Wow! What a conference!

San Diego was fantastic and a great kick off to what promises to be an exciting and fun filled year full of community, advocacy, resources, and education. Let’s all give a huge THANK YOU to CPRS HQ staff and all of the volunteers whose commitment made the conference such a big success.

As many of you saw at the conference, I had a custom pair of Vans shoes made to celebrate CPRS and PMLB. The shoes include the four colors of the CPRS flag; blue, yellow, green and red. This year the focus is on the color red which stands for “Our members, the heart of CPRS”. There are also the Parks Make Life Better initials along with the six PMLB messages; Play, Positive Spaces, Gathering Places, Exercise, Nature, and Forever. These colors and messages are at the heart of what CPRS is all about. The shoes will go on the road with me to all CPRS events so keep an eye out!

We have already gotten things going for our member community with the Park, Rec, & Roll It! virtual challenge as we collectively travel 100,000 miles between April 2023 and February 2024 on our journey to the conference in Palm Springs. If you have not joined us you can do so on the CPRS website by clicking on the Park, Rec, & Roll It! link on the home page. You can run, walk, roll, cycle, and swim to help us achieve this ambitious goal. Members are also the focus with the Corn -

hole tournaments being planned with each Region and Section. There will be online brackets and we will provide the boards and bags with sponsor logos. If you are interested in being a sponsor please contact CPRS HQ or email me directly. The top 3 teams from each tournament will play in the conference tournament in Palm Springs. I plan to attend all of the tournaments and I look forward to seeing old friends and meeting new ones. More details to come in June from the Region and Section representatives.

Advocacy for our profession is critically important for individuals and agencies to communicate and demonstrate the importance of parks and recreation as a vital community service. Past President Frank Carson did an amazing job last year with Frank Fridays posts on social media (frankfridayscprs on Instagram and @FrankCarson on Twitter) highlighting articles and research that provide empirical evidence on how parks are essential. Through the CPRS A-Team we will continue to promote this message to all members of our communities. The CPRS State Board is also working on expanding the ways that we spread this message so stay tuned.

Resources for all members is a key component of our mission and there are a variety of tools available on the Resources page on the CPRS website. I have been attending the conferences for years and I think this year by far was one of the very best ones yet. The session topics were very relevant and the sessions I attended had very good speakers. And The Energy Continued Through the Expo Hall

As the CPRS 2023 Connections Expo Hall opened at 12pm on Tuesday April 5 a wave of attendees flowed through the doors to be met by over 200 exhibitors from across the world, there to bring us up to date, on the latest trends and innovations from across the industry. It was a delight to see so many exhibitors both new and old in attendance and so many attendees taking joy in exploring the hall. The conference drew its biggest attendance since 2008, a remarkable achievement considering the drop in attendance experienced by all meetings over the last three years.

A total of 2,145 Park and Recreation Professionals from across California and beyond, took part in this year CPRS Connections, enjoying the excellent education sessions,

expansive expo hall and the sights, sounds and tastes offered by the wonderful city of San Diego. In addition, we are thankful to the 735 exhibitor personnel who attended the show across the two days the hall was open. It was great to see so many connections established, and friendships restored. You could feel the enjoyment of being together again, throughout the San Diego Convention Center.

City of San Bernardino

The Inland Empire Senior Games began in 1987 as the San Bernardino Senior Olympics as a collaboration with the City of San Bernardino, local hospitals, and colleges. Later, it was renamed the Inland Empire Senior Games as surrounding communities took interest. The purpose of the Senior Games is to engage seniors, 50 years and better, in essential life services and activities which enhance their dignity, support their independence, and encourage their involvement in physical and social activity through education, fitness, and sports. In 1992, the City of San Bernardino and the San Bernardino Senior Games Committee joined California Senior Games Association, giving our local senior athletes the opportunity to compete at State and National levels. In addition to the

apparent physical fitness and potential life longevity benefits, participating in these sporting competitions allows seniors to engage in more social activity. Amateur athletes gain more courage to express themselves and develop new friendships, while relieving stress and improving mental health. The Inland Empire Senior Games Committee is comprised of primarily senior-age volunteer members from withing the active community, as well as members from critical resource backgrounds/ status and surrounding community centers. Low participation fees and high quality experiences have helped the IE Senior Games continue to grow.

Equitable/Inclusive Programming: Music and Arts for at-risk youth City of Riverside

The City of Riverside Parks, Recreation and Community Services Department offers a variety of high-quality programming aimed at providing positive opportunities for at-risk youth and adaptive learners, nurturing personal growth and enrichment for all partici-

pants while also spreading awareness to local communities. Programs including Project BRIDGE, NCYOP (Neighborhood College Youth Opportunity Program), RAP (Riverside Arts Program), and Friendly Stars. These programs expose youth and adaptive learners to social environments, classes, and adult readiness opportunities providing an equal opportunity for all participants regardless of heritage, ethnicity, background, or economic status. Underserved communities as well as at-risk youth are provided education and a positive pathway forward that increases the likely hood of financial success, creative success, personal enrichment or betterment in their respective quality of life.

Many teens in our underserved communities face unique challenges that inhibit their ability to obtain proper resources and education needed in order to increase their chances of success. Programs such as Project BRIDGE focus on facilitating and promoting teen wellness, supporting teens with a safe space and providing resources for all teens and young adults aged 12 - 22. Through the implementation of specified classes and resources, these programs nurture life skills that promote healthy choice making decisions, and aim to create a sense of personal value for individuals. Project Bridge has partnered with Neighborhood College offering assistance to the program as the at-risk youth in need of resources have benefitted utilizing their resources. Classes such as Anger Management, Substance Abuse Awareness, Victim Awareness, and Gang Awareness in addition to Job Readiness have

prepared youth for a more positive and productive perspective. Youth are encouraged to properly manage emotions by channeling them in a positive outlet which includes exercising, art, music, and more.

Through programs such as RAP

(Riverside Arts Program), participants explore their creative side and are exposed to the world of music, dance and art, applying discipline and improving self-esteem. This program not only fosters youth to excel in these areas but gives participants the tools neces-

sary to continue their refined skills into other areas including school, auditions, teaching and more. RAP has been made accessible to all communities, thanks in part by the American Rescue Plan Act (ARPA) which provides scholarships, awarding low-cost programming for qualifying under-resourced vulnerable youth. Since it’s inception, RAP has reached thousands of youth across the City of Riverside.

Passion for Pickleball City of Manhattan Beach

Lois Tuey, a former college tennis player, brought pickleball to Manhattan Beach when she began teaching the sport for the Older Adults Parks and Recreation program in 2014. Manhattan Beach Mayor Steve Napolitano invited Lois, now 82 and still playing, to cut the ribbon for six new Manhattan Beach Middle School (MBMS) pickleball courts on November 4, 2022.

Our City’s pickleball story ‘ full of advocacy, growth, community building, collaboration, and fun ‘ mirrors the nation’s story of pickleball proliferation and passion.

A recent New Yorker article stated that more than a million Americans began playing pickleball during the pandemic, bringing the total to around five million, and attributed the sport’s popularity to being ‘easy to learn, hard to master’ social, and inexpensive.’ Manhattan Beach School Board Member Cathey Graves recently told a local paper, ‘To reserve a court [prior to the ribbon-cutting], players had to sign on to the city’s website at 5:59 a.m. to be ready when reservations open at 6 a.m.’

With only 3-7 pickleball courts available depending on the time of day in 2021, local players Cathleen Ching and Mary Chieffe proposed the idea for new courts at MBMS to Parks and Recreation Director Mark Leyman and Recreation Supervisor Michael Hudak. Enthusiastic support for the idea from City Councilmembers and the Manhattan Beach Unified School District in addition to staff enabled the project to move forward (relatively) quickly. The new courts, converted from six underutilized paddle tennis courts, were built with $26,000 of general funds for resurfacing and painting as well as in-house Public Works contributions of pole, fencing, and net installation. Cathleen and Mary presented MBMS with a donation of 40 pickleball paddles courtesy of Selkirk Paddles and 100 pickleballs on behalf of local players at the dedication ceremony.

The new courts are used by students as part of their physical education classes during the day and by the

public afterschool and on weekends. Drop-in play for all skill levels immediately began attracting more than 60 participants on Saturday and Sunday mornings beginning in November.

The City’s 2nd Annual Pickleball Tournament was a huge success, and courts will be open to the public twelve hours per day during the summer when school is not in session. Cathleen predicts, ‘some day, we may send Manhattan Beach pickleball players to the Olympics, as we have volleyball players and swimmers.’

El Cajon Rec Squad

City of El Cajon

El Cajon’s Mobile Rec was initially an experiment in providing mobile recreation services to youth in El Cajon

who did not have easy access to a park or recreation center, as well as increase positive presence in incident-heavy parks. Over the years, Rec Squad has grown to so much more. Rec Squad travels throughout the El Cajon community on a regular basis, and kids know to look for the bright orange van with its free games and activities. The Rec Squad and its staff are also present at every City special event, as well as other community and school events. The mobile recreation’s presence in the community has created many memorable experiences for El Cajon’s youth and created a safe place for kids to engage, learn, and play for free.

