'I'he chairmen of all WBMA State Leeislative Committees met May 6 in Salem, Oregon to formulate a positive legislative program for W'estern. The purpose o{ this meeting was to coordinate efforts and adopt procedures to strengthen WBMA's legislative activities. The group reviewed subjects of common interest to the four states and exchanged experiences of efforts by each state committee on specific legislation.
In its discussion of the Oregon Inventory Tax, the group heard recommendations from Ivan Congleton, executive vice president of Associated Oregon Industries. He stated that although some relief has been received under the 1965 Amend. ments, the fact that each legislature must appropriate money from the General Fund to provide for a reduction in the tax gives Oregon businessmen no assurance that re- lie{ will actually be received. He suggested that efiorts should again be directed toward relief from the Inventory Tax in the next legislature and now is the time to start. Washin6Jton's Legislative Committee will explore avenues {or inventory tax relief also.
Contractor fraud legislation pertaining to the misappropriation of construction funds was also considered to be very important. A coordinated efiort among all states wjll enhance the possibility of such legislation being passed.
A more comprehensive report of this legislative meeting will be sent to you later. It should be added that the key to our industry's approach to legislative matters is in the word "positive." A positive program with the active assistance of each member will be efiective in attaining fair and equitable laws.
