Kerry Fraser was always known as one of the best referees in the National Hockey League, but he was better known for his immaculate coiffure. Now retired from reffing the big boys, Fraser was in Campbell River on Monday night to officiate the charity hockey match between the NHL Oldtimers and the local Law Enforcement club. The undermanned Law Enforcement team weren’t much of a match for the Oldtimers which included Hall of Famers Bryan Trottier and Glenn Anderson. Even a couple lopsided trades didn’t help the Cops who fell 17-12...or something like that. See more photos on Page A31.

BC Hydro crews were going flat out much of Monday to repair wind damage that caused power outages from south of Willow Point to north and west of Campbellton.

Wind gusting above 100 kilometres Sunday sent a tree crashing onto power lines downtown.

Campbell River Community Centre employees came to work Monday morning to find a cold and dark building.

The centre’s computer system was still idle Monday afternoon. The nearby Scotiabank was in the dark much of the day.

In all there were more than 25 outages across the city affecting more than 700 customers.

Residents of the Quinsam Indian Reserve were also in the dark.

Outages on Quadra and Cortes islands affected more than 2,000 customers on Monday. More than 500 customers were still without power on the islands on Tuesday.

The Sunday storm also forced cancellation of Campbell River to Quadra and Quadra to Cortes ferry sailings. Cancellations on the two routes continued into Tuesday.

A fire on Quadra Island that lit up the night sk y Sunday quickly caught the attention of Campbell River residents.

“We were getting lots of people calling from Campbell River,” said Sharon Clandening, fire chief of the Quadra Island Volunteer Fire Department.

About 30 firefighters from the Quadra department fought the blaze which started in a garage on Whiskey Point.

The garage, which is detached from the home, was destroyed in the blaze that kept crews busy until after midnight.

Clandening said although the homeowners were home at the time of the blaze, no one was injured and no one had to be evacuated as the fire was confined to the garage.

“Just the g arage burned and the garage is where it started,” Clandening said. “It was a detached garage, lucky for them.”

Clandening said the cause of the fire is still under investigation but added the blaze was not “weather related.”

There’s no ‘silver bullet’ to spur job action A who’s who of local business people will meet on Monday to discuss economic diversity BRIAN KIERAN CAMPBELL RIVER MIRROR

Campbell River’s economic movers and shakers are not anticipating a “silver bullet” miracle as they prepare to welcome Jobs Minister Pat Bell.

Bell is arriving in Campbell River on Monday to convene a BC Jobs Plan regional economic investment pilot project forum.

There is a sense of cautious optimism tempered by a recognition that jobs don’t grow on trees.

In fact, before the forum has even taken place Mayor Walter Jakeway is planning a second forum to nurture “the passion” he believes is percolating deeper in the business community.

He believes economic progress is not just about identifying one major project, it’s about “oceans of opportunity”...a theme he has adopted to guide him in his new job.

The one-day event, co-hosted by Rivercorp, will include representatives from local government, business, industry, First Nations and education.

Government’s goal is the creation of an inventory of potential projects and an action

plan detailing how “the provincial government will assist Campbell River in capitalizing on opportunities.”

Rivercorp CEO Vic Goodman says, “We want to see a concrete visible outcome. We will get a short list of projects that the people in the room agree are worthy of concentrated effort over the next 12 to 18 months.

“The projects will have as a goal job creation and the ability to be implemented within that period of time.

They will provide significant regional benefits and be projects that the provincial government has a lever to help move along.”

Jakeway says, “There are 65 people attending (the forum)...to me this is the white collars, all the right people, all the big business leaders. I hope we get four or five really good ideas that we can research.

“But, I want to have another (forum) two weeks later. I want to have the blue collar and the no collar people at the next one. That’s the small business people.

They are the people that have the cash and the passion.”

The mayor believes Campbell River needs to be developing and expanding its eco-

The Campbell River Chamber of Commerce has been helping build a network of community resources including: North Island Employment Foundations Society (NIEFS), North Island College and the Immigrant Welcome Centre It has also launched its Major Projects Portal, a website window of opportunity that showcases local businesses so that project proponents and their contractors can develop procurement strategies that take advantage of local services. The portal already includes more than 150 local business supplier profiles.