In addition, Rec Squad’s presence at Wells Park has significantly reduced crime in the park; its success has made it clear to City staff and elected leaders in El Cajon that it is worth investing in parks and recreation services. This

has resulted in hundreds of thousand of dollars being dedicated to improvements in Wells Park and other parks in the City, which has in turn resulted in increased program participation and park visits per year.

Social Equity

The Marshall Canyon Work Release and Community Service program LA County Department of Parks and Recreation

The Marshall Canyon (Tree Farm) Work Release and Community Service program is an option offered to individuals in lieu of paying court ordered fines. Contracts have been negotiated and executed not only with the courts but with outside referral agencies which prospective service workers contact to obtain a list of agencies offering community-based work release programs. The Community Service Agency, Volunteer Center of San Gabriel Valley, La Mirada Volunteer Center, Volunteer Center of South Bay, County of Los Angeles Probation Department, and Sheriff Department have partnered with our program, supplying us with community service workers throughout the years.

Our programs focus is two-fold. We want to provide a well-structured and organized environment that allows workers to perform their community service hours, while ensuring the needs of the service are met in the areas of grounds maintenance, weed abatement, graffiti removal, homeless encampment cleanups, and other important assignments.

Finances play a large and important role in the execution of the program. While engaging in difficult projects such as the cleanup of homeless encampments or annual weed eradication, monetary resources are constrained and often allocated towards other projects. Most of our workforce comes from Crew Instructors and the Community Service clients/volunteers. The team plans ahead on all assignments ensuring safety is always a priority. During the homeless camp removal project, our LA County Sheriffs Park Bureau Units presence served as

the frontline law enforcement agency. The Parks Bureau has always been a wonderful resource for our department over the years and is very strategic in the performance of their duties.

The Marshall Canyon (Tree Farm) Work Release and Community Service program has a major role in performing department-wide mandatory weed eradication throughout the County of Los Angeles. This is a very arduous task which requires collaboration between multiple groups of personnel to adequately complete the work within specified timeframes. Tree Farm staff works primarily with LA County Parks Regional Transportation and the Heavy Equipment Division to accomplish the abatement. The Chemical Agriculture Chemical Sprayers also

treat larger areas of weeds and vegetation with certified chemicals to alleviate foliated growth.

Once the work has been completed in compliance with the County of Los Angles Agriculture Commissioner Weights & Measures, the department can save upwards of $300,000 annually. If this work was not performed by Tree Farm Work Crews, the department would need to augment their budget to pay through Department Service Orders (DSOs).

lifelong relationship to nature and getting outdoors. Teens are empowered to recreate outside and learn stress reduction practices through holistic, thematically linked series of field trips. This healing experience is a gateway to improved mental and physical health. We know from the research that this kind of greenspace exposure is associated with numerous health benefits including reduced cortisol levels, reduced blood pressure, HDL cholesterol, and more (Twohig’Bennett, C, and A. Jones, 2018). These results are indicative of the beneficial influence of greenspace on a wide range of health outcomes. Participants graduate from the program with a sense of well-being, as well as tools not only explore nearby nature, but to practice mindfulness and ultimately lead healthier lives.

Through YES! Parks teens also help sustain and steward our natural resources. Over the length of the program the youth learn about nature and environmental challenges in our parks. They subsequently choose and enact a stewardship action designed to enhance parks habitats. This has included beach clean ups, creek clean up’s, invasive plant removal projects, campground improvements projects and more. They have also participated in photography exhibits designed to ignite stewardship of and love for our environment. These projects have led to tangible, on the ground improvements of our park environments.

Aquatic Facility Class 3

North Natomas Community Center and Aquatic Complex City of Sacramento

The North Natomas Community Center and Aquatics Complex (NNCCAC) promotes physical, emotional, and mental health and wellness through its focus on aquatic activities and water safety. Through classes, open swim, and competitions, this facility promotes an active lifestyle

and a respite to cool off from the hot Sacramento summers. The aquatic center hosts many lifeguard training classes, and as the only 50-meter pool in the City of Sacramento, it hosts swimming programs for all ages including DART swimming club, which offers youth swim team programming for both competitive and recreational swimmers, the Inderkum High School swim team, the Sacramento Masters swim team, and a water-polo program. Additionally, the City partnered with Jibe, a community non-profit organization that promotes car-free activities, to provide all the bike racks to the facility, further promoting active transportation to and from the facility.

This project generated over 1,000 local jobs during construction, and operational employment of City staff and seasonal lifeguards provides an economic stimulus through direct and indirect funding for the community. Large events such as swim meet provide an economic boost to hotel, restaurant and local vendors, and create additional tax revenue to the City. Access to the facilities foster a sense of belonging, and it helps to distinguish the community from others.

The NNCCAC creates memorable experiences for individuals and families

through its state-of-the-art facilities and various aquatic programs and events. One of the most iconic pieces of the NNCCAC project is a large art sculpture titled ‘Between the Toes’, designed and installed by artist Terrence Martin of Jagged Edge Metal Art based in West Sacramento. This creates a meeting place within the facility and helps to deliver a sense of placemaking. The 15-foot-high flip flops are indicative of summers at the beach, and give the community the sense that this is a place for fun and activity. This sculpture was integrated into the pool deck to make it a focal point and create interaction and fun for visitors of the facility.

Finally, the North Natomas Community Center and Aquatics Complex supports a safe, vibrant, attractive, and progressive community by providing a modern and well-maintained facility that promotes community engagement and growth, and helps to make the community a better place to live and thrive. Overall, the NNCCAC aims to provide a state-of-the-art facility for recreational and competitive swimming, as well as educational programming, for the entire city of Sacramento.

Burlingame Community Center Group 4 Architecture, Research + Planning, Inc.

The new zero net energy Burlingame Community Center is a vital and bustling community amenity, providing a broad offering of recreation services and programs for all ages.In planning for a new community center, City staff, stakeholders, and the community worked closely with the design team to assess community needs for recreation services, explore building program concepts, review potential site alternatives, and develop options which best serve the needs of patrons and strengthen the identity of the Burlingame community.

Economic vitality, promoting physical, emotional, and mental health and wellness for all generations, and fostering sustainability were project goals from the onset. The design team and

the City produced a comprehensive engagement process which revealed the community’s preferred development option was a new community center in its existing location within Washington Park in the heart of Burlingame. Multigenerational spaces which foster social cohesion and interactivity, including a large community room, dance and fitness spaces, art and maker spaces, and classrooms for flexible use were identified as high priorities, in addition to spaces dedicated to children’s, teen, and senior programming. The new community center reflects the community’s commitment to sustainability and stewardship of natural and cultural resources critical for a vibrant future for all of Burlingame. The community center is zero net energy, powered by rooftop solar panels, and includes a green roof with an emergency backup generator so that the center can be a gathering place during emergency events, and incorporates sustainable finishes and landscaping.

Since opening, the Burlingame Community Center has become an anchor for an active community. The new Community Center was designed to have spaces to connect people, learn new skills, and be physically active and bring the outdoors inside and the inside outdoors. Since its opening, family memories have been created through celebrating weddings, birthdays, celebrations of life, baptisms, and en-

gagement parties. The facility, with its dedicated senior spaces has supported continued learning and promoted emotional and mental wellness for the aging community. The addition of the Teen Scene has provided a daily place for youth to congregate in a safe and supportive space. The Kids Town offers a ‘rainy day’ playground that is open for free drop-in use. The caregivers have noted that they truly appreciate a space to let kids run around and play with friends when the weather makes it infeasible to do so outside.

West Hollywood Park Aquatics and Recreation Center

West Hollywood Park is a treasured part of this very dense, walkable city of 35,000 people. The Aquatic and Recreation Center (ARC) is a cultural and recreational hub of the community, a popular gathering space located along two central Boulevards in the city, the new ARC reflects identity, diversity, and interests of the unique West Hollywood community, in many ways. The 138,000-square-foot facility, which achieved LEED Gold, serves as a new art and cultural icon for the city. The design also creates much needed open space for a landlocked city where every square foot of green space is precious. The most dramatic feature of the ARC, the grand stairway, leads the public 65 feet in the air, creating a symbolic connection between the building and the community. Landscaped stadium seating along the stair provides an elevated vantage point for viewing performances in the park or

hanging out with friends. As visitors climb the stairs, they reach the green roof and the respite deck, an outdoor lounging area that looks out over the park. Just a few steps higher and guests enter the rooftop aquatic center, which features two swimming pools, as well as a yoga deck and space for events with spectacular views of the iconic Hollywood sign and surround ing city. Directly below the pools, a 17,000-square-foot multi-sport court accommodates a wide range of recreational activities, including basketball, volleyball and dodgeball. The building structure spans across an existing road to connect the recre ation and community spaces together and connecting the project to the city park. The stacked building program creates a minimal building footprint to provide as much open park space for the residents as possible. All nonathletic ground covering adheres to the overall sustainable narrative including a robust California native and drought tolerant pallet which encourage specific bird and insect populations to thrive. The design creates a connection and represents the varied demographics throughout the community. Athletes, children, seniors, artists and families can all find their place within the facility as well as the park. This project connects community members to one another, and an onsite public-access TV station connects the facility to the world. Ultimately, the ARC creates a new community resource, connecting health and wellness to the center of the city. The design team worked hard to accommodate the diverse population equally and give everyone a place they could call their own.

