Beats a Poke in the Eye

lltHAT WITH ALL the dreary news, UU economic and otherwise, to which we have all been subjected of late, we thought a linle bit of tempered optimism was in order. The crepe hang:ers of fhe Gloom and Doom School are currently having their heyday. But, dismal as the news seems some davs. the world is not coming to an end. Honest-, gang.

The source of the followins bit of relatively encouraging news is the Federal Reserve Bank of San Francisco, a sobersided group not known for giddy enthusiasm. They say in their annual report:

"Yet withal, the West seems certain to get through 1980 with less damage than the national economy, perhaps with only a modest dip in its growth rate. The structure of the regional economy is in its favor, since it exhibits a smaller concentration of cyclical industries such as autos, and a greater concentration of relatively recession-proof indus-

tries such as trade and services. Another plus is the likelihood of a continued boom in the key aerospace-manufacturing industry. That industry holds a bulging orderbook full of new business from the world's airlines and also from the Pentagon, which is boosting its spending in real terms for the first time in a decade. The strensth of overseas demand for the region's farri products and hightechnology products, especially in the fastgrowing Pacific Basin countries, also should provide underpinning for the Western economy. The overall look, then, is for a slowdown but not a maior recession durine 1980."

In some y"ears, such a forec-ast might not have brought forth anything more than a frown, but during the current period, a minor slowdown sounds like a sood deal. Something akin to the parablJ of the one-eyed man being king in the valley of the blind.

Their measured optimism is also a good balance during a time when really good news is all too scarce.

A profile of an Arizona retail lumberman

E ROM A one-man lunrber yard I where he worked after graduating from a mid-western high school to senior vice president and general manager of one of the largest lumber and building supply chains in the Southwest. that's the story of Dean Drake of O'Malley's retail lumber and building materials stores.

Dean ioined the Phoenix-based O'Malley organization in 1950 as assistant manager of its Tempe, Az., store. He becanre yard nranager three years later and renrained in that position until 1964. During these years, the Tempe slore was consistantly among the top O'Malley yards. The firm currently has 18 stores with an additional unit set for 35th Ave. and Bell Rd. in Phoenix.

In 1964, he was called upon to go to Phoenix to help in a company reorganization plan and to act as operations nranager lor all O'Malley yards. Three years later. in 1967, he was nanred general nran-

ager of the O'Malley Retail Division and has held that post for the nast l4 vears. He was also named to

But to backtrack, let us go back to the mid-depression year of 1936. Dean, having just graduated from high school, set out to make his way in the world. His first job was running a one man lumber yard in Beaver. Ks.. for A.C. Houston Lumber Co. From there. the company transferred him to Alva, Ok., as yardman and truck driver. In 1938, he was again transferred, this time to a subsidiary of the Houston Lumber Co.. Home Lumber Co. in Boise, ld.

a seat on the O'Malley board of directors and, in addition, is a corporate officer, senior vice president of The O'Malley Lunrber Co.

He worked there as an auditor and as a member of the general office inventory crew serving 22 yards in ldaho, Oregon and Nevada. In 1939, he was promoted to assistant manager of that company's largest holding in Reno, Nv. The following year, the Home Lumber Co. purchased property and opened a yard in Las Vegas, Nv. Again Dean was chosen to assist in starting up and running of this yard until late 1941, at which time our war time effort dictated otherwise.

After the wartime diversion of a job in a California shipyard and one and a half years in the U.S. Army, he again returned to the lumber business in 1945. This time with the Ellensburg Lumber Co. in Washington State, now part of Boise Cascade Corp. The next five years were spent as head accountant for the sawmill and as its retail yard manager until which time he moved to Arizona with the O'Malley organization.

ln 1977, the O'Malley Building Materials retail division won the "Retailer of the Year" award from Buildins Supply rVeru Magazine.

Dean Drake likes the lumber business. likes Arizona and loves the vitality of the home building activity in the Great Southwest. "There is no better place to be nor any better business to be in than what we find right here in Phoenix," says Dean.

Description and Uses of Palco Garden Redwood

PALCO GARDEN REDWOODMADE OF GREEN REDWOOD LUMBER

1. Construction Heart-consists of all heartwood (reddish-brown colored) which provides resistance to decay and termites; contains knots that are tight and firmly fixed (when mill graded), only occasional pieces with small knotholes.

2. Construction Common-similar to Construction Heart except that sapwood (cream colored wood) is included. Sapwood is not as decay and termite resistant as heartwood. Sapwood and heartwood together provide an attractive color contrast.

3. Merchantable-includes sapwood. Allows larger knots and more imperfections than the above two grades. Loose knots and knot holes occur in some pieces.

WHERE TO USE THE ABOVE GRADES:

Construction Heart is ideal for all types of garden structures and decks. And, because Construction Heart is resistant to decay and insect attack, it should be used for those pieces which are in contact with the soil.

Construction Common is also ideal for all types of garden structures and decks and can be used to particular advantage by utilizing the interesting color contrast of heartwood and sapwood. Construction Common should not be used for those pieces which are in contact with the soil.