Executive Director Colleen Evans says: “So what the chamber brings to the table...is a partnership framework in place and demonstrated through the Major Projects Portal. Any project that is going to come into the community will have the advantage of having access to that established community framework.”

NIEFS CEO Doug Preston also brings workforce development to the table and he is upbeat about the forum. “The consultation being held in Campbell River in support of the BC Jobs Plan is a wonderful opportunity to partner directly with the provincial government,” he says.

At a recent Rotary Club meeting he came away with a number of ideas for projects including: Expansion of the Middle Point Industrial Park, an autism treatment centre to serve all B.C., a penitentiary, an expansion of the city’s boat building capacity, a multi-level seniors care centre, expansion of North Island College, a biomass research facility, and the list goes on.

As it happens Goodman says, “I am really excited about the list of projects that comes out of the session that don’t make the (government) short list. It will

help me get a real good window on the types of opportunities that are out there that people are talking about that we don’t get a chance to hear about.

“Some of these projects may be very attractive for us to pursue from an economic development stand point, but not necessarily be a particularly good fit to leverage through government.”

Forestry consultant Nigel Ross says, “It would be nice if there was a silver bullet that would attract and create investment in the community, but unfortunately there isn’t.

“There’s not an easy solution. It would be great if you could

attract a multi-million dollar plant to town, but it just doesn’t work that way.”

Ross, who is chair of the city’s Future of Forestry Task Force, adds, “Various government agencies are coming to Campbell River trying to find out if there are projects, business plans, opportunities that are in place and shelf ready.

“They aren’t going to be providing any funding to get these projects or businesses off the ground, but they want to know what they are and (determine if) government can help streamline the process.”

When he announced

the pilot project forum Bell said, “I have believed for some time that there is the poten tial for a high-speed second-growth sawmill somewhere on central or northern Vancouver Island.

“The second-growth timber resource that’s in the area is rap idly getting to a place where it is harvest able. I think it will be a very attractive place to build a new sawmill.”

Can the area support a new mill? Ross is cau tiously optimistic.

“There has been some forestry invest ment that has come to Campbell River ... and that’s a sign that things are looking better.”

Police are looking for the culprit who tried to rob a person who had just used a downtown bank machine.

The incident occurred Sunday, at 8:12 p.m., outside the CIBC bank branch on Shopper’s Row. According to RCMP, the victim had just withdrawn funds from the automated teller machine and was then confronted by a man. The suspect demanded all the money, but the victim refused, resulting in a scuffle between the two.

The suspect failed to get any money and then fled on foot. The suspect is described as an aboriginal man in his late 20s or early 30s. He stands about 5’6”, weighs

approximately 180 pounds, has facial hair and was wearing a white hooded pullover with a killer whale design on the front.

He was also wearing blue jeans and had his face covered with a white cloth.

Anyone with information is asked to call RCMP or Crime Stoppers.

Stolen truck found, four arrested

Four people were arrested after they were found travelling in a stolen pickup truck bearing stolen licence plates.

An RCMP officer spotted the stolen vehicle in Campbell River last Thursday around 8:10 p.m.

The while Ford F150 was reported stolen in Fort St. John while the licence plates were taken for another vehicle

in Tumbler Ridge.

The investigation into this matter continues with charges being recommended against three men and one woman.

On Friday, police received a report of a theft of pickup truck which had occurred at some point over the past week.

The vehicle is a 1997 Ford F150 with B.C. Licence CH0722. It had been parked on Roberts Reach, when the owner returned, he discovered it had been stolen.

The owner advised that the vehicle had a business placard on the drivers door which stated “Halland’s Power Washing.”

The investigator determined that the operator of a Mercury Sable braked for a pedestrian, lost control and crossed over the centre line striking a 2009 Nissan.

Roads at the time were very slippery and snow covered.

The first officer to arrive located a woman walking away from the crash scene, who confirmed that she had been the driver and lone occupant of the vehicle.

The officer detected signs of impairment and obtained a road side breath sample which resulted in a reading of fail. The vehicle, a 2008 Enclave, was found to be on fire requiring members of the Campbell River Fire Department to attend and extinguish it.

A charge of impaired driving is being recommended against the 41-yearold driver.

Bear cubs returned to the wild Twin cubs from CR also released from centre Orphaned black bear twins that captured the hearts of North Islanders are back roaming the woods near where they were found.

