseront la fluidité et la commodité de l’expérience de stationnement, et vous obtenez un secteur d’activité qui atteindra un haut niveau de complexité et nécessitera une expertise de plus en plus pointue. À la belle époque du « tout à l’automobile », le parc de stationnement était avant tout un espace utilitaire dont l’étendue représentait un avantage concurrentiel. LE NOUVEAU PARC DE STATIONNEMENT DU QUARTIER GLEBE A QUELQUE CHOSE À OFFRIR À TOUT LE MONDE Par Doug Robertson

E

n avril 2013, lorsque le conseil municipal d’Ottawa a demandé au personnel des services de stationnement de construire un nouveau parc de stationnement sur le site d’une aire de surface au 170, deuxième Avenue, dans la zone d’amélioration commerciale du Glebe, aucun détail contraignant précis n’avait été imposé outre les restrictions liées au site. Mais certaines choses étaient déjà tenues pour acquises.

Il y avait peu de doute que la conception finale refléterait de manière retentissante les grandes valeurs environnementales de la collectivité et qu’une vaste consultation populaire constituerait la pierre angulaire pour déterminer la conception du parc. Le projet devait également être compatible avec notre stratégie municipale de gestion du stationnement et assurer une offre de stationnement public abordable, sûre, accessible, pratique et attrayante, avec des services de stationnement à court terme pour soutenir les entreprises, les institutions et le tourisme locaux. Et, tandis que toutes les parties impliquées partageaient une détermination à construire quelque chose d’extraordinaire que d’autres seraient tentés de reproduire, je pense que chacun et chacune de nous sont particulièrement enthousiastes à propos du processus ouvert, participatif et communautaire de conception qui a été suivi.

La construction a commencé en janvier 2015 et le nouveau parc durable a ouvert ses portes en grande pompe le 25 novembre 2015.

Le Glebe est un quartier d’Ottawa bien établi et le parc de stationnement est conforme au caractère unique et à la culture des gens qui vivent dans cette communauté. Construit au cœur du Glebe, le parc est un véritable amalgame de fonctionnalité, d’art et de rétroaction de la collectivité. Il a été conçu comme un point d’entrée dans la communauté du Glebe et il est situé près de la Place TD, un stade de sport et de divertissement de 24 000 sièges récemment rénové. Entouré de nouveaux magasins au parc Lansdowne, sur les rives du canal Rideau, le stade est le domicile de l’équipe de football Rouge et Noir d’Ottawa. Avec un budget de 9,5 millions de dollars, le parc a été construit pour résoudre la question de l’augmentation de la demande pour le stationnement et fonctionner comme un « centre de mobilité » pour le quartier. Que vous voyagiez en vélo ou en voiture, la nouvelle structure dispose d’options de stationnement pour les divers membres de la communauté et elle est un lieu de destination mémorable comptant 146 places de stationnement.

Un principe clé dans la conception du parc était qu’il devait être très attrayant pour les gens de la collectivité, et pas seulement un endroit pour garer sa voiture. Les résidents et les représentants d’entreprises du Glebe voulaient quelque chose d’unique qui ne ressemblait pas aux maisons de briques rouges et brunes du coin, dont beaucoup ont été construites dans les années 1900. Le garage intègre art public, terrasse publique et espaces pour événements, deux stations de recharge pour véhicules électriques, un grand stationnement pour vélo ainsi qu’une station de réparation de vélo et une fontaine d’eau potable en saison. Contrairement à de nombreux parcs, il est ouvert, aéré et lumineux, il comporte des escaliers avec fenêtres et une façade ventilée. En accord avec les commentaires des intervenants, deux mini-parcs aménagés procurent des zones où la population peut s’asseoir au soleil ou à l’ombre pour discuter ou dîner ensemble. La disposition des lieux permet également à la plus grande partie du premier étage d’être utilisée pour des événements communautaires sans empêcher l’accès aux étages supérieurs. Des événements comme le « marché du vélo usagé », qui a lieu chaque année pendant la grande vente de garage du

Glebe, bien connue partout à Ottawa, ont été spécifiquement pris en compte dans la conception du parc.

La conception traditionnelle de rampe choisie assure une circulation facilitée des véhicules et un parcours simple pour les clients. Les conducteurs ont une vue directe sur chaque espace de stationnement disponible sans avoir à conduire dans une allée sans issue ou à sens unique. Le système de guidage de stationnement utilise également des capteurs spatiaux simples, deux panneaux de commande maîtres et une signalisation de plancher qui vous permettent de savoir exactement où se trouvent les espaces disponibles. Une station commode permet d’utiliser gratuitement une pompe à air pour inciter les conducteurs à s’assurer que leurs pneus sont correctement gonflés et une station de lavage de vitres pour promouvoir des vitres propres et sécuritaires, surtout pendant l’hiver. Des espaces sont réservés pour les voitures partagées et de covoiturage et les véhicules à faible émission.