Merchantable is frequently used for fences, railings, trellises, etc. Can be economically trimmed to remove undesirable characteristics and be used on other garden structures and decks. With the sapwood, it should not be used in contact with soil.

Local building codes which include landscape structures must be complied with.

TWO SPECIALTY GRADES OF PALCO GARDEN REDWOOD ARE AVAILABLE ON SPECIAL ORDERS:

1 . Select Heart-consists of all heartwood and is the next higher grade above Construction Heart with smaller and tighter knots.

2. ell Heart Merchantable-consists of all heartwood and is otherwise similar to Merchantable.

PATTERNS:

Palco Garden Redwood's standard inventory consists of surfaced four side pieces. A special feature is that edges are eased which prevents slivering.

A variety of patterns are available on special order including 2" nominal thickness resawn to l" nominals with one side surfaced, other saw-textured.

SIZES:

1"x4" through 12"; 2"x4" through 12"; 4"x4"; 4"x6"; 6"x6". Standard lengths are random 6'l20'; restricted lengths may be ordered 10'l20'.

SHIPPING INFORMATION FOR DISTRIBUTORS:

Garden redwood is available in straight or mixed truck and railcar shipments. Mixed shipments can include items from a wide range of redwood lumber including uppers, Douglas fir uppers and plywood. Units are available with protective wrapping.

Available deck plans make it easy for Do-lt-Yourselfers as well as carpenters to build a variety of deck types. Finishing recommendations are available.

The high cost of attending and a negative climate of opinion in San Francisco regarding the lunrber industry were described b1, spokesmen as contributing factors behind the sanrpling. Koppers' expansion is a bet on the West

HE NATION'S largest producer of pressure treated wood products, Koppers Company, Inc., a diversified chemical, engineering and manufacturing corporation, is girding for accelerated expansion of the pace-setting western market.

To lay the ground work for planned growth, the Pittsburgh, Pa., based company, with current annual sales in excess of $1.8 billion. has newly established a Western Wood Products Division within the Forest Products Group, with James R. Batchelder, a third-generation Californian, as vice president and general manager.

"It is our firm conviction," attests Batchelder, "that spectacular as has been the phenomenal growth of the West, the future holds even brighter promise, and our company is taking all necessary steps to cope with the ever-soaring demand."

Batchelder, who has opened administrative headquarters in West Sacramento. Ca.. at the hub of the central market region, holds that western architecture and construction long have led the nation in innovative design, contributing major developments in industrial, commercial and residential projects that serve as a vital stimulus to a more tradition-bound eastern seaboard.

"Still added significance attaches to the western market," he elaborates, "in that it is large enough as a region, and active enough in its broad-spectrum multiplicity of enterprises, that, even during periods of partial or general slowdown elsewhere, it still retains a capacity to run counter-cyclical to the national trend."

Koppers maintains a nationwide network of 27 pressure treating plants, 19 pole distribution yards, l5 lumber and crosstie mills, and five hardwood concentration yards. Six pressure treating plants, in California, Colorado and Hawaii, fall under his supervision, with the

division also providing a raw materials base for western species of wood in demand in the East. These activities are further supported by a large research facility that engages in broad-based new product development as well as process improvement and design.

The division serves the electric utility and telephone industries with a broad range of pressure treated poles and cross-arms. Distribution poles, up to 50 feet in length, and transmission poles, up to 120 feet, are provided for power line construction and maintenance. Pressure treated crossties and switchties are supplied for mainline railroads and railroad contractors, thus playing an important role in supporting the nation's vital infrastructure.

gles for commercial and multifamily residential construction. A growing public awareness of safety needs followed recent brush and forest fires on the Pacific Slope, and widespread recognition of fire dangers by various building codes is expected to exert an increasingly favorable impact on this market.

The division is also spearheading a California program for "Outdoor" wood, treated for resistance to decay and termite attack, for use by residential contractors and do-ityourself homeowners. Outdoor wood, pressure treated with "Wolman" chemicals, is used for decking and other backyard variety projects.

He points out that since Outdoor wood is sold primarily in the do-ityourself market, demand is expected to continue strong regardless of the weakening trend of housing starts. He feels that it is rapidly becoming a viable alternative to redwood for residential construc-

tion and do-it-yourself projects, since it possesses a long-lasting resistance against insects, can be painted or stained, and is available below the price of redwood.

Alone among such industry operations in the western area the division is mounting an agressive educational campaign aimed at retail and wholesale lumber yards where in-house seminars, conducted by Koppers' trained experts, are held to acquaint sales staffs with the various pressure treating systems available for any desired end use of product.

"This is being given special priority attention," says Batchelder, "since for years the consumer has relied on local area building materials centers for expertise in all facets of the wood market. We are

providing counter personnel with all the information necessary to continue this valuable service as pressure treatments become ever more viable, even more in demand."

In a further broadening of its educational campaign they have launched a series of in-store demonstrations and discussions targeted directly to the consumer.

The new division is also gearing for continued expansion through major acquisitions as well as through extensive new product developments.

l- is meeting a growing demand in lumber yards across the nation, with heavier than usual interest throughout theWest.

In fact, a Cahners Publishing Company survey conducted among lumber and home center retailers noted: "Product groupings that seemed to have had the most dramatic increases in sales last year were treated lumber, which was the number one product mentioned almost across the board."

