Topic: Managing teams effectively: an evidence -based and practical approach. Official Minutes of the Executive Committee of the Peace Officers’ Association of Georgia, Inc.
The Executive Committee of the Peace Officers’ Association of Georgia, Inc. held its board meeting on Wednesday, September 13th, 2023, at 12 noon at the Conference City at Hotel Tybee at Tybee Island Ga. All board members and staff were present to include the general membership of POAG that attended the conference.
Executive Director John B Edwards called the meeting to order. President Scott Andrews certified that over 50 members were present to ensure a quorum.
Attorney Tom Kirkbride had been appointed by POAG Attorney Jay Swindle (who was in court) to preside.
Edwards read the constitutional amendments that had been distributed with the newly revised constitution upon recommendation of the Tuesday September 12th meeting of the POAG Resolutions committee by unanimous vote.

Edwards read the key changes from the specific articles from the newly revised constitution approved by the resolutions committee.

Section 3 (c) There shall be no annual audit requirement, but the board shall order such audits as it deems appropriate.

Section 1 (c) The association shall pay for lodging at the annual conference for past president board members, sitting board members, staff, and other rooms necessary for the conference or meeting agenda issues. [Does away with district directors and discontinues the general practice of paying for past-president rooms]
Attorney Tom Kirkbride conducted the voting process.
Steven Adams made the motion to adopt the new constitution and its amendments. Keith Glass seconded the motion then all present voted unanimously to adopt the new constitution.

Next, Kirkbride called for qualified nominations for board members. Edwards advised that the only candidate to qualify was Captain James McLaughlin of DNR.
Steven Adams nominated McLaughlin and the motions were closed. The attendees unanimously elected James McLaughlin as a board member.
Kirkbride then moved forward and administered the oath of office and swore in the following officers.

After our annual training, I like to reflect on the past year and contemplate what’s next for our association. Thoughts come to mind when pondering what has been and what is yet to come.
So, this time, I’ve focused on what it takes to establish and sustain a successful professional association. This requires a dedicated effort, a clear vision, and a commitment to serving its members.
Whether it’s a group of professionals in law enforcement, healthcare, education, or any other field, certain elements contribute to the effectiveness and longevity of an association. This certainly holds true for our association.
A successful professional association begins with a mission and achievable goals. It’s essential for outlining the purpose of the association, what we seek to achieve, and the benefits the association aims to provide its members. This clarity and clear vision will guide all of our activities and decisions.
As with any association, our members are the backbone. Ensuring that the needs and interests of the members are at the core of all activities is vital.
Understanding what our members seek from the associa-
tion and consistently delivering value through our programs, resources, and networking opportunities is critical to our success.
Strong leadership is pivotal for the success of any association. I assure you that your POAG Board is dedicated to the association’s mission and, with diverse expertise, can provide strategic direction, effective decision-making, and overall guidance to the organization. But this cannot be achieved in a vacuum.
Member engagement and communication are key to our success. Striving for open and consistent communication is crucial for any professional association.
Engaging members through our magazine, training opportunities, networking events, and social media keeps our members informed, engaged, and connected.
Additionally, your leadership through our executive director and your board will always seek your feedback and promise to actively listen to our members’ suggestions and concerns. Your concerns about the profession are our concerns about the profession.
This year’s training conference on Tybee offered fantastic
training, including topics on legal matters, professional survival, and leadership, to name a few.
The POAG’s offering of professional development opportunities is significant and priced for all peace officers, not just those in leadership.
The networking opportunity is second to none in our profession. Witnessing our members engage with one another is truly refreshing.
The POAG provides a platform for professionals from various agencies, regions, jurisdictions, experiences, and perspectives to come together, engage one another, and foster an environment that celebrates our common interest in being peace officers.
I assure you that your POAG Board will always continue to represent and advocate for our members. We represent your in-