In fact, the bear enclosure at the North Island Wildlife Recovery Centre in Errington is no longer home to an entire group of young bear cubs.

That’s because volunteers were successful in releasing five more bear cubs from the facility last weekend.

The young cubs were admitted to the centre last spring, and were finally released back into the wild on Saturday.

The bears now out exploring the wilderness include the set of twins from Port

McNeill whose mother had been killed by a vehicle on the highway.

Others include a second set of twins from the Campbell River area whose mother had been shot by a hunter, and a single cub from the Port Alice area whose mom had to be euthanized after repeatedly coming into town.

All five cubs had been raised at the centre until they were old enough to be released.

All of them were sedated and examined by wildlife veterinarian Dr. Helen Schwantje before being cleared for release.

Conservation officers attended as well to eartag the cubs and transport them for release at two sites on the North Island.

It brings to 12 the number of releases for the season and leaves the facility with no cubs remaining in rehab.

Another mine bus hits ditch A Wilson’s Transportation bus on its way to pick up employees at NVI’s Myra Falls Mine went off the road Monday because of brutal road conditions.

Wilson’s General Manager Joe Jansen says he is concerned about the efficiency of road cleaning crews and he wants to explore some options to better manage the risks posed by bad weather.

Jansen says the bus did not roll and the driver was not injured.

He said one of the company’s long term drivers reported that driving conditions at the time were as horrible as he has ever seen.

The mishap was considered minor and the RCMP did not investigate. In mid-December 12 mine employees were injured, two seriously, when a Wilson’s bus rolled. “I’m concerned about the way that they (road crews) handle the cleaning of that road.

With the deadline looming for the city to adopt its official community plan, the Strathcona Regional District wasn’t able to support the document

at a board meeting Thursday.

The board agreed it didn’t have sufficient time to review the 384page document because the plan was added to the meeting’s agenda at the last minute.

“I would like to get

into a substantial discussion, but I haven’t had time to read it,” said Noba Anderson, Cortes Island director.

The plan, a 50-year vision for the community that sets policies to guide city council, needs to be adopted by

city council by the end of February in order for the city to be reimbursed for expenses accrued. The city is eligible for a $140,000 reimbursement from the Federation of Canadian Municipalities Green Municipal

Fund and a $20,000 grant from the Real Estate Foundation of British Columbia if the plan is adopted by Feb. 28.

“We can’t afford to bid farewell to $160,000,” Mayor Walter Jakeway told the regional

City council has already given the plan first and second reading and a public hearing is scheduled for Feb. 8, at 6:30 p.m.

However, a vote to rescind second reading was on Tuesday’s

council agenda in order for council to make minor changes to the draft plan. The city has allowed time for agencies, such as the regional district, Rivercorp, and the Chamber of Commerce to review and comment.

Intended cuts to Coast Guard centres will “put lives on the line” said Strathcona Regional District director Jim Abram, but Campbell River councillors aren’t so sure.

A b r a m , re g i o n a l director representing Quadra and the Discovery Islands, is fighting the federal government’s decision to reduce the number of coast guard officers on watch at Marine Communications and Traffic Services Centres starting this month.

The centres provide distress and safety communication, vessel traffic services and weather information – such as tsunami alerts – and are typically manned by three officers on 12-hour shifts, according to Abram.

The closest centre to Campbell River is at Cape Lazo in the Comox Valley.

Abram said if the cuts go through as planned, it will affect marine traffic throughout the region and put lives at risk.

“If one life were lost because of this proposal it would be worth it to make sure this doesn’t proceed,” Abram said at last Thursday’s regional district board meeting, “I’m sure the Coast Guard wouldn’t intentionally put lives on the line, but in the past, they have put lives on the line.”

Keith Ashfield, Minister of Fisheries and Oceans, denied the cuts will impact the wellbeing of mariners.

“Emergencies happen but it’s not like we are not going to have people on staff being there and able to handle the calls,” Ashfield told the Mirror. “I’m quite confident that this will work. We are not going to put people’s lives at risk.”

Abram urged his fellow board directors to support sending a resolution to the Association of Vancouver Island and Coastal Communities (AVICC) asking the association to consider petitioning the federal government to maintain current staff levels on watch at all five marine centres in B.C. But Campbell River councillor Mary Storry said she was unable to lend her support because she needed

more information.

