just wait. We have to be careful because we heard that there are more groups that may file more TROs, so we need to know if it is beneficial to appeal only for the purpose of setting some kind of precedent whether the petitioners are entitled for a TRO,” added Pulido. The Taguig court issued a 20-day TRO on July 3 while the Makati court’s TRO, which also takes effect for 20 days, was issued last June 28. See “Unbundling,” A8

By Cai U. Ordinario
@caiordinario
HE Philippines may soon source trains for future rail projects from Filipino suppliers as the government is already taking steps to build a local train industry, according to the Department of Science and Technology (DOST). Science Secretary Fortunato T. de la Peña told BusinessMirror that the agency is now in talks with possible investors and the National Development Corp. (NDC) to jump-start these efforts. De la Peña revealed the plans on the
sidelines of a briefing at the opening on Wednesday of the National Science and Technology Week (NSTW) in Pasay City. De la Peña said he hopes that even before 2022 ends, the Philippines would have its own train
industry. “That’s what we want. Kasi nga ang dami-daming nakaplanong rail projects, meron sa Mindanao, meron sa Visayas, eh gusto sana namin locally sourced na siya [Because there are a lot of planned

NRECONSTRUCTED neoliberal economists have been arguing that a rise in minimum wages is harmful for it drives investors away and keeps unemployment high. This kind of thinking puts the burden of investment and growth promotion on the workers. The unwritten order to the unions and their members: Be quiet and accept your lowly fate in the labor market. When investment and growth kick in, jobs and wages will eventually rise, as soon as unemployment is reduced and the economy becomes a lot stronger. Continued on A7

HE government continued to warn residents living in areas susceptible to flooding and landslide to take precautions as moderate to heavy rain is forecast to prevail due to the prevailing southwest monsoon, which is being enhanced by Tropical Storm Falcon. The National Disaster Risk Reduction and Management Council (NDRRMC) said monsoon rain whipped up by Falcon triggered flooding in some areas in Albay and in Lanao del Norte, and cut from traffic two highways in the Cordillera. Five barangays in Libon, Albay, and the towns of Kapatagan, Lala, Sapad, Salvador and Sultan Naga Dimaporo in Lanao del Norte were submerged in floodwater, while two highways in Ifugao and Kalinga were likewise flooded. The NDRRMC said the five affected towns in Lanao del Norte also experienced power outages. Falcon made landfall at 12:30 a.m. in Gattaran, Cagayan, on Wednesday and dumped rain as it moved to affect other provinces in Northern Luzon and in the Cordillera Administrative Region.

Pernia said community-driven disaster-risk reduction is the country’s “best hope” when disasters strike. “Let me emphasize that super typhoons, droughts, floods and earthquakes are inevitable. There will always be perfect storms, of one kind or another, coming our way. Nevertheless, an effective and community-driven disaster-
risk reduction seems to be our best hope,” Pernia said. Based on the experience of the Philippines, after Supertyphoon Yolanda laid waste to various provinces in the Visayas, the Neda chief said communities were crucial in the post-disaster recovery and rehabilitation efforts. ANGKO Sentral ng Pilipinas (BSP) officers will go around the country to talk about the recent amendments made to the central bank charter, in an effort to connect with and inform banks and other stakeholders in the countryside. The regional information campaign, the BSP said in a statement on Wednesday following the first round of a series of talks at the SMX Convention Center in Davao City, aims to promote better appreciation of Republic Act (RA) 11211, or “An Act Amending Republic Act No. 7653, Otherwise Known as the ‘New Central Bank Act’, and for Other Purposes” among bankers, the media and regional stakeholders. According to BSP General Counsel and Senior Assistant Governor Atty. Elmore O. Capule, RA 11211 enhances the central bank’s capacity “to promote price stability, financial stability and a safe and reliable payments system. The law, which central bankers worked on for more than 20 years, is ultimately aimed at enhancing the economic and financial well-being of Filipinos.” Capule was joined by Financial Supervision Sector Managing Director Arifa A. Ala; and Department of Economic Research Deputy Director Sittie M. Butocan for the Davao leg of the campaign. “As a financial regulator, the BSP

is further enhancing its supervision and examination framework in alignment with the BSP charter amendments, as well as international best practices,” Ala said. In her discussion of the Philippines’s growth story, Butocan said, “The Philippines is expected to remain one of the fastest-growing economies in the region and in the world in 2019-2020.” The briefings on the amended BSP charter will also be conducted in the cities of Cagayan de Oro, Cebu, Iloilo, Batangas and Baguio. Early this year, then-BSP Governor Nestor Espenilla Jr. welcomed the enactment of the new Central Bank Act, saying the new provisions will align the BSP further with international best practices. Now at the helm of BSP, Governor Benjamin Diokno said one of the key objectives of his leadership is to implement the newly passed laws in the banking sector—including the provisions of the new Central Bank Act. “Under my watch the BSP shall have strict and prompt implementation of recently approved st r uc t u ra l refor m s,” D iok no earlier said.
