Maryland Law Enforcement Officers, Inc. (M.L.E.O.) was formed on January 27, 1936, as a professional nonprofit organization dedicated to promoting professional law enforcement throughout the state of Maryland. The corporation was initially named the Maryland Police Association, and the first president of the association was C. E. Stansbury, marshal of the Towson Police Department. There were 26 charter members, and the first project of the association was to establish a nine-state police teletype network between neighboring northeastern states.
The first annual meeting took place on December 7, 1936. The following part is part of the constitution that was adopted on that date.
“The objectives of this association shall be to secure a closer official and personal relationship among the law enforcement officers throughout the State of Maryland; to consider and discuss methods of preventing and combatting; to secure by all proper and legal methods, legislative and governmental action for the general, official and personal welfare of the members of this association; to secure the adoption and enforcement of laws pertaining to the detection and prevention of crime and to promote officer efficiency.”

The Corporation currently totals 386 members (283 Active Members, 10 Associate Members, 93 Life Members). Members represent a total of 84 criminal justice agencies throughout the state of Maryland, including 19 U.S. government agencies. All members were, or are now, sworn members of duly constituted law enforcement, correction agencies or criminal justice agencies, as recognized by the corporation’s by-laws.
The following is a list of activities conducted by the corporation:
3. Participates in the Annual Fallen Heroes Day held the first Friday in May by the Dulaney Valley Memorial Gardens.

These objectives and purposes carry through to the present constitution. On September 16, 1937, the association was incorporated, and on April 15, 1954, the name changed to “Maryland Law Enforcement Officers, Incorporated.” On December 8, 1993, the membership voted to designate M.L.E.O. as the corporation’s official acronym.
Since May 22, 2013, the administrative office has been
1. Provide college scholarships for criminal justice students to 10 Maryland colleges for scholarship assistance to students pursuing careers in the criminal justice field. Recipient must be in good scholastic standing, in need of financial assistance, a Maryland resident and must be pursuing a career in law enforcement. Students are selected by the individual colleges. M.L.E.O. has been making these contributions since the scholarship fund was established in 1965. More than $400,000 has been distributed through this fund to hundreds of deserving students.
2. An annual training conference is presented by M.L.E.O. each year for all criminal justice personnel from all over the state of Maryland and from neighboring states. This training is sanctioned by the Maryland Police and Correctional Training Commission, and thousands of officers have benefitted from this professional training over the past 55 years. The entire cost is borne by M.L.E.O.
4. Presents annual Merit Awards to police officers for exemplary performance in law enforcement for the previous year. Since 1968, M.L.E.O. has presented “outstanding achievement awards” each year to selected officers throughout the state of Maryland. Awards are presented at the annual merit award event.
5. Conducts quarterly business meetings, and periodic committee meetings, discussing the general business of the corporation.
6. Publication and distribution of items of interest to law enforcement officers.
a. A semi-annual yearbook containing photos, editorials and as well as pertinent information regarding law enforcement events and activities in the state of Maryland.
b. A corporation newsletter is sent out to all members advising corporate events and activities and keeping them abreast of important matters affecting the law enforcement community.
7. M.L.E.O. also supports and contributes to numerous law enforcement and criminal justice programs and events.

Greetings Maryland Law Enforcement members,
I hope all MLEO members had the opportunity to spend much needed quality time with family and friends, enjoying the summer weather and various social events that this time of year brings.
I enjoyed seeing many of you at the 3rd Quarterly Meeting held September 10, at our new meeting location: Maryland Transportation Authority Police Lodge #34.
Remember, MLEO as an organization will continue our support for better law enforcement throughout the state and country. We pledge to continue to network and affiliate ourselves with the respective law enforcement agencies throughout our local, state and federal
Government.
We have an upcoming fundraising event for our Scholarship Program, and I am asking for maximum participation.
We will be holding a Shrimp and Bull Roast featuring an extensive menu Sunday, October 19, 2025. The event is from 1:00 p.m. to 5:00 p.m., with a cost of $60. It will be held at the Superior Catering Hall- Imperial Room, 1010 Oldham St., Baltimore, MD 21224.

It was an honor to attend the 89th Merit Award Ceremony on June 11, 2025, organized by the Maryland Law Enforcement Officer, Inc. MLEO, which took place at F.O.P. 730 Wampler Rd, Middle River, MD 21220, at 6 p.m.
This prestigious event celebrated the outstanding contributions of law enforcement officers in our community, with special recognition awarded to Officers William Kinsey and Timothy Baublitz. These brave
officers were commended for their heroic actions during the recent crisis involving the collapse of the Francis Scott Key Bridge in Baltimore, Maryland.
As detailed in a report by the Police Executive Research Forum PERF, Officer Kinsey, from the Marine Unit, quickly sprang into action upon hearing urgent radio communications regarding the disaster. He swiftly commandeered a rescue boat and coordinated with Officer Baublitz, who joined him at the scene.
Their prompt response was crucial, as they worked tirelessly to rescue a construction worker trapped in the wreckage. This individual was fortunate to be one of only two survivors from the crew that was on-site during the tragic event.
The bravery and dedication
exhibited by Officers Kinsey and Baublitz serve as a testament to the commitment of law enforcement professionals to protect and serve their communities, even in the face of danger.

At our Fourth Quarterly Meeting, we will be collecting new, unwrapped toys for children who otherwise would not be waking up on Christmas Morning to the joy of receiving a gift. (We will beacceptingtoysat theofficeifyouare unable to attend the meeting.)
A little bit of help for low income families today who are in circumstances, where simple survival takes all their resources, and they simply have nothing left to make the holiday magical for their kids.
Past President Gwendolyn Smith started the Toy Drive in 2009 when she was president of the organization.
We donate the toys to Kindertime Toy Drive.