“I wouldn’t feel comfortable going up and supporting this at the AVICC so I can’t support this now,” Storry said at Thursday’s regional district meeting. “I still can’t wrap my head around the fact that the Coast Guard would put our communities at risk.”

appropriate for the regional district to meddle in the Coast Guard’s operations.

“This resolution proposal is, to me, crossing the line and getting into the specifics of management,” Adams said. “This one goes a little too far for me to support.”

“I’m sure this will affect other governments and I’d like to see the Strathcona Regional District take the lead on something for once,” said Leigh, wh o, l i ke A b r a m

“It’s a dangerous area and any reduction of eyes and ears on the water for any Campbell River resident or tourist to the area is harmful and a bad decision,” she said.

Despite opposition from councillors Storry, Adams and Claire Moglove, Abram’s resolution

passed and will go before the Association of Vancouver Island Coastal Communities’ board.

The resolution will also be sponsored by the Gold River and Sayward councils. If the resolution is supported by the coastal communities board, it will then go to the Union of B.C. Municipalities and the Federation of

Canadian Municipalities.

“I’m extremely pleased it went through,” Abram said.

“The issue is the safety of the travelling public and Campbell River is trying to increase tourism and you don’t increase tourism by reducing safety services, it doesn’t make sense. It’s nonsensical.”

Our old lady of an arena needs help There’s a classic photo that appeared on the front page of one of the local papers, way back in the early 1970s when Strathcona Gardens Arena first opened. The photo We say: This time depicts a young lady, wearing a very revealing bikini, stretched out on the a professional ice surface, smiling so suggestively project manager at the photographer. It’s certainly eye-catching, but it’s certainly should be hired something your community newspaper wouldn’t repeat in this age.

What we do know now (let us hope the pretty lass

never did suffer from permanent frost bite scarring) is that after 40 years, that cute model could very well be a mother, even a grandmother, who in all likelihood doesn’t look the same and may have some other minor medical issues (we hope not).

In some ways, she’s just like our old arena. On the surface, the arena looks okay and the new lights certainly brighten up the old barn. However, if you closer, you’ll see the wrinkles: In this case the concrete surface on which the ice is made, cracked boards and other need-to-be-fixed items. We say it’s great the regional district, along with the support of

city council, is taking steps now to gussy-up this old lady of an arena. But we do have a major concern.

The recent upgrade of the Strathcona Gardens pool was a lengthy debacle that almost spelled the demise of the Killer Whales swim team. True, it’s now fixed but it didn’t need to take as long as it did and some of the blame must be placed on the regional district which chose to manage the project itself.

This time we suggest hiring a professional project C manager who will hold contractors accountable. We think such a move would save time and money which is something all taxpayers and users will support.

Good point: No justice The paltry penalty handed out by Judge Brian Sanderson to David Adcock is another example of how our courts dole out little more than a gentle slap on the wrist and act as no deterrent to incorrigibles.

Adcock is irresponsible and is unlikely to change: he consumes “around 10 beer” and decides to get on his motorbike and go ripping through the Beaver Forest lands in the middle of the night, with no helmet and no insurance; just what I expect all upstanding, responsible fathers to do.

It’s a shame he is the sole provider, but too bad, if stupid people do stupid things, they have to pay regardless; one would expect drastically better behaviour from a parent, particularly a “sole provider.”

His lawyer said he had been a good law abiding citizen; obviously not, he had three drunk driving convictions over 13 years, he is anything but. And how dare his lawyer be concerned that the officer’s actions were “highly dangerous and Adcock could have been killed.”

Is the irony there not laughable?

He was once again operating a motorized vehicle drunk, no helmet and no insurance, his actions could have easily led to his death, or someone else’s, let’s put the blame solely where it rests, with the moron who did this, not the police officer doing his job.

Clearly our court system isn’t going to try and stop him. Hang your head low in shame Judge Sanderson, with a such mild slap on the wrist, people will continue to break the law knowing that the judicial system will do nothing.

Environmentalism using good ol’ green backs

Federal Natural Resources Minister Joe Oliver set off a loud, but poorly informed debate as environmental hearings began into the Enbridge proposal to pipe Alberta oil to the seaport at Kitimat.

Oliver’s open letter blasted foreignfunded environmental groups that “threaten to hijack our regulatory system to achieve their radical ideological agenda.”

