LL the remaining packages under the Duterte administration’s Comprehensive Tax Reform Program (CTRP) will likely be passed after the elections and not by year-end due to the resistance of the senators, Budget Secretary Benjamin E. Diokno said. “We need to be realistic that given the election season, there is resistance in the Senate, but in the lower [chamber] it has already been approved,” Diokno told the BusinessMirror.
This was after the House of Representatives approved all the remaining tax packages under the CTRP on third and final reading. However, these packages are still pending in the Senate except for
the tax amnesty bill, which they passed on third and final reading last month.

Philippines, Phoenix Petroleum, Eastern Philippines and Shell. Other oil firms are expected to follow suit. The diesel price rollback is on its ninth consecutive week, bringing overall price reduction in diesel to anywhere between P10.55 and P10.75 per liter for the past two months. Gasoline prices have been reduced by anywhere between P12.05 and P12.20 per liter for the past eight weeks.
The Oil Industry Management Bureau of the energy department explained that Philippine retail prices are based on the average prices cited on the Mean of Platts Singapore (MOPS). This refers to the prices of finished product, which include the gasoline and diesel sold in pumping stations. Local oil firms adjust their prices on a weekly basis to reflect prices of imported oil products that arrive in the country. Lenie Lectura

NLY two years in operation, the country’s antitrust body has attained its first ISO certification recognizing the quality of its services. The Philippine Competition Commission (PCC) on Monday announced it was awarded ISO 9001:2015 certification for its quality management system. This is in recognition of the agency’s delivery of public services, such as mergers review, enforcement operations and policy research. According to the PCC, its ISO certification covers reviews of mergers and acquisitions, competition law enforcement and competition policy formulation and research. It also includes capacity building and advocacies that are compliant with international standards of service. The recognition was achieved by the PCC in spite of only two years in operation. This made the antitrust body the only ISO-certified public body among national government agencies organized since 2016. “ The certification is a testament to PCC ’s strong commitment to consistently execute its mandate toward merger reviews, enforcement cases and ot he r o p e r at ion s t h at me e t international standards.

HE House of Representatives on Monday rejected Budget Secretary Benjamin E. Diokno’s bid to postpone indefinitely the Question Hour at which he was to be grilled on alleged “insertions” in the P3.757trillion budget for 2019. This, as a ranking House leader exposed alleged“Executive pork barrel” in the simmering word war between the two chambers of Congress and between the Legislative and Executive branches. M ajor it y L e ade r R ol a ndo G. Andaya Jr. said the Question Hour will proceed as scheduled on Tuesday. Amid insertions issues hounding the proposed General Appropriations Act (GAA), Andaya of Camarines Sur exposed alleged irregularities in the awarding of the flood-control projects in the 2018 national budget. In a privilege speech, Andaya bared alleged corrupt practices involving billions of pesos in infrastructure spending, which include flood-control projects in congressional districts, particularly in Catanduanes and Sorsogon. Andaya said these two districts do not have any need for floodcontrol projects. “I understand that a lot of members have the same experience. Maybe it’s about time some of you stand up for us to retake the power of the purse. We have been misunderstood and misaligned all these years. We have

actually managed to decrease our influence over the budget. Now, with me coming out and showing you hard proof of what you know what has been done to you, maybe it’s about time, we all as one voice, stand up and expose this sham,” Andaya said. He said the two congressional districts—belonging to Sorsogon Rep. Deogracias B. Ramos Jr. and Catanduanes Rep. Cesar V. Sarmiento—received P2 billion and P500 million, respectively, in additional infrastructure funding. “In t he second d istr ict of Sorsogon, nearly P2 billion in flood-control funds poured in, even though it was not needed and the congressman and constituents were not aware of it. In Catanduanes, for this current year, the flood-control fund for the district of Cong. Sarmiento got an additional P500 million even though he had no knowledge of it; but we passed it because we were told it was proposed by the Executive and we should not touch it. That’s forbidden, they said,” Andaya revealed, in a mix of English and Filipino.