Our last conference was a great success and provided outstanding training opportunities. We look to improve toward developing the absolute best training available.
Make sure your membership is up to date and remember the importance of talking to your state representative and senator regarding supporting the POAB legislation in this year’s general assembly.
We must come together to create the best opportunities for our peace officers. Your board has published a letter to the Governor to support the initiative by POST and GPSTC to raise the hours of mandate training to improve our young

Dear Governor Kemp:
As the state’s oldest and largest association of peace officers ‘our primary goal continues to be professional growth and development.
POAG has a rich history of representing the interests of law enforcement in the area of education and training. In 1962 we supported the establishment of the Georgia police academy; this was accomplished in Atlanta in May of 1964. In 1967, we sponsored legislation proposing a minimum (the original mandate) training program for all that enter the police profession. This and other recommendations from POAG’s Executive Committee were instrumental in establishing the Peace Officers Standards and Training (POST). We began offering state-of-the-art training at our annual conferences in 1988. In 2014 we created the POAG foundation dedicated to the research and study to promote evidence-based practices into Georgia’s training repertoire.
Within this purview, this correspondence represents our support for the efforts of the Peace Officers’ Standards and Training Council and Georgia Public Safety Training Center to bring our basic mandate training program up to date and to a higher standard to enhance our profession. We believe training is an investment in our officers that pays our citizens tremendous dividends.
At a time when our state is experiencing enormous growth in population and colossal business ventures it becomes essential that proactive policy and sound practices are ingrained into agency culture through training. Such preparation develops the competence, confidence, and adaptability for our officers to manage the turbulent and uncertain environments that lurk just over our horizon. Present security is the foundation for future prosperity.

Message From Board Member James McLaughlin
First, I would like to thank all of the members that has confidence in me to serve you on the Executive Board, it is an honor to represent you in this capacity.
Most of you know who I am from the past conferences but for those of you that do not, I am James McLaughlin and currently serve as the Lieutenant Colonel with DNR Law Enforcement and work out of our Headquarters office in Social Circle.
I am originally from McRae Georgia and my wife is Breanna with two kids, Braxton, and Anderson.
The convention is always a good opportunity for us to network and gives us time to relive the past and catch up with old friends. Many old stories and jokes were told, and everyone had a good time!
After speaking with many members, the training that was provided was top notch and a selling point for some attending the convention as well as the cheapest registration rates.
Officers from each level in an organization, from the rookie to the chief, is able to get all of their required yearly training, including executive hours.
Our Association is no different than many other organizations in that the participation numbers aren’t as high as they used to be.
Membership numbers are down but we have to figure out
a way to combat this problem that everyone is facing.
I challenge each one of you to get one new member to join this year and bring them to the convention with you.
Fundraisers are an important source of income for our Association and if anyone has any ideas on how we can raise more money, reach out to myself or another board member.

Chaplains or Peer Support Teams? Why Not Both?
Back in the 1970s a country singer named Donna Fargo wrote these words, “here I am a stranger in the house I grew up in, and learned right from wrong in, if I did.”
I have never felt those words as much as I feel them now. Watching the news coverage of the attack on civilians in Israel was shocking. Women, children, elderly civilians, even infants slaughtered by Hamas militants and the coverage was graphic.
I have come to expect that behavior from terrorists. They have demonstrated that level of evil at every opportunity.
What left me feeling empty inside, and like a stranger in my own home, were the rallies held in the United States applauding the atrocities committed by the Hamas terrorists.
University students at some of our most prestigious institutions of higher learning were among the most vocal in their support of the brutality shown by the terrorists.
My father’s war was against nazi Germany. When the full scope of the brutality leveled against the Jewish people became known, the whole world recoiled in horror, and shame that such a thing could happen.
In the space of one lifetime, American citizens are taking to the streets to applaud such brutal-
ity. So here I am a stranger in the house I grew up in, and learned right from wrong in, if I did.
Isaiah the prophet looked at his world and he wrote, “darkness covers the earth and thick darkness is over the peoples.” He could be describing our world.
The news media brings it into our homes every day “woman pushed into the path of a subway train … stores looted in broad daylight … elderly man beaten by gang members.”
It does indeed seem that darkness covers our people. What happened to our knowledge of right and wrong? What happened to our sense of common decency? How did the United States become a nation of such hatred?
Perhaps the more important question we should ask is how do we restore our senses and our sensibility.
It’s time that Americans take a look at where we are as a society, as a nation, and as individuals. An honest look. I have no power over any of the things I described in the first two paragraphs. I do have power over my own actions. I can choose not to let my hateful emotions take control of my behavior.
While I don’t have control over the behavior of others, I do have some measure of influence. I can be a positive influence. As peace officers, pastors, parents, teach-