This letter was seized upon by critics and the media, and misrepresented as an attack on anyone who opposes the pipeline or further expansion of the Alberta oil sands.

Of course all opponents aren’t foreign or radicals. That was made clear when the Enbridge hearings opened

in the Haisla village near Kitimat.

Haisla members told the throng of out-of-town professional protesters to sit down and shut up. They don’t need self-appointed urbanites to speak for them.

The fact of foreign funding is no longer questioned, thanks to research by B.C. blogger Vivian Krause, primarily from U.S. tax returns. Three years after I first wrote about her work, it is finally part of the national conversation.

What is the foreign-funded agenda?

Oliver put it this way: “No forestry.

No mining. No oil. No gas. No more hydroelectric dams.”

Here are three notions that have become entrenched in the urban

mind in recent years: Clear-cut logging is by definition bad. Alaska salmon is wild, and thus superior to farmed. Run-of-river hydro destroys rivers.

All are aggressively promoted by certain environmental groups.

And all are false.

On forestry, B.C. media have been spoon-fed by U.S.-backed environmental organizers since Clayoquot Sound in the 1980s, when wealthy Americans first decided to save B.C. from itself.

Greenpeace founder-turned-critic Patrick Moore was in Victoria last week to speak to the Truck Loggers’ Association. He pointed out that North American “green building”

standards reward locally sourced concrete and steel, but not wood.

Why? Because big international organizations like Greenpeace and Sierra Club are so invested in opposition to logging, they end up backing environmentally destructive policies.

On oil, the debate has been dumbed down to the point where even movie stars can participate.

Protesting a pipeline from Alberta to the U.S., Hollywood darling Robert Redford recited the usual talking points about the “tar sands scourge.”

Is it too much to just chain up?

Is there any other driver out there asking why the miner’s bus didn’t chain up? How stupid can one driver be?

If I was to drive my pickup truck up Mt. Washington, without chains when they are needed, I could be fined and pulled off the road until I put the chains on.

To blame this accident entirely on road conditions is a cruel joke – driver negligence is really the cause – oh wa, boo hoo it was cold, wet, and icy out there - better gamble with other people’s lives.

Recycling is a ‘pain’ Every week you publish pictures of illegal dumping. A couple of points, despite the taxes and user fees we pay the most powerful individuals in the community are the garbage men and recycle guys.

If things are not exactly as they require t h e y l e ave t h i n g s behind. The dump is way out in the middle of nowhere and you wonder why people get

up and just dump garbage anywhere.

I grew up in a real city, Hamilton, Ontario.

In that real city if you had something large to get rid of you call the city and they send around a special truck to pick up couches, etc.

– at NO charge to the homeowner.

Recycling is a total pain in the backside.

It is being forced down our throats and, in

reality, accomplishes little, other than making a few people feel better about reducing a so called carbon footprint.

If Campbell River truly aspires to be a city, it is time to provide the services that a city provides.

God knows we pay enough for the little we get!

Redford parrots the claim that oil sands extraction produces three times the greenhouse gases of conventional oil. This is the big lie of “tar sands”

campaigners. Three quarters of emissions from all crude are generated when the refined fuel is burned by things like Redford’s limo, or the airline for which he voiced TV commercials.

The Alberta government reports that average emissions from oil sands crude are 107 grams per megajoule, slightly more than U.S.

Gulf Coast crude at 104. California heavy crude comes in higher, at 114.

And if carbon is the issue, what about U.S. coal mines that tear the tops off mountains and run the longest trains in world history to feed the country’s 600-plus coal-fired power plants? Where is Redford on that?

And hijacking the

regulatory process?

Look no further than the Dogwood Initiative, an obscure Victoria outfit that admits to taking about 40 per cent of its funding from U.S. sources.

Its “mob the mic” campaign signed up 1,600 people to speak at the Enbridge pipeline hearings. Among the signatories are “Cave Man” and “Jonathan

Seagull.”

But wait, aren’t oil, power and aquaculture companies foreign funded? Certainly some are. The difference is, they create jobs. Professional protesters destroy them.

The event helps to raise funds for Cystic Fibrosis Canada and awareness of this devastating disease.

The 24th annual Bowl for Breath will take place Feb. 4-5 at Crystal Lanes.