Enchanted Hills Community Park City of Perris

The construction of the 22-acre Enchanted Hills Community Park

and programs. These goals promote health and wellness, recreational experiences, foster social cohesiveness, strengthen community identity and sense of place. In 2016, Perris launched the Parks Make Life Better! campaign to develop more parks within City boundaries and increase access to green spaces for residents where they can partake in recreational opportunities, and physical activity. The Enchanted Hills community was identified as a park deficient neighborhood with limited access to green space, which negatively impacted their physical, emotional, and mental health.

The City of Perris identified 22-acres of vacant and undeveloped land and worked effortlessly for various years to acquire these privately owned parcels in hopes of one day developing a quality and safe park space for residents. The 22 acres of land had become an extremely blighted location being utilized as a makeshift dumping site that was detrimental to the safety, health, and welfare of the community. The Park site was considered unsightly, unsafe, abandoned, and uninhabitable. Consequently, residents would complain about the amount of waste, abandoned couches, old mattresses, piles of used tires, and large debris that had been illegally dumped. Neighborhood youth played on the streets in the dark, and the lack of site lighting attracted

public nuisance and illegal activity. All these factors contributed to a lack of community identity and an absence of physical, emotional, mental health and wellness opportunities.

The now completed 22-acre Enchanted Hills Park transformed this neighborhood into a revitalized, landscaped, and vibrant community. The Park features a host of amenities requested by Enchanted Hills residents who provided their feedback through extensive community outreach efforts hosted by the City. Some of these park amenities include a multi-use open grass field, an all-inclusive playground, a water splash pad, two full-size basketball courts, a BMX track, hiking trails, a skate spot, zip lines, an adventure course with fitness equipment, park lighting, decorative furnishings, group gathering areas, and landscaping. These amenities promote health and wellness, strengthening community identity in their built environment.

PicoPark Roldan Mini-Pitch City of Pico Rivera

The City of Pico Rivera is facing significant obstacles in providing recreational programs and spaces for its residents. The major challenges include 1) an increasing number of community members calling for more soccer-based programs and areas 2) a county parks need assessment deeming Pico Rivera as ‘park poor,’ and 3) a major impending federal infrastructure project will eliminate 166 acres of park space in

the City with a severe loss in 2023. These challenges have made it difficult to provide new recreational spaces, particularly soccer areas.

Fortunately, the City had a unique opportunity through a significant community collaboration to support CPRS’s Parks Make Life Better! goals. A joint effort among residents and MLS professionals, the Roldan Family, support from City leaders, and support of major organizations to install a Mini-Pitch court in the City fosters social cohesiveness, strengthens community identity, facilitates community problem resolution, and supports a vibrant community.

Fosters social cohesivenessPico Rivera has been a football and baseballdominated community. While there are several opportunities for football and baseball, there are fewer opportunities for soccer. The Mini-Pitch court is the first step in providing new, improved, and a variety of amenities to all. Additionally, Pico Park is located on the north side of Pico Rivera, where the immediate community is losing 166 acres of land due to a federal project. The Mini-Pitch is a proactive step in finding alternatives to the inevitable issue.

Strengthens community identityThe Mini-Pitch projects reflect the tight-knitted community of Pico Rivera. The project, initiated by residents and MLS soccer athletes, gained traction from the City Council and full support from City staff. The Mini-Pitch is named after the Roldan family, as they represent Pico Rivera’s immigrant success history while valuing hometown pride. With their name on the court, visiting families can appreciate their efforts to give back to their neighbors.

Playhouse Village Park City of Pasadena

The concept of adding a new park to a high density area of the City of Pasadena has been an idea over a decade in the making. The area is comprised of multi-family housing and businesses and had no green spaces or places for families to recreate. The site of a 9,750 square-foot bank and a City-owned parking lot and were merged to create the Playhouse Village Park. The park includes a children’s play area with accessible playground, a dog run, a trellised structure over a sitting/stage area, lighted pathways, restroom and storage building, and a 48-space parking lot.

The community has changed over the years, but the constant need has been parks and recreation space. City leadership heard the call of areas residents and businesses and came up with a plan to ensure this new park would benefit everyone that surrounded it. Some of the guiding principles the City wished to achieve included designing a safe space with adequate lighting; creating inviting environment with design features and programming that engages with the surrounding neighborhood; developing a flexible, welldesigned space with areas that respond to a variety of uses and programming; ensuring the park is resident-serving, addressing the unmet needs of the local neighborhood; and creating space that could be used year-round. After a robust public outreach campaign, the following elements were selected as part of the park design:

• Central lawn surface for recreation and community gatherings;

• Shade trellis structure and platform stage for socializing and community events;

• Accessible children’s play area with natural play elements, rubberized play; surface, and shade structures; and

• Off-leash dog run with delineating fence for big and small dogs; Playhouse Village Park promotes physical, emotional, and mental health and wellness by providing an outdoor space that can be used by people of all ages and abilities. In addition, it fosters a sense of community by engaging local businesses and residents. Seniors are able to walk around the park while tiny tots can play on the park equipment. Dog owners can use the dog run and meet other animal lovers. Parks make life better, and this is just one example of how something small can have a meaningful impact on the community.

Gale Webb Action Sports Park City of Menifee

The City of Menifee is a growing community in southwestern Riverside County with approximately a third of the over 100,000 residents being under the age of 18. The Community Services Department (CSD) works towards creating new and unique opportunities for Menifee residents of all ages to engage in activities and programs aimed at promoting social, emotional, and physical health and wellness. From citywide special events and recreation programs, to creating parks that encourage inclusion and social interactions, CSD has become a vital part of this thriving community as evidenced by resident participation and support.

City staff recognized the opportunity to utilize a City owned parcel near the local high school to design a recreational facility that would create a safe space for residents of all ages to gather. The parcel was located in a growing segment of the City that was once rural, now turned suburban among recent housing developments. With the objective of maintaining the

once rural identity of the area and preserving existing natural resources, staff explored the possibility of developing skate/bicycle park capitalizing on the existing land structures and native foliage already present on site. Through research and teamwork, CSD presented to City Council the conceptual design of a six acre park containing a 22,000 square foot pump track, bike trails with multiple jump lines, and a bicycle playground allowing for riders of any experience level to enjoy the park. With overwhelming support, CSD proceeded to work with American Ramp Company to make this vision a reality.

During construction, CSD was approached by a local resident who believed the park should be named the Gale Webb, Kids-R-#1, Action Sports Park after long time Menifee resident

and extreme sport legend, Gale Webb. Often referred to as the ‘skateboarding Mom’, Gale created the ‘Gale Webb Extreme Sports Show’ with the slogan Kids-R-#1 to not only showcase the talents of up and coming BMX riders and skateboarders, but to also provide inspirational messages such as say no to drugs, stay in school, and get high on life. With over 40 years of performing, she has motivated thousands of youth across the state and nation.

With a distinct identity and support of both the local residents and the regional extreme sport community, CSD completed the largest park of its kind in Southern California on October 31st and celebrated the grand opening the following weekend with over 3,000 residents in attendance.

Fun FactoryPreschool Program Relaunch City of Folsom Parks And Recreation

Following the pandemic of 2020 and the subsequent shutdown of the City of Folsom Parks & Recreation Department’s programs, services, and events, reopening proved to be challenging but none more than our Fun Factory Preschool Program. After a year of distance learning and parents finding alternate childcare, the personal

connection to this program had been lost. Many of our preschool classes had several restrictions set by the county of public health, which included class sizes and mask restrictions. The City of Folsom Parks & Recreation Department was challenged with how to reconnect with our community, regain their trust to have their children be a part of our programs safely, and highlight this important preschool program as the first step to our community’s children’s educational journey.

Without being permitted to have parents in the classrooms due to public health concerns, gaining the trust of parents was going to be a tough task. With the growth of our social media online presence during the pandemic, this became the main focus to highlight the program, curriculum, and educators. Folsom Parks & Recreation assembled a work team to engage with the program’s teachers, strategize areas that need to be emphasized, creatively showcase the program’s curriculum, and create a personable connection with our community in hopes of re-

growing this program. This goal would be achieved through a series of short videos highlighting activities and projects completed by students, getting to know our teachers with story times, and finishing with the production of a fun video titled, Are You Smarter

Who We Are Campaign Cordova Recreation & Park District

Cordova Recreation & Park District (CRPD) is an independent special district established in 1958. CRPD proudly serves communities within Sacramento County including the City of Rancho Cordova and the communities of Gold River, Larchmont, Mather, Riviera East, Rosemont East and additional unincorporated portions of Sacramento County.

Many residents have difficulties understanding which agency might

be responsible for various services and whether the service is a function of city, county or other local government. Particularly, many residents often assume the City of Rancho Cordova is the service provider for parks and recreation in the area. One of CRPD’s goals has been to help educate the community on their role as the park and recreation service provider in the community.

Through input received from community outreach, CRPD staff isolated key topics to develop the Who We Are campaign. This campaign features five videos covering topics including: Welcome to CRPD!, What is a Special District’, Making Cents of it All, What We Offer, and Where We Are Going. As of the date of this application submission, three episodes have been published and two are in the process of being developed. With three episodes currently published, CRPD has received an amazingly positive response from not only the residents but staff and other agencies as well. The videos have also served as an information reference whether it be on the CRPD website, at community centers or when out at community events.