That consensus is borne out by western dealers who meet the public every day. It also buttresses the view held by members of the Western Wood Preservers Institute, an association of western wood treaters. Here are random comments from dealers on the firing line:

John Balding, McDaniel True Value Building Supply, Eugene, Or.: "Pressure treated lumber is the product of the future for the residential decking market. With it, we are providing a better quality material at less cost.

"Today, more people are staying home, working on their houses as a result of the fuel shortage. So we've had a phenomenal increase in pressure treated sales. Last year, we expected to sell one truckload. Instead, we sold four times more than we thought.

"Next year, we'll build a display deck out front, and we are also remodeling the inside of our store. We promote pressure treated lumber in the newspaper regularly and use the classified columns every night.

"We also help customers design their decks, taking under consideration the relationship of the deck to the house, to the elevation, the slope, etc. We try to feel out the customer's skill levels, and design the deck structure to suit their abilities."

into its own from a price standpoint. Retailers are just beginning to realize that it will last longer than many other species. We used some rather unusual applications right here in our own yard when we built it in 1978.

"For instance, we've used it for decorative siding, patio overhang, and in our new sign for the yard. Others have seen our applications and decided they'd like something similar for their own homes. I'm certain that if retailers have proper people with enough knowledge about this product, they will find the do-it-yourself market eager to buy and use it."

The effects of expensive and increasingly scarce money for home building are continuing to sock it to all connected with this important American industry. .stoppages, cut-backs, layoffs and reductions have suddenly become common, with bright spots few and far between.

Only export sales of lumber, the repair & remodeling market and some areas of commercial and industrial appear strong. whether these areas can take up the s/ack from the loss of the recently booming home bldg. industry is the $64 question. .

With the prime lending rate widely forecast to hit 200ft and the prime home loan rate as high as 1806 at some lending institutions, coupled with the smallest net inflow of savings at s&ls in Feb. since '70, builders and home remodel groups have been in D.C., hammering at the politicians for help (see p. 32). . some predict the worst housing recession since WWII. .

Seasonally adjusted housing start figs. for Feb. (most recent) were 1,334.000 units, the lowest rate since Dec. '7i and 9.20/o below the year earlier. single family starts were off 23.lolt from the mo. previous: 22.40/o below a year ago...multifamily rates were up 3404, puzzling the bean counters, who were at a loss to explain the increase. .

A variety of new mortgage and other financing methods are being tried in an attempt to

bring housing to the market at an affordable price.. So. Calif. construction industry and union leaders plan to invest $100 million or more per mo. in area bldg. loans from their huge pension fund reserves.

ALBSA Meeting Looks Ahead

The '80s. the Decade o./ Opportunities is the theme of the Arizona Lumber and Builders Supply Association's 59th annual convention. May 1-3 at the Doubletree Inn. Tucson. Jim Stewart is chairman.

The first day, Thursday, will stress fun before settling down to serious work on Friday. The annual lumbermen's golf tournament will tee off at 8:30 a.m. on the Randoloh Park North Course. Tennis players will begin tournament play at l0 a.m. In the evening a poolside cocktail party will precede a Hawaiian luau with dinner and dancing.

The 8 a.m. business session on Friday will be followed by Dr. Gunther Klaus, Institute for Advanced Planning, Beverly Hills, Ca., who will reinforce the convention theme in his keynote address. Next morning speaker will be Mickey Whiting, president of Kaibab Industries. Phoenix. Az.. and president-elect of the National Forest Products Association. His topic will be Lumber in the 80s.

The afternoon will be devoted to inventory management with Bill Schoolman, Bohemia. N.Y. directing the sessions.

On Saturday, Ralph Lewis Jr.. coordinator of corporate communications. Gulf Oil Corp.. New

Orleans, La., will discuss Energl,Yesterday, Toda-r- and Tomorrov'at 9 a.m. following a breakfast session.

President of the National Lumber and Building Material Dealers Association, Lee Briggs of Fargo, N.D., will report on National Progress - 1980. The annual nreeting will convene at I I a.m.

In the evening the annual banquet and awards recognition will follow a poolside cocktail hour. Dancing will conclude the evening and the convention.

Special events planned for wives include luncheon at the Universitv of Arizona campus with a planetar- ium presentation AII About the Heevens.

A Builder Group's Warning

The government's attempt to curb inflation with record high interest rates is stealine the dream of owning a home froni nrillions of young Americans and is pushing the housing industry into its deep- est recession in modern times, according to Merrill Butler, pres. of the 125.000 member National Association of Home Builders.

He also warns that the housing slump now being forecast will pre-

cipitate a much deeper national recession than previously anticipated and, in the long run, generate more inflation.

NAHB now forecasts about Ll million housing starts for 1980, a drop of almost 5006 from the more than 2 million units built annually in 1977 and 1978. Following the latest credit tightening moves. mortgage interest rates have disqualified millions of potential home buyers.