The event helps to raise funds for Cystic Fibrosis Canada and awareness of this devastating disease. There have been tremendous developments to improve the quality of life for people with cystic fibrosis. Unfortunately, more than 3,500 people in Canada still struggle each day as a cure has not been found.

Participants may collect pledges or make a minimum $10 donation. Adults can also join in by signing up for the Rock N Bowl on the night of Feb. 4 from 7-8:30 p.m. Sign yourself up, or a team of five people with your choice of five or ten-pin. The cost is $20 per person and includes lots of prizes and laughs.

Margaret Carlin

November 21, 1911 – January 17, 2012 Margaret was born in Dubuc, Saskatchewan and grew up on a farm.

During her teen years she helped out by cooking for the harvesting crew and did other chores for which she received calves as payment. On completing high school she sold her small herd of cattle to pay for her nursing studies.

She graduated in Nursing from the Royal Columbian Hospital in 1933. She then studied obstetrics in Chicago before moving to Prineville, Oregon where she met her husband Henry and nursed and managed a Doctor’s office there for about 23 years.

They then moved to Campbell River, where for a while, they owned and operated the Pine Grove Store and later the Canoe Store in Duncan for a few years. On returning to Campbell River she resumed nursing and managed a medical clinic until retirement. Margaret was an avid traveler and took many trips and cruises. She enjoyed knitting and donated many of her creations to charity.

She also volunteered at and donated baked goods for the Yucalta Lodge until she was 90.

Margaret celebrated her 100th birthday this past November.

She was predeceased by her husband Henry, her sister Florence Thulin and her brother Arnold Cameron. She is survived by her sister-in-law Harriet Cameron and many loving nephews, nieces, great nephews and nieces and great-great nephews and nieces.

Her family wishes to thank Dr. Douglas and the wonderful staff at Evergreen Seniors Home for their kind care.

There will be no service and in lieu of flowers donations may be made to a charity of your choice.

Petrie, Mary Adam

Saturday, January 14, 2012 Mary Adam Petrie (May, and our Dear “Nana”) passed away on January 14, 2012 at New Horizons in Campbell River with her family at her side.

She was born Mary Adam Thomson in Glasgow, Scotland on May 1, 1914 and grew up in the small community of Bearsden. May, an assistant nurse in Scotland, married Norman Ambrose Petrie, a Canadian soldier who was serving in the Canadian Military during WWII. They settled in Powell River in 1945, resided in Brantford, Ontario for 11 years, and then relocated to Campbell River in 1962. May was predeceased by her husband, Norman in 1985, and two sisters in Scotland. She is survived by her daughter, Norma Brooks and husband, Ronald, two granddaughters, Fiona Brooks and Glenna Brooks, niece, Shirley Morris and family, and extended relatives throughout Canada and Scotland.

May was employed at the Campbell River & District General Hospital for sixteen years. She often commented that it was the happiest of all her working years, and that her co-workers became her dearest of friends.

During retirement, May liked swimming at Strathcona Gardens where she made new friends. May and Norm enjoyed their fishing and camping trips especially to Buttle Lake and Quadra Island. She spent many years enjoying the view of Discovery Passage and Quadra Island from her porch. May was a spirited soul who loved to travel. Her travels included China, North Africa, Europe, Mexico, and Hawaii as well as many trips back to Scotland. May took a tremendous joy in spending time with her 2 granddaughters as they were the love of her life.

Our family would like to express their special thanks to the staff of New Horizons, especially the 3rd floor staff who cared for May so well. We appreciate your kindness and caring.

A memorial tea will be held at the home of Norma and Ronald Brooks, 1377 Galerno Road, Campbell River on Saturday, February 4, 2012 from 1:00 pm to 4:00 pm.

CPP changes may impact your retirement planning strategies The Canada Pension Plan (CPP) is changing in phases that began last year and end in 2016. These changes, and your personal circumstances, could mean that you should rethink when to begin receiving your CPP pension.

Retirement has many meanings these days and 65 is no longer the ‘magic’ retirement age. The CPP changes are intended to provide more ¿nancial Àexibility depending on each individual’s chosen retirement path and to encourage Canadians to work longer before starting to draw a government pension. That’s why the changes provide greater incentives for those willing to work past the traditional retirement age and signi¿cant reductions for those taking CPP bene¿ts before age 65.