Around & About Temecula: Park Adventures Series takes viewers on a virtual tour of all the parks located in the City of Temecula. This Series that features the City of Temecula’s vast park system where we rediscover familiar parks and introduce new parks. We began our journey at Temecula’s oldest park the Ronald Reagan Sports Park. Parks enrich our lives while adding value to our homes and neighborhoods.

Temecula has over 40 parks, some big, some small, and our goal is to get viewers to explored all of them. Our online journey visits every park to experience the amenities and provide some history or interesting facts along the way. We decided to call the video series ‘What’s Happening in PRL’. PRL is the acronym for Parks, Recreation & Libraries. It plays off the ‘What’s Happening in Roseville’ video series that covers other city events and programs. And supports the look and name for our Experience PRL magazine (recreation guide).

TheDesiHouse.com website was developed to answer the who, what, why and where questions of the anticipated renovations planned for ‘The Desi House’, a home once owned by television personality Desi Armaz Sr., which was purchased by Jurupa Community Services District (JCSD) in 2015. History on the website shows that the JCSD Parks & Recreation Department purchased this property to complete a segment of the Eastvale Trail, which is an extension of the larger Santa Ana River Trail (SART) that extends from Big Bear Lake to the Pacific Coast. The home, which is located on 2.5 acres of land in the center of the Estancia neighborhood, would become the newest park facility in the City of Eastvale, brought to you by the JCSD Parks & Recreation Department, as the premier venue in the City. Additionally, this facility has a story to tell; ‘A Generational Treasure’ and the former home the late Desi Arnaz Sr. This home was modeled after his childhood home in Santiago De Cuba, Cuba and relocated to its current location prior to the purchased by JCSD.

TheDesiHouse.com website explains how this facility arrived in Eastvale, the original look and feel of the home when it was owned by Mr. Arnaz, and how JCSD went through extraordinary lengths to keep the integrity of the home while creating intimate memorable spaces for the community. The Grand Opening Ribbon Cutting Event video, which is shown on the home page, highlights the pride by local dignitaries and commitment from JCSD to keep the historical heritage of the facility.

Additionally, JCSD thrives in creating community through people, parks, and programs. TheDesiHouse.com website provides valuable information regarding opportunities for small gatherings and corporate events. The Event Spaces and Gallery pages provide

a glimpse to the reader on how their space can be set up and the types of reservable spaces. Special moments, such as baby showers, intimate weddings, and birthday parties can be held at the iconic Desi House.

Taste the World in EastvaleInternational Food Festival City of Eastvale

In 2021 the City of Eastvale conducted a survey to find out how Eastvale residents would rate their quality of life. In the end, we discovered that 90 percent of Eastvale residents ranked their quality of life as excellent or good. Despite the residents’ high regard for the city, we knew there was room for improvement.

We then asked survey participants to rank the level of importance of particular issues using a scale of extremely

important, very important, somewhat important, or not important. Of the thirteen topics, “holding special community events” and “providing program events that reflect the city’s cultural diversity” stood out. According to the survey, 71 percent of respondents felt that holding special community events is important. In addition, 61 percent of residents asked that cultural diversity to be prioritized in the execution of the event. The data from the survey inspired the City of Eastvale to host a multitude of family-friendly, free, and most importantly, culturally diverse events.

Since the survey was conducted, we’ve launched a multitude of inclusive events, which ultimately attracted thousands of people, so businesses (many of them local vendors) were also able to gain recognition and sales traction from the community.

While we’re now proud of the many culturally diverse and inclusive events we now offer, nothing makes us prouder than our Taste the World in Eastvale International Food Festival. With so many cultures and countries represented in Eastvale, we have the unique opportunity to sample the world’s cuisine, right in our own backyard, which is exactly what we did.

The goal of the International Food Festival was to highlight and celebrate the cultural diversity of Eastvale’s residents. As one of the most diverse cities in the State of California, Eastvale strives to recognize its residents and their unique cultural heritage. Attendees enjoyed the musical stylings of a reggae band, mariachi band, Japanese drummers, country artists, French

singers, and more! They were also able to enjoy 30 eclectic food vendors and 30 craft vendors. The food festival even had 4 international beer and wine stations. Each vendor represented different parts of the world, allowing Eastvale residents to feel at home no matter where that may be.

Fremont’s Inclusive and Innovative Approach to Community Outreach and Engagement City of Fremont

In March 2022, the Fremont City Council unanimously and effusivelyadopted a new Parks and Recreation Master Plan (Master Plan). It had been 27 years since the previous plan had been adopted; needless to say, things had changed since 1995. The City faced multiple challenges along the way. Fremont’s demographics had changed drastically, but the City genuinely wanted to get to know its residents. Fremont is home to a very diverse Asian-majority population, with about 50% of residents born outside the US; it is home to the largest Afghan population in the nation; and it is also home to a large contingent of both Blind residents and Deaf residents due to the locations of the K-12 California School of the Deaf and School of the Blind within Fremont.

With the challenges defined, the City vigorously and optimistically kicked off the Master Plan in December 2019 with several in-person meetings planned throughout the city to meet people face to face ‘where they are. A few months later, COVID lockdowns crushed our plans. After multi postponements, plans were finally cancelled and reluctantly changed to virtual.

The new Master Plan was to serve as a guiding document for park facilities and recreation programs that would support physical, emotional, mental, and health and wellness programs over the next 15-20 years, and it was critical that the community help shape the future of Parks and Recreation in Fremont.

Class 3 Los Parques Mejoran La Vida! City of San Bernardino

The City of San Bernardino is excited to submit the first ever translated Parks Make Life Better!® brand, ‘Los Parques Mejoran la Vida!’for a CPRS Award. The brand has been revitalized in San Bernardino and, its implementation into a city that serves over 220,000 people, has provided access to programs, equity to Spanish speaking residents and an invitation to make life better! The city spans over 62 miles and is made up of different cultures, the largest is 62% Hispanic. San Bernardino has endured drastic effects to its service levels, most recent being a bankruptcy in 2012, which eliminated the majority of programs and services provided by the Parks, Recreation and Community Services Department. The median household income of residents is a mere $25,686, which is less than 65% of the State median household income of $75,235. By translating our marketing and branding, a sense of community pride and presence presented itself. What started as a branded statement on the front of a brochure, turned into a movement in the communities that make up San Bernardino. Los Parques Mejoran la Vida has resonated deeply into the Spanish speaking population and in return has provided residents a

new perspective of trust and resilience towards the city. Each day more Spanish speaking moms, grandmas, uncles, dads, and more approach our office to ask about the program in the brochure and how their family can participate. When they complete a program such as a swim lesson or a Karate class, the result is a positive lifelong memory being created. This only serves as yet another tool to strengthen community identity and for our department staff, it creates a justification for doing more. The translated brand has been added to a variety of marketing efforts that go beyond print, but the most successful effort, gathering community and engaging in health, fitness, and safety, is the brand placed on our brochure. It serves as an information tool for services, but it also serves as an educational tool for many who would have, in the past, never had any idea that the city continues to provide crucial services that the community needs to thrive, feel safe, and progress into a brighter future. The Los Parques Mejoran la Vida brand was the catapult to engaging with the Spanish speaking community and developing a strategy to implement programs that serve the needs of all who participate.

Irvine Senior Connection Redesign City of Irvine

City of Irvine Senior Council Members, along with staff who work directly with Irvine’s senior population, provided feedback that the current catalog, the Irvine Senior Connection, was outdated, hard to navigate, and that the content itself read more like a list of information rather than a helpful, engaging guide. The Irvine Senior Connection provides resources, classes and events offered by the City of Irvine, and is a publication many Irvine seniors utilize to enjoy all the amenities the city exclusively offers. As the senior population in Irvine continues to become more tech and trend savvy, Community Services marketing staff saw an opportunity to collaborate with senior community focus groups and

create an updated design that provides relevant and visually driven content that’s easier to navigate and conveniently available online. The goal was to provide a redesigned Irvine Senior Connection that would better meet the needs of Irvine’s diverse, progressive, and ever-changing senior community.

The Community Services marketing team was able to deliver a redesigned Irvine Senior Connection that offers an updated, fresh, and professional design based on the feedback received. . The new design relied much more on visual representations of information and resources, rather than lists of programs, activities, and events. In the former design, information was presented squared and boxy, and was organized into haphazard lists of various resources. The redesign addressed these problems by including the use of brighter, more eye-catching colors, organic shapes, and uses larger photos as visual cues to help readers navigate the information. These visual aspects create a more purposeful design and display of resources. Lastly, this newly designed Irvine Senior Connection is now conveniently available online and offers in-text bookmarks and links to make the digital catalog of classes easy to navigate.

Moreover, by working directly with City of Irvine employees and Senior Council Members who are heavily involved in of the senior community, the Community Services marketing team was able to address the issues in a collaborative effort, and by doing so, provided a purposeful, relevant designfocused print/digital publication that will empower the senior community in Irvine to take advantage of the many recreation activities, classes, and community events the Irvine offers.

