ROVISIONAL third telco player Mislatel Consortium—an alliance between President Duterte’s ally Dennis A. Uy and Chinese state-owned China Telecom Corp. Ltd.—may lose P25.7 billion at the minimum should it fail to deliver on its commitments or if it is found to have caused cyber security breaches that infringe on national security or sovereignty, a Cabinet official said.

Acting Secretary Eliseo M. Rio of the Department of Information and Communications Technology (DICT) said Mislatel, should it officially bag the third telco spot, will be wasting time and money if it breaches—in any way—its contract with the government. “We have a provision in the

terms of reference that the new major player must affirm or certify that their network will never be a source of threat to our national security. If it becomes so, then their performance bond will be confiscated,” Rio said via phone. He explained that, based on Mislatel’s commitments, it will

have to shell out roughly P25.7 billion—or 10 percent of its total capital and operational expenditures through its five-year debut—if it fails to do so. “The third telco player, just like incumbents, has to get a third-party cyber security expert for their cyber security audit. These experts

S Speaker Gloria Macapagal-Arroyo vowed to carry out the legislative agenda of President Duterte in the lower chamber, the House of Representatives is expected to resume its session on Monday with focus on several priority measures. Arroyo said the House will focus to finish the administration’s legislative agenda, topped by the national budget, as the midterm elections in May 2019 is seen to cut their time frame. Topping the list of pending key measures on the agenda for deliberations and approval are House Bill 8169, or the proposed “Fiscal Year 2019 General Appropriations Act,” and HB 8400, or “An Act

Rio was responding to online reports that China Telecom has been found to have breached cyber security protocols—in these cases, digital hijacks—in different territories, such as Canada and South Korea. ILIPINO taxpayers need to extend an average of P5 billion worth of subsidies for the North-South Commuter Railway (NSCR) System approved by a Cabinet panel, according to the National Economic and Development Authority (Neda). Apart from the subsidy, the Investment Coordination Committee (ICC) Cabinet Committee (CabCom) last week also recommended to the Department of Transportation (DOTr) the generation of additional revenues on account of the 76-percent increase in the project’s cost. With the change in scope of the project, the total cost of the NSCR, a project of the DOTr and Philippine National Railways (PNR), increased to P777.55 billion, from P440.88 billion. The project is funded by loans from the Japan International Cooperation Agency (Jica) and the Asian Development Bank (ADB). “The government will subsidize an average of P5 billion per year to cover capital, operating and renewal costs of the project—an investment that is expected to generate substantial economic activity, create more jobs, increase incomes and deliver a more comfortable commuting experience,” the Neda said in a statement. “The DOTr was instructed by the Committee to implement measures that would allow the national government to maximize non-farebox revenues, such as incremental taxes from increased property value through revenue-sharing arrangements with

Establishing The Fiscal Regime For The Mining Industry.” House members have already approved on second reading HB 8169 or the Fiscal Year 2019 General Appropriations Bill (GAB), which provides for a national budget of P3.757 trillion for next year. The House leadership said the timely approval of the budget ensures there will be no budget reenactment next year.

OWER supply in 2019 will be adequate next year given an additional capacity of about 2,375 megawatts (MW) that will come from new power projects across the country. “The DOE [Department of Energy] is confident in our projections for 2019 that we will be able to meet the demand considering the incoming capacities in Luzon, the Visayas and, of course, Mindanao,” said DOE Assistant Secretary Redentor Delola. For Luzon, he said peak power demand is expected to reach 11,200 MW, from the 10,800 MW recorded in May last year. See “2019 Power,” A2