"The loss of 900.000 housing units in 1980the difference between the NAHB forecast for 1980 and the 2 million units needed annually merely to meet this nation's basic shelter needswill result in the loss of more than 1.4 million jobs, the loss of almost $25 billion in wages, the loss of more than $6.7 billion in tax revenue. and higher government deficits as lax revenues decline and expenditures increase to aid the unemployed," said Butler, a home builder from lrvine. Ca.

Furthermore. he said. "demand for housing of all types will back up, ensuring even greater inflationary pressure on prices and building costs during the next recovery when too many buyers chase too lew units."

A FTER three years of study, the A Dept. of Energy and HUD have published 6l pages of proposed energy saving standards for the design of all new residential and commercial buildings to become effective in August, l98l

Industry and the public were given about four weeks to study the proposals and make comments. NLBMDA and other associations requested that the comment time be extended for a sufficient period to allow proper study and evaluation. That time has now been extended.

Comments from interested parties may be submitted to April 30. Requests to speak at public hearings will be accepted through March 12. Hearings will be held in Washington, D.C., March24-26', in Atlanta, Ga. and Kansas City, Mo., April 14-16; and in Boston, Ma. and Los Angeles, Ca.. April 2l -23.

This is the time of year when customers are more conscious than ever ol fuel-saving energy-saving benefits. No business can benefit more from the sale of weather-proofing materials than yours. Continue to emphasize the federal tax credits they can get for installing weatherizing materials such as storm doors or windows, weather stripping, caulking, insulation, furnace burners, energy meters. clock thermostats. etc. Tax

credits are allowable for l5ol, of purchase price up to $2,000 and even higher for solar equipment. These tax credits should be emphasized in your ads and signs.

Five lumber companies and the Detroit Lumbermen's Association (not a member ol NLBMDA) have been fined $250,000 for price fixing. They pleaded no contest to the charges, but the U.S. District Court ruled that plea was an admission of guilt. The Association was fined $30,000 and company fines ranged from $35,000 to $75,000. WBMA and other members of NLBMDA take no part in price fixing or price discussions of any kind.

Having trouble collecting Your accounts receivable? Siedman & Siedman, a national accounting firm, has some ideas about how to make Your collection policies and procedures more efficient.

Monitor the age of receivables and establish standard procedures that call for specif,ic actions when a customer is, lor example, 30, 45, 60, 75 and 90 days overdue.

o Rebill customers who take cash discounts when they have not been earned. but be careful not to alienate your highly profitable customers.

o Use cash discounts and/or late penalties to encourage prompt payment.

. Monitor shipping and billing errors. When they become frequent, change procedures or personnel to minimize the likelihood of such errors. Enclose a stamped, self-addressed envelope with each bill.

Hardwoods on CBS Talk Show

Gage McKinney, v.p. of MacBeath Hardwood Co., San Francisco, recently discussed the advantages of hardwood I furniture and products on "Midday Bakersfield," a public affairs program of CBSaffiliate KPWR-TV. Bakersfield, Ca.

Program host Vivian Tucker also asked McKinney a variety of questions about how to buy, care for and repaiJ hardwood furniture. He was appearing as a representative ofthe Hardwood Institute of New York. the promotional arm of the National Hardwood Lumber Association.

Discussing the advantages of hardwood furniture McKinney said, "a good testimony to the fact that hardwood furniture is the best buy is the great value of antique furniture made of hardwoods. Antiques prove that hardwood furniture will give a life time of service even as it appreciates in value."

"Like all organic things, hardwoods evoke a sympathetic response from us, which is what we mean when we say hardwoods add warmth, beauty and interest to our homes," McKinney said. "lt's a product that I sell with a lot of satisfaction," he added.

When asked about the ecological aspects of forest products, McKinney replied that forest products are the most ecologically sound materials for furniture and construction. "The raw materials that make plastic, steel and aluminum are finite," McKinney said, "but our forests are being renewed even as we talk."

As well as recommending proper care of hardwood furniture, McKinney also warned consumers againsf the use of "wax as you dust" products. "The silicones in these products can penetrate through the finish into the wood itself, making refinishing impossible." he said.

Export Trends Shift

Drastically changing patterns in the industry were stressed by speakers at the 24th annual convention of the Imported Hardwood Products Association, held recently in Scottsdale, Az.

Michael Buckley, forest marketing services and timber investments management, Singapore, predicted that Japan will buy 6001' of all South Sea logs in 1980. Taswin Natadiningrat, Masyarakat Perkayuan Indonesia, announced that his country will have a total export ban on logs except for domestic consumption effective Jan. 1, 1983.

Builders Call On Washington

Hundreds of leaders of the home building industry from across the country met recently in Washington, D.C., to urge Congress and the Carter Administration to take immediate action to prevent the bottom from falling out of the housing market.

The Emergency Action Day in Washington (March 25-26) was two days of intensive lobbying on Capitol Hill and at the White House.

"We are entering what could be the deepest housing depression in modern times." Merrill Butler, National Association of Home Builders' president. said. "With ntortgage rates soaring to l6()l' levels and the prime rate approaching 20(ll, following the latest credit tightening moves, builders can't build and our customer's can't buy. There is literally no bottom to this housing cycle as long as interest rates remain this high."