ers, as citizens we can influence our community.
Maybe I should finish that quote from Isaiah 60:
“Arise, shine, for your light has come,

The Methodist pastor John Wesley preached the message in colonial America; “Do all the good you can, By all the means you can, In all the ways you can, In all the places you can, At all the times you can, To all the people you can. As long as you can.”

Chatham County Peace Officers Heads-Up Guidance Services: Filling a Critical Mental Health Need in Our Area
HUGS nonprofit organization is making quality behavioral health counseling accessible to Savannah-Chatham and surrounding counties.
Since 2009 their counseling professionals have been volunteering their time and expertise to make their services affordable to those in need.
They recognize the particular importance of serving first responders and all those in “helping professions” who face unique on-the-job stress and trauma.
They offer free consultations and provide both individual, family and group therapy at reduced fees that are 75 percent lower than average.
By collaborating and partnering with other nonprofits in the area, they are helping to bridge the gap in social services … making our community a healthier, safer place to live.
How important is your mental health? Even if you have never personally sought counseling, you probably at least know a family member, a friend, or a co-worker who would benefit from counseling.

We spent much time reading and studying through the many volumes of literature regarding the many different styles and theories about leadership. However, seldom do we find materials that focus on how to lead.
By analogy, we are trained in the police academy about the different manners of death, such as homicide, suicide, accidental and natural. In that vein we learn about post-mortem ecology, gunshot wounds and a whole array of issues related an investigation, but where do they teach us HOW to investigate. Sure, we learn interviews and interrogations, blood spatter interpretation and many other techniques but the practice of actual investigation comes from the experience of doing it.
Often, such is the case regarding our management and leadership responsibility. As a result, we rule our most important resource by trial and error and like Guinea pigs subject them to experimental environments. People should never be placed in the role of an experimental creature they ought to be nurtured, developed, guided and then released to accomplish the work they are there to do.
I have developed a model that serves to simplify and provide a contextual understanding of how one ought to lead.
I use the example of an automobile because leadership is a journey that requires course, navigation and travel. Sometimes travel is through our pristine interstate system, fast, efficient, safe and easily driven.
Like leadership, Interstates do not exist in a vacuum. They are susceptible to construction, accidents and increment weather. Sometimes our destinations or environment required us to use the two-lane road through curves, hills and even mountains fraught with fog, snow, ice and even falling rocks. This metaphor demonstrates the importance of a reliable vehicle and a competent and confident driver.
In my model the vehicle
describes how to lead, while the driver depends upon the style of leadership.
There are three (3) components to the model that are complex and interconnected and related.
They are dynamically tied to one another and cannot move forward absent all three working in concert together. The three create a synergy that together provide a contextual paradigm for leaders to use in their efforts to manage people.
The Engine
The first component is THE ENGINE, Character and behavior.
Character develops as a result of values and integrity that are consistently demonstrated by behavior and conduct. Character and behavior are so important because it influence everything