Equitable Improvements to Sacramento’s Sports Fields

Many studies show positive associations between parks/green space and physical activity, and consequently, physical and mental health. But these benefits are not provided equally to all. So how do innovative cities such as Sacramento address systemic environmental and social injustice in their park systems?

u Equitable Improvement

In Parks and Recreation in Underserved Areas: A Public Health Perspective, the National Recreation and Park Association reported that “disparities in park distribution and park access exist across our communities, particularly in neighborhoods that largely consist of low-income and racial/ethnic populations” (NRPA, n.d.). A lack of economic resources, racism in park spaces, and redlining practices are some of the reasons Black and Brown communities have had limited access to parks and other recreation facilities (Cohen et al., 2022).

The City of Sacramento is aware of inequities in their own park system, and City leaders have committed to ensuring that all residents have access to quality parks and facilities. Sacramento is California’s fastest growing city, outpacing San Francisco by 150% according to recent Census figures. Remarkably, nearly 70% of its residents identify as people of color. Diversity, median income, and the percentage of children and youth all vary dramatically across the city—as do the quality, amount, size, and types of parks and facilities.

The City is updating its parks system plan (Parks Plan 2040) and General Plan to be adopted later in 2023, and equity is at the forefront of both plans. YPCE’s Parks Plan 2040 maps vulnerable populations, racial and ethnic diversity, high density areas, and crime to understand the implications for park and facility access. Both plans provide a robust framework of policies to support equity and promote equitable decision-making. While developing these plans, the Department recognized that it needed a tool to measure inequities and evaluate investment needs for facility improvements.

The Sports Equity Dashboard

YPCE is piloting a data collection tool to help allocate resources to under-resourced and under-served communities. Its development was sparked by community concerns over the lack of access to sports fields in lower-income communities, especially after dark. YPCE staff collaborated across divisions (including Park Planning, Park Maintenance, GIS, and

Reservations) to compile sourced and custom data into am ArcGIS tool that could be used to analyze and compare sports fields.

YPCE identified four data sets or factors that were used to calculate an “equity score” for each of the City’s 210 sports fields:

Quality of Service (QOS): This score evaluates the condition of each sports field based on the level of maintenance and available amenities for field users. Additional points are given to fields that have more amenities, such as parking lots, restrooms, and field lighting.

Child-Density Ranking: This score indicates the population density of children (ages 18 and under) in the census tract where the field is located.

Community Ranking: This score applies CalEnviroScreen (CES) 4.0 data to identify communities that are disproportionately disadvantaged, based on socioeconomic population characteristics and environmental pollution.

Sports Use Agreements: Sports fields that receive extra field preparation and maintenance through volunteer use agreements are awarded additional points.

Together these metrics are captured in a Sports Field Equity Dashboard that identifies disparities in Sacramento’s sports fields; creates a mapping tool to help staff better understand the overall

distribution of sports fields in relation to under-resourced and youth communities; and assigns an “equity score” to help prioritize funding and other resource allocation to facilities with the greatest potential to serve these communities. This innovative tool combines technology with community needs to prioritize field maintenance, improvements, and enhancements such as added field lighting, and field reservation allocations to under-resourced communities.

“The Sports Equity Dashboard is anticipated to be a real gamechanger for YPCE,” noted Jackie Beecham, YPCE’s Director. “It gives us the data and justification we need to advocate for increased funding and investment in sports fields to benefit youth across the city that need it the most. This is an important step in providing equitable healthy recreation opportunities for all our residents.”

A Tale of Two Parks

Across the park system the average “equity” score for sports fields is 48.8 out of 100. Fields with a lower equity score are fields that require more investment. A comparison of sports fields in two parks illustrates how the dashboard can support future decisionmaking.

Regency Park is a community park in North Natomas, a Council district with a resident-approved tax that supports higher quality recreation facilities and programs. This park has three sports fields,

including two with lighting. It has a QOS of 27, a Community Ranking of 26, a Child-Density Ranking of 27 and a Sports Use Agreement. Its “equity” score is 80.3—a high score signifying a lesser need for improvements even though it has a relatively high presence of youth. The scores for these fields are higher than average.

Meadowview Park is a neighborhood park in the South Area of Sacramento. It has one soccer field without lights. This field has a QOS of 13.6, a Community Ranking of 8, a Child-Density Ranking of 23.8 and no Sports Use Agreements. Its “equity” score is 45.3. While it serves fewer youth than the fields at Regency Community Park, it still has a greater need for improvements.

Based on these scores, the case can be made for funding and resources to be directed to Meadowview Park.

What We Learned

Creating the tool was valuable in many ways. Among other things, it led several realizations:

Maintenance Inequalities: Given budget constraints, maintenance staff have attempted to provide the same level of maintenance to sports fields citywide. As a result, Quality of Service scores for sports fields were all in the middle range (10 to 25). The exception was those fields that had volunteer use agreements, where sports groups provided a higher level of maintenance. This approach opens the door for disparities, where groups with stronger volunteerism, funding, and free time enjoy better quality fields. It also means that fewer under-resourced areas enjoyed excellent-quality, competition-caliber sports fields.

Sports Lighting Disparities: Given the need for positive, healthy activities for youth after dark, the dashboard distinguished between lighted fields and non-lighted fields. By doing so, YPCE discovered that lighted fields were not evenly distributed throughout the city. Older parts of town, including the Central City and established neighborhoods, had more lighted fields, while newer parts of town had fewer lighted fields. This might be attributed to different waves of park investment and changes in policies in lighting over time. However, the older parts of town—especially those that are under resourced or have higher concentrations of youth— are often the same places that could benefit from a greater investment.

All Ages and Inclusive Play: With budget cuts in the recession of 2008, and a Youth Campaign Plan developed in 2021, YPCE decided to prioritize youth activities and sports. However, all ages (including adults and seniors, particularly among different cultural groups) benefit from having quality sports fields. In time, the tool could be updated to factor in non-youth recreational groups with a high demand for field time, or potentially even ADA accessibility and universal, all-inclusive field access.

Dashboard Use

With continued testing and refinement, this tool will have broad applications for the equitable provision and delivery of other services, programs, and facilities. For now, YPCE staff will use the tool to:

Prioritize neighborhoods that have a low equity score and the most need for renovations to address deferred maintenance; and

Prioritize parks where funds can have the most impact by serving people with the greatest needs, including youth and under-resourced communities.

Long term, the dashboard can be expanded to include other park amenities, which may require the addition of new and different metrics over time. It also could also be incorporated into YPCE’s Park Project Programming Guide to prioritize and sequence projects in annual work plans. This ensures that the residents who need improved fields the most—in part because they need inclusive, accessible, and healthy recreation options within walking and biking distance – receive these benefits.

“The Sports Field Equity Dashboard allows maintenance staff to make better decisions when allocating limited funding resources,” noted Shawn C. Aylesworth, Park Maintenance Division Manager. “As improvements are made within targeted parks, their scores will increase. Tracking these score improvements over time translates into the increased accuracy of measurable results and overall accountability.”

Hall of Honor Program Preserves the Past and Inspires the Future

Former U.S. fencing champion, Olympian, businessman and philanthropist Peter Westbrook once insightfully noted that “So much of our future lies in preserving our past.” That concept is one of the foundational elements that defines the Partnership for Quality Living’s (PQL) “Hall of Honor” program. As recreation and leisure professionals, we have an obligation to ensure that our industry’s history is recorded and celebrated. We should strive to ensure that leadership connections, collaboratives and partnerships are built, and that quality of life is considered an important local and regional concern.

What is the Partnership for Quality Living Hall of Honor?

The PQL Hall of Honor began as a grass roots idea in 2004 as a handful of recreation and park professionals in the CPRS District 2 region observed that many of their agencies and organizations were discarding important planning and development reports, photographs and video, schematic drawings, and more - all important documents that interpreted their history and contributions in the community. This group formed a feasibility committee to document interest in the need to record our history; and thus began the PQL Hall of Honor program, which officially launched in 2006 in partnership with CPRS District 2.

The PQL Hall of Honor is centered around recognizing, documenting and promoting parks, recreation, wellness and leisure historical contributions in the Superior California region. Each year, the organization solicits nominations for recognition in several categories and provides awards to those people, facilities, and programs that exhibit the highest levels of exceptionalism and historical impact to quality of life.

Some notable examples of past PQL Hall of Honor recipients include the American River Parkway, Eppie’s Great Race, William Land, Bidwell Park, Folsom Zoo Sanctuary, Crocker Art Museum, and the Pacific Crest Trail, to name just a few. Background information on these and all our Hall of Honor inductees can be viewed on our website.

For local agencies and community members, the Hall of Honor program provides the opportunity to:

• Chronicle the events that have helped shape California’s local park systems, leisure programs and historical programs and facilities

• Recognize the outstanding contributions of practitioners in the field of recreation, parks, wellness and leisure services

• Recognize significant programs, areas or facilities and the sponsoring organization, collaborative, partnership, foundation and/or individuals

• Interpret the significance of recreation, parks and leisure services in improving the public’s health and wellness

How You Can Preserve Your Region’s Historical

Legacy?

Let’s work together to preserve your region’s historical legacy! The PQL Board of Directors are focused on outreach and assistance to other CPRS regions that are interested in starting a similar Hall of Honor program in their regions.

Let’s explore the first steps to initiate a Hall of Honor program in your District or Region!