Housing starts are expected to fall below l.l nrillion units in 1980. according to the latest NAHB forecast. The loss of 900.000 units (the difference between the 1980 NAHB forecast and the 2 million units built annually during 1977 and 1978) will result in the loss of 1.4 million jobs, almost $25 billion in wages. and more than $6.7 billion in government tax revenues.

Butler said the most inmediate problem confronting the industry is enabling home buyers to qualify for mortgages: fewer than 5(1, of U.S. households can qualify for today's median priced home o[ about $64.000.

During the two-day lobbying effort, Butler said, NAHB sought the immediate release of low interest rate mortgage money under the socalled Brooke-Cranston program as well as positive action by Congress that would allow states and local communitites to sell tax exempt revenue bonds to finance singlefamily homes.

"Brooke-Cranston and taxexempt revenue bonds are low cost and noninflationary government assistance programs," Butler said. "The jobs, income and tax revenue generated by the sale and construction of new homes under these programs nrore than offset the initial government outlays."

New wood treating plant

Reflecting the increased demand for pressure treated wood products, a new treating company has opened in the Southernmost city in California's Great Central Valley.

Pacific Wood Preserving of Bakersfield, situated on l0 acres, with an 8 car rail spur, has a CCA salt treating cylinder which can handle more than 30,000 board feet Per charge, making it one of the largest in the West.

A Koppers'licensee, PWPB uses the Wolman method to treat posts, poles, pilings, grape stakes, dimension lumber, timbers and cross arms as well as doing customer treating. According to general manager Steve Ryan, PWPB has weekend loading and unloading, compu-

terized inventory control, and can provide limited storage for customers at the plant, which is 1% miles off Hwy 99. The firm has two 18,000 lb. forklifts to speed material handling.

An IBM System 32 handles computerized inventory control for the firm and customer as well as

payroll, accounts receivable an! accounts payable. Bi-weekly printouts including numerical unit designation of dimension, species, grade, total pieces and lengths is available to customers.

An electric eye sorting and stacking machine with the capability of 1 50,000 feet per day enables the pulling of random length products. a service offered free to customers.

The company marketing area is the entire Pacific southwest.

New Firm Stresses Cedar

Construction to Decline 7olo

Construction contracting this year is now expected to total $155 billion, a decline of $15 billion fronr a forecast issued six months aso and Tolt below the actual amou"nt spent in 1979. reports McGraw-Hill Information Systems Co. The brightest spot in the revised forecast is commercial and industrial construction, which sustained its 1979 boom intothe early months of 1980.

The report reveals that contracting for housing will come to $62.9

Tax Payment Settles Suit

In an unprecedented settlement, four major United States gypsum board manufacturers have agreed to pay in taxes a portion of the estimated $35 million they would have been liable for if they had been convicted in an antitrust suit pending since 1978.

The exact amount of payment due under the agreement wilh the Justice Department will not be known until an IRS audit is com- pleted, but individual estimates given by the firms add up to at least $5.5 million.

Home "Fix Up" Increase

The home improvement industry will continue to grow three to four times faster than the GNP. and faster than most other retail nrarkets, E.L. McNeely. chairnran and c.e.o., The Wickes Corp.. San Diego, Ca., told the National Home Center/Home Inrprovenrent Congress & Exposition in Dallas. Tx.

Citing "unique and changing social and economic forces over the next decade," he pointed out that demographics are highly favorable. "The total number of households in the U.S. will increase by 20t\, over the next ten years, but the number of households in the 25-44 year age group, the prine nrarket flor home purchase and improvn1ent, will increae by a robust 35%,. "

"The astounding run-up in the price ofan average honre has led to remodeling activity. People who might normally buy a new honre are now remodeling or adding a room instead. First-time buyers are forced by economic reality to purchase older honres and fix them up."

Growth in the home center industry comes. McNeely pointed out, because "People are much less willing to pay a tradesman $20 or more an hour to do a job which, with a little study and effort, they

can do themselves."

"Gasoline consumption is down. people are taking fewer trips and spending more tinte at home." As a result, "people are willing to invest more tinre, nroney, and effort to improve the contfort and appearance of their living environnlents.

"ln a tinre of tight money and recession. the home center industry is helping to prolong the life of existing housing. We provide jobs and economic growth in our own industry and supplier industries. Providing useful products and services that benefit people is a fundanrental purpose of our business," he concluded.

M. Roach Forest Products, a manufacturing and wholesale company, has been opened in Eureka, Ca., by Mike Roach.

The firm will handle redwood, Douglas fir, Ponderosa and sugar pine. They will be able to provide select, commonss finger-joint, cut stock, lath, timbers, split products, fencing, and decking.

According to Roach, who previously was associated with CalPacific Mfg. Co., Arcata, Ca., they will also be industrial specialists.

At present it appears that France, the United Kingdom, ltaly, lreland and Denmark will apply the new provisions for lumber imports to logs as well. This would effectively preclude U.S. oak log exports to these countries.

Solve Warehouse Thefts

Warehouse pilferage is a problem with solutions; here are eight ways to control it.

(l) Avoid storing outside ladders, pallets, anything that can be climbed on to gain access to the building.

(2) Keep tools such as hammers and crowbars which can be used in a break-in stored securely.

