ULL implementation of the Comprehensive Tax Reform Program (CTRP)—including the passage of the remaining packages—will contribute P187.1 billion in tax revenues to the country come 2020, the Department of Finance (DOF) said on Thursday.
In a statement, the DOF underscored the need to complete the passage of the remaining packages of the CTRP to ensure a “reliable revenue base.” Finance Undersecretary and chief economist Gil Beltran said that for 2020, revenue collections
are projected to reach P3.5 trillion, of which P187.1 billion will come from tax reform. These include P153.8 billion from the first CTRP package or the Tax Reform for Acceleration and Inclusion (TRAIN) law; P15.7 billion from Republic Act 11346,
which raised excise taxes on tobacco products; and an estimated P20 billion to be collected from Package 2 Plus, which aims to increase excise taxes on alcohol and e-cigarette products. Package 2 Plus was approved by the House of Representatives on

AW M A K E R S a nd health advocates have expressed unified support for the passage of higher alcohol and e-cigarette taxes, saying this will be beneficial for the country’s overall health score. In a press conference on Thursday, the respective chairmen of the Senate and House Ways and Means panels, Sen. Pia Cayetano and Albay Rep. Joey Salceda, were joined by health advocates and coalition leaders in the country to call for the swift passage of a higher tax on alcoholic beverages, electronic cigarettes and heated tobacco products to improve health outcomes in the country. “According to the 2012 and 2015 Family Income and Expenditure Survey [FIES], the majority of the lower quintiles, which are the poor,

spend more on alcohol as a percentage of their total expenditure compared to the rich. By raising the price of alcohol through taxation, these products will be less accessible. Hence, poor families will be signaled to use their budget wisely, and hopefully allocate their expenditures to more important things,” Salceda stated. Earlier this month, the House of Representatives approved on third reading the bill on higher alcohol and ecigarette taxes. The bill has since been transmitted to the Senate for further deliberations.

HE government was able to catch up with its timeline for the “Build, Build, Build” (BBB) program due to a plan that expanded working hours in construction sites to 24 hours, from just 10 hours. In a forum with CNN Philippines on Wednesday, Transportation Secretary Arthur P. Tugade admitted there were challenges in catching up with the spending lack in the first quarter resulting from the delay in the passage of the budget. However, he claimed the government is back on track with its timeline of planning and implementation, attributing this to a “two-pronged catch-up plan.”

RESIDENT Duterte and Chinese President Xi Jinping were expected to arrive at a consensus on how to move forward on the 60-40 joint oil exploration deal in the West Philippine Sea, the Philippines’s top envoy to China said. The President was scheduled to meet with President Xi on Thursday night in a bid to raise directly the arbitral ruling which invalidated China’s claims in the West Philippine Sea. But prior to the meeting, Philippine Ambassador to China Chito Sta. Romana told reporters on Thursday that the two leaders may discuss the need to form a joint steering committee, as well as the creation of a joint entrepreneurial
working committees composed of companies which will engage in the said cooperation. “I think the President is very much interested to move forward on the MOU [memorandum of understanding] on oil and gas cooperation that was signed last November and I think the MOU provides a road map for moving forward,” Sta. Romana said on the sidelines of President Duterte’s official visit to China. “You know, generally when you have two heads of state meeting, they don’t deal with the nitty-gritty; that would be done at the working level but they will at least come to some agreement on the general points, a consensus that they will provide the impetus for the working groups on both sides to continue See “WPS oil,” A2
