Industry hits RR rate changes
Western lumber shippers have charged the Carter Administration with trying to "bail out the railroads with a leaky pail, allowing the American public to sink deeper into the sea of inflation."
At the same time, they say the railroads are literally pricing themselves out of the market.
"The government's case simply won't hold water." declared James G. Manning, transportation director for the Western Wood Products Association, following the September 15, cancellation of cheaper "blanket" rates from the 12 western states to the northeastern U.S.
The lumber industry has testified at every rate hearing in recent years that the railroads' problems ate not the kind that a mere increase in revenue will help. Instead, they say, the railroads should seek to improve weak productivity from within rvithout calling on customers and the public to underwrite solutions to their problems.
The U.S. Department of Transportation recently announced support of rate increases to bring railroads a retum on investment of as much as l2%.
And a series of applications for increases are already being contested by western shippers. Manning said the abandonment of the blanket rates, which were first initiated in 1935 to help railroads compete with waterborne carriers, will increase the cost of shipping into the Northeast by an average of about 6Vo.
"We believe the blanket rute cancellations are illegal," the lumber shipping expert said.
"When they were insititued 43 years ago by the Interstate Commerce Commission, it was for competitive reasons. Because of that, the ICC must provide an open forum for shippers and the public before making such cancellations.
"But this time, rail users were denied the right to their day in court. The rates went up simply because railroads asked for them."
The lumber industry has long contended that the railroad rateraising philosophy actually hurt the rail systems, rather than helping. Shipping statistics tend to support that.
"Ten years ago, two-thirds of all western lumber was shipped to markets in the East, Midwest and South," Manning reported. "Today less than one-third of western shipments leave the West."

Some confusion costs everyone unnecessarily, including the ultimate owner or user of the structure in which wood is used. The National Association of Home Builders estimates that about 20 percent of direct construction cost in homebuilding is lumber, reports Charles C. Shinn, Jr., director of aReal Estate and Construction Management program at the University of Denver and one of the speakers in the seminar.
The statement that less than 507o of the lumber specifications currently written can be met comes from another speaker in the seminar series, W. E. "Bill" Moore, a technical representative for the Western Wood Products Association.
Moore's session on "Western Woods, Their Basic Selection and Specification," opened the series. Roof and truss design, softwood plywoods, allweather wood foundations and sturdifloor systems will be covered by speakers on Oct. 20. Redwood specification and use and red cedar shingles and shakes get the spotlight in the Nov. l7 seminar.
Shinn covers wood from the builders viewpoint on Jan. 19, and a hnal session on Feb. 16 covers building codes as they apply to lumber and wood products, and glued, laminated timber.