(3) Check copies of all papers and orders for changes in figures, missing copies and discrepencies to avoid inside theft.

(4) Do not allow drivers to enter warehouses or move goods to trucks.

(5) Keep warehouse personnel and drivers apart to avoid collusion.

(6) Keep an eye on employees who never take a day off.

(7) Make one person responsible for all package shipments.

(8) Allow only authorized people in a warehouse: no customers.

NHIC Publishes "Green Book"

The latest definitive profile of the home improvement industry reveals that today's "average" remodeling contractor has been in business I 5 years, operates one sales location, and employs six fulltinre employees and six part-tinrers.

The new study is the National Honre Inrprovement Council's I 980-81 Green Book a/' Home Improvement Contractorsa comprehensive "who's who" of 14,000 contractors in 44 U.S. nrarkets.

According to NHIC, contractors in nlost nrarkets reported that reroofing, residing, reinsulation. replacement windows, and stornr windows and doors conrprised 7l{X, of their business (3.7 nrillion jobs) during 1978. On the other hand, big ticket jobs such as room additions represented 1.5 nrillion jobs.

On a market-by-nrarket basis. nlost areas covered in the Green Book confornr to the upward spiral in national honre inrprovenrent expenditures, as reported in the U.S. Bureau of the Census' C-50 reports.

The four-volume 1980-81 Green Book rs divided into 44 separate reports, providing extensive analysis of each individual market. Each report includes a contractor directory

More Commercial Lending Seen

Commercial real estate lending is expected to be significantly increased by savings and loans upon completion of a major regulation change now in progress.

Targeted towards companies interested in urban renewal type projects, the lending limits will be raised to 90Vo and 30 years.

Among programs to be included are Small Business Administration development company loans and regular guaranteed business loans as well as business loans for poor areas backed by the Economic Development Administration and industrial plant loans guaranteed by the Farmers Home Administration.

Steven L. Page of Valley Best-Way Building Supply, Inc., Spokane, Wa., was recently featured in Measures of Succ'ess, Successful Ideas Thaf Worked, sponsored by the Western Building Materials Assn.

His suggestion recapped his experience in using the feature-benefit technique to sell a garden shed which was a new product for his firm. He used a list compiled of the features and the benefits a buyer would receive from it to sell a garden shed in less than five minutes.

He reported learning the sales technique at a training seminar staged by Bob Mullen of the Armstrong Cork Co. Reward-for sliaring his experience was $10.

Tested Sales Basics

The salesman who turns prospects into customers has usually mastered these basics:

Create dialogue rather than a non-stop presentation. Seek questions, reactions, information from the prospect. Ask pertinent questions and pave the way for a closine.

Hui.t out undisclosed needs and hidden objections. Note details on specs, performance and product needs, and delivery dates. Find out what the competition has offered. Meet the needs and competition.

Involve all those with buying influence in the company. Ask the purchasing agent who else you could pitch.

Stay alert to buy signals and invitations to close. Watch for encouraging comments or body language. Stop talking and start closing.

Don't try to close when the prospect has just made a negative comment or questioned the proposal.

Employ good closing techniques such as "How much of this do you think you would use in a month?" or "How soon do you need delivery?" or "Which kind would you prefer? Such questions commit the customer and give you an opening to close.

Check Buying Motives

Understanding the buying motives of your sales prospect can help you to close a sale.

Some common motivations for a purchase are wanting prestige, to make or save money, to make a job easier, to keep up with the competition, to improve a product or management, to insure the safety or security of the business.

Determine the motivation of your customer and tailor your approach to his needs.

FTC insulation regulations don't absolve homeowners of their responsibilities

'l' HERE HAS been too much I buck passing in recent months on the subject of who is responsible for guaranteeing our homes contain the best possible energy-saving features. The government has been critical of builders, who in turn criticize building product manufacturers, who respond they are only producing what consumers will buy.

It is my contention the primary responsibility for making certain a home is properly energy-efficient lies directly with the consumer. After all, he has to pay the utility bills, month after month, year after year. With a projected 200/o annual increase in heating costs, consumers have a considerable incentive to face the issue.

That is not to say builders, architects, manufacturers and the government don't have a role in the process. They do indeed. Each has the ethical, and in many instances, the legal obligation to provide consumers with the facts and figures needed for prudent decision-making. That role must expand as our energy problems become more severe. But, in the final analysis, the consumer ultimately will decide how energy-efficient his new or existing home is to be made.

It has been estimated that 700/o of all American homes have no insulation or are under-insulated. By today's standards, this is a national problem which can't be ignored. A new Federal Trade Commission Home Insulation regulation soon to

take effect, will require consumers be informed of the insulation values in new housing.

For the first time, those in each link of the home insulation distributive chain, must make available precise documentation on the real value of the insulating material they are selling and installing.

Although it is popular to utter disparaging remarks about federal regulations, I believe this particular regulation is basically good in that it will provide consumers with the information necessary to enable them to make intelligent judgements about the home insulation materials they are considering,

Penalties of up to $10,000 per offense can be levied against violators at every level, including manufacturers, wholesalers, supliers and builders. I hope the FTC will take the necessary steps to ensure that their regulations are adhered to whereby the consumer will be provided the proper information on home insulation.