Generally, the new rules make it more attractive to delay receipt of your CPP bene¿ts – but only if your health is good, your life expectancy above average, you have a reasonable income, and/or intend to continue working after 65.

You should consider taking your CPP bene¿ts earlier if your life expectancy is below average, you have an illness that doesn’t qualify for CPP disability, you have little or no other income, or you are

There are other changes you should know about: • The work cessation rule has been eliminated. Now, starting at age 60, you can continue working and still receive CPP bene¿ts.

Under the old rules, once you began collecting CPP bene¿ts, you stopped contributing to the plan.

Now, if you’re under 65, and working while receiving a CPP pension, you (and your employer) will have to continue making CPP contributions that will increase your CPP bene¿ts beginning in 2013. If you are 65-70 and work while receiving CPP bene¿ts, you have the choice of not making any more contributions or continuing to make them, resulting in an increase in your CPP bene¿ts in 2013.

• The earnings dropout provision has been changed. Under the old rules, if you retired at

age 65, you could drop out seven of your lowest earning years from age 18 to 65 when you were eligible to contribute to CPP. Now, that drop-out period increases to 7.5 years in 2012 and 8 years in 2014.

Unfortunately, one in four British Columbians cannot read this sentence. More than half of working age people in BC have difficulty reading, which makes it difficult for them to be a part of our changing economy.

Be a part of the solution! The CR Literacy Association has students who need tutors.

Volunteer tutors work one-on-one with adults and youth wanting to improve their English skills. Everyone is welcome!

More tutors are needed for these programs. Adult Literacy tutors work with learners whose skills in reading, writing, and math are at a low level.

ESL tutors work with youth and adults who are learning English as their second language, (reading, writing, and pronunciation).

The above programs are free of charge, thanks to funding from the Government of Canada and the Province of British Columbia.

Ten Campbell River Daybreak Rotarians and friends headed out to the Philippines last Thursday to deliver 280 wheelchairs with the help of local Rotary clubs in and around Manila.

This is the fourth delivery now of 280 wheelchairs and funds were mainly raised through Dancing and Tapas events; the next happening on April 14.

The retail value of these donations is $225,000 per container, with $900,000 worth of wheelchairs delivered so far, and we are ready to go to Columbia next year with the next container already paid for.

This year we are working on the sixth container for South Africa.

their families were in the front rows affording them the best views of the dignitaries who were on the stage.

After the singing of our respective national anthems, introductions were made.

The presidents of the eight Paranaque Rotary clubs responsible for the distribution exchanged greet-

ings and welcomed the Canadian contingent.

We were honoured to have the mayor officially welcome us.

He commented on the value of the gift of wheelchairs, recognized the friendship between our two countries and commended Rotary for their commitment to humanitarian works and inter national service.

District Governor Villareal acknowledged the Rotary ideals of, “Service Above Self ” while thanking Rotarians and their supporters for the generosity evidenced by the gift of mobility and dignity the wheelchairs represented.

Hansi Zihlmann spoke of the evolution of his vision of giving the gift of mobility.

He recognized how the support of his family, friends and colleagues inspires him to continue to work toward his goals.

Once the official duties were completed the Rotarians eagerly moved on to getting the recipients into their individually sized new wheelchairs.

To say it was emotional would be an understatement.

Each Rotarian took away personal connections and memories that are etched into our souls.

Tears, hugs, smiles, songs, joy.

Moments like these show humanity at its best.

Recipients, their families and Rotarians retired to the courtyard for a tasty meal while plenty of photog raphs were taken.

When the g roup was satisfied that it had successfully completed the distribution of the first group of wheelchairs, the Rotarians were invited to enjoy some traditional Italian hospitality by a fellow Rotarian.

The group took a brief rest then joined Philippine co-ordinator Ador and some of his team for a seafood banquet near the downtown Manila waterfront.

The next post will be pictures of the donation ceremony.

Unfortunately this was probably what caused the deer I observed to become weakened from diarrhea and dehydration.

Calls were made to the Conservation Office and although they also have a policy of not intervening with a “mobile” deer, they did see that this deer was suffering and it was taken care of later in the evening.

We are always getting calls on what to do with a deceased deer in a backyard or that was hit on a road. Unfortunately if it is on your property the home owner is responsible for its disposal; road kill will be removed