from us to everything and everybody around us. Character provides the architecture to build good decisions and drives the motives for acting right. The scholar Ann Cutliffe captures this best with her quote. “if we know who to be, then what to do falls into place.”
Character motivates and drives a leader to embrace a framework of self-directed leadership development by constantly using three meta-skills.
First, ability to manage emotional reactions to feedback. Second, to carry out effectively the practice of self-reflection, and lastly, enact self-regulatory processes for leadership development.
Character and behavior are listed together because they are not passive, they are active working in unison to cause a leader to have integrity and ensure ethical and fair conduct. Leaders must be role models for others to develop and forge the culture of their organization.
As a leader, the work environment often is an extension of yourself. The leader drives the shared values and beliefs that solidify and develop standards and conduct and shapes the “Culture of the work place.”
The leader sustains the climate of the work place by managing through the lens of integrity and the actions based on ethical concerns.
This prevents, reduces and mitigates problems. Helps people focus and understand the important issues afoot (Emphasizes your expectations, enhances awareness and promotes prioritization). Such promotes “consequence” thinking over reactionary thinking and creates a feedback-rich environment that spawns subordinate voice, reflection and input. Provides progress on expectations and encourages improvement. Develops shared consciousness where everyone is singing on the same sheet of music. Promotes sound decision making and reinforces outstanding performance while educating to prevent poor performance.

If the lower level personnel understand the vision and the values (How we do things) then it becomes accountability at the lowest level. They do not have to wonder or ask supervisors, they know the expectations and understand the consequences involved
Character and behavior define who we are and what we do and work together to make us authentic leaders who are constantly self-aware of how they think and behave and are perceived by others as being aware of their own and others’ values/ moral perspectives, knowledge, and strengths; aware of the context in which they operate.
The term authenticity as used here refers to one’s personal
experiences, be they thoughts, emotions, needs, wants, preferences, or beliefs, processes captured by the injunction to know oneself and further implies that one acts in accord with the true self, expressing oneself in ways that are consistent with inner thoughts and feelings.
This is the engines propulsion that powers the drive train that steers the course through open road or more valuable when through obstacles and barriers.
Drive Train
The second component is THE DRIVE TRAIN, Contextual understanding:
Central to our understanding any set of facts and circumstances is our ability to objec-
tively evaluate the totality of the context in which the situation that those facts and circumstances occur.
Our evaluation process should evolve from general to specific in scope, deferring judgments’ until all facts are gathered.
Central to this process is the application of a filter of objectivity and state of civility. The ability to interpret the richness of context comes from a neutral mindset dedicated toward listening, empathizing and learning, then synthesizing the information into an understandable form, builds on a foundation of credibility and specificity.
Equally important is the ability to resist the forces and influences attached to ideology or subjective beliefs that bend ones objectivity toward what we want versus what it is.
In this information age we have a dysfunctional relationship with reality. Truth and untruth exist at the same level of authority it is difficult for people to judge.
You must never let your need to be right, outweigh your responsibility as a leader to know and accept what is true and accurate.
It is natural to be more comfortable with what we know than what we don’t know. Uncertainty, complexity and ambiguity cause stress and can paralyze our decision making.
Moreover, there is a tension between the “fast thinking”

or the intuitive that is associated with learned patterns of behavior and the “slow thinking” or logic and reasoning that is required for managing. This emphasizes why objectivity is a hallmark of sound leadership.
There is a natural momentum to believe that every problem has a clearly defined solution. One system can be shoehorned to fit any environment and that variables and complications are bound to have some uniformity between them.
While prudent leaders understand that they must be tolerant of complexity. They are aware that they don’t know all the variables, and they may never know them all.
Moreover, they know that one solution may not fit all
problems and some problems have multiple sources that need different solutions or no solutions at all.
Rigid and inflexible responses to life’s demands mark an individual as unwise. Since most nontrivial problems are multiply determined, an openness to alternate views, information, and potential solution strategies optimizes the wise person’s efforts to surmount obstacles efficiently.
We must strive to hold the space in our mind for an absorptive capacity, where we sustain the ability to value, assimilate and apply new knowledge for learning and problem solving. Such is paramount toward the critical thinking process.
You must challenge what you
think you know … solicit other views and ideas. Create an environment for questioning and respectful debate focused on specificity in content for credibility of context.
Concentrate on objective perspectives and evaluations over subjective feelings and thoughts, using a fact driven process. Multiple perspectives filtered through objective analysis and pragmatic evaluation promote more accurate interpretations and support sound conclusions.
We measure what is deemed reasonable by analyzing and evaluating what we know at the time. Critical thinking is a “skillful” responsible thinking that is conducive to good judgement because it is sensitive to