1) Define that area to be included which may be a CPRS District or perhaps a Region.

2) Create your nomination outreach brochure, or other print media that can be distributed both physically and electronically with deadlines for the nominations, Letter of Intent, and if possible, award ceremony dates for the following year.

3) Determine who you want to reach with this outreach tool. In District 2, the PQL reaches out by email and print to all of the administrators’ section in District 2, by direct mail to all of the Chambers of Commerce offices withing D2 that can be identified, and to possible groups, project or collaboratives that might be considered as potential nominees.

4) Determine if you would like to receive a letter of intent from a possible nominee and then provide some advice or direction to that

group in preparation of their submittal.

5) D2 has received hard copy nominations to date but is in the process of shifting to a digital submittal with several important required attachments. PQL feels strongly about receiving and preserving these additional materials or documents that could be lost or tossed over time, then preserving all materials digitally for future reference statewide and beyond. Some of the additional materials include:

a. 6-8 high resolution photos with captions.

b. Videos showcasing the nominee.

c. Letters of support

Regional Treasure Category

Recognizes historically significant Programs, Areas or Facilities along with the sponsoring organizations, collaboratives, partnerships, individuals and/or foundations. Must have great historical significance and positive, long-lasting influence on generations.

Exceptional Leadership Category

Recognizes exceptional leaders who have inspired and Served as Excellent Role Models and made significant historic contributions in their communities and have Exhibited Sustained Commitment to advancing the quality of life for the Region. The contribution of the nominee shall have been exhibited in the areas of architecture/ engineering, arts & culture, education, environment, health, parks & recreation and tourism and may have been a result of service as a professional or as a paid or voluntary service by a person from a related or non-related field in the public, private, commercial, or non-profit sectors.

Regional Legacy Category

Recognizes current or Historically Significant Individuals who Created the Vision, Championed and Led important and significant improvements

to the quality of life in the Region. The nominee is recognized as having led the way to the creation of significant and historic benchmark projects, events or programs. Their vision, leadership and/or management is unquestioned. The project/event/ program has had multi-generational significance in effecting leisure lifestyle and quality of life.

Application Preparation: During the preparation of Nominations, each person considering a nomination submittal is encouraged to view the CPRS District2 website for successful inductee applications. The PQL board is always willing to make helpful suggestions to applicants during the nomination preparation process. At times, submittals are made without the nominee’s awareness. It can be difficult to gather all pertinent information while keeping the nomination application “confidential,” but it has been done.

The Selection Process: A subcommittee initially reviews each submittal for completion. The full board then reviews each complete submittal along with its supplemental materials and then ranks each nomination numerically using a matrix evaluation

form. Incomplete or lacking submittals are given an opportunity to resubmit the following year and are advised of gaps with history preservation and exceptionalism primary goals.

The Award: The Hall of Honor awards are presented annually as part of the CPRS D2 Awards and Installation Banquet. An emcee is selected for this portion of the Awards and facilitates the transition between awards if more than one is selected. In addition to presentations at the D2 Banquet, the PQL also makes an additional presentation to the Inductee on their home turf whether it be a City Council, County Board of Supervisors, Community Services or Special District Board, Non-profit Annual Meeting or other special occasion, or other type of organization. All inductees receive a commemorative plaque with a color laser engraved copy of the story board. Regional Treasure inductees receive a special honoree decal to display on a window or sign at their facility. Story boards are displayed at various CPRS and university functions to promote the Hall of Honor and its inductees. Individuals honored in the Exceptional Leadership and Regional Legacy Categories also receive a ring (like those

winning a national professional sports competition), and if desired, ladies are awarded a beautiful pendant.

A Few of our Past Hall of Honor Inductees include:

William Land - Impetus for the purchase and development of today’s 165-acre William Land Park in Sacramento, California. A former Mayor of Sacramento, Land’s $250,000 bequest was innovative for the 20th Century and was to be “a pleasure ground for the poor.” Today it includes the Sacramento Zoo, Fairytale Town, golf course, amphitheater, sports fields and multiple garden and ponds.

Anderson River Park - Comprises over 300 acres of developed and natural park lands along the Sacramento River to the City of Anderson and Shasta County. This land was obtained through purchase, donation and partnerships and includes sporting leagues, concert series, docks, Veteran’s Memorial and miles of multi-use trails.

Tahoe Rim Trail - A world class 189-mile loop trail circling the ridge line of the Lake Tahoe Basin it shares with the Pacific Crest National Trail and is also collocated in areas with the Pony Express Trail, American Discovery Trail, California National Trail and Western States Trail. The Tahoe Rim Trail Association serves as the primary steward of the trail.

Crocker Art Museum – Founded in 1885 as the first art museum in the Western United States, it is one of the leading art institutions in California and home to one of the country’s premier collections of Californian art. Mini Pitch Soccer: An Alternative To Full-Size Grass Fields

The City of Pico Rivera is a modest, mid-sized suburban City. The City is approximately 13 miles southeast of Downtown Los Angeles and has a population over 64,000. Despite its size and population, Pico Rivera has a small town feel to it.

Formed through the merging of two historic communities, Pico and Rivera, the City was officially incorporated in January 1958 as the 61st city in Los Angeles County. Originally an agricultural area, the community evolved into a residential and industrial area following the end of World War II. Many of the original home owners of yesterday still own their homes today.

It is because of this original ownership that many residents know each other, know what’s going on in the City, and participate in many local events, that make Pico Rivera seem like a small town.

Another aspect to the small town feel is the City’s Parks and Recreation Department. The City boasts nine parks and playgrounds throughout the City, strategically located for ease of access for the enjoyment of their residents. Each park has its own uniqueness. From the park staff to the playgrounds, each of the City’s parks has its own personality that brings the

local neighborhoods together. One such park in the City of Pico Rivera is located at the northern end of the City, Pico Park.

Pico Park was one several parks that the City absorbed from the County of Los Angeles when it was incorporated in 1958. All the way through the 1990’s, Pico Park had the typical amenities of any City park that included an abundance of green space, trees, a black-top/basketball court, and a small Community Center that was built in the 1950’s.

In late Spring of 1994, that would all change. Groundbreaking and construction began on a 23,000 square foot Community Center that would have new amenities such as a multipurpose auditorium with a kitchen, child care room, craft room, expansive lobby, and an indoor gymnasium. At that time, it was the most modern and state-of-the-art City facility.

The facility was completed and opened in Spring of 1996 to much fanfare. Because of its modern amenities,

many City-Wide and Private Events were held at Pico Park that ranged from seasonal special events to annual basketball tournaments. This was the crown jewel of Pico Rivera. This again, was also 1996. Fast forward to now, a new generation of children are growing up and with that comes a generation of interests that many parks do not accommodate for, one of them being mini-pitch soccer.

Like many parks across the United States, Pico Park can easily accommodate a regulation soccer pitch. Many of the local parks in Pico Rivera are capable of doing so. As such, for many years, AYSO along with other smaller soccer organizations and groups have had a steady hold on Soccer in the City for both youth and adults. That steady hold and interest has only increased and with that, a new sport was offered by the City to capitalize on this interest, Futsal or Mini-Pitch Soccer.

Over the last few years, the City’s Parks and Recreation Department offered Mini-Pitch Soccer at both of

City’s indoor Gymnasiums. The interest was there. However, COVID-19 derailed all of the City’s programming for 2020. That meant the closure of all parks, and the cancellation of all programs including Futsal for the foreseeable future. While in person programming was cancelled, City Recreation Staff continued on, providing what programming they could virtually. For the most part, on the administrative end, City Staff continued to find ways to improve current park amenities, even in the shadows of world-wide pandemic.

As much of the nation and world continued to heal from the COVID-19 pandemic, locally in the City of Pico Rivera, it’s much like we had picked up where we had left off. Parks began to open up again, and once again, the sports fields started to get their wear and tear of competitive play. Sports was back, and so was soccer.

The interest in soccer overall never waned. It is one of the more popular sports to participate in here in the City. So much so, that it attracted the attention of local soccer stars Cesar, Cristian, and Alex Roldan. Cesar is the Head Athletic Trainer for the MLS Los Angeles Galaxy while Cristian and Alex Roldan play professionally for the MLS Seattle Sounders. All three of them grew up in the City of Pico Rivera, attended the local high school, and were members of the school’s soccer team. So it was only fitting that they wanted to bring something to their local community.

It all began with a discussion with the City’s Administration and the

Roldan brothers in early 2021. The Roldan brothers were excited to partner with the City to bring a 5 on 5 mini-pitch soccer field to the City. Since that initial meeting, the wheels were set in motion and City staff wasted no time in working with Cristian as well has his brothers Cesar, and Alex, to make this a reality.

There was a problem. In early discussions, the question was not when, or even how. It’s where. Again, the City boasts nine parks that are easily accessible. However, we have a population of over 62,000 residents. If you viewed Pico Rivera from a google map, you will see that we are a small City pitted between two riverbeds. We have only three major North and South arterials, and only four major East and West arterials. With the size of our City comes a real-estate problem. There is no spare real-estate. According to the County of Los Angeles, we are by their definition, park poor. Pico Rivera only has 1.3-acres of park land for every 1,000 residents, compared to the Los Angeles County average of approximately 3.3-acres per 1,000 residents. One may think that with the City our size, we wouldn’t need extra park space, but we do, and it’s an issue when trying to introduce new amenities to our City.

