tourists for the Philippines. Arrivals from South Korea grew by 11.76 percent to 788,530 this year, and accounting for 22.6 percent of the total inbound tourists. This was almost unchanged from the 22.22 percent market share they had in January to May 2018. The United States remained in third place with a 1.98-percent increase in arrivals to 472,469, and a lower market share of 13.54 percent from 14.6 percent in the same period last year. In fourth place was Japan, with arrivals rising by some 2.2 percent to 281,988, also with a slightly lower market share of 8.08 percent from last year’s 8.7 percent.

HE Bangko Sentral ng Pilipinas (BSP) on Tuesday reported a significant rise in the foreign public-sector loans it approved in 2018, compared to that of 2017, in an effort to amply finance the government’s infrastructure development projects.

Monetary Board-approved foreign loans of the national government (NG) more than doubled in 2018 to hit $7.355 billion during the year, from the 2017 level of $3.486 billion. Under the Constitution, the BSP

—through its Monetary Board—is required to give prior approval for all foreign loans to be contracted or guaranteed by the Republic of the Philippines. Similarly, all foreign borrowing proposals by the NG, government

agencies and government financial institutions must be submitted for approval-in-principle by the Monetary Board before actual negotiations commence. This is to fulfill the BSP’s mandate in external debt management

The percentage of the $7.355-billion total approved public-sector loans for 2018 that will fund five infrastructure flagship projects under the “Build, Build, Build” program. The 18 percent is equivalent to $1.36 billion by keeping external debt service requirements at manageable levels to ensure external debt sustainability. ENATE leaders on Tuesday allayed apprehensions that the difficulty of getting a new chairman for the ways and means committee—tasked to endorse passage of the administration’s revenue-raising measures to bankroll vital government projects this year—might derail such initiatives. Senate President Pro Tempore Ralph Recto, whose election loss several years ago was blamed on his sponsorship of the expanded value-added tax reform, said that if there are really no takers for the ways and means panel, he might even be willing to take it. It was Angara, as ways and means panel chief, who presided over the tumultuous, long-drawn process of passing the first of the tax-reform packages, dubbed Tax Reform for Acceleration and Inclusion (TRAIN) law. It became effective January 1, 2018. Angara was reelected in the May 2019 elections, landing sixth despite fears his sponsorship of TRAIN might hurt his poll chances. “We are asking Senator Pia [Cayetano] to take it,” Sotto told BusinessMirror, referring to the ways and means chairmanship. However, he did not say if Cayetano has already agreed to take on the task of chairing the committee, amid reports quoting her as saying she wasn’t too keen on it.

ERLIN has started its investigation of the recent quarantine breach by a German firm that prompted the Department of Agriculture (DA) to ban all meat imports from Germany, its top envoy to the Philippines said. German Ambassador to the Philippines Gordon Kricke said Berlin has received formal communication from the DA about the incident, wherein pork from Poland—one of the countries that reported an outbreak of African swine fever (ASF)—was included in the shipment of a German firm to the Philippines. Kricke said an investigation into the incident has been launched.