context, relies on criteria and is self-correcting.
The same content may have a totally different meaning (or function), if it is put in a different context. This difference of meaning, function or process is closely related to the concepts of the totality of the facts and circumstances in each situation, issue, incident or event.
The same features can have a totally different function or meaning, depending on which logical type they are situated in. Interpretation may result in objective characteristics or subjective feelings or both.
Context is a critical component in decision making, one remaining adaptable to the facts and circumstances as they evolve is crucial to successful
results. The key is the contextual understanding to be able to frame thoughtful questions to learn more.
The Steering
The third component is THE STEERING, Interactions and relationships:
Leaders must understand the value of ego-transcendence, where working towards a higher purpose in self-sacrificing mindset is critical to leadership and competence. When you are selfconfident but not self-absorbed you have the power and ability to gain the influence to do anything. Great leaders are as much concerned about someone else’s situation as they are about their own situation. When subordinates perceive their leaders with
a sincere organizational focus versus manipulative self-serving focus such promotes credibility.
Modern police leadership must embrace the mindset and be dedicated to the tenets of servant leadership.
This leadership sets aside one’s self-interest to altruistically work for the benefit of their followers, and the communities in which they operate. A hallmark of servant leadership is the investment a leader makes in the professional growth and development of their subordinates, provide supporting support as a role model, and involving their people in the decision-making matrix while maintaining an open process of feedback and evaluation. that servant leadership enhances the quality of their relationship with their supervisor, in addition, servant leadership leads followers to engage in greater discretionary behaviors that benefit the organization.
The way we see, describe and evaluate people is tremendously important in today’s world. Our assessment and appraisal of a person has a direct result regarding how we treat them.
Our interactions, exposures and vulnerabilities all factor into the dynamic equation of relationship. The influences and the nature and strength of the relationship that leaders develop with their subordinates. Treatment is essential to a judgement of trust. The perception of fairness or unfairness shape trust.
The fair exercise of authority by a leader is at the center of the perspective of legitimacy and trust. Trust becomes as a pathway to travel and prism to see through in one’s analyzation and evaluation of fairness.
Justice perceptions are important inputs into employees’ judgments of the quality of their exchange relationships with their supervisors and organizations.
A culture of organizational justice solidifies when leader’s treat everyone with dignity and respect. Provide an opportunity for people to express their concerns, ideas or opinions, can comfortably explain their decision-making process while being open and transparent.
Demonstrating loyalty to their ethical compass toward the true North and trusted to do what is appropriate under the conditions and circumstances.
When an organization has a supportive internal climate, workers internalize organizational values and are subsequently more motivated to comport themselves in ways that are in accordance with the overall ethos of the organization.
Police supervisors who use organizational justice as a guiding managerial philosophy are more likely to shield their officers from the negative work-related outcomes that can follow recent Ferguson-type publicity.
Supervisors should be fair, objective, honest, and respectful when dealing with their subordinates in order to communicate that the agency has their back even when it may appear the community does not.
Law enforcement officers who believe their supervisors are organizationally fair are more satisfied with their jobs, more confident in their authority, and more likely to use procedural justice themselves in their encounters with others.
Further research has found that organizational justice appears to be more salient to officers facing uncertainty because supervisor fairness provides cues that the agency has their best interests in mind and will support them in the future
The necessity of the model in contemporary police leadership
Leadership has a considerable impact on the performance and success of an organization, how the organization gets things done, the culture of the organization, and the quality of services the organization provides.
The organizational environment creates the work unit climate that evolves into workplace culture. leaders influence this cultural phenomenon through creating and sustaining shared beliefs, values, policies, and practices.
Culture describes the normal and accepted influences that guide and direct how people perceive, think, and shape and drive behavior and conduct.
D.D. Warrick says it best, “Cultures are like precious and prized treasures when they are strong, healthy, and driving the right behaviors. They are among the greatest assets an organization can have.
However, they are vulnerable assets that can be damaged or lost if leaders are not aware of their value and are not keeping watch over possible culturechanging practices, attitudes, threats, or events.”
This model of leadership can serve as a framework to build the structure to secure a professional and healthy workplace culture within the organization, capable for the successful navigation through the complex, dynamic and often turbulent times we inherit in our roles and responsibilities as law enforcement leaders.