Builders must get away from using minimum home insulation and/or inferior materials which may be represented as energy efficient but in actuality are marginal at best.

Even today, in many parts of the country, homes valued at $100,000 and more can be seen under construction with inferior insulation materials. This is inexcusable upon consideration of the many good products available at little additional cost. Also. in the case of sidewall insulation, the best and least expensive time to properly and adequately insulate is when the house is being built.

Our nation is at a crucial crossroad. Without a clearly defined national energy policy, it is incum-

bent upon us, as individuals, and as interested organizations, to develop meaningful ways of facing up to the problems.

Those involved in each phase of the building process should be especially sensitive to home insulation. Ultimately, however, consumers must shoulder this responsibility and demand housing that satisfies today's and tomorrow's needs.

Watch Those Coffee Breaks

lf your employees have unpaid lunch breaks. investigate before exchanging any of the time for coffee breaks.

In a recent case. a wholesaler allowed his employees to use l5 nrinutes of their unpaid lunch time mid-morning for a coffee break. As a result he had to pay overtime for the coffee break at lrlr hours per week per employee, 5x l5 minutes.

According to the Wage/Flour law in some states coffee breaks and other short periods frnm five to 20 minutes must be counted as tinte worked and are subject to overtime. Check with your lawyer before permitting changes.

lnsulation for D-l-l

Masonry Wall Insulation which has been used by professional insulation contractors for over 30 years is being introduced to the D-I-Y trade by Vanply, Inc.

Reportedly with installation for the do-it-yourselfer, it has the R-value of 4.5 (horizontal heat flow) for the 3/+" furred cavity on a masonry wall, and a built-in vapor barrier which meets FHA standards.

"We've promoted it with newspaper and radio advertising, and that has really paid off. When a customer asks about fencing, we acquaint them with pressure treated wood. It looks nicer and lasts longer than other species and for less money. More and more people are becoming aware of it for outdoor USES.

Dick Hotaling, president, Orange County Lumber Co., Santa Ana, Ca.: "We've been handling pressure treated 2 x 6 decking for a couple of years now, and have noticed a definite upswing in demand. You must remember that many contractors are slow to change. They stay with what they have been used to and are hard to swing over to a new product.

"ln some cases, pressure treated wood is a very good substitute for other species. It's priced right in there, good and competitive.

"Most of our customers are contractors. We have few do-it-yourselfers. Contractors sometimes are concerned that pressure treated wood will not take a stain or weather out attractively. I tell them to hose it down once in awhile and they will wind up with one of the most beautiful finishes ever. It colors to a very attractive silver graythe kind that some people will spend many dollars to obtain by staining.

"Our experience shows pressure treated wood to be catching on."

"Last year was our first year selling pressure treated wood, and we had excellent acceptance. Results were outstanding. We've promoted treated wood in newspapers, on radio, and at a local home show, so customers come in and ask for this wood. Women definitely like ir. A woman will come in with her husband, point to the deck and say, 'Honey, let's get one like that.' And then she gets the husband to build it.

"Mainly our concept is to rely on good displays. Our yard has a serve-yourself approach, and it's working with pressure treated lumber. "

The Western Wood Preservers Institute points out that while many dealers have sill stock on hand, they need additional material in proper grades and treatment to sup- ply homeowners in the growing residential market. Member com-

panies of WWPI can provide information about the correct grades and treatment for general consumer use.

To acquaint persons more fully with the facts about preserved wood, the Western Wood Preservers Institute recently introduced a question and answer folder. The consumer brochure answers basic questions about treated wood. The folder is available free in quantity, and may be ordered by dealers from their treated wood suppliers.

A TOUR of the new Georgia- t.l Pacific computerized Maxi-Mill and new planing mill complex in Fort Bragg, Ca., highlighted this year's Industry Night, a yearly event on the calendar of the Black Bart Hoo-Hoo Club. an industrv fraternal group.

The club, which represents the central redwood empire in Northern California, drew only about l0o/o of the nearly 70 present from the local area. The balance were from widely scattered points in a 100 mile circle.

Piedmont Hotel in Fort Bragg, where a strong wristed bartender soon adjusted everyone's attitude to a state of positive fraternalism. In an age when many of the Hoo-Hoo clubs are having membership problems, Black Bart Hoo-Hoo club is gaining strength, and obviously having an enjoyable time doing it.

The club, as isits policy at selected meetings, invited wives and girl friends to join club members as they moved through a meeting program that really was both educational and enjoyable.

Ramin: a commercial light hardwood

A LTHOUGH ABOUT five spe- Fl cies of ramin are found in Peninsular Malaysia, the only species with economic importance is Gonystylus bancanus, a light hardwood. Also known as melawis, it is common in peat swamps on the West coast from Perak to Johore.

The wood is creamy white and weathers to a pale straw shade. There is no color difference between the sapwood and heartwood. When planed, the surface is not especially lustrous and is without figure except for a small core which is streaked with alternating layers of blue and marble.

The texture of ramin is moderately fine and even. The grain is shallowly interlocked. Growth rings are indistinct or absent while vessels are generally medium in size and few or moderately few in number. There are no tyloses or deposits. The wood parenchyma is exclusively paratracheal. Rays are fine and cannot be seen with the naked eye.