While our staff was trying to think outside of the box when coming up with this Mini-Pitch concept, we were also trying to think outside of the box on where to put it. But our staff actually ended up thinking inside of the box about where to put it, more specifically, inside an existing facility, Pico Park.

At Pico Park sat a dormant black top. In its hay day, the black top was used frequently for handball, and basketball. Once the Community Center with indoor gymnasium was built, the outdoor court was no longer needed. The once vibrant lines faded, the basketball hoops and poles were removed, and over the next few years, the black top sat unused, and underutilized.

During a City Council meeting in June of 2021, the City Council approved funding and the development of a mini-pitch soccer field at Pico Park. With a green light for development, the City’s Marketing Team began the design of the color scheme of the court. In October, the City Council approved the award of construction, the ground breaking then took place in November.

As City staff documented the construction, many eager and curious eyes were set on Pico Park as a once dormant black top area was coming to life. Many area residents were excited as news of the Mini-Pitch Soccer Field was released through the City’s monthly newsletter, and many had heard about or seen pictures of the ground breaking.

As March of 2022 began, so did the actual shape of the mini-pitch. The modular barricades were put into place and the court was now more of a reality than a concept. In mid- March, the paint crew came in to put the finishing touches on the outdoor court. Painting the City’s logo and Roldan Family moniker on the court, the mini-pitch soccer field is now ready for use and competitive play.

“Anytime you see a project from start to finish, you obviously get anxious, and this one was no different,” said City of Pico Rivera Parks and Recreation Director Pamela Yugar. “When I saw first-hand the finished site, I was excited, I was excited for the residents, I was excited for the City, I was excited that this project had such a beautiful outcome.”

The reception wouldn’t truly be known until the official opening. On April 5, 2022, the new Mini-Pitch Soccer Field officially opened to a large crowd of youth and adult soccer players waiting to try out the new field for

the first time. The City’s Youth Futsal teams put on a few scrimmages and Cesar Roldan was on hand not only to sign autographs and give his blessing over the field, but gave out a few pointers and provided demonstrations as well. The opening proved to be the beginning of something special in the City of Pico Rivera, something that the entire Department and City can be proud of.

“Brining additional recreational opportunities to our residents is something that we as Recreaters have the absolute pleasure of doing,” said City of Pico Rivera Parks and Recreation Director Pamela Yugar. “Seeing the joy and smiles on everyone who attended the grand opening just brings a huge smile to my face and a very satisfying sense of accomplishment,” said Yugar.

The new amenity was a welcome addition to Pico Park as it will bring in a new generation of soccer players, all with the hopes of making it big like the Roldan Brothers. With the Mini-Pitch Soccer Field now in place at Pico Park, the City also reached an agreement with the Roldan Brothers, and their marketing firm XTratime. For the next 8 years, the field will be known as the Roldan Family Soccer Field in exchange for a sponsorship fee. The sponsorship fees collected will be used solely for the maintenance of the mini-pitch field. In addition, with the sponsorship and agreement, the Roldan Brothers will participate in and promote four soccer clinics per year at the field. So far, this agreement has not only benefited the City, but residents as well. With a couple of clinics already hosted, many young soccer players come out to test their skills against the Roldan brothers. Many leaving with professional pointers on how to up their game. As for the City, the Mini-Pitch is maintained and looking like new with the partnership funding through the Roldan Brothers and their marketing firm, XTratime.

“I think this is going to be a great opportunity for our younger soccer players who look up to the Roldan Brothers,” said Yugar. “We are just incredibly grateful to the entire Roldan Family here in Pico Rivera, their con-

tributions to this community are far beyond anyone’s expectations.”

Far beyond and more! Since the court opened last spring, park staff has noted that the court get’s used on a daily basis from the time the park officially opens at dawn, till the time the park closes at night. Since it’s a dual use court, at any time during the day, you can have two to three people shooting hoops, or a group of five kicking a soccer ball. People of all ages use the court, so it’s in no way geared toward one age group. On a daily basis, for both basketball and futsal, the court sees about 50 to 75 users, with the evening time getting the heaviest use.

Since this park was revitalized in the late 90’s, it has only seen minor improvements to the green scape, and very few improvements elsewhere. The biggest improvement to the park before the Mini-Pitch was the expansion of the parking lot. While the park community center was maintained daily, and the park grounds kept clean by our

Public Works Department, it definitely was missing something. Now with the Mini-Pitch, the park has sprung to life once again. No longer is there an underused blacktop, there’s the sounds of basketballs bouncing, shoes screeching on the floor, the sounds of a hard kicked ball meeting the net, and the sounds of excitement after a goal or two-point shot. This once quiet corner is lively again, it’s a welcome addition to this neighborhood park.

Social Media

With nearly 5 billion social media users, there is no doubt majority of your residents are on a social platform. Social media may not be the first thought in parks professionals’ minds, but it has a lot of benefits when properly utilized. New York City Parks and Recreation has 66k Facebook likes and 109k Twitter followers because they feature stories of community members and have open discussion on development plans. You can find their parks department active on social media daily.

Not only is social media an inexpensive way to promote your community’s activities, but with the proper tools, it doesn’t have to add much time to your existing processes and workflows.

Here are some easy ways to promote activities within your community:

Children’s Summer Camps

Even in the camp’s off-season, parks and recreation should still post on social media to build awareness. Once the summer season starts approaching, they should run a campaign with a hashtag (ex: #summercamp or #summerfun). A campaign will help get more people to register while spreading the word about the camp.

Pickleball Tournament

With any event, it is best to start spreading the word on social media about 6-8 weeks before the event date. Doing so helps attendees keep their schedules clear- making for a better turnout. Depending on the number

of followers your page has, continue posting about the tournament 1-3 times a week to ensure your entire audience is aware.

Parks and Recreation Committee meetings

If you can share live or archived videos of public parks and recreation committee meetings, share the links on social media to remind citizens about the meeting. Sharing the video link also may tempt residents to attend future committee meetings.

New Job Postings

Search Engine Optimization (SEO)

SEO lets search engines, like Google, easily find your content- making it rank higher. With 0.63% of Google searchers clicking on second-page results, prioritizing SEO allows residents to easily search for your events. SEO in parks and recreation is still new, but there are keywords and strategies you can implement to see recreation rank higher:

Geo modified Keywords- These keywords list a specific location:

• San Diego facility rentals

• Sacramento bench memorial program

• West Hollywood adult volleyball league

Search engines know to keep other locations out of the search with modified keywords- so those who search are in your recreation’s proximity.

Answer Common Questions- We all have at some point Googled common questions, but how do you know what questions your residents have? Ask your team what questions they get asked by residents the most frequently, and then take a look to see which webpage answers those questions. You may need to update your page but doing so will drive more traffic to your site.

Keep Your Website UpdatedSearch engines prefer websites that are updated. You should refresh your content at least once a month for search engines to know your site is working.

Email Marketing (Newsletters)

Many parks and recreation departments send out weekly or monthly newsletters via email to the people in their community who opt-in to receive these communications. These newsletters take time and effort to put together, and it can be disheartening for your team to see poor results month-over-month, typically measured via click-through rates or the total amount of subscribers.

Newsletters are still worth the time and effort since industry benchmarks has shown newsletters earn a clickthrough rate of 22%. Despite that statistic seemingly low, the percentage of your social media audience who sees your content is just a fraction. Newsletters can include a wide variety of content:

Meeting Minutes- Recreations can either outline or provide a recording of their most recent meeting. With meeting minutes, those unable to attend can see what decisions were made that may impact them.

Project Updates- Note any updates to any projects currently being worked on at any of your facilities. Don’t be afraid to be detailed since it helps keeps residents engaged.

Planned Maintenance- List the date and time of when the maintenance is occurring, as well as who they can contact if they have any questions or concerns.

During her 36-year career with the city of Pasadena, Osborne has held the positions of city inspector, senior planner, senior project manager, northwest programs manager and deputy director. In these various positions, Osborne has acted as the city liaison with a variety of community groups, developers, youth programs and local businesses. In her current position in the parks, recreation and community services department, she oversees the community services, facilities, northwest programs and special events divisions.

Her past community affiliations and board memberships include Mentoring Partnership for Youth Development, Community Health Alliance of Pasade-

na and Neighbors Acting Together Helping All, and she is a board member of the Pasadena Boys & Girls Club.

Osborne will lead a team of 155 employees and the department providing recreational programs and community services, park maintenance, facility reservations, teen programs, and special and cultural events.

She lives in Los Angeles and has two adult children.

‘Father of Parks and Recreation’ recognized with lifetime achievement award

Dubbed Douglas County’s “father of Community Services and Parks and Recreation,” Community Services Director Scott Morgan received the

Nevada Recreation and Parks Society’s Lifetime Achievement Award.

Morgan is only the second person to receive the award in the organization’s 77-year history, according to the county. Named after Dundee Jones, who was the first Parks and Recreation Director for the City of Henderson, it requires a long-lasting career along with significant service contributions nationally, regionally, locally, and to the State of Nevada, the Nevada Recreation and Park Society, and the National Recreation and Park Association.