Un élément très important est l’intégration de l’art dans le garage, une caractéristique créative qui agit également comme un système passif qui permet de trouver sa voiture aussi facilement que possible et qui utilise des signaux d’étage artistiques à thème à la place des piliers numérotés ou lettrés. Les couleurs et les thèmes imitent le décor naturel du quartier. Le Glebe étant entouré par quatre plans d’eau distincts (le canal Rideau, le lac Dows, le ruisseau Browns et le ruisseau Patterson), l’artiste local, Christopher Griffin, a utilisé le béton comme toile de fond pour intégrer ces plans d’eau dans la conception. L’imagerie de direction est combinée avec la couleur et les éléments artistiques : chaque étage dispose d’un ensemble unique d’images, y compris des poissons, des oiseaux, des amphibiens, des reptiles et des animaux. Donc, comme le maire d’Ottawa, Jim Watson, a noté au cours de la cérémonie d’ouverture : « Au lieu de se souvenir de s’être garé au troisième étage, section A, on se souvient plutôt que l’auto est à l’étage du ruisseau Patterson, troisième grenouille à droite. »

Un effort important a été fait pour rendre le parc aussi « écologique » que possible et il s’agit du premier parc pour lequel la ville d’Ottawa veut obtenir la certification « Green Garage » (garage vert) auprès du Green Parking Council. La certification « Green Garage » est le seul système de notation au monde à définir et à reconnaître des pratiques durables dans la gestion, la programmation, la conception et la technologie des structures de stationnement. L’efficacité et le rendement énergétique accrus, ainsi que la réduction des incidences sur l’environnement s’expliquent en partie par les panneaux solaires installés sur le toit dans le cadre du programme Microfit en matière d’énergie solaire. Les panneaux généreront de l’électricité propre ainsi que des revenus pour la ville en alimentant le réseau d’Hydro. En moyenne, 45 kilowatts-heures par jour seront générés, ce qui est suffisant pour alimenter un ménage pendant 24 heures. Cela compensera l’électricité consommée dans les stations de recharge de véhicules électriques.

Des horodateurs ont été choisis comme système de contrôle des paiements, ou les clients peuvent payer au moyen de leur téléphone (PayByPhone). Le parc est ouvert en tout temps. Les frais de stationnement horaires ne s’appliquent qu’entre 8 h et minuit. La durée de stationnement limite est de deux heures aux premier et deuxième étages pour assurer un accès au stationnement de courte durée. Conformément à la stratégie municipale de gestion du stationnement, cette priorité de stationnement de courte durée a pour but de soutenir les entreprises locales. Les troisième et quatrième étages servent à accueillir les clients horaires de jour et les détenteurs de permis. Les deuxième et troisième étages comportent également six places pour motos à demi-taux.

Le nouveau parc du Glebe permet d’éliminer toute perception potentielle que le stationnement est difficile à trouver dans la région et procure un endroit intéressant, écologique et accueillant pour se garer et magasiner dans les commerces locaux de ce centre d’affaires prospère. n Doug Robertson, directeur des services de stationnement, ville d’Ottawa

LES MEILLEURES PRATIQUES POUR LA SÉCURISATION DES PARCS DE STATIONNEMENT Par John Mosebar

L’industrie du stationnement évolue rapidement pour limiter ses coûts, principalement par la création de parcs sans personnel grâce à l’automatisation des processus de paiement et de billetterie. Combinez cela à un grand nombre de clients et de véhicules dans des sites facilement accessibles et il est facile de voir pourquoi les stationnements et les garages peuvent devenir très attrayants pour les criminels.

Les crimes vont du vol de biens et de véhicules à des agressions violentes contre les clients. Heureusement, presque tous les propriétaires et exploitants de stationnements ressentent un besoin très réel de protéger leurs clients. La sécurité est également un enjeu important chez les conducteurs. Des enquêtes montrent qu’un tiers des répondants cite la sécurité comme étant un facteur majeur lorsque vient le temps de choisir un endroit pour stationner son véhicule.

Assurer la sécurité est devenu plus facile, avec des procédures et des outils éprouvés. Mais il n’existe pas de plan de sécurité unique, puisque les parcs de stationnement varient énormément en taille, en type et en emplacement. Pour un exploitant de stationnement, le processus devrait commencer par le choix d’un intégrateur de sécurité ayant une expérience reconnue en sécurisation des sites de stationnement.