Valor and merit award nomination
PEACE OFFICERS’ ASSOCIATION OF GEORGIA VALOR AND MERIT AWARD Eligibility
To be nominated for an award:
The nominee must meet the criterion that would be necessary to be a POAG member.
The nominee for valor must have engaged in a “above-and-beyond the call of duty” action or event and must be selected by the board as a qualified nominee meeting that criterion before receiving an official endorsement and recognition as a board nominee selection.
The nomination can be made by an individual, agency, association or citizen, and must be submitted via the nomination form on the POAG website.
The nominee shall be free of any pending disciplinary actions.
Award Categories
Two categories of awards will be established: The first will recognize valor, acts of heroism or outstanding deeds which resulted in the protection of life and/or property. When submitting a nomination via the website a letter of support from the agency head, statewide association or statewide board should be uploaded with the supporting documents of the nomination. If one cannot be provided, then the nomination cannot be accepted!
The second category recognizes merit or the contribution to profession or outstanding job performance, which serves to enhance the public safety profession. Anyone nominated for this award should be someone who has made a significant contribution to the betterment of their profession. Significant consideration to be given to impact outside the nominee’s local area, including leadership and contributions on regional, state and national issues related to the profession. When submitting a nomination via the website a letter of support from the agency head, statewide association or statewide board.
These categories are not intended to recognize employees for merely “doing a good job,” or responding to a call, but to recognize employees who actually go beyond the ordinary to protect Georgia’s citizens and property, or who contribute significantly to the public safety profession.
Selection
Selection of individual recipients from each group will be the responsibility of the POAG Executive Committee.

A Profoundly Important Perspective From Dr. Renee Mitchell

I’ve been doing a massive literature review in the last few weeks and it keeps pointing to the same historical factsthe media and the public start demanding police ‘change’ because they are enforcing laws enacted by the public and the politicians so more laws, policies, and Programs are enacted and five years later everyone is screaming about how the cops are enforcing those policies.
Everyone points at the cops but no one looks at how the CJ system is functioning and who it is functioning for and why it functions the way it does.
Police are just the little guy/ gal at the bottom of the food chain trying to make a living and go home at night - most didn’t come from a privileged background.
God knows why would you become a cop if your parents could afford to send you to Harvard and they are caught in the middle of trying to Resolve societal problems that no one else wants to deal with.
If cities wanted someone else to deal with these issues they would have 24 hour response units for mental health, dispute resolution, parent/child counselors, city resource counselors, tenant/landlord lawyers Marriage counselors, free housing
for the homeless, drug addled, and cognitively impaired, traffic administrators that sent fines in the mail for expired registration and insurance and all of the shopping centers would handle their own theft issues.
The politicians create ordinances, laws, and policies to virtual signal that they care - but if they cared about all these societal issues then they would put the resources behind them to support all of their laws instead of constantly ranting about how poorly the Cops are handle them.
This has been going on since the 60s. The politicians don’t try a different approach because it’s easier to shift blame than it is to take responsibility.
Dr. Mitchell is co-founder of the American Society of EvidenceBased Policing, a National Police Foundation Fellow, a BetaGov Fellow, a member of the George Mason Evidence-Based Policing Hall of Fame, and a visiting scholar at the University of Cambridge. Her research areas include policing, evidence-based crime prevention, evaluation research and methods, place-based criminology, police/citizen communication, and procedural justice.