The award was presented to Morgan by Sally Jones, the widow of the award’s namesake.

“I am honored to be nominated and receive this prestigious award, and having it presented by Sally made it all the more special,” Morgan said.

Morgan celebrates 30 years with Douglas County in January. He is the only person to hold his current title.

During his tenure, he has overseen construction of four award-winning community parks, two nationally recognized community multi-generational centers, a nationally recognized skate park, disc-golf course, historic working ranch, and shooting facility.

Morgan worked with the National Parks Service on the Historic Pony Express Trail and was a founding planning member of the country’s most beautiful bike path—the Lake Tahoe Stateline to Stateline Bike Path. Morgan has over seen the completion of more

than $100 million worth of public works and park projects including special event venues, trails, trailheads, and park additions.

His legislative efforts were recognized for successfully modifying the Residential Construction Tax for Parks to allow for equipment replacement in existing parks and broadening the definition of community and neighborhood parks to include amateur athletic facilities.

Morgan and Douglas County also led the charge to amend Nevada law to establish liability immunity and tort liability caps for municipalities that operate skateboard parks and immunity for private property owners who own property next to a trail or trailhead. Both of these legislative acts significantly and positively affected governmental entities’ ability to develop trails, trailheads, and skateboard parks.

His awards include

Morgan served as the Society’s President and was a committee chair for the National Association. He has been married to wife Kristi for 38 years. The couple has two sons, Jordan, a missionary in Thailand, and Hunter who works for a private college in Sterling, Kan., and three grandchildren.

Mead B. Jackson, CTRS, RRTC, RRC, CPRP has retired

After over 62 years of military and public services, Mead Jackson retired on June 30, 2022. Mr. Jackson received his Bachelor’s Degree from Southern University, Baton Rouge, Louisiana in June 1959. His first professional job was a junior high school teacher in 1959. At the end of his first year as a teacher, he was drafted into the army in 1960. He was one of the eight (8) military personnel with a college degree selected for the Post Graduate Physical Medicine Program at the Army Valley Forge Medical Center, Phoenixville, Pennsylvania. Upon completing the academic phase of the program, he completed an internship in the psychiatric unit

at Valley Forge General Hospital. He was assigned to the Activity Therapy Department at Brooke General Psychiatric Hospital, Fort Sam Houston, Texas. He completed his military tour of duty with a Letter of Commendation for “Outstanding Contributions to The Activity Therapy Department, Brooke General Hospital and The United States Army Medical Service” in 1963.

When Mr. Jackson arrived in Los Angeles, California in the Fall of 1963, Los Angeles County did not have a recreation therapist in the County System. He met with Elizabeth Austin M.D., Chairperson of Physical Medicine, University of Southern California School of Medicine and Los Angeles County + University of Southern California Medical Center (LAC+USC Medical Center). After the review of his credentials, he was hired as a Physical Medicine Specialist and assigned to John Ray, M.D., Chairman of Psychiatric Services on November 18, 1963. This marked the beginning of Mr. Jackson providing over 58 years of dedicated rehabilitation therapy services at LAC+USC Medical Center and making numerous contributions to the Rehabilitation Therapy Profession at the local, state, national and international levels.

Mr. Jackson worked very diligently with Los Angeles County Department of Human Resources to establish the standards in the Recreation Therapy Series. As the result of his work in this area, recre-

ation therapy personnel were assigned to all DHS hospitals and DMH delivery system. In addition, Los County Department of Parks and Recreation, Los Angeles City Department of Parks and Recreation and private hospitals hired recreation therapy personnel.

Mr. Jackson contributions to the Department of Psychiatry at LAC+USC were numerous. Over the years, he served on the Psychiatric Services Executive Committee; Professional Advancement Committee; In-service Training Committee; Volunteer Advisory Committee; and the Department of Psychiatry Clinical Council. In addition to his role as a therapist, he also served as a Faculty Member, First Year Resident Training Program, Graduate Education Division, LAC+USC Healthcare Network. He wrote the Recreation Therapy Policy and Procedure Manuel that was the first policy and procedure manual in the Department of Psychiatry at LAC+USC. As part of the manual, the Recreation Therapy Treatment Program included specialized evaluations, treatment modalities and procedures that helped the client achieved medical/rehabilitative goals related to illness, disability, or special social/leisure problems. He established a referral system for the doctor to refer the patient for recreation therapy treatment. He also established the standards for the Rehabilitation Therapy Training Programs and worked with DHS Office of Contracts and Grants to

establish affiliation agreement between DHS and the college/university for the training of rehab therapy students/interns. He served as the agency advisor for rehab therapy students/interns and the faculty advisors for 34 colleges and universities. When the Occupational Therapy Division and Recreation Therapy Division were administratively consolidated to create the Division of Psychiatric Rehabilitation Therapy Services, Mr. Jackson was appointed the Director of Psychiatric Rehabilitation Therapy Services, October 18, 1995.

Mr. Jackson joined the California Park & Recreation Society in 1966, and became an active member of the (Medical Section) currently the Recreation Therapy Section. He held key positions on the Recreation Therapy Board of Directors. He served on the Ad-Hoc Committee that established the standards for the “Registration for Recreation Therapy/ Therapeutic Recreation Personnel” approved by the California Board of Recreation and Park Certification. He served on the California Board of Recreation and Park Certification for eight (8) years, the last four (4) years as Vice Chairperson. As the Chairperson of the Professional Standards Committee, he established the standards for the agency supervisor and university faculty advisor to supervise recreation therapy interns.

He joined the National Therapeutic Recreation Society (NTRS) when the National Recreation and Park Association (NRPA)

approved the Charter for NTRS in 1966. He served on numerous committees and held key positions on the Executive Committee of NTRS Board of Directors. He served on the NRPA Pacific Southwest Council for four (4) years. He also served as the Chairperson of NTRS Certification Review Board that established the certification standards used by NRPA to establish the National Council for Therapeutic Recreation Certification (NCTRC) as an independent credentialing agency.

Mead Jackson is a recreation therapy/rehabilitation therapy legend. As a part time faculty, he taught graduate classes in recreation therapy/ therapeutic recreation at California State University Los Angeles. He served on the Advisory Board

for the Recreation and Leisure Studies Department at California State University Long Beach. He served as guest lecturer at several universities and as a speaker at numerous conferences, workshops, etc. He published articles in professional journals and magazines. He served as special consultant to the California State Department of Health Services, The Joint Commission on Accreditation of Healthcare Agencies and several health and allied healthcare agencies regarding rehabilitation therapy matters. He received numerous special awards, honors, recognitions and distinctions that included but limited to the following:

• Outstanding Therapist of the Year, California Park and Recreation Society, 1974

• Pacific Southwest Professional of the Year, National Recreation and Park Association, 1984

• Distinguished Service Award, National Therapeutic Recreation Society, 1989

• Lifetime Achievement Award, California Therapeutic Recreation Section, 1998.

• Recognition for Outstanding Contributions as a Pioneer in the Origin and Development of National Therapeutic Recreation Society, NTRS National Congress, 2006

• Recognition as an Exemplary Professional Representing the History of Therapeutic Recreation in the Second Edition of the Foundations of Therapeutic Recreation

• Retirement Certificate, the Board of Supervisors of Los Angeles County hereby publicly acknowledges and expresses appreciation for the long, faithful and excellent service rendered to the people of Los Angeles County, 2022.

Mr. Jackson viewed his job as a passion. He enjoyed interacting with medical and allied health personnel on a daily basis. He also enjoyed serving on boards and committees that have a positive impact on the Rehabilitation Therapy Profession and the Health Care Delivery System at local, state and national levels. He successfully accomplished his mission to leave the Rehabilitation Therapy Profession and the Health Care Delivery System better than he found them.

Utilizing GIS (geographic information systems) the map will be interactive and provide all members the ability to access information on Districts and Regions with the click of a mouse or touch of the screen. Have other ideas for potential resources? Let us know and we’ll work together to build a stronger and equitable resource pool.

Education opportunities abound and will be available through many of the Districts and Sections throughout the year. Keep an eye out for announcement emails and continue to check the Calendar on the CPRS website for other opportunities. Have an event or training coming up? Make sure to put it on the CPRS calendar so all of our members have the opportunity to get involved! A couple of the trainings in the planning stages include the Administrator’s Section Directors Academy October 5-6 and CAMS brought to you by the Aquatics Section this fall. Also on the education front is Maintenance Management School slated for November 6-10, the Park Planning and Development Institute, School of Rec, and the annual Leadership Summit in September and is open to all District and Section board members. I will leave you with a simple question: What if? What if you volunteered for a CPRS committee? What if you ran for a board position? What if you reached out and encouraged others to do the same? I was emailing with Erica Halberg from Seal Beach and thanking her for her commitment to CPRS as the Chair of the District 10 Programs Committee. She said “Of course, it is my pleasure. Best decision I have made is to get involved with CPRS.” So if you are serving or have served on a CPRS board or committee I want you to say THANK YOU! We are only as strong as our members and together we can accomplish anything. So, don’t be afraid to step out of your comfort zone. I answered that question, listened to the encouragement from my colleagues, stepped out of my comfort zone and have the absolute privilege of serving as your president thanks to the love and support from so many of you.