A moderate amount of cupping, bowing, and slight end splits may occur during seasoning. The timber is also liable to stain. During the early stages of seasoning it is prone to ambosia beetle attack. Drvine time in the air for %" boards ii usually about 3rl: months while the 114" boards take four months.

Ramin has little natural durability and is rapidly attacked by termites. It also has little or no resistance to fungal infection and is highly susceptible to powder-post beetle attack. For veneer, ramin can be peeled fairly easily. However, the veneer must be handled carefully as it has a tendency to tear. Gluability is good. It is felt by the Departnrent of Forestry, Peninsular Malaysia, and the Malaysian Timber Industry Board that this is a potentially acceptable timber for a plywood manufacturer.

Uses of ramin at present include light colored furniture, interior joinery, flooring, ceiling, paneling. door and window frames, stringers and stair treads, T-squares, rulers, tripods, straight edges, trays, handles of non-striking tools, brushbacks, toys, turnery. and plywood.

As usual. politics ancl the governmental bureaucracy are our biggest Lhreats. He points out that only 25%r of the total harvested timber in 1979 came from the National Forests, this in spite of the fact that they own 7 501' of the total merchantable standing timber in America. Acts setting aside millions of acres as wilderness area with no harvesting or care permitted are vastly misunderstood by millions of Americans. "ln some ways," quips Drake, "timber is much like sex. you either use it or lose it."

Stressing that the lumber market is one of the few elements in our economy still controlled by supply and demand, he points out that in the face of this past year's double digit inflation, the price of some lumber has dropped back to early 1970s nrices.

Dean sees much optimism in the future for the homebuilding business in the Southwest. Change will continue. nrore condonriniunrs, smaller but better built units will be the rule. Sharing of open space. pools, recreation areas and utilities are dictated by economy. but build they will and, "we intend to be a part rlf this growth." He predicts that Phoenix will double again within the next l5 years.

He is active in both civic and lumber industry functions. He is a past president of the Arizona Lunrber & Builders Supply Association and has served on its board ofdirectors for the past 20 years. He has been a board menr ber of the National Lumber and Builclins Materials Dealers Association foi the past nine years. He spent five years in the Industry Developnrent Division of the NLBMDA. where ntuch of the current material lor dealer sales training. business systems, fi nancial analysis, material handling and operation manuals was prepared.

Mr. Mullin had also beerr the rrresident ol the Burbank Lunrber Co.'since l9l9'had interesls in four Mullin Lunrber Co. yards in Los Angeles; twct Arizona yards (Flagstaff and Corronwood) and sonre of the Terrv Buildins Cen te rs.

Born in Phoenix. he was educated in Los Angeles and attended the University of California, Berkeley. He nrarried Merced Terry in I 919 after service with the U.S. Arnry in Europe. Mr. Mullin was a fornrer Burbank courrcilntan and had been honored with a testinronial banquct for his nlilny contntunity services by The City of Burbank.

Ile is survived by two brothers; one son; three grandchildren; and one greal grandch ild.

OSCAR MAX HILL

Oscar Max Hill, owner of the Max Hill Lunrber Co.. Montebello, Ca., died of cancer in Pasadena, Ca., on March 3. 1980.

A native of Ft. Snrith. Ar., he started work in the lunrber business at the age of I I working with his father who was the manager ola lunrber nrill. lle later worked lor Tarter. Websrer & Johnson (now Bendix Forest Products) belore joining Harvey Nelson in a partnership in l95l and eventually beconring sole proprietor of the contpany.

Industry Credit Assclciation and the Luntber Association of Southern California. and a trustee ol the City of tlope, 1500 E. Duarte Rd., Duarte, Ca., 91010. A nrenrorial fund in his nanle for research and the purchase of equipnrent has been established at that instituticln. Donations nray be sent to the attention of Ernie Spickler.

Fle is survived by his widow, Margery C., three sisters and one brother.

Paul W. Foote, sales ntanager for Collins Pine Co., Chester. Ca., died Dec. 29, 1979 in Bend, Or., at rhe age of 73.

A native of Portland, Or.. he started his lunrber career at Glenwood, Wa., with Collins interests in 1926. He was a nrenrber of WWPA. serving on the tralfic conrmittee.

Mr. Foote is survived by his widow, lrene, two children, and six grandchildren.

WARREN OSBORNE

\l'arren Wesley Osborne, Osborne Lunrber Co., Newark. Ca., died on his 67th birthday, March 19, 1980.

Born in lowa. he later ntoved to Minnesota, where he contpleted his education. Prior to World War ll. he was a yard nrgr. for Weyerhaeuser's Rock lsland Div. He served with the U.S. Coast Guard 1942-1945. He nrarried Arfene Rake Dec. 21 , 1943.

Alter the war he joined Interbay Lunrber in Oakland, Ca., and started Osborne Lunrber in the early 1950s. He was joined in the nrid-1950s by Tinr Fogerty. the present owner-ntanager.

Mr. Osborne is survived by his widow, Arlene; a daughter; and an aunt and uncle.