OUTILS DE SÉCURITÉ ÉVALUATION TOUS RISQUES — Ne dépensez pas d’argent sur la sécurité avant d’avoir analysé les forces et les faiblesses du site. Évaluez le quartier environnant et la configuration de la circulation. Notez les routines quotidiennes des clients.

Identifiez les zones dangereuses, comme les lots éloignés, les escaliers et les ascenseurs des parcs. Ces vérifications préalables contribuent à la création d’un plan pour attribuer l’argent au bon équipement, à l’endroit où il est le plus nécessaire.

Maintenant, voici un aperçu de certaines de meilleures solutions de sécurité actuelles.

SYSTÈMES D’INTERPHONE AUDIO — Interphone audio installé à l’entrée/à la sortie des barrières et des distributrices de billets, offrant une communication bidirectionnelle instantanée avec un garde de sécurité hors site ou un exploitant de site.

POSTES DE SECOURS — Bien que la plupart des utilisateurs de stationnement aient avec eux leurs propres téléphones mobiles, on ne peut se fier à ces appareils dans de nombreuses structures souterraines ou de béton, voire même à l’extérieur dans des conditions météorologiques difficiles. Les téléphones mobiles sont également souvent la première cible des voleurs.

Les tours d’urgence, les boîtes à montage mural ou les stations encastrées sont efficaces lorsque placées dans les garages et les plus gros stationnements.

Ces installations offrent une assistance audio immédiate aux visiteurs et aident les exploitants à évaluer une situation d’urgence. Elles peuvent également être intégrées à un système de surveillance vidéo existant. Certaines tours et boîtes d’urgence sont équipées de caméras intégrées pour fournir de l’information visuelle supplémentaire au personnel de sécurité. Ces stations devraient être installées dans des zones bien éclairées et fréquentées par les piétons, pour les rendre faciles à repérer et pour dissuader les criminels.

Ces unités peuvent également diffuser les messages d’urgence des exploitants de stationnement ou du personnel de sécurité, ainsi qu’offrir la possibilité de déverrouiller à distance les portes de secours pour en donner l’accès aux employés de l’exploitant ou aux premiers répondants.

Voici l’expérience d’un stationnement de Halifax qui a ajouté des stations de communication d’urgence. Les exploitants du parc, sans employé, réparti sur huit étages et offrant 700 espaces de stationnement, voulaient avoir la possibilité de recevoir des appels d’assistance et d’y répondre simultanément.

Comme la plupart des terrains et des structures de stationnement, cet emplacement ne possédait pas de lignes téléphoniques.

L’intégrateur de sécurité a guidé l’exploitant vers un système câblé allant de chaque station d’appel d’urgence à la principale salle de contrôle. Le défi pour l’intégrateur a été de passer un câble dans une structure datant de 40 ans, dans laquelle il y avait peu de conduites. De plus, le garage était ouvert en tout temps et l’installation ne devait pas nuire aux opérations. Le travail a nécessité une coordination étroite avec le parc de stationnement étagé, mais a apporté un meilleur niveau de sécurité aux usagers du stationnement.

CONTRÔLE DES ACCÈS — Les cartes d’accès offrent la possibilité aux détenteurs de permis mensuels d’ouvrir des barrières d’entrée et de sortie spéciales. Un système d’accès permet également aux exploitants de savoir quels sont les véhicules d’usagers mensuels présents lors d’une situation d’urgence. Limiter les l’accès des piétons aux barrières d’entrée/de sortie et à une autre entrée. Verrouiller tous les autres points d’accès de l’extérieur et installer un clavier ou un lecteur de carte. Cela permet d’économiser le coût de changement des serrures chaque fois que les clés sont perdues ou volées.

LA SURVEILLANCE VIDÉO — Les caméras de surveillance placées à différents points d’un parc de stationnement ou d’un garage peuvent transmettre une image vidéo en direct, en temps réel, pour aider le personnel de sécurité à repérer des problèmes potentiels ou réels et à prendre des mesures avant qu’ils n’évoluent. Mais il faut être réaliste, peu d’exploitants de stationnement peuvent se permettre d’avoir du personnel de surveillance dédié. Les enregistrements vidéo peuvent être utilisés pour aider à résoudre les agressions, les vols, les rapports d’accidents et d’autres événements après le fait.

Il peut être judicieux d’enregistrer en continu pendant la journée lorsque les lieux sont fréquentés. Pendant la nuit ou d’autres périodes calmes, l’enregistrement peut être déclenché par des détecteurs de mouvement ou des systèmes d’analyse intégrés aux caméras.

Travaillez avec des professionnels de la sécurité pour choisir des caméras capables de fournir une image vidéo claire dans des conditions d’éclairage variables, en particulier pour les parcs extérieurs. Assurez-vous également d’avoir assez de caméras, placées correctement pour éviter les angles morts.

Rendez les caméras faciles à repérer en les peignant de couleurs vives. Ayez un moniteur affichant toutes les entrées en direct et utilisez une signalisation annonçant que le site est sous surveillance vidéo en tout temps. Les caméras peuvent être l’un des moyens de dissuasion les plus importants contre la criminalité.

Les systèmes d’analyse peuvent aviser les exploitants lorsque des voitures demeurent sur le site plus longtemps que prévu et sont peut-être abandonnées, ou lorsque des voitures sont mal garées ou qu’elles se déplacent dans la mauvaise direction. D’autres systèmes d’analyse permettent aux exploitants de vastes stationnements d’utiliser des drones équipés de caméras afin d’obtenir des données en temps réel sur le décompte des véhicules, les flux de circulation ou d’autres enjeux spécifiques.

Une fois en place, tous les équipements de sécurité devraient être testés chaque mois pour en assurer le bon fonctionnement.

CONCEPTION ET ENTRETIEN La prévention du crime par l’aménagement du milieu — la PCAM offre des moyens relativement peu coûteux d’améliorer non seulement la sécurité, mais aussi l’ensemble des activités. Bon nombre de ces mesures seront identifiées au cours de l’évaluation tous risques.

L’éclairage est essentiel à la fois pour les stationnements et les structures. Les zones sombres aident les criminels à se dissimuler; les zones correctement éclairées les dissuadent. Mais soyez prudents, car l’excès de luminosité peut causer l’aveuglement et des problèmes de circulation lorsque les gens entrent sur le site ou le quitte lorsqu’il fait nuit.

La meilleure approche est celle d’un niveau d’éclairage uniforme sur l’ensemble du site ou de la structure.

Installez également une alimentation de secours prête à maintenir l’éclairage (et le fonctionnement des barrières) pendant une panne de courant.

Assurez-vous d’utiliser les éléments souples et inertes de l’aménagement (arbres, buissons, clôtures, barrières, bornes de protection) pour aider à restreindre ou à canaliser l’accès au site ou hors du site. En même temps, assurez-vous que ces éléments ne bloquent pas la vue du site à partir de la rue ou qu’ils ne soient utilisés comme refuge par les criminels.

ANALYSE VIDÉO — De nombreux exploitants de stationnement font ajouter des systèmes d’analyse à leurs systèmes d’enregistrement/de caméras. L’une des analyses les plus courantes se fait à l’aide d’un logiciel de lecture de la plaque d’immatriculation. Le système de lecture du numéro d’immatriculation (LPR) est utilisé pour détecter les véhicules et les compter lors de leur entrée et de leur sortie. En reliant une carte de crédit à un numéro de plaque d’immatriculation, les usagers mensuels pourraient éliminer la nécessité d’avoir une pièce d’identité physique.

Même la sécurité des piétons pourrait être améliorée en ne permettant pas aux barrières de s’abaisser lorsqu’une personne se trouve dans son chemin.

Des conducteurs ou des piétons perdus ou désorientés deviennent des cibles plus faciles pour les criminels. La signalisation aide les clients à localiser un stationnement supplémentaire, des sorties, des ascenseurs et des stations d’appel d’urgence. Assurez-vous que le message sur la signalisation est clair et cohérent. Utilisez des couleurs, des personnages ou d’autres modèles pour aider les clients à localiser leurs véhicules plus rapidement. L’objectif est de limiter la durée de la présence du client sur le site.

Certains sites de stationnement sont en train de tenter l’expérience de sections réservées aux femmes. Ces zones spéciales sont généralement situées près des sorties ou des ascenseurs afin que les femmes puissent quitter le site et revenir à leur véhicule plus rapidement.

Un établissement bien entretenu envoie le message que l’exploitant est sérieux en matière d’expérience et de sécurité de la clientèle. Cela suppose d’effacer les graffitis, de remplacer les lumières brûlées et de réparer les dommages causés par des accidents, le tout sans délai. Les criminels perçoivent un endroit propre et bien entretenu comme un signe que la sécurité est également prioritaire.

Sur les sites sans personnel, installez les stations de paiement dans des zones ouvertes et bien éclairées. De plus, des stations n’acceptant que les cartes de crédit peuvent accélérer le processus de paiement et réduire le besoin de liquidités, une autre tentation pour les criminels.

Travaillez en étroite collaboration avec la police locale. Depuis 2008, l’initiative pour des stationnements plus sécuritaires (Safer Parking Initiative), un partenariat entre le Service de police de Vancouver et une coalition de propriétaires/exploitants de stationnements et de groupes communautaires, a décerné des prix aux sites soucieux de la sécurité. Un site Web identifie ces installations primées et encourage les gens à s’y garer. Le programme a été élargi à Edmonton.
